Qatar committed to providing best healthcare for all: FM

Talking on COVID-19 pandemic in a virtual seminar, Deputy Prime Minister and Minister of Foreign Affairs H E Sheikh Mohammed bin Abdulrahman Al Thani has said that the strategy of the State of Qatar is based on three main pillars: providing health care, mitigating economic and social impacts, and fulfilling Qatar’s international role.

The Foreign Policy Institute of the Johns Hopkins University in US hosted H E the Deputy Prime Minister and Minister of Foreign Affairs in a virtual seminar, via visual communication technology, on the foreign policy and international diplomacy in the Gulf Region.

In his speech, His Excellency touched on foreign policy and world diplomacy at an exceptional time, as the pandemic of the novel coronavirus (COVID-19) affects all countries, saying that human development in Qatar is “at the core of Qatar’s home and foreign policy”. 

In this regard, His Excellency stressed that the government is firmly committed to providing the highest levels of medical care for everyone, adding that over the years Qatar has made significant investments in health care infrastructure, as well as promoting a comprehensive approach to the health of everyone in Qatar.

H E Sheikh Mohammed stated that Qatar has had a strong health care response in relation to COVID-19, including free tests for the virus; free patients care and designating a number of hospitals for that.
“We have one of the highest test rates, so we have discovered a number of positive cases… Fortunately, and because of the strong health care system in our country, we have the lowest mortality rate in the world,” H E added.

H E the Minister of Foreign Affairs pointed out that the State of Qatar continues to provide support to more than 20 countries, in addition to many multilateral organisations, adding that the State of Qatar through multilateral organisations supports initiatives that mitigate the effects of the pandemic.

His Excellency appealed to the international community to work together to combat the pandemic and find vaccines to end its harm, adding, “We have organized and mobilized international humanitarian support, including donations of medical aid and supplies to the most affected societies in the Middle East including Lebanon, Palestine, Tunisia, Algeria and Iran.” 

He went on saying “Our perspective on the future is shaped by our belief in strong collective work and improving coordination to move forward… The human dimension has always been present at the core of our foreign policy because we believe that preserving human dignity and rights is part of Qatar’s foreign policy… We believe that the humanitarian and development assistance we provide worldwide contributes to the security and stability of the world … This is not limited to a specific region or religion, but it is for all humanity, and we extend our hands to all our friends.”

He stressed that “it will not be possible to face the repercussions of the pandemic without cooperation and coordination at the highest and most comprehensive possible levels.”

“In Qatar, we still believe in the power of dialogue and diplomacy … We believe that the various crises we face in the Gulf region and beyond, including this pandemic, are evidence of the urgent need for a regional security agreement that provides basic stability for the Middle East,” he said adding “Instead of imposing exclusion or restrictions, we have a greater opportunity to achieve long-term security through direct cooperation and dialogue that are accountable within a regional security framework.” 

In response to a question about US-Qatari relations, H E the Deputy Prime Minister and Minister of Foreign Affairs, said that cooperation between the two countries has not been affected by anything since the beginning of the crisis, especially military cooperation, as Qatar hosts the command center at Al Udeid Base. “We are still continuing our efforts on regional issues, such as Afghanistan and the Doha talks that culminated in the signing of the agreement between the Taliban and the United States, and we will continue to mediate between the Afghan parties, the United States and the Taliban,” he added.

He pointed out that the State of Qatar has cooperated with the United States to evacuate American citizens on Qatar Airways, stressing, “We did not do that only with the United States. We have cooperated with other countries for the same purpose, and we provided aid to the affected states, such as New York and California, and we believe that relations between Qatar and the United States are strong and there are strategic alliances between the two countries.”

On the Gulf crisis, he underlined the international community’s awareness that the crisis is built on lies and crimes against the Qatar and its people. “The international community has realized that these lies and accusations have not been proven, yet no one was held accountable, and series of lies continues,” he said adding “since the beginning of this crisis, H H the Amir was very clear and decisive in his position, which is not to deal with them in the same way that they deal with us.. We have to deal with them according to our ethics and values and according to our responsibilities towards the international community. So we did not reciprocate with any measures they took against us when they blockaded and boycotted us, and prevented food and drug supplies and closed the airspace.”

His Excellency went on saying: “We are maintaining our stance and insisting to have positive and constructive relations with other GCC countries.. We believe in the Gulf Cooperation Council and its unity, but under one condition, which is respect for the sovereignty of all states, for international law, and for the principle of equality between states.”

In response to a question about the solution to the Gulf crisis, he said, “Qatar is open to discussion and we want to make sure that any future agreements between Qatar and other countries in the Gulf Cooperation Council will ensure progress forward to protect us in the event of any future conflict and that our children and children in the future will not suffer from any conflict between us and other countries… This is not only in our interest, but also in the interest of the entire region. We believe that there must be an agreement that clearly states the responsibilities of each country towards the other country.”

On the situation in Afghanistan, he said: “We know that the path of peace has always been a difficult and not an easy one at all.. That is why the State of Qatar has committed from the beginning and worked to ensure the coherence the negotiating process, overcome the obstacles it faced, bring the parties around the negotiating table, and to strive to reach the primary goal, which is the agreement between the parties. We have always sought to achieve consensus on the fundamental issue of bringing peace and stability to Afghanistan.”

On regional issues, the Deputy Prime Minister and Minister of Foreign Affairs said: “As a result of planning our early crises response, and the integrated approach of the government, we are in a strong and a good position to overcome the crisis.” The situation is not all the same in the Middle East, he pointed.

