Doha: HE Prime Minister and Minister of Interior Sheikh Khalid bin Khalifa bin Abdulaziz Al-Thani chaired Wednesday the cabinet’s regular meeting held at its seat at the Amiri Diwan.
Following the meeting, HE Minister of Justice and Acting Minister of State for Cabinet Affairs Dr. Issa bin Saad Al Jafali Al Nuaimi said the following statement:
At the beginning of the meeting, the Cabinet expressed deep satisfaction with the arrival of the first shipment of the coronavirus (COVID-19) vaccine, in implementation of the directives of HH the Amir Sheikh Tamim bin Hamad Al-Thani, and the start of the vaccination campaign beginning today through select health centers in the country in the largest vaccination campaign in the State of Qatar.
The Cabinet welcomed the State of Qatar’s hosting of the 21st Asian Games in 2030 after Doha won the rights to hosting the session, further expressing its appreciation for the Qatar Olympic Committee and the Doha 2030 Asian Games Bid Committee’s efforts for securing this major sporting event.
The Cabinet listened to the explanation provided by HE Minister of Public Health on the latest developments to limit the spread of the coronavirus (COVID-19), and the council affirmed the continuation of work with regard to the precautionary measures that have been taken in order to combat this pandemic.
The Cabinet also listened to a presentation made by HE President of the Planning and Statistics Authority on some issues of population and demographics in the State of Qatar, in which he dealt with the historical development of the population of Qatar, the natural factors determining the growth of citizens, the size of the target population, and the expectations of the population until 2024. He also referred to the national references that dealt with the population issue, which are the Qatar National Vision 2030, the Population Policy 2017-2022 and the National Development Strategy 2018-2022.
HE Prime Minister and Minister of Interior directed the formation of specialized work teams from the relevant authorities to study the challenges facing population issues and demographics and submit the results of their study to the Cabinet, including proposed solutions and recommendations in this regard.
After that, the Council considered the topics on the agenda as follows:
First – Approval of the Cabinet draft decision amending some provisions of Resolution No. 15 of 2017 regarding the establishment of a National Committee for Combating Human Trafficking.
This committee established at the Ministry Of Administrative Development, Labor and Social Affairs aims to play the role of the national coordinator to monitor, prevent and combat human trafficking by coordinating with the concerned authorities in this regard, and among its competencies is the development of the national plan to combat human trafficking, and the preparation of programs and mechanisms to implement it in coordination with the concerned authorities.
Second – Approval of:
1 – A draft agreement between the government of the State of Qatar and the United Nations regarding the establishment of the United Nations Office for the Coordination of Humanitarian Affairs in the State of Qatar.
The preparation of this draft agreement comes within the framework of the State’s keenness to enhance international cooperation with the United Nations.
2 – A draft agreement for joint cooperation in the fields of health and medical sciences between the governments of the State of Qatar and the Kyrgyz Republic.
Third – the Cabinet reviewed the results of the 73rd session of the World Health Organization and the 147th session of the WHO Executive Council and took the appropriate decision in that regard.

الدوحة: ترأس معالي الشيخ خالد بن خليفة بن عبدالعزيز آل ثاني، رئيس مجلس الوزراء ووزير الداخلية الاجتماع العادي الذي عقده المجلس ظهر يوم الأمس بمقره في الديوان الأميري.
وعقب الاجتماع أدلى سعادة الدكتور عيسى بن سعد الجفالي النعيمي، وزير العدل والقائم بأعمال وزير الدولة لشؤون مجلس الوزراء بما يلي:
في بداية الاجتماع أعرب مجلس الوزراء عن بالغ ارتياحه لوصول أول شحنة من لقاح كورونا /كوفيد ـ 19/ تنفيذا لتوجيهات حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى “حفظه الله”، وبدء حملة التطعيم اعتباراً من يوم (الأربعاء) من خلال بعض المراكز الصحية بالدولة، في أكبر حملة تطعيم تشهدها دولة قطر.
ورحب المجلس باستضافة دولة قطر لدورة الألعاب الآسيوية الحادية والعشرين عام 2030 وذلك بعد فوز ملف الدوحة بتنظيم هذه الدورة. وأعرب المجلس عن تقديره لجهود اللجنة الأولمبية القطرية ولجنة ملف الدوحة 2030 والتي أثمرت في فوز الدوحة بتنظيم هذا الحدث الرياضي الكبير.
ثم استمع مجلس الوزراء إلى الشرح الذي قدمه سعادة وزير الصحة العامة حول آخر المستجدات والتطورات للحد من انتشار فيروس كورونا /كوفيد – 19/، وأكد المجلس على استمرار العمل بما تم اتخاذه من إجراءات وتدابير احترازية في سبيل مكافحة هذا الوباء.
كما استمع المجلس إلى العرض الذي قدمه سعادة رئيس جهاز التخطيط والإحصاء عن بعض قضايا السكان والتركيبة السكانية في دولة قطر، حيث تناول فيه التطور التاريخي لسكان دولة قطر، والعوامل الطبيعية المحددة لنمو المواطنين، وحجم السكان المستهدف، والتوقعات للسكان حتى سنة 2024، كما أشار إلى المرجعيات الوطنية التي تناولت القضية السكانية وهي رؤية قطر الوطنية 2030، والسياسة السكانية (2017 2022) واستراتيجية التنمية الوطنية (2018 2022).
وقد وجه معالي رئيس مجلس الوزراء ووزير الداخلية بتشكيل فرق عمل متخصصة من الجهات ذات العلاقة لدراسة التحديات التي تواجه قضايا السكان والتركيبة السكانية ورفع نتائج دراستها إلى مجلس الوزراء متضمنة الحلول والتوصيات المقترحة في هذا الشأن.
وبعد ذلك نظر مجلس الوزراء في الموضوعات المدرجة على جدول الأعمال على النحو التالي:
أولاً- الموافقة على مشروع قرار مجلس الوزراء بتعديل بعض أحكام القرار رقم (15) لسنة 2017 بشأن إنشاء اللجنة الوطنية لمكافحة الاتجار بالبشر.
وتهدف هذه اللجنة المنشأة بوزارة التنمية الإدارية والعمل والشؤون الاجتماعية إلى القيام بدور المنسق الوطني لرصد ومنع ومكافحة الاتجار بالبشر من خلال التنسيق مع الجهات المعنية في هذا الشأن، ومن بين اختصاصاتها وضع الخطة الوطنية لمكافحة الاتجار بالبشر، وإعداد البرامج والآليات المنفذة لها بالتنسيق مع الجهات المعنية.
ثانياً- الموافقة على:
1 ـ مشروع اتفاقية بين حكومة دولة قطر والأمم المتحدة بشأن إنشاء مكتب الأمم المتحدة لتنسيق الشؤون الإنسانية في دولة قطر.
ويأتي إعداد مشروع هذه الاتفاقية في إطار حرص الدولة على تعزيز التعاون الدولي مع هيئة الأمم المتحدة.
2 ـ مشروع اتفاقية للتعاون المشترك في مجالات الصحة والعلوم الطبية بين حكومة دولة قطر وحكومة الجمهورية القيرغيزية.
ثالثا ـ استعرض مجلس الوزراء نتائج الدورة (73) لمنظمة الصحة العالمية، والدورة (147) للمجلس التنفيذي للمنظمة واتخذ بشأنها القرار المناسب.
