Ministry Continues with Blended Learning, Increases Students Attendance to 50% during Term 2

Doha: ​In light of the continuous follow-up and evaluation of the educational process and based on the direct coordination with the Ministry of Public Health (MOPH) as well as Covid-19 indicators, the Ministry of Education and Higher Education decided to increase the attendance rate in public schools and private schools/preschools to 50% of their capacity.

Students will attend schools as per the weekly rotating schedule in each school. Attendance is compulsory during the second term, which starts on January 3rd, 2021, for public schools. Private school students will attend their classes according to the academic calendar of each school, with January 10th being the maximum start date.

The Blended Learning approach will continue to be implemented as well,In this context, all schools and preschools are required to arrange for implementing the 50% rotational on-site school attendance. Accordingly, 50% of the registered students in the school will attend in-person classes in the first week and then study remotely (attend recorded lessons and live sessions) in the following week. The other 50% of students body in the school will attend in the second week of term 2 after they have already studied remotely in the first week. The Ministry reaffirms its continuous observation and monitoring of the attendance/absence policy on a regular basis.

All schools should limit classrooms size to 15 students per class. Desks must be kept within a safe distance of 1.5 meters apart. And students must wear face masks regularly depending on the academic stage.
Schools will organize the entry and exit of students to schools’ buildings to avoid overcrowding and maintain physical distancing. Students with chronic diseases, as supported by an approved medical report, are exempted from in-person attendance, and can attend their lessons remotely.

All teachers and administrative staff must attend full-time in schools and should strictly observe the precautionary measures and fully cooperate with the concerned authorities if any Covid-19 cases are confirmed or suspected. Strict measures and legal actions will be taken against any school in violation of the precautionary measures.

Students in specialized, technical, special needs and schools in remote villages, as well as private schools/preschools with low density, must attend in full capacity (100%) daily. Schools, however, must split them into small groups of up to 15 students in each classroom, and a safe distance of 1.5 meters between students must be observed.

Subject to the prior approval of the MOEHE’s Private Schools Affairs Department, private schools and preschools can apply the double-shift system daily to cover the required schooling hours. It is important, however, to ensure that the attendance rate does not exceed 50% of the school capacity per shift, whether in the classrooms or the entire school. All facility surfaces must be sterilized properly during the intervals between shifts.

Schools will provide students with the rotational attendance schedules, which demonstrate the days of in-person attendance and those of distance learning classes for each academic stage.

The Ministry places the health and safety of students, teachers, and administrative staff at the top of its priorities. It cooperates with the local concerned authorities, led by MOPH, to take all necessary measures to ensure the safety and health of all students, given that their physical and mental health is a top priority in the educational process.

The Ministry emphasizes that the increase of the attendance rate to 50% is in the best interest of students and facilitate their gradual return to the school environment. Classroom interaction between a student and a teacher, and among students boost the intellectual potential of the students and foster a viable educational process.

الدوحة: في إطار المتابعة و التقييم المستمرين للعملية التعليمية وبناء على التنسيق المباشر مع وزارة الصحة العامة، وفي ظل المؤشرات المتعلقة بفيروس كوفيد-19، فقد قررت وزارة التعليم والتعليم العالي رفع متوسط نسبة الحضور في جميع المدارس الحكومية والمدارس ورياض الأطفال الخاصة إلى نسبة تصل إلى 50 % من الطاقة الاستيعابية للمدارس، طبقا لجدول الحضور التناوبي الأسبوعي، مع إلزامية الحضور في الفصل الدراسي الثاني بداية من 3 يناير 2021 للمدارس الحكومية، وللمدارس الخاصة طبقا لتقويمها الأكاديمي و بحد أقصى إلى 10 يناير 2021 على أن يطبق نظام التعليم المدمج طبقا لجداول الحضور التناوبي الأسبوعي.

