Qatar Aeronautical College starts postgraduate program
كلية قطر لعلوم الطيران تطرح برنامج ماجستير متقدماً
Doha: Qatar Aeronautical College recently started their first postgraduate program and delivered the Advanced Master in Aviation Safety Management (AMASM) course.
Developed and accredited by Ecole Nationale de l’Aviation Civile (ENAC) under the aegis of the International Civil Aviation Organization (ICAO), the AMASM program is designed to train Safety Managers. Aviation safety is at the core of ICAO’s fundamental objectives and they strive to promote a systemic approach of safety by the implementation of a Safety Management System (SMS).
SMS is a structured process that requires organizations to address possible safety issues with the same level of priority that other core business topics are managed and to analyse them continuously, in conjunction with state institutions within their State Safety Program (SSP) and industry counterparts.
It is the formal systemic and proactive approach to anticipate and manage safety risk, as well as to initiate and achieve the necessary transformation of organizational structures, accounting, policies procedures, standard practices and regulations. International civil aviation authorities require organizations and institutions alike to implement a Safety Management System (SMS) for the management of safety risks to reach the next level of aviation safety worldwide.
In 2018, Qatar Aeronautical College (QAC), emphasising the need for safety management at organizational levels within Qatar and the region, signed a partnership agreement with Ecole Nationale de l’Aviation Civile (ENAC), to offer the Advanced Masters in Aviation Safety Management to aviation professionals to create a new generation of SMS specialists in the aviation industry.
This program will enable the applicants to acquire a practical expertise in the development, implementation, assessment and improvement of Safety Management System and State Safety Program.
It is specifically designed to address both executive as well as working levels, to consider the entire range of aviation organizations (aircraft operator, manufacturer, maintenance organization, airport operator, air navigation service provider, training organisation) and to cover the interactions between these structures.
لأول مرة بدأت كلية قطر لعلوم الطيران طرح برنامج للدراسات العليا، وهو برنامج الماجستير المتقدم في إدارة السلامة الجوية في قطر (AMASM).
وقد تم تصميم هذا البرنامج المتقدم والمعتمد من قبل الجامعة الفرنسية الوطنية للطيران المدني (ENAC) تحت رعاية المنظمة الدولية للطيران المدني (الإيكاو)، لتدريب مديري السلامة.
وتشكل السلامة الجوية أبرز الأهداف الأساسية للمنظمة الدولية للطيران المدني، والتي تسعى جاهدة إلى الترويج، وتشجيع منهجي للسلامة الجوية، من خلال تطبيق نظام إدارة السلامة (SMS).
نظام إدارة السلامة
إن نظام إدارة السلامة SMS) Safety Management System) هو عملية مهيكلة تتطلب من المؤسسات معالجة قضايا السلامة التي قد تحدث بنفس مستوى الأولوية التي تدار بها مواضيع الأعمال المهمة والأساسية الأخرى وتحليلها بشكل مستمر، بالتعاون مع مؤسسات الدولة، في إطار برنامج سلامة الدولة (State Safety Program) ولنظرائهم في الصناعة. وهو النهج النظامي والاستباقي الرسمي لاستباق مخاطر السلامة وإدارتها، فضلاً عن بدء وتحقيق التحول اللازم في الهياكل التنظيمية، والمحاسبة، وإجراءات السياسات، والممارسات والأنظمة الموحدة.
وتطلب سلطات الطيران المدني الدولي من المنظمات والمؤسسات، على حد سواء، تطبيق نظام إدارة السلامة (SMS) للوصول إلى المستوى التالي من سلامة الطيران في جميع أنحاء العالم.
اتفاقية شراكة
وفي 2018، أكدت كلية قطر لعلوم الطيران (QAC) على الحاجة إلى إدارة السلامة على المستويات التنظيمية داخل قطر والمنطقة، وقامت بالتوقيع على اتفاقية شراكة مع الجامعة الفرنسية الوطنية للطيران المدني (ENAC)، لتقديم «الماجستير المتقدم في إدارة سلامه الطيران» للمهنيين في مجال الطيران، وذلك لخلق جيل جديد من المتخصصين في نظام إدارة السلامة في صناعة الطيران، وسيمكن هذا البرنامج المتقدمين من الحصول على خبرة عملية في تطوير وتنفيذ وتقييم وتحسين نظام إدارة السلامة وبرنامج سلامة الدولة. وهو مصمم خصيصاً لمعالجة كل من المستويين التنفيذي والعملي، للنظر في المجموعة الكاملة من منظمات الطيران (مشغل الطائرات والشركة المصنعة ومنظمة الصيانة، ومشغل المطار، ومزود خدمة الملاحة الجوية، ومنظمة التدريب)، ولتغطية التفاعلات بين هذه المؤسسات.
