Doha: Qatar’s hosting of the 2022 FIFA World Cup Qatar was a paramount milestone on the road to diversifying the country’s economy, which is one of the goals of launching the comprehensive vision for the development of the State of Qatar “Qatar National Vision 2030” in 2008, which aims to transform it into advanced country capable of achieving sustainable development and ensuring the continuation of a decent life for its people, generation after generation.

Qatar National Vision 2030 is based on four pillars, the third pillar, which is economic development, aims to develop a knowledge-based economy that is characterized by heavy reliance on research, development and innovation, excellence in entrepreneurship, and high-level education, while gradually decreases dependence on hydrocarbon activities.

This trend includes about 12 years of careful planning for the organization of the FIFA World Cup Qatar 2022, the first of its kind in the Arab world, where Qatar has spent about QR 730 billion on major projects and infrastructure projects serving the tournament, including the construction of tournament stadiums and training grounds, the construction of high-speed trains, subway networks, airports, ports, water, electricity, sanitation, parks, hospitals, schools, public transportation and other logistics business.

Although those years witnessed many economic challenges as a result of the repercussions of the COVID-19 pandemic and the Russian-Ukrainian war, among others, the natural result of this planning was to enhance the competitiveness of the Qatari economy, diversify its resources, and provide it with a great capacity for growth and effectiveness in facing the increasing pressures on the global economic activity.

The state’s gross domestic product then reached about QR 864 billion by the end of 2022, up from about QR 455 billion in 2010, and the contribution of the non-hydrocarbon sector exceeded about 63 percent of the total output during the year 2022, up from about 55 percent in 2010.

In 2022, the tournament year, the Qatari economy grew by 5.3 percent, outperforming the expectations of the International Monetary Fund (IMF) at 3.4 percent. The surplus of the state budget for the same year amounted to QR 89 billion (USD 24.4 billion), with the IMF expecting that the general budget indicators in Qatar will remain strong in the coming years.

In this context, economist Dr Abdullah Al Khater said in a statement to Qatar News Agency (QNA), that the FIFA World Cup Qatar 2022 played the main role in diversifying the Qatari economy over the past ten years, adding that the FIFA World Cup Qatar 2022 has created a real stimulus for the various economic sectors, and made it possible to set a clear vision.

It also set the goals of everyone’s work in order to achieve them according to a specific timetable, harnessing all the capabilities of the state to come out with that impressive picture that reached all parts of the globe.

Dr. Al Khater indicated that the years of preparation for hosting the World Cup and the accompanying budget control are factors that have contributed to the establishment of huge infrastructure in roads, ports, airports, hotels and industrial establishments.

It included various economic sectors, and was behind the emergence of sectors that led to economic diversification, such as the hospitality sector and its accessories, which strengthened the solidity of the Qatari economy and enabled it to deal with global economic shocks and challenges.

He pointed out that in addition to the Qatari economy benefiting from the infrastructure that was established in the World Cup, this sector was also able to go beyond the traditional dealings with tourists who came to the country to enjoy football matches, and consider him as a guest who requires a special quality of services.

Dr. Al Khater explained that the World Cup highlighted Qatar’s capabilities in many fields, and contributed to raising Qatar’s share of foreign investment, especially from large companies that have become familiar with the work environment in the country, and will undoubtedly have a pivotal role in the coming years in attracting more investments to the State of Qatar and the countries of the region.

It is remarkable that the impetus given by the tournament to the Qatari economy was accompanied by Qatars implementation of legislative reforms to create a business and investment climate in accordance with the best international standards;The Investment Law of 2019 permitted the establishment of foreign companies with 100 percent ownership in all sectors, with the exception of a few strategic sectors.

In 2020, the government introduced new reforms regarding real estate ownership, granting non-Qatari eligibility to own real estate and invest in the sector, according to which, residents who invest in the real estate sector are granted many benefits such as residence, free health care, free education, and the possibility of investing in specific business activities.

In 2020, reforms were implemented in the labor market, and the minimum wage was applied. In 2021, the Qatari government agreed to increase the Non-Qatari Investors’ Ownership Percentage up to 100 percent in some companies listed on stock exchange.

