PCR travel tests: inflated prices and a dangerous black market

اختبارات “بي سي آر” للسفر .. أسعار مبالغ فيها وسوق سوداء خطيرة

Doha: Covid-19 infection tests, or known as “PCR”, have become the magic key to allowing boarding and movement between countries of the world, as without it, you will not be able to enter an airport or complete travel procedures.

Last November, the World Tourism Organization said that 126 countries require examinations for expatriates. However, exaggerated prices and the black market that produces fake results, PCR tests have come to burden travelers with time and money

A female traveler from Indonesia, “Phithra Oliya Ansar”, who wanted to return to her country, told AFP that she decided to postpone the travel due to the government’s obligation to undergo the test, which means that she needs $ 170 for herself and her family.

And AFP indicates that on another continent, specifically in an affluent suburb of Johannesburg, the cost of a medical examination is about 50 euros, which prompted Canadian “Lauren Galvand”, who had to take the test to return to her residence in Nairobi, to ask: “Who can pay such an amount in this country?  

 

Expensive

According to a study conducted by the “APRIL” group for international insurance, it was found that the cost of one test ranged from 54 euros in France to 153 euros in the United States and 250 euros in the United Kingdom, and even 347 euros in Japan.

“These differences are due to the medical reality of each country. In some countries, the search for treatment means going to the private sector, which allows for expensive care,” explains the Director General of ” APRIL ” Isabelle Moan, according to the “Euro news” website.

Most countries bear the burden of conducting these tests for symptomatic cases or contacts, but travelers must bear the cost of conducting them if they want to travel or move.


Model for PCR prices  

In the UK, travelers turn to the private sector to conduct the PCR test, and Boots, one of the major pharmacy chains, offers a test price of 120 pound sterling (around £132), although it costs £249 at London’s Harley Street Clinic. And in South Korea, outside of Seoul and its suburbs, the cost of testing is estimated at 120,000 won ($ 108) for those without symptoms.

In Spain, the cost ranges between 115 and 180 euros, according to the consumer organization, and maybe more, as an AFP journalist was offered a 250-euro test in Andalusia.
The same is true in Germany, where prices vary from region to region: from 59 euros at Frankfurt Airport, for example, to 190 euros in Baden-Württemberg.

In Italy, prices range from an average of 60 euros in Palazzio to 105 euros in Emilia-Romagna.

It is difficult to understand how to determine the price of the popular PCR test, especially as biological laboratories and manufacturers have reservations about pricing policies and the actual cost of the test.

According to a study dated July 2020 conducted by the “Epicenter” organization that supports epidemic control activities at the non-governmental organization Doctors Without Borders, “The cost of the PCR test ranges between 15 and 25 euros according to the approved methods and volumes, only for the prices of reagents and consumables without calculation of the sampling equipment without taking into account the salaries of the employees, the cost of masks, etc.

 

The black market, a Haven for some

In addition to travel, the health stakes are huge, as when prices are high, some may give up the test, or they may resort to the black market to obtain false negative tests.

Ayman El Sebaei, in charge of health issues at the Egyptian Initiative for Personal Rights, says that many people prefer not to “undergo the test because they lack financial means.” .

And in Mozambique, the authorities discovered a month ago a network trading in fake negative tests in the border region with South Africa. Most of the tests in Mozambique are done in private clinics and can cost the equivalent of the minimum wage there.

In Gabon, where a negative test is required to travel between one province and another via public transport, a student from Libreville, who wanted to travel by bus to see her family, says, “I am paying 10,000 CFA francs (about 15 euros), and this is done quickly as they scan the lab seal and give me a false result. The bus inspector does not have the time or the means to verify the matter”.

الدوحة: اختبارات الإصابة بكوفيد-19 أو المعروفة بـ “بي سي آر”، صارت هي المفتاح السحري للسماح بصعود الطائرات والتنقل بين دول العالم.. إذ إن بدونها لن تستطيع أن تدخل مطار أو تنهي إجراءات السفر.. 

وفي نوفمبر الماضي، قالت منظمة السياحة العالمية إنّ 126 دولة تطلب اختبارات للوافدين.. لكن تأتي الأسعار المبالغ فيها والسوق السوداء التي تنتج فحوصات وهمية، لتثقل الـ “بي سي آر” كاهل المسافرين وقتاً ومالاً .. 

تقول إحدى المسافرات من إندونيسيا “فيثرا اوليا انصار” التي أرادت العودة إلى بلادها – لوكالة فرانس برس – إنها قررت تأجيل السفر بسبب إلزام الحكومة بإجراء الاختبار ما يعني أنها مطالبة بمبلغ 170 دولاراً لها ولأسرتها، مضيفة : “سأنتظر حتى تسحب الحكومة التدبير الجديد”.

وتشير “فرانس برس” إلى أنه في قارة أخرى وتحديداً في إحدى ضواحي جوهانسبرغ الراقية تبلغ كلفة الفحص الطبي نحو 50 يورو، ما دعا الكندية “لورين غلفاند” التي تعيّن عليها إجراء الاختبار للعودة إلى مقر إقامتها في نيروبي، إلى التساؤل : “من يقدر على دفع مثل هذا المبلغ في هذا البلد؟”. 

