Qatar Chamber, MADLSA Discuss Businessmens Demands and Grievances on Amendments to Labor Law

Doha: Qatar Chamber on Sunday hosted a meeting with officials of the Ministry of Administrative Development, Labor and Social Affairs (MADLSA) to review businessmens concerns and views on the impact of the recent labor amendments on the private sector.
During the meeting, the Chamber reviewed observations and suggestions of businessmen in light of the newly issued labor amendments which allow workers to change jobs in the private sector. The Chamber also submitted several proposals to MADLSA to be included in the procedures pertaining to the affairs of labor and laborers in a way that ensures the interests of all parties; employers, companies and workers.
During the discussions, it was agreed to enhance coordination between the Chamber and the Ministry through their joint committees to discuss all issues related to labor and workers. It was also agreed that joint committees shall hold regular meetings through which both sides join hands to solve all obstacles to ensure there is no harm to companies, employers or workers, in a way that safeguards the rights of all parties.
HE Chairman of Qatar Chamber Sheikh Khalifa bin Jassim Al-Thani stressed the need for strengthening continuous coordination between the Chamber and the Ministry to discuss the Chamber’s proposals and the observations it received from business sectors on the labor laws and legislation.
HE Sheikh Khalifa praised the Ministry’s constant response with the Chambers call to discuss all private sector issues pertaining to the Ministrys competencies.
HE stressed that the Chamber will continue to discuss claims and grievances of employers with the Ministry regarding amendments to labor laws, and will continue to coordinate with the Ministry to ensure the rights of all parties.
For his part, Assistant Undersecretary for Labor Affairs at MADLSA Mohamed Hassan Al Obaidli confirmed the Ministrys full support for the private sector and stressed its concern that the implementation of the new laws will save the rights of all parties.
He added that the Ministry will not accept any damages to Qatari employers and companies, and it is committed to applying rules and procedures on changing jobs between companies, noting that the Ministry highly welcomes the coordination with the Chamber on employers’ claims and grievances about the movement of laborers.

الدوحة: عقدت غرفة قطر اجتماعا مع مسؤولين بوزارة التنمية الإدارية والعمل والشؤون الاجتماعية، بهدف بحث ومناقشة مشاغل رجال الأعمال ومقترحاتهم بخصوص انعكاس التعديلات الأخيرة لقوانين العمل على القطاع الخاص.
وخلال الاجتماع، قامت الغرفة بعرض ملاحظات ومقترحات أصحاب الأعمال، في ضوء التعديلات الأخيرة التي شملت تنقل العمالة في القطاع الخاص، كما قدمت بعض المقترحات لوزارة التنمية الإدارية والعمل والشؤون الاجتماعية لتضمينها في الإجراءات المتعلقة بشؤون العمل والعمال، وبما يراعي مصلحة جميع الأطراف من أصحاب العمل والشركات والعمال على حد سواء.
كما تم أيضا الاتفاق على التنسيق المتواصل بين الغرفة والوزارة، من خلال اللجان المشتركة، لمناقشة كل ما يتعلق بقضايا العمل والعمال، بحيث تعقد هذه اللجان اجتماعات دورية تقوم من خلالها بحل كافة الأمور بما يضمن عدم حدوث أي ضرر سواء على الشركات وأصحاب الأعمال أو على العمال، وبما يحفظ حقوق الطرفين.
وشدد سعادة الشيخ خليفة بن جاسم آل ثاني، رئيس غرفة قطر، على ضرورة التنسيق المتواصل بين الغرفة والوزارة لمناقشة مقترحات الغرفة والملاحظات التي ترد إليها من قطاعات الأعمال المختلفة حول القوانين والتشريعات المتعلقة بقطاعات العمل والعمال، مشيدا بتجاوب الوزارة الدائم مع دعوات الغرفة لمناقشة كافة قضايا القطاع الخاص المتعلقة باختصاصات وزارة التنمية الإدارية والعمل والشؤون الاجتماعية.
وأشار سعادته إلى أن الغرفة سوف تواصل طرح مطالبات وتظلمات أصحاب الأعمال بشأن تعديلات قانون العمل ومناقشتها مع وزارة التنمية الإدارية والعمل والشؤون الاجتماعية، كما ستتابع التنسيق مع الوزارة في كل ما يتعلق بأمور تنقل العمالة والقضايا الأخرى المتعلقة بالعمل والعمال، بالشكل الذي لا يهضم حق أي طرف سواء الشركات أو العمال.
ومن جانبه، أكد السيد محمد حسن العبيدلي، الوكيل المساعد لشؤون العمل بوزارة التنمية الإدارية والعمل والشؤون الاجتماعية، دعم الوزارة الكامل للقطاع الخاص، وحرصها على أن يكون تنفيذ التشريعات المتعلقة بالعمل والعمال يصب في مصلحة الطرفين.
وأضاف أن وزارة التنمية لن تقبل بوقوع أضرار على أصحاب العمل القطريين والشركات، كما تلتزم بتطبيق القواعد والإجراءات عند طلب الانتقال، معربا عن ترحيبه بالتنسيق مع الغرفة بشأن مطالبات وتظلمات أصحاب الأعمال من انتقال العمالة.