In 2022, the Ministry of Commerce and Industry (MOCI), in cooperation with the Ministry of Interior and the Ministry of Labor, announced the launch of the service of issuing a commercial license for all commercial activities.

According to the annual report of the Investment Promotion Agency in Qatar for the year 2022, Qatar gained 29.78 billion USD in foreign direct investment, and 135 new projects were launched within foreign direct investment projects.

This helped create 13,972 new jobs during 2022, which doubled the volume of capital expenditure for foreign direct investment by approximately 25 percent. Dr. Al Kuwari added that the FIFA World Cup Qatar 2022 had strategic values for the country and its people; by showing the world the honorable civilized image of Qatar, its commitment in confronting climate change, reducing the carbon footprint by organizing a carbon-neutral world cup, as well as enriching the sectors of tourism, real estate, products, consumer goods, aviation and more.

He noted that one of the benefits of the 2022 World Cup is making Qatar a leading tourist destination.

The tourism sector recorded a strong performance in the first quarter of 2023, with Qatar receiving more than one million visitors, thus recording the highest rate of international visitors during the first quarter. This affirms the shift in the sector, and the significant contribution to the diversification of the economy since the tourism sector is a key engine for a number of other sectors.

He also pointed to the success of attracting international companies in many strategic and promising economic sectors, including emerging technology sectors, logistics and trade, manufacturing and consumer products, marine services, biomedical sciences, food and agricultural technology and more. Dr. Al Kuwari expects that Qatar will continue to reap the benefits of the FIFA World Cup Qatar 2022 in terms of promoting the unique investment opportunities available.

As well as attracting regional and international companies to invest in the country, especially with the upcoming launch of Qatar’s third strategy 2023-2030 to support the goals of economic diversification in the country. According to GlobalData, it is estimated that the spending on developing the information and communication technology sector in Qatar will reach 9 billion USD by 2024, which is an average of compound annual growth of 9.2 percent.

There is also a high government spending in the infrastructure sector, and an expected compound annual growth rate of 9.5 percent in the construction market from 2023 to 2030, which is estimated to reach 123.1 billion USD by 2030.

In the sports field, the value is expected to reach 26 billion USD by 2025. Especially considering the many major sporting events that Qatar is hosting in the upcoming years, including the 2023 Asian Cup, the 2024 World Swimming Championships, the 2027 Basketball World Cup and the 2030 Asian Games.

The contribution of the non-oil sector to the growth of the economy is considered the strongest in the Gulf region, and indicates that the diversification that has been planned over the past years is becoming coming into affect, she added.

All in all, it can be said that the adoption of the Qatar National Vision 2030 fourteen years ago made it possible to establish a high standard of living in Qatar. The vision helped develop a diversified and competitive national economy that paved the way for the World Cup, which in its turn helped stimulate economic growth, create job opportunities, upgrade infrastructure and strengthen the foreign trade sector.

وضمن أربع ركائز تقوم عليها “رؤية قطر الوطنية 2030″، تستهدف الركيزة الثالثة وهي: “التنمية الاقتصادية”، تطوير اقتصاد معرفي يتصف بكثافة الاعتماد على البحث والتطوير والابتكار، وبالتميز في ريادة الأعمال، والتعليم رفيع المستوى، ويتناقص فيه تدريجيا الاعتماد على الأنشطة الهيدروكربونية.

ويدخل في هذا التوجه نحو 12 عاما من التخطيط المحكم لتنظيم بطولة كأس العالم FIFA قطر 2022، الأولى من نوعها في العالم العربي، حيث أنفقت قطر نحو 730 مليار ريال تقريبا على “المشروعات الرئيسية”، ومشروعات البنية التحتية الخادمة للبطولة، بما في ذلك تشييد استادات البطولة، وملاعب التدريب، وإنشاء القطارات السريعة، وشبكات مترو الأنفاق والمطارات والموانئ والمياه والكهرباء والصرف الصحي، والحدائق والمستشفيات والمدارس والنقل العام وغيرها من الأعمال اللوجستية.

