Speaker of the Shura Council: Council Elections a New Achievement, Enhancement of Popular Participation

Doha: HE the Speaker of the Shura Council Ahmed bin Abdullah bin Zaid Al Mahmoud affirmed that HH the Amir Sheikh Tamim bin Hamad Al-Thani’s announcement of the Shura Council elections in Oct. 2021 is a new achievement and extension of the Shura process and an enhancement of popular participation in decision-making in a way that supports the development process in the State and enhances Its security and stability.

In exclusive remarks made to Qatar News Agency (QNA), HE the Speaker said that the constitution provides for the establishment of a Council comprising of 45 members, 30 of whom are elected and 15 appointed, and noted that the State seeks, through a third of appointed members, to benefit from cadres with experience and knowledge, whether men or women.

Regarding the current session of the Council, His Excellency expressed his hope that the 49th session would dedicate to Councils march and enhance popular participation in decision-making, development, security and safety in the in the State. His Excellency explained that there are a number of laws that will be presented to the Council related to security, justice, the electoral process (the method of elections, electoral districts, and other matters related to this process), and other laws that the State needs, expressing his and the Council member’s commitment to work to end it like the rest of the previous sessions.

The Council is keen to fulfill its role by finalizing laws, draft laws and issues of concern to the State, as well as the general discussions presented by members during the session, HE the Speaker added, noting that the history of Qatar is based on the Shura and the close relationship between the ruler and the ruled.

HE the Speaker stressed that, under the wise leadership of HH the Amir Sheikh Tamim bin Hamad Al-Thani, Qatar has succeeded in overcoming many difficulties, with the people and state institutions, including the Shura Council, succeeding in facing various challenges, noting that the Qatari people are clear in their words, frank in their principles, and proud of their leadership that has given the country a lot.

HE the Speaker of the Shura Council pointed out that HH the Amir’s speech was clear about the need to continue to work hard for the sake of the country, adding that HH the Amir also presented a full program of work in which he explained Qatar’s internal and foreign policy and carried many reassuring messages that Qatar must overcome the challenges of development and many difficult circumstances, despite the blockade and the coronavirus (Covid-19), which is a source of pride in our capabilities and our wise leadership that brought us to this the level.

الدوحة: أكد سعادة السيد أحمد بن عبدالله بن زيد آل محمود رئيس مجلس الشورى، أن إعلان حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى، عن موعد إجراء انتخابات مجلس الشورى في شهر أكتوبر من العام المقبل، إنجاز جديد وامتداد لمسيرة الشورى وتعزيز للمشاركة الشعبية في صنع القرار، بما يدعم مسيرة التنمية في الوطن ويعزز أمنه واستقراره.

وأوضح سعادة رئيس مجلس الشورى في تصريحات خاصة لوكالة الأنباء القطرية /قنا/ أن الدستور ينص على إنشاء مجلس يضم 45 عضوا منهم 30 منتخبون و(15) معينون، منبها إلى أن الدولة تسعى من خلال ثلث الأعضاء (المعينين) إلى الاستفادة من الكوادر ذات الخبرة والمعرفة سواء من الرجال أو النساء.

وعن الدورة الحالية للمجلس أعرب عن تطلعه لأن تكرس الدورة (49) مسيرة المجلس وتعزز المشاركة الشعبية في صنع القرار والتنمية والأمن والأمان في الوطن، موضحا أن هناك عددا من القوانين التي ستعرض على /الشورى/ تتصل بالأمن والعدالة وبالعملية الانتخابية (طريقة الانتخابات والدوائر الانتخابية والأمور الأخرى المتعلقة بهذه العملية)، وغيرها من القوانين التي تحتاجها الدولة، معبرا في الوقت ذاته عن التزامه وبقية أعضاء المجلس بالعمل على إنهائها شأن بقية دورات المجلس السابقة.

وتابع سعادة السيد أحمد بن عبدالله بن زيد آل محمود، بأن مجلس الشورى يحرص على أداء دوره بالانتهاء من القوانين ومشاريع القوانين والقضايا التي تهم الوطن والمناقشات العامة التي تقدم من قبل الأعضاء خلال الدورة البرلمانية دون تأجيل، منوها إلى أن تاريخ دولة قطر قائم على الشورى والعلاقة اللصيقة بين الحاكم والمحكوم.

وأكد أن دولة قطر تحت القيادة الحكيمة لحضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى، نجحت في تجاوز الكثير من الصعوبات، ونجح الشعب ومؤسسات الدولة ومنها مجلس الشورى في مواجهة مختلف التحديات، منبها إلى أن الشعب القطري واضح في كلامه صريح في مبادئه فخور بقيادته التي قدمت للوطن الكثير.

ولفت رئيس مجلس الشورى، إلى أن سمو الأمير في خطابه كان واضحا في ضرورة الاستمرار في العمل الجاد والدؤوب من أجل هذا الوطن، “كما قدّم سموه برنامج عمل كاملا أوضح فيه سياسة قطر الداخلية والخارجية ووضع النقاط على الحروف، وحمل الكثير من الرسائل التطمينية بأننا تجاوزنا تحديات التنمية والكثير من الظروف الصعبة رغم الحصار وكورونا /كوفيد – 19/ ، وهو ما يمثل مصدر فخر بقدراتنا وقيادتنا الحكيمة التي أوصلتنا لهذا المستوى”.
