Minister of Commerce and Industry Praises Strategic Relations between Qatar and Russia

Doha: HE Minister of Commerce and Industry and Chairman of the Investment Promotion Agency Qatar (IPA Qatar) Ali bin Ahmed Al Kuwari praised the strategic relations between the State of Qatar and Russia, stressing that both countries continue to achieve progress in their common goals of enhancing economic performance and developing human capital, as well as increasing diversification of industries, and that these goals formed a basis for strengthening cooperation between the two nations in the coming years.

HE Minister of Commerce and Industry took part in a joint hybrid event titled “Qatar-Russia Economic Partnership: Avenues of Growth for Russian Companies in Qatars Investment Ecosystem”. The event was hosted by IPA Qatar and Roscongress Foundation within the framework of the partnership between the two sides and in the run-up to Qatars participation as the guest country in the upcoming St. Petersburg International Economic Forum (SPIEF).

On the level of trade relations between the two countries, HE the Minister indicated that the volume of trade exchange between Qatar and Russia had witnessed an upward trend, reaching $202 million in 2019 compared to $118 million in 2012 a 200% increase during the seven-year period.

HE noted that despite the global crisis, measures to respond to the COVID-19 pandemic in both countries had proven successful. Consequently, Qatar and Russias Gross Domestic Products are expected to increase by 2.5% and 2.8% respectively in 2021, contributing to the economic growth of both countries, and to the expansion of their relations in various fields.

HE referred in this regard to the projects under consideration of a value exceeding $9 billion in the fields of health care, real estate, infrastructure, agriculture, etc.

HE touched on the cooperation agreement to boost investment signed between the IPA and the Roscongress Foundation at the 2019 Doha Forum, stating that organizing the session today was one of the fruits of this promising partnership.

For his part, Head of the Russian Federal Agency for International Development (Rossotrudnichestvo) Evgeny Primakov said that the State of Qatar is viewed by the Government of the Russian Federation as both important partner in the Middle East and potential investor in the national economy.

He said: “Since 2018, a number of large and medium-sized Russian enterprises have been actively working with the Qatari government and the private sector to expand their business to Qatar and the GCC region. Qatar is viewed by many as a potential regional hub for their business operations.”

Roscongress CEO Alexander Stuglev noted that todays event marks a continuation of the Foundations joint efforts to boost Russian-Qatari cooperation.

He said: “Exactly one year ago, in December 2019, we held a St. Petersburg International Economic Forum session at the Doha Forum. Last years forum saw us successfully organize several business events, hold a range of significant meetings, and sign an agreement with the Investment Promotion Agency Qatar. A lot has changed during this past year. We were able to cooperate in the fields of healthcare, food security, and mutual investments. These topics will carry on into SPIEF 2021.”

During the seminar, IPA Qatars CEO Sheikh Ali Alwaleed Al-Thani delivered a presentation on Qatars value proposition and the unique advantages the Invest Qatar brand offers to Russian investors.

“With the support of IPA Qatar and the Roscongress Foundation, Russian companies can leverage Qatars business-friendly investment ecosystem, connect to the right resources and platforms, and realize their growth ambitions in a resilient, thriving economy. Todays event will be a key milestone in further advancing our collaboration with our respective partners and companies in the lead-up to SPIEF 2021,” he noted in his comment on the occasion.

A panel on how licensing platforms of Qatar can support companies in their growth journey with representatives from the Qatar Financial Centre (QFC), the Qatar Free Zones Authority (QFZA), the Qatar Science and Technology Park (QSTP)and the Qatari-Russian Center for Cooperation (QRCC) was followed by a discussion in which high-level representatives from Russian enterprises shared the highlights of their companies success journeys in Qatar.

الدوحة: أشاد سعادة السيد علي بن أحمد الكواري وزير التجارة والصناعة رئيس مجلس إدارة وكالة ترويج الاستثمار، بالعلاقات الاستراتيجية التي تربط بين دولة قطر وجمهورية روسيا الاتحادية.

وأكد سعادته أن البلدين يواصلان تحقيق تقدم في أهدافهما المشتركة والمتمثلة في تعزيز الأداء الاقتصادي وتنمية رأس المال البشري وزيادة تنويع الصناعات.. مبينا أن هذه الأهداف تُشكل أساساً لتعزيز التعاون بين البلدين خلال السنوات المُقبلة.

جاء ذلك خلال مشاركة سعادة وزير التجارة والصناعة في ندوة مشتركة بعنوان “الشراكة الاقتصادية القطرية الروسية: آفاق نمو الشركات الروسية في منظومة الاستثمار القطري”، التي نظمتها وكالة ترويج الاستثمار، ومؤسسة روسكونجرس الروسية، في إطار الشراكة بين الجانبين وفي ضوء المشاركة المرتقبة لدولة قطر في منتدى سانت بطرسبرغ الاقتصادي الدولي (SPIEF) المقبل.