كما حقق الاقتصاد القطري في العام 2022 “عام تنظيم البطولة” نموا بلغ 5.3 بالمئة، متفوقا على توقعات لصندوق النقد الدولي عند 3.4 بالمئة، وبلغ فائض موازنة الدولة للعام نفسه 89 مليار ريال “24.4 مليار دولار”، وذلك مع توقع صندوق النقد أن تظل مؤشرات الموازنة العامة في قطر قوية خلال السنوات المقبلة.

في هذا السياق، اعتبر الدكتور عبدالله الخاطر الخبير الاقتصادي، في تصريح لوكالة الأنباء القطرية “قنا”، أن كأس العالم FIFA قطر 2022 لعبت الدور الرئيسي في تنويع الاقتصاد القطري خلال السنوات العشر الماضية، قائلا: “لقد أوجدت بطولة كأس العالم FIFA قطر 2022 حافزا حقيقيا لمختلف القطاعات الاقتصادية، ومكنت من وضع رؤية واضحة، وحددت أهداف عمل الجميع من أجل تحقيقها وفق برنامج زمني محدد، سخر كل إمكانيات الدولة للخروج بتلك الصورة المبهرة التي وصلت أرجاء المعمورة كافة.

وأضاف الدكتور الخاطر أن سنوات التحضير لاحتضان كأس العالم وما رافقها من ضبط الموازنات، هي عوامل ساهمت في إرساء بنى تحتية ضخمة في الطرقات والموانئ والمطارات والفنادق والمؤسسات الصناعية، شملت مختلف القطاعات الاقتصادية، وكانت الرافعة الأساسية لبروز قطاعات باتت قاطرة للتنويع الاقتصادي على غرار قطاع الضيافة وملحقاته، الأمر الذي عزز صلابة الاقتصاد القطري ومكنه من التعامل مع الصدمات والتحديات الاقتصادية العالمية.

وأشار إلى أنه علاوة على استفادة الاقتصاد القطري من البنى التحتية التي تم إرساؤها في كأس العالم، تمكن هذا القطاع خلال الفعاليات التي عاشتها مختلف مناطق الدولة أيضا من تجاوز التعامل التقليدي مع سائح قصد الدولة للاستمتاع بمباريات كرة القدم إلى اعتباره ضيفا يستوجب نوعية خاصة من الخدمات، مكنت من إرساء مقاييس جديدة سيكون لها دور كبير في استقطاب ضيوف قطر أو السياح الراغبين في زيارة الدولة في الفترة المقبلة.

وأوضح الدكتور الخاطر أن كأس العالم أبرزت قدرات قطر في العديد من المجالات، وساهمت في رفع حصة قطر من الاستثمار الأجنبي، خاصة من الشركات الكبرى التي أصبحت ملمة ببيئة العمل في الدولة، وسيكون لها دون شك في السنوات المقبلة دور محوري في جذب المزيد من الاستثمارات إلى دولة قطر ودول المنطقة.

واللافت هنا أن الزخم الذي منحته البطولة للاقتصاد القطري ترافق مع تنفيذ قطر إصلاحات تشريعية لتهيئة مناخ الأعمال والاستثمار وفق أفضل المعايير العالمية؛ إذ أجاز قانون الاستثمار لعام 2019 تأسيس شركات أجنبية بنسبة ملكية 100 بالمئة في جميع القطاعات، باستثناء عدد قليل من القطاعات الاستراتيجية، وأدخلت الحكومة في 2020 إصلاحات جديدة بشأن ملكية العقارات، تمنح غير القطريين الأهلية لامتلاك العقارات والاستثمار في القطاع، وبموجبها يمنح المقيمون الذين يستثمرون في قطاع العقارات العديد من المزايا مثل: الإقامة، والرعاية الصحية المجانية، والتعليم المجاني، وإمكانية الاستثمار في أنشطة تجارية محددة.

