Qatar Among Top Ten Countries in Adopting ICT in Global Competitiveness Report

Geneva: The Global Competitiveness Report is issued annually by the World Economic Forum (WEF) in cooperation with the Qatari Businessmen Association and the Social and Economic Survey Research Institute of Qatar University (SESRI). In the 2020 report, Qatar ranked among the top ten countries in adopting information and communication technology, flexible work arrangements, digital skills, and the digital legal framework, and it is the second Arab country in this classification.
In previous years, Qatar achieved advanced positions in several areas that are among the main pillars covered in the report. Qatar was ranked first in the Arab world and among the top 10 countries in many indicators. In the institutional pillar, Qatar ranked 7th globally in the “efficiency of the legal framework” index, 6th in the “government response to change” index, and 8th in the “long-term government vision” index.
In recognition of the extraordinary developments in 2020 and of the unified global effort required to tackle the health crisis and its socioeconomic fallout, the Global Competitiveness Index rankings have been suspended for 2020.
This years special edition outlines priorities for recovery and revival, assesses the features that helped countries be more effective in managing the pandemic, and provides an analysis of which countries are best poised for an economic transformation towards systems that combine “productivity”, “people” and “planet” targets.
The report finds that few economies are ready to achieve long-term prosperity through improved public services, green investments and digitalization.
“The World Economic Forum has long encouraged policymakers to broaden their focus beyond short-term growth to long-term prosperity. This Report makes clear the priorities for making economies more productive, sustainable and inclusive as we emerge from the crisis. The stakes for transforming our economic systems simply could not be higher,” said Klaus Schwab, Founder and Executive Chairman of the World Economic Forum.

جنيف: صنف تقرير التنافسية العالمية 2020 الذي يصدر سنويا عن المنتدى الاقتصادي العالمي (WEF) بالتعاون مع رابطة رجال الأعمال القطريين ومعهد البحوث الاجتماعية والاقتصادية المسحية التابع لجامعة قطر (SESRI) دولة قطر ضمن البلدان العشرة الأولى في تبني تكنولوجيا المعلومات والاتصالات وترتيبات العمل المرنة والمهارات الرقمية والإطار القانوني الرقمي وهي الثانية عربيا فيما يخص هذا التصنيف.
واحتلت دولة قطر في السنوات السابقة، مراكز متقدمة في عدة مجالات تعد من الركائز الأساسية التي يشملها التقرير، فكانت في المرتبة الأولى عربيا وضمن أفضل 10 دول في العديد من المؤشرات.
وفي هذا السياق، احتلت دولة قطر، على سبيل المثال، في ركيزة المؤسساتية المرتبة السابعة عالميا في مؤشر /كفاءة الإطار القانوني/، والمركز السادس في مؤشر /استجابة الحكومة للتغير/، والمركز الثامن في مؤشر /الرؤية طويلة المدى للحكومة/.
ويعد تقرير التنافسية العالمية 2020 إصدارا خاصا هذه السنة، حيث تم إيقاف التصنيفات المعتادة للتقرير بشكل مؤقت بسبب الظروف غير الاعتيادية السائدة، والإجراءات التي اتخذتها الحكومات في أعقاب تفشي الجائحة العالمية والركود الاقتصادي.
وركز التقرير على أولويات التعافي والإنعاش، وقام بتقييم أهم الخصائص التي ساعدت الدول على إدارة الجائحة، كما قدم تحليلا عن الدول الأكثر استعدادا لتحول اقتصادي يتضمن أنظمة تعمل على أساس الجمع بين الإنتاجية، والأفراد، والكوكب.
ويخلص التقرير إلى أن قلة من الاقتصادات جاهزة لتحقيق ازدهار طويل الأمد من خلال تحسين الخدمات العامة والاستثمارات الخضراء والرقمنة.
وقال السيد كلاوس شواب، المؤسس والرئيس التنفيذي للمنتدى الاقتصادي العالمي بهذا الخصوص، إن “المنتدى الاقتصادي العالمي لطالما شجع صناع السياسات على توسيع نطاق تركيزهم بما يتجاوز النمو قصير الأمد إلى الازدهار طويل الأمد”.
ونوه شواب بأن هذا التقرير يوضح الأولويات لتغدو الاقتصادات أكثر إنتاجية واستدامة وشمولية في الفترة التي نخرج فيها من أزمة الجائحة.
