The Qatar Society of Petroleum Engineers welcomes Decree Law 21 of 2020 that was issued recently. The decree law relates to Private Association Laws, which is under the umbrella of the Ministry of Administrative Development, Labor and Social Affairs.
The new amendments in the decree law address the resulting problems from the way some administrative matters used to function in the past. The amendments undoubtedly constitute an important factor in the development of many applications that relate to the mechanism of performance of associations in are more flexible providing practical environment.
They are expected to facilitate the burdens of the tasks that are shouldered by the associations and by private institutions. This is manifested starting with the registration process of the association members and including all procedures of member councils. This change is also meant to regulate the election process as well, including all other types of amendments.
The amendments are comprehensive to vital provisions that include many administrative, executive and financial aspects. One of the most prominent amendments to the new law is the one related to the procedure for obtaining prior approvals. Instead of obtaining prior approval in order to organize a new event, it is now done by simply notifying the Ministry about the intended activity or event. This positive transformation gives greater flexibility in the preparation process for any activity and thus saves effort and time for those in charge of various work events.
These amendments also keep pace with the requirements of the present-day hi-tech solutions currently available. This would also help in bringing technology in its various forms to the institutional process by adopting correspondence through e-mails as an approved communication tool among all concerned members and councils.
As for the invitations that used to be addressed through registered mail, it is now to be done through e-mails to the designated members. This is a confirmation to the fact that the invitation is received, and thus it is an effective means of notification to push for attending the scheduled meetings and elections. It is worth noting that the amendments also approve the adoption of the national address of all society members.
The Ministry of Administrative Development, Labor and Social Affairs keeps abreast of the requirements of the societal arena and of the aspirations of officials, in addition to that of those in charge of the private associations. It all indicates a broad awareness of the need to provide high-quality programs that keep pace with the development in the mandated areas.
This kind of approach also provides real support to stimulate the transition to a wider space of productivity. It is also to cater for and to provide a further guarantee for the interest of the individual and to that of the family alike. Such constructive cooperation between the Ministry and the Private Institutions and Associations, will ultimately achieve solidarity in the interest of the home country.
This constitutes an important pillar in the face of any fluctuations or crises of any kind.