كما تم في العام 2020 تطبيق إصلاحات في سوق العمل، وتطبيق الحد الأدنى للأجور، ووافقت الحكومة القطرية في 2021 على زيادة نسبة ملكية المستثمرين غير القطريين حتى 100 بالمئة في بعض الشركات المدرجة في البورصة، وفي 2022 أعلنت وزارة التجارة والصناعة، بالتعاون مع وزارة الداخلية ووزارة العمل، عن إطلاق خدمة إصدار رخصة تجارية “تحت الإنشاء” لجميع الأنشطة التجارية، كما أطلقت وزارة العمل في العام ذاته حزمة جديدة من الخدمات الإلكترونية تضم 50 خدمة وفق خطة الوزارة لرقمنة جميع خدماتها، وأطلقت وزارة التجارة والصناعة كذلك في 2022 منصة خدمات الصناعة، وهي واجهة إلكترونية تزود مستثمري قطاع الصناعة بالخدمات الإلكترونية عبر مختلف مراحل المشاريع الصناعية.

وتعليقا على ذلك والإرث الذي تركه تنظيم البطولة، قال الدكتور خالد الكواري الخبير الاقتصادي، في تصريح مماثل لوكالة الأنباء القطرية /قنا/: إن تنظيم بطولة كأس العالم FIFA قطر 2022 نقطة تحول جوهرية في مسار التنويع الاقتصادي بدولة قطر، أفضت إلى سن تشريعات اقتصادية، وتوفير بيئة استثمارية، ومناخ أعمال جاذب، وهو ما عزز تنويع الهياكل الاقتصادية، ومصادر الدخل، وتقليل الاعتماد على المواد الهيدروكربونية، وتشجيع دور القطاع الخاص في النشاط الاقتصادي لدفع عجلة التنمية.

وأوضح أن استضافة المونديال انعكست على كافة القطاعات الاقتصادية من حيث الترويج والاستثمار واستقطاب رؤوس الأموال الأجنبية، حيث استقطبت قطر خلال العام الماضي 29.78 مليار دولار من الاستثمارات الأجنبية المباشرة، وتم إطلاق 135 مشروعا جديدا ضمن مشاريع الاستثمار الأجنبي المباشر، ساهمت في خلق 13,972 وظيفة جديدة خلال 2022، مما ضاعف حجم الإنفاق الرأسمالي للاستثمار الأجنبي المباشر بنحو 25 مرة، وفقا للتقرير السنوي لوكالة ترويج الاستثمار في قطر لعام 2022.

وأضاف أن مونديال قطر 2022 حمل قيمة استراتيجية مضاعفة للدولة وشعبها، من خلال تقديم رسالة للعالم تعكس الصورة الحضارية المشرفة لدولة قطر، وبيان التزامها بمواجهة التغيرات المناخية، وخفض البصمة الكربونية عبر تنظيم بطولة محايدة للكربون، فضلا عن إنعاش قطاعات السياحة والعقار والبضائع والسلع الاستهلاكية والطيران وغيرها، مما انعكس في نتائج الشركات المدرجة بالبورصة في نهاية العام الماضي، والتي سجلت ارتفاعا في الأرباح الصافية بنسبة 10.27 في المئة، لتبلغ 49.483 مليار ريال، مقارنة بـ 44.871 مليار ريال في العام 2021.

وأكد الدكتور الكواري أن إحدى فوائد كأس العالم في قطر هي تقديم قطر كوجهة سياحية رائدة، لافتا إلى أن الأرقام تعكس زيادة التدفقات السياحية الواردة إلى البلاد بعد انتهاء المونديال، حيث سجل قطاع السياحة القطري أداء قويا في الربع الأول من العام 2023 باستقبال قطر لأكثر من مليون زائر، مسجلة بذلك المعدل الأعلى من نوعه خلال الربع الأول من زوارها الدوليين، وهو ما يؤكد حدوث تحول في هذا القطاع المهم، وإسهامه الكبير في تنوع الاقتصاد لجهة أن قطاع السياحة يعتبر محركا لعدد من القطاعات الأخرى.

وأشار إلى نجاح خطط الدولة وسياساتها الرشيدة في استقطاب شركات عالمية في العديد من القطاعات الاقتصادية الاستراتيجية والواعدة، ومنها قطاعات التكنولوجيا الناشئة، والخدمات اللوجستية والتجارة، والتصنيع والمنتجات الاستهلاكية، والخدمات البحرية، والعلوم الطبية الحيوية، والأغذية والتكنولوجيا الزراعية، وغيرها.

