QU organizes Seminar on the Shura Council Elections

Doha: Qatar University (QU) organized a seminar in cooperation with the Ministry of Interior on the topic “Shura Council Elections and Future Vision,” the event was attended by the President of Qatar University, Dr. Hassan Al Derham and a number of officials from Qatar University and the Ministry of Interior.
The session included three topics: the first topic highlighted the membership and references in accordance with Qatar’s constitution. The second topic covered the electoral system a comparative study in cooperation with the Ministry of Interior. The third topic was related to guarantees of integrity in the electoral process according to international standards and experiences.
In his speech on the occasion, Dr. Hassan Al Derham said, “I affirm our interest at Qatar University in raising awareness and guidance in order to consolidate our democratic experience, the foundations of which were laid by HH the Amir Sheikh Tamim bin Hamad Al-Thani.
The university president added, that the announcement of the launch of the Shura Council elections in October next year means the start of a new phase of the national building process, to which we all must contribute: awareness, mobilization, and education; The experience comes in according to the hope of the leadership and the aspirations of the people, which makes our seminar today important in reflecting and crystallizing this rational national aspiration.
Dr. Al Dirham said that the elections are the manifestation of active popular participation in the management of the nation’s affairs by competent and experienced people, who are chosen by the citizen to represent them, in accordance with a policy defined by the competent authorities which they appreciate according to the needs and requirements of society at every stage of its development. Further saying that our role, whether in University or in the ministry is to raise awareness and educate our society, through seminar and by conducting other activities with a view to making this an important national course a success.
The President concluded his speech by stating that the announcement of HH the Amir Sheikh Tamim bin Hamad Al-Thani that these elections will be held for the Shura Council in October of next year will represent a qualitative leap for the legislation in the State of Qatar. The next Shura Council will have a leading role in expanding popular participation in decision-making, and its pioneering role in continuing the legislative achievements that keep pace with this period.
Meanwhile, Assistant professor of Constitutional Law at QU Dr. Hamad Al Hababi highlighted the topic of membership and references in accordance with Qatar’s constitution, at the same time, expert in combating corruption and monitoring the integrity of legislative and municipal elections Dr. Ali Al Ram highlighted the topic on guarantees of integrity in the electoral process according to international standards and experiences.

الدوحة: سلطت ندوة نظمتها جامعة قطر، اليوم، الضوء على انتخابات مجلس الشورى، المقررة في أكتوبر من العام المقبل، والرؤية المستقبلية، لهذه التجربة وأثرها في تعزيز المشاركة الشعبية وبناء الدولة العصرية.
وتناولت الندوة التي عقدت تحت عنوان “انتخابات مجلس الشورى القطري.. رؤية مستقبلية”،بالتعاون مع وزارة الداخلية، ثلاثة محاور رئيسية الأول: شروط العضوية واختصاصات المجلس وفق أحكام الدستور القطري، فيما تناول الثاني النظم الانتخابية المختلفة، ليناقش المحور الثالث ضمانات النزاهة في العملية الانتخابية وفق المعايير والتجارب الدولية.
وأشاد المتحدثون خلال الندوة، بإعلان حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى “حفظه الله”، عن إجراء أول انتخابات لمجلس الشورى في أكتوبر المقبل.. مؤكدين أن انتخابات الشورى تمثل خطوة أخرى مهمة نحو تعزيز المشاركة الشعبية، ومواصلة مسيرة العمل الديمقراطي لبناء دولة عصرية متقدمة قادرة على تحقيق التنمية المستدامة وعلى تأمين استمرار العيش الكريم لشعبها جيلا بعد جيل، كما نصت على ذلك الرؤية الوطنية 2030.
وقال الدكتور حسن بن راشد الدرهم رئيس جامعة قطر في كلمة خلال الندوة “إن إعلان حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى “حفظه الله”، عن انتخابات مجلس الشورى، يعني انطلاق مرحلة جديدة من مسيرة البناء الوطني، وهي مرحلة تحتم على الجميع الإسهام فيها توعية وتعبئة وتثقيفا، لتأتي التجربة وفق آمال القيادة وتطلعات الشعب القطري”.
وأضاف أن الانتخابات هي مظهر من مظاهر المشاركة الشعبية الفاعلة في إدارة شؤون الوطن من قبل أهل الكفاءة والخبرة ممن يتم اختيارهم لتمثيل الشعب وذلك وفق سياسة تحددها الجهات المختصة وتقررها وفق ما يناسب احتياجات المجتمع، ومتطلباته في كل مرحلة من مراحل تطوره.
وأكد أن فكرة الشورى، متجذرة تاريخيا في مسيرة دولة قطر ولها تقاليدها الراسخة المستمدة من مبادئ الإسلام الحنيف.. وقال إن تعزيز هذه المسيرة بإجراء انتخابات ديمقراطية يمثل قفزة نوعية في التشريع بدولة قطر وسيكون له دور مهم في تعزيز المشاركة الشعبية وتطوير المسار الديمقراطي.
وفي مداخلته حول “النظم الانتخابية”، أكد العميد سالم صقر المريخي مدير إدارة الشؤون القانونية بوزارة الداخلية، أن الإعلان عن انتخابات مجلس الشورى يشكل منعطفا تاريخيا ونقلة نوعية في العمل الشوروي في دولة قطر “بالنظر للاختصاصات والصلاحيات التي كفلها الدستور لهذا المجلس”.
وحول النظم الانتخابية، أشار إلى أن هذه النظم متعددة ومتنوعة ويتم اختيارها وفقا لطبيعة المجتمع ومتطلباته وتاريخه في العمل الديمقراطي وطبيعة نظامه السياسي وغيرها من العوامل الأخرى.
ولفت العميد المريخي إلى أن هناك حرصا على اختيار نظام انتخابي في قطر يضمن تمثيلا حقيقيا للمواطنين القطريين بكافة فئاتهم وشرائحهم ومناطقهم لتكون التجربة التشريعية مثمرة وبناءة مستفيدة من كافة التجارب الناجحة حول العالم.
وأكد أن دولة قطر لديها تجربة ثرية في النظام الانتخابي الخاص بالمجلس البلدي.. وقال “إن هذه التجربة كانت متميزة وناجحة ولم تشهد الدورات الانتخابية المتعاقبة أي طعون تتعلق بالإجراءات الخاصة والنظم المتبعة بتلك الانتخابات، وهو مؤشر على نجاح التجربة”.
بدوره، عرض الدكتور حمد الحبابي أستاذ القانون الدستوري المساعد بكلية القانون بجامعة قطر شروط العضوية في مجلس الشورى، واختصاصات المجلس وفق أحكام الدستور القطري.. في حين تناول الدكتور على الرام – خبير دولي في مكافحة الفساد ومراقبة نزاهة الانتخابات التشريعية والبلدية – موضوع ضمانات النزاهة في العملية الانتخابية وفق المعايير والتجارب الدولية.
