ADLSA, QU Organize Training Program on Basics of Internal Auditing

Doha: The Ministry of Administrative Development, Labor and Social Affairs (ADLSA), represented by the Institute of Public Administration, launched on Sunday a program on the fundamentals of internal auditing, in cooperation with the Center of Community Service and Continuing Education at Qatar University (QU).

The training program, in which specialists in the field of internal auditing from various government agencies participate, aims to qualify Qatari employees to be able to practice internal audit tasks professionally. The program deals with understanding and applying the basic principles of the internal audit process in government agencies in accordance with practical experiences and in compliance with the legislation in force in the State of Qatar.

The program includes the basics of internal auditing, in addition to the specialized aspects of management auditing, financial auditing, and information systems auditing.

The training program has a duration of 60 training hours that are carried out over a period of three weeks and includes the fundamentals of internal auditing, the knowledge concepts of internal auditing and professional ethics, the technical standards of internal auditing and the introduction of auditing and control institutions in Qatar.

The program also addresses the main audit-related legislation and the terms of reference of audit departments, the process of identifying, classifying and assessing risks, and participating in preparing the annual audit plan and planning to carry out the specific audit task.

The implementation of the training program comes in accordance with a well thought-out work plan in which managers of internal audit departments in government agencies participate. The implementation of the program was preceded by field visits, meetings and workshops with internal audit employees in various government agencies, as 35 government agencies were visited to consult and prepare for the program in cooperation with the State Audit Bureau.

الدوحة: بدأت وزارة التنمية الإدارية والعمل والشؤون الاجتماعية ممثلة بمعهد الإدارة العامة اليوم برنامج “أساسيات التدقيق الداخلي”، بالتعاون مع مركز التعليم المستمر بجامعة قطر.

يهدف البرنامج التدريبي، الذي يشارك به المختصون في مجال التدقيق الداخلي من مختلف الجهات الحكومية، إلى تأهيل الموظفين القطريين للتمكن من ممارسة مهام التدقيق الداخلي باحترافية ومهنية عالية، حيث يتناول البرنامج فهم وتطبيق المبادئ الأساسية لعملية التدقيق الداخلي في الجهات الحكومية وفقا للتجارب العملية واتباعا للتشريعات المعمول بها في دولة قطر.

يتضمن البرنامج أساسيات التدقيق الداخلي بالإضافة إلى الجوانب التخصصية في التدقيق الإداري والتدقيق المالي وتدقيق نظم المعلومات.

والبرنامج مدته (60) ساعة تدريبية تنفذ على مدار ثلاثة أسابيع ويشتمل على أساسيات التدقيق الداخلي، والمفاهيم المعرفية للتدقيق الداخلي وأخلاقيات المهنة، ومعايير التدقيق الداخلي الفنية والتعريف بمؤسسات التدقيق والرقابة بقطر، ويتطرق البرنامج أيضا إلى التشريعات الرئيسية ذات العلاقة بالتدقيق واختصاصات إدارات التدقيق، وعملية تحديد وتصنيف وتقييم المخاطر، والمشاركة في إعداد خطة التدقيق السنوية والتخطيط للقيام بمهمة التدقيق المحددة.

يأتي تنفيذ هذا البرنامج التدريبي وفق خطة عمل مدروسة يشارك فيها مديرو إدارات التدقيق الداخلي في الجهات الحكومية، وسبق تنفيذ البرنامج زيارات ميدانية ولقاءات وورش عمل مع موظفي التدقيق الداخلي بمختلف الجهات الحكومية، حيث تمت زيارة (35) جهة حكومية للتشاور والتحضير للبرنامج بالتعاون مع ديوان المحاسبة.