وتوقع الدكتور الكواري أن تواصل قطر جني ثمار البطولة من حيث الترويج للفرص الاستثمارية الفريدة المتاحة، وجذب الشركات الإقليمية والدولية للاستثمار في البلاد، لا سيما أن إطلاق استراتيجية قطر الثالثة 2023 – 2030 (خريطة الطريق الأخيرة لتنفيذ رؤية قطر 2030) لدعم أهداف التنويع الاقتصادي في الدولة بات على الأبواب.

جدير بالذكر أنه بينما تواصل قطر الجهود لتحقيق المزيد من تنويع اقتصادها، أصبحت العديد من الفرص متاحة للمستثمرين، لا سيما في القطاعات غير الهيدروكربونية، ففي قطاع اللوجستيات: أشارت دراسة قطاعية أجرتها وكالة ترويج الاستثمار في قطر إلى أن نسب نمو سوق اللوجستيات بالدولة ستتفوق على مثيلاتها في دول مجلس التعاون الخليجي خلال الفترة 2020 – 2026، وقالت إنه مع النظرة الواعدة لسلاسل التوريد واللوجستيات والتخزين العالمية، التي بلغت قيمتها الإجمالية نحو 9.5 تريليون دولار في عام 2021، ستتاح للمستثمرين الطموحين إمكانية الاستفادة من البنية التحتية المتطورة، والنشاط الصناعي المزدهر، والنهج الصديق للأعمال، التي تتميز بها دولة قطر.

أما في تكنولوجيا المعلومات، فيظل التحول الرقمي والرقمنة في صلب ركائز رؤية قطر الوطنية 2030، ووفقا لشركة جلوبال داتا لتحليل البيانات، فمن المتوقع أن يصل إنفاق دولة قطر على تطوير قطاع تكنولوجيا المعلومات والاتصالات إلى ما يقدر بنحو 9 مليارات دولار بحلول العام 2024، أي بمعدل نمو سنوي مركب يبلغ 9.2 بالمئة.

وفي البنية التحتية، هناك إنفاق حكومي مرتفع مع توقع بلوغ معدل النمو السنوي المركب 9.5 بالمئة في سوق البناء من عام 2023 إلى عام 2030، والذي من المتوقع أن يصل إلى 123.1 مليار دولار بحلول عام 2030.

ومن القطاعات المزدهرة الأخرى ذات الفرص الواعدة للاستثمار الأجنبي المباشر، التكنولوجيا الزراعية، والألعاب الإلكترونية، والأمن السيبراني، والاقتصاد الحلال، والتكنولوجيا النظيفة، والمركبات الكهربائية، والطباعة ثلاثية الأبعاد.

وكانت السيدة كريستالينا غورغييفا، المديرة العامة لصندوق النقد الدولي، قد اعتبرت في تصريح لوكالة الأنباء القطرية /قنا/ مؤخرا، أداء الاقتصاد القطري مثالا لامعا للإصلاحات والمؤسسات القوية التي تؤدي إلى نمو متنوع لخلق اقتصاد المستقبل للشعب القطري، وذكرت أن مساهمة القطاع غير النفطي في نمو الاقتصاد تعتبر الأقوى في منطقة الخليج، وهذا يدل على أن التنويع الذي تم اتباعه خلال السنوات الماضية يؤتي ثماره.

ومن هنا يمكن القول: إن تبني رؤية قطر الوطنية 2030 قبل 14 عاما مكن من تأمين مستوى معيشي مرتفع للمواطنين القطريين، وتطوير اقتصاد وطني متنوع وتنافسي، الأمر الذي مهد طريق بطولة كأس العالم المعروفة بقدرتها على تحفيز النمو الاقتصادي، وخلق فرص العمل والارتقاء بالبنى التحتية، وتعزيز قطاع التجارة الخارجية، لترك إرث عظيم من المؤكد أنه سيظل حافزا لاستمرار النمو في قطر على مدار الأعوام والعقود المقبلة.
