Basel Secretariat Congratulates Qatar of its Commitment to the Convention on Hazardous Waste

Doha: The Secretariat of the Basel, Rotterdam and Stockholm Conventions, through its official website and its Twitter account, congratulated the State of Qatar for its 25th anniversary as an active international party for working and adhering to the provisions of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal, since its accession to the Convention on Nov. 7, 1995.
The Ministry of Municipality and Environment in the State of Qatar joins the periodic meetings and conferences related to these agreements through the Department of Radiation and Chemicals Protection, and it is the national point of contact between the state and the Secretariat.
The Basel Convention was adopted in Basel, Switzerland on March 22, 1989, and entered into force on May 5, 1992. It is an international multilateral agreement (188 parties) based in Geneva, Switzerland.
It was prepared and approved to reduce the movements of hazardous wastes between countries and specifically to prevent the transfer of hazardous wastes from developed countries to the least developed countries.
This agreement is part of the United Nations Environment Program (UNEP) to protect human health and the environment from the harmful effects associated with the production and transboundary movement of hazardous wastes and their management through the regulation of international trade in hazardous wastes.
The export of hazardous wastes across borders is carried out within prior procedures, whereby notifications of the Basel Convention are issued, in accordance with the approved classification and according to which the countries through which these wastes will be passed in addition to the importing countries are notified.
In the State of Qatar, no hazardous waste is exported as there are facilities for treatment and recycling of any type of hazardous waste.

الدوحة: هنأت سكرتارية أمانة اتفاقيات “بازل وروتردام واستكهولم” عبر موقعها الرسمي وحسابها على تويتر، دولة قطر بمرور 25 سنة كطرف دولي فاعل بالعمل والالتزام ببنود اتفاقية بازل الدولية بشأن التحكم في نقل النفايات الخطرة والتخلص منها عبر الحدود، وذلك منذ انضمامها إلى الاتفاقية في 7 نوفمبر 1995.
وتمثل وزارة البلدية والبيئة في دولة قطر الاجتماعات والمؤتمرات الدورية ذات العلاقة بهذه الاتفاقيات من خلال إدارة الوقاية من الإشعاع والمواد الكيميائية، وتكون نقطة الاتصال الوطنية فيها حلقة الاتصال بين الدولة وأمانة الاتفاقية.
وقد اعتمدت اتفاقية بازل في مدينة بازل بسويسرا في 22 مارس 1989، ودخلت حيز النفاذ في 5 مايو 1992. وهي اتفاقية دولية متعددة الأطراف (188 طرفا) ومقرها جنيف بسويسرا، وتم إعدادها وإقرارها للحد من تحركات النفايات الخطرة بين الدول وعلى وجه التحديد لمنع نقل النفايات الخطرة من البلدان المتقدمة إلى البلدان الأقل نموا.
وتعد هذه الاتفاقية جزءا من برنامج الأمم المتحدة للبيئة لحماية الصحة البشرية والبيئة من الآثار الضارة المرتبطة بإنتاج النفايات الخطرة ونقلها عبر الحدود وإدارة شؤونها من خلال تنظيم التجارة الدولية في النفايات الخطرة.
ويتم تصدير النفايات الخطرة عبر الحدود ضمن إجراءات مسبقة، حيث يتم إصدار إخطارات اتفاقية بازل، عملا بالتصنيف المعتمد ويتم بموجبها إخطار الدول التي سيتم مرور تلك النفايات عبرها إضافة للدول المستوردة. وفي دولة قطر لا يتم تصدير أي نفايات خطرة في ظل وجود مرافق معالجة وتدوير لأي نوع من النفايات الخطرة.
وتلتزم الدول الأطراف بتزويد أمانة الاتفاقية بتقارير وطنية سنوية بشأن كميات تولد / تصدير النفايات الخطرة، كما تشارك الدول الأطراف في تعديل بعض المبادئ التوجيهية والقوانين المتعلقة بالنفايات الخطرة من خلال نقاط الاتصال الوطنية.