وفي هذا الإطار تلتزم جميع المدارس ورياض الأطفال الحكومية والخاصة بتطبيق الدوام التناوبي للطلاب بنسبة 50% في المبنى المدرسي، بحيث يداوم نصف عدد الطلاب (50%من إجمالي عدد الطلاب في المدرسة) في الأسبوع الأول في المبنى المدرسي ثم يتلقون تعليمهم عن بعد (دروس مصورة وبث حي) في الأسبوع الذي يليه ومن ثم يداوم النصف الآخر في الأسبوع الثاني من بدء الفصل الدراسي الثاني. ويكونون قد تلقوا تعليمهم عن بعد في الأسبوع الأول. كما تؤكد الوزارة على الاستمرار في تطبيق سياسة الحضور والغياب ورصده بشكل دوري.

كما تؤكد الوزارة على التزام جميع المدارس بتقسيم العدد الكلي للطلبة في المستوى الواحد إلى شعب دراسية بحد أقصى 15 طالبا في الشعبة الواحدة مع ترك مسافة متر ونصف بين كل طالب وزميله في الصف، مع الالتزام بلبس الكمامة على حسب المرحلة الدراسية.

وتتولى المدرسة تنظيم دخول وخروج الطلبة إلى مبنى المدرسة لمنع التزاحم ومراعاة التباعد الاجتماعي، على أن يستثنى من الدوام في المبنى المدرسي خلال الفصل الدراسي الثاني الطالب المصاب بمرض مزمن ولديه شهادة طبية معتمدة بذلك، بحيث يكون دوامه كاملاً عن بعد.

وتؤكد الوزارة على ضرورة التزام كافة الإداريين والمعلمين بالحضور بنسبة 100% والتشديد في تطبيق الإجراءات الاحترازية والتعاون التام مع الجهات المعنية في حال اكتشاف أو الاشتباه بأي حالات إصابة بفيروس (كوفيد-19)، والتعامل بحزم في حال رصد أي مخالفات في تطبيق الإجراءات الاحترازية في المدارس، كما تؤكد الوزارة أن مخالفة هذه الالتزامات سيترتب عليها اتخاذ الاجراءات القانونية.

من جهتها تلتزم المدارس التخصصية والتقنية ومدارس ذوي الاحتياجات الخاصة ومدارس القرى والمدارس ورياض الأطفال الخاصة ذات الكثافة القليلة بنسبة حضور 100% طوال أيام الأسبوع شرط الا يتجاوز عدد الطلبة في الشعبة الواحدة 15 طالبا مع الحفاظ على مسافة 1.5 متر بين الطلبة.

كما يجوز بموافقة مسبقة من إدارة شؤون المدارس الخاصة بوزارة التعليم والتعليم العالي، تطبيق نظام الفترتين في المدارس ورياض الأطفال الخاصة بشكل يومي لتغطية ساعات التمدرس، شريطة ألا تتجاوز نسبة الحضور عن 50% في الفترة الواحدة سواء في غرفة الدراسة أو بالمدرسة كمجموع كلي، والتشديد على التعقيم والتطهير بين الفترتين.

ومن المقرر أن تقوم المدارس بتزويد الطلبة بجداول الدوام التناوبي التي توضح الأيام التي يتحتم على الطلبة الدوام خلالها في المبنى المدرسي، والأيام التي سيتلقون فيها التعلم عن بعد وفقا لكل مرحلة دراسية.

وتشدد الوزارة على أن صحة وسلامة أبنائها الطلبة وكادر التدريس والإدارة وكافة العاملين في المدارس من أهم أولوياتها، وتتخذ بالتعاون مع الجهات المعنية وعلى رأسها وزارة الصحة العامة، كل الإجراءات والتدابير الكفيلة بحماية الطلبة وضمان سلامتهم حيث إن صحتهم الجسدية والنفسية تشكل الأولوية القصوى في إطار العملية التعليمية.

وتؤكد الوزارة أن رفع نسبة الحضور إلى 50% تم اتخاذها تحقيقاً لمصلحة الطلبة والعمل على عودتهم التدريجية للبيئة المدرسية، فالتفاعل داخل الصف المدرسي بين الطالب والمعلم من جهة وبين الطلبة من جهة أخرى يقوي قدراتهم الذهنية و النفسية ويساهم في نجاح العملية التعليمية.