وعلى صعيد العلاقات التجارية بين البلدين، أوضح سعادته أن حجم التبادل التجاري بين دولة قطر وروسيا شهد منحى تصاعدياً حيث وصل إلى 202 مليون دولار خلال العام 2019 مقارنة بـ118مليون دولار في عام 2012، وهو ما يعادل زيادة بنسبة 200 بالمئة خلال السنوات السبع الماضية.

ولفت إلى أنه بالرغم من الأزمة العالمية، فقد أثبتت تدابير الاستجابة لجائحة كورونا /كوفيد – 19/ نجاعتها في كلا البلدين.. وقال “بناء على ذلك فإنه من المتوقع أن يرتفع إجمالي الناتج المحلي لدولة قطر وجمهورية روسيا الاتحادية بنسبة 2.5 بالمئة و 2.8 بالمئة على التوالي خلال العام 2021، مما سيسهم في نمو اقتصاد البلدين معاً وتوسيع علاقاتهما في مختلف المجالات”.

كما كشف سعادة السيد علي بن أحمد الكواري ، في هذا الصدد، للمشاريع التي يتم دراستها والتي تزيد قيمتها عن 9 مليارات دولار في مجال الرعاية الصحية والعقارات والبنية التحتية والزراعة وغيرها.

واشار إلى اتفاقية التعاون التي تم توقيعها بين وكالة ترويج الاستثمار بدولة قطر ومؤسسة روسكونجرس الروسية في مجال ترويج الاستثمارات في العام 2019وذلك خلال فعاليات منتدى الدوحة، مؤكدا أن تنظيم الندوة اليوم يعد إحدى ثمار هذه الشراكة الواعدة.

ومن جانبه، أكد السيد يفجيني بريماكوف، رئيس الوكالة الفيدارالية الروسية للتنمية الدولية، أن حكومة روسيا الاتحادية تنظر إلى دولة قطر كشريك مهم في منطقة الشرق الأوسط ومستثمر داعم للاقتصاد الوطني.. وقال:” تسعى مجموعة من الشركات الروسية الكبيرة والمتوسطة، منذ العام 2018، إلى التعاون مع دولة قطر والقطاع الخاص لتوسيع أعمالها فيها وفي المنطقة، خاصة وأنها ترى أن دولة قطر من شأنها أن تمثل مركزاً إقليمياً لعملياتها التجارية”.

وبدوره، قال السيد ألكسندر ستوجليف الرئيس التنفيذي لمؤسسة /روسكونجرس/ “إن هذه الفعالية تأتي استمرارًا لجهودنا المشتركة في تعزيز التعاون الروسي القطري”.. مشيرا في هذا السياق إلى جلسة منتدى سانت بطرسبرغ الاقتصادي الدولي خلال منتدى الدوحة في شهر ديسمبر من العام الماضي.

وأوضح أن نسخة العام الماضي شهدت تنظيم العديد من الفعاليات التجارية الناجحة، إضافة إلى عقد مجموعة من الاجتماعات المهمة، وتوقيع اتفاقية مع وكالة ترويج الاستثمار في قطر.

واضاف ستوجليف: ” شهدنا العديد من التطورات، حيث نجحنا في توطيد أواصر التعاون في مجالات الرعاية الصحية، والأمن الغذائي، والاستثمارات المتبادلة، وسنواصل هذه الجهود في منتدى سانت بطرسبرغ الاقتصادي الدولي 2021″.

وخلال الندوة، استعرض سعادة الشيخ علي بن الوليد آل ثاني الرئيس التنفيذي لوكالة ترويج الاستثمار، القيمة التي توفرها قطر، والمزايا الفريدة التي تقدمها علامة “Invest Qatar” للمستثمرين الروس..وقال “يُمكن للشركات الروسية، بفضل دعم وكالة ترويج الاستثمار في قطر ومؤسسة روسكونجرس، الاستفادة من منظومة الاستثمار الصديقة للأعمال في قطر، والاتصال بالموارد والمنصات المناسبة، وتحقيق طموحاتها في اقتصاد مرن ومزدهر”.

وتابع سعادته بالقول “سيكون حدث اليوم معلمًا رئيسيًا في تعزيز تعاوننا مع شركائنا والشركات المعنية في الفترة التي تسبق منتدى سانت بطرسبرغ الاقتصادي الدولي 2021”.

وشارك ممثلون عن مركز قطر للمال، وهيئة المناطق الحرة في قطر، وواحة قطر للعلوم والتكنولوجيا، ومركز التعاون القطري الروسي، في حلقة نقاشية بعنوان “كيف يمكن لمنصات التراخيص في دولة قطر أن تدعم الشركات في رحلة نموها”..فيما سلط ممثلون رفيعو المستوى من الشركات الروسية، في جلسة أخرى، الضوء على أبرز معالم مسيرة نجاح شركاتهم في دولة قطر.