 

باهظة الثمن

وبحسب دراسة أجرتها مجموعة “ابريل” للتأمين الدولي تبيّن أنّ تكلفة اختبار واحد قد تراوح بين 54 يورو في فرنسا إلى 153 يورو في الولايات المتحدة و250 يورو في المملكة المتحدة، وحتى 347 يورو في اليابان.

وتوضح المديرة العامة لـ”ابريل” ايزابيل موان – بحسب موقع “يورونيوز” – أنّ “هذه الاختلافات تعود إلى الواقع الطبي لكل بلد. ففي بعض البلدان يعني البحث عن علاج التوجه إلى القطاع الخاص ما يتيح رعاية باهظة الثمن”.

وتتحمل أغلب الدول إجراء هذه الفحوصات للحالات التي تظهر عليها الأعراض  الأعراض أو المخالطين لكن يتعين على المسافرين تحمل تكلفة إجرائها إذا كانوا يريدون السفر والتنقل .

 

نماذج لأسعار  الـ “بي سي آر” 

في المملكة المتحدة يلجأ المسافرون إلى القطاع الخاص لإجراء الـ “بي سي آر”، وتوفّر “بوتس”، وهي إحدى سلاسل الصيدليات الرئيسة، اختبارا بسعر 120 جنيها إسترلينيا (حوالي 132 يورو)، على الرغم من أنه يكلّف 249 جنيها إسترلينيا في مركز “هارلي ستريت كلينيك” الخاص في لندن.

وفي كوريا الجنوبية، خارج سيول وضواحيها، تقدّر تكلفة الاختبار ب120 ألف ون (108 دولارات) للذين لا يعانون من أعراض.

في إسبانيا، تتراوح التكلفة ما بين 115 و180 يورو، حسب منظمة المستهلك، وربما أكثر إذ عُرض على صحافي في وكالة فرانس برس إجراء اختبار بقيمة 250 يورو في الأندلس.

الأمر نفسه في ألمانيا، حيث تتباين الأسعار من منطقة إلى أخرى: بدءاً من 59 يورو في مطار فرانكفورت على سبيل المثال، وصولاً إلى 190 يورو في بادن-فورتمبيرغ.

وفي إيطاليا، فإنّ الأسعار تتراوح بين 60 يورو في المتوسط بلاتسيو إلى 105 يورو في إميليا-رومانيا.

ومن الصعب إدراك كيفية تحديد سعر اختبار “بي سي آر” الشهير، خاصة أنّ المختبرات البيولوجية والشركات المصنّعة تتحفظ حول سياسات التسعير والتكلفة الفعلية للاختبار.

ووفق دراسة تعود إلى يوليو 2020 أجرتها منظمة “ابيسنتر” التي تدعم أنشطة مكافحة الأوبئة لدى منظمة أطباء بلا حدود غير الحكومية، “تتراوح تكلفة اختبار (بي سي آر) بين 15 و25 يورو طبقاً للأساليب المعتمدة وللأحجام، وذلك فقط لأسعار الكواشف والمواد الاستهلاكية من دون احتساب معدات أخذ العينات ومن دون أخذ رواتب الموظفين وكلفة الأقنعة وغيرها بعين الاعتبار.

 

السوق السوداء..ملاذ البعض

بالإضافة إلى السفر، فإن الرهان الصحي ضخم إذ عندما تكون الأسعار مرتفعة قد يتخلى البعض عن الخضوع للاختبار، أو قد يلجأون إلى السوق السوداء للحصول على الاختبارات السلبية المزوّرة.

ويقول أيمن السباعي المكلّف مسائل الصحة لدى المبادرة المصرية للحقوق الشخصية، أنّ كثراً يفضلون “عدم الخضوع للاختبار لافتقارهم إلى الامكانات المادية”، ففي مصر، تبلغ تكلفة الفحص في القطاع الخاص في المتوسط ألفي جنيه (نحو 104 يورو)، أي متوسط راتب موظف حكومي محلي.

ويبدي الباحث المصري أيمن السباعي أسفه، فبسبب عدم وجود فحوص بأسعار مناسبة “لا تعكس الأرقام الحالية (للإصابة) أي شيء”.

وفي موزمبيق، اكتشفت السلطات منذ شهر شبكة تتاجر في الاختبارات السلبية المزوّرة في منطقة حدودية مع جنوب إفريقيا. تتم معظم الاختبارات في موزمبيق في عيادات خاصة ويمكن أن تكلف ما يعادل الحد الأدنى للأجور هناك.

وفي الغابون حيث يتوجب حيازة اختبار سلبي للتنقل بين مقاطعة وأخرى عبر وسائل النقل العام، تقول طالبة من ليبرفيل كانت تريد السفر بالحافلة لرؤية أسرتها “أنا أدفع 10 آلاف فرنك إفريقي (نحو 15 يورو)، ويتم ذلك بسرعة إذ يقومون بمسح ختم المختبر ويعطونني نتيجة مزوّرة. ولا يملك مفتّش الحافلة الوقت أو الوسائل اللازمة للتحقق من الأمر”.
