The most prominent decisions of the weekly cabinet meeting

Doha: HE the Prime Minister and Minister of Interior Sheikh Khalid bin Khalifa bin Abdulaziz Al-Thani chaired the Cabinet’s regular meeting held at its seat at the Amiri Diwan on Wednesday.

Following the meeting, HE Minister of State for Cabinet Affairs Mohammed bin Abdullah Al Sulaiti issued the following statement:

At the outset of the meeting, the Cabinet praised the results of the work of the 7th Session of the Supreme Strategic Committee between the State of Qatar and the Republic of Turkey, which was held in Doha on Tuesday under the chairmanship of HH the Amir Sheikh Tamim bin Hamad Al-Thani and HE President of the sisterly Republic of Turkey Recep Tayyip Erdogan, and the outcomes of the Qatari-Turkish summit talks, which reflected the characteristics of the two countries relations in terms of cooperation, understanding and common interest in developing their strategic partnership for the benefit of their two brotherly peoples.

The Cabinet affirmed that the achievements of the 7th Session of the Supreme Strategic Committee, including the agreements and memorandums of understanding that were signed during it, and the orientations, visions and positions contained in the Joint Communique, whether on the level of bilateral cooperation or towards regional and international issues, opened new horizons for the two countries to strengthen relations and develop cooperation in the next stage, and coordinate joint efforts for peace, stability and development in the region and the world.

The Cabinet also expressed its aspiration to the meeting of HH the Amir Sheikh Tamim bin Hamad Al-Thani with HRH Crown Prince, Deputy Prime Minister and Minister of Defense of the sisterly Kingdom of Saudi Arabia Prince Mohammad bin Salman bin Abdulaziz Al-Saud, during his official visit to the State of Qatar, the convening of the sixth meeting of the Qatari-Saudi Coordination Council, and Their Highnesses’ discussions in Doha on ways to support and develop the strong brotherly relations between the two countries and the development of joint Gulf action in addition to the most prominent regional and international developments.

The Cabinet was briefed by HE the Minister of Public Health on the latest developments to limit the spread of the coronavirus (COVID-19). The Cabinet affirmed the continuation of the precautionary measures that have been taken to combat the pandemic.

After that, the Cabinet considered the topics on the agenda as follows:

First – The Cabinet approved a draft resolution of the Minister of Commerce and Industry to amend some provisions of the Minister of Business and Trade Resolution No. 169 of 2011, to form a committee to set the maximum prices and profit rates.

Second: Approval of:

1- A draft memorandum of understanding between the government of the State of Qatar and the government of the State of Kuwait in the field of charitable and humanitarian work.

2- A draft security cooperation agreement between the Internal Security Force (Lekhwiya) in the State of Qatar and the National Guard Forces Command of the Russian Federation (the Russian Gendarmerie).

Third – The Cabinet reviewed the results of the Conference of Parties (COP 26) held in Glasgow (Scotland – November 2021) and took the appropriate decision regarding it.

Fourth – The Cabinet, through the presentation made by HE the President of the Planning and Statistics Authority, was briefed on the progress made in implementing the strategic plans of government agencies for the third quarter (July – September 2021), the progress of programs and projects at the overall level of ministries and at the level of each entity, and the most important outputs and the progress made in implementing the projects of those plans, their objectives, the most prominent challenges, and the recommendations issued in this regard, where HE the Prime Minister directed the ministries to work on implementing appropriate solutions to meet those challenges and cooperate with the Planning and Statistics Authority regarding the follow-up of the implementation of projects.

الدوحة: ترأس معالي الشيخ خالد بن خليفة بن عبدالعزيز آل ثاني رئيس مجلس الوزراء ووزير الداخلية ، الاجتماع العادي الذي عقده المجلس ظهر يوم الأمس بمقره في الديوان الأميري .

وعقب الاجتماع أدلى سعادة السيد محمد بن عبدالله السليطي وزير الدولة لشؤون مجلس الوزراء بما يلي :

في بداية الاجتماع أشاد مجلس الوزراء بنتائج أعمال الدورة السابعة للجنة الاستراتيجية العليا بين دولة قطر والجمهورية التركية التي انعقدت في الدوحة يوم أمس (الثلاثاء) برئاسة حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى “حفظه الله” وأخيه فخامة الرئيس رجب طيب أردوغان رئيس الجمهورية التركية الشقيقة ، وما أسفرت عنه مباحثات القمة القطرية التركية ، والتي عكست ما يسود علاقات البلدين من تعاون وتفاهم وحرص مشترك على تطوير شراكتهما الاستراتيجية لمصلحة شعبيهما الشقيقين.

وأكد المجلس أن ما تحقق خلال الدورة السابعة للجنة الاستراتيجية العليا، وما تم توقيعه خلالها من اتفاقيات ومذكرات تفاهم ، وما اشتمل عليه البيان المشترك الصادر في ختامها من توجهات ورؤى ومواقف سواء على صعيد التعاون الثنائي أو تجاه القضايا الإقليمية والدولية ، قد فتح أمام البلدين آفاقا جديدة لتعزيز العلاقات وتطوير التعاون خلال المرحلة القادمة ، وتنسيق الجهود المشتركة من أجل السلام والاستقرار والتنمية في المنطقة والعالم.

كما أعرب مجلس الوزراء عن تطلعه لاستقبال حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى لأخيه صاحب السمو الملكي الأمير محمد بن سلمان بن عبدالعزيز آل سعود ولي العهد نائب رئيس مجلس الوزراء وزير الدفاع بالمملكة العربية السعودية الشقيقة، في زيارته الرسمية لدولة قطر وانعقاد الاجتماع السادس لمجلس التنسيق القطري السعودي ، ومباحثات سموهما في الدوحة حول سبل دعم وتطوير العلاقات الأخوية الوطيدة بين البلدين وتنمية العمل الخليجي المشترك إضافة إلى أبرز المستجدات الإقليمية والدولية.

ثم استمع المجلس إلى الشرح الذي قدمته سعادة وزير الصحة العامة حول آخر المستجدات والتطورات للحد من انتشار فيروس كورونا (كوفيد-19) ، وأكد المجلس على استمرار العمل بما تم اتخاذه من إجراءات وتدابير احترازية في سبيل مكافحة هذا الوباء .

وبعد ذلك نظر مجلس الوزراء في الموضوعات المدرجة على جدول الأعمال على النحو التالي :

أولاً- الموافقة على مشروع قرار وزير التجارة والصناعة بتعديل بعض أحكام قرار وزير الأعمال والتجارة رقم (169) لسنة 2011 ، بتشكيل لجنة تعيين الحد الأقصى للأسعار ونسب الأرباح .

ثانياً- الموافقة على :

1- مشروع مذكرة تفاهم بين حكومة دولة قطر وحكومة دولة الكويت في مجال العمل الخيري والإنساني .

2- مشروع اتفاقية التعاون الأمني بين قوة الأمن الداخلي ( لخويا ) في دولة قطر ، والجهاز الفيدرالي لقوات الحرس الوطني في الاتحاد الروسي ( الدرك الروسي ) .

ثالثاً- استعرض مجلس الوزراء نتائج مؤتمر الأطراف “COP 26” المنعقد في غلاسكو ( اسكتلندا نوفمبر 2021 ) ، واتخذ بشأنه القرار المناسب .

رابعاً- اطلع مجلس الوزراء من خلال العرض الذي قدمه سعادة رئيس جهاز التخطيط والإحصاء ، على التقدم المحرز في تنفيذ الخطط الاستراتيجية للجهات الحكومية للربع السنوي الثالث (يوليو سبتمبر 2021) ، وسير البرامج والمشاريع على المستوى الكلي للوزارات ، وعلى مستوى كل جهة ، وأهم المخرجات والتقدم المحرز في تنفيذ مشاريع تلك الخطط وأهدافها وأبرز التحديات ، والتوصيات الصادرة في هذا الشأن ، ووجه معالي رئيس مجلس الوزراء ، الوزارات بالعمل على تطبيق الحلول المناسبة لمواجهة تلك التحديات ، والتعاون مع جهاز التخطيط والإحصاء بشأن متابعة تنفيذ المشاريع .