In this regard, he pointed out that “This is the reason why Qatar’s approach to mitigate the effects of (COVID-19), addresses not only local policies, but also includes regional and international support, as the spread of the virus has become a security concern for the region, and therefore we must all unite to support each other.”

Responding to a question about the State of Qatar’s vision of the region, especially in supporting youth, His Excellency said: “We see that youth are an important resource in the MENA region, so we seek to support young people in the region, especially in the area of economic empowerment, to create jobs and opportunities for them … As an example of this, we have the ‘Silatech’ initiative that contributed to employing more than a million Arab youth in various projects.”

H E Deputy Prime Minister and Minister of Foreign Affairs added, “We agreed with the African Union to establish a fund to return citizens and refugees to their countries and provide them with job opportunities by financing some small and medium projects in their cities.”

Answering a question about Libya, he said the situation in Libya is deteriorating, pointing to many interventions in the Libyan affairs by several European and Arab countries, to support a military man who wants to rule the country by force. 

He renewed the State of Qatar’s support to the legitimate government in Libya, and the outputs of the Skheirat Agreement, stressing that this agreement is the only way to achieve a smooth transfer of power in the country.

On Yemen, he said that the result of the war that has been going on there for five years is the destruction of infrastructure in the country. He further expressed regret that the situation in Yemen deviated from the main issue that the war started for.

Regarding the assistance provided to Palestine, the Deputy Prime Minister and Minister of Foreign Affairs said, “We are helping Gaza through a clear international mechanism according to the United Nations and its agencies working there and all the aid passes through them… The United States is aware of this aid … The people of Gaza are suffering from the siege, and therefore we are helping them from a humanitarian standpoint.”

In response to a question about Qatar hosting the World Cup, he said that politics has divided everyone in the region, and he expressed hope that football will restore unity among the countries of the region, adding that Qatar’s hosting of major events such as the Doha Forum is part of the State of Qatar’s strategy, through which ties can be created with the countries of the world.

استضاف معهد السياسات الخارجية في جامعة “جونز هوبكنز” الأمريكية سعادة الشيخ محمد بن عبدالرحمن آل ثاني نائب رئيس مجلس الوزراء وزير الخارجية في ندوة افتراضية عبر تقنية الاتصال المرئي تحت عنوان “حوار مع نائب رئيس مجلس الوزراء وزير الخارجية القطري: “السياسة الخارجية والدبلوماسية العالمية في منطقة الخليج وخارجها”.

وتطرق سعادته، في كلمته، إلى السياسة الخارجية والدبلوماسية العالمية في وقت استثنائي، حيث تؤثر جائحة فيروس كورونا المستجد (Covid-19) على جميع الدول، كبيرها وصغيرها.. وقال إن التنمية البشرية في قطر تعتبر “في صميم سياستنا، الداخلية والخارجية على السواء”.. وأبان سعادته أن استراتيجية دولة قطر تقوم على ثلاث ركائز أساسية : توفير الرعاية الصحية، وتخفيف الآثار الاقتصادية والاجتماعية، والوفاء بدور قطر الدولي.

وأكد في هذا الصدد أن الحكومة ملتزمة بشدة بتوفير أعلى مستويات الرعاية الطبية للجميع.. وأضاف ” على مدى سنوات حققنا استثمارات كبيرة في البنية الأساسية للرعاية الصحية، فضلا عن تعزيز اتباع نهج شامل لصحة جميع المقيمين في بلدنا”.

وأوضح سعادة الشيخ محمد بن عبدالرحمن آل ثاني أن الدولة قامت بتنفيذ استجابة قوية في مجال الرعاية الصحية فيما يتعلق بفيروس كورونا المستجد، تتضمن إجراء فحوصات مجانية لفيروس (COVID-19) والرعاية المجانية وتخصيص عدد من المستشفيات المخصصة لذلك.

وأضاف ” نحن نتمتع بأحد أكبر معدلات إجراء الاختبارات، وبالتالي اكتشفنا عددًا من الحالات الإيجابية.. لحسن الحظ، وبسبب نظام الرعاية الصحية القوي في بلدنا، فلدينا أدنى معدل وفيات على مستوى العالم”.

وحول الأوضاع في الشرق الأوسط، قال سعادته ” نتيجة لتخطيط استجابتنا المبكرة للأزمات، والنهج المتكامل للحكومة فإننا في وضع قوي وفي وضع جيد لتجاوز الأزمة”، لكنه أشار إلى أن الأوضاع ليست جميعها متساوية في منطقة الشرق الأوسط.

وأوضح في هذا الصدد أن “هذا هو السبب في أن نهج قطر للتخفيف من آثار انتشار (Covid-19) لا يعالج السياسات المحلية فحسب، بل يشمل أيضا الدعم الإقليمي والدولي، حيث أصبح انتشار الفيروس مصدر قلق أمني للمنطقة، وبالتالي يجب علينا جميعا أن نتحد لدعم بعضنا البعض”.

ولفت سعادة الشيخ محمد بن عبدالرحمن آل ثاني، إلى أن دولة قطر تواصل تقديم الدعم لأكثر من 20 دولة، بالإضافة إلى العديد من المنظمات متعددة الأطراف.. وقال إن دولة قطر من خلال المنظمات متعددة الأطراف تدعم المبادرات التي تخفف آثار جائحة فيروس كورونا المستجد.

وناشد سعادته المجتمع الدولي بالعمل معًا لمكافحة المرض وإيجاد اللقاحات وإنهاء ضرر هذا الفيروس.. وأضاف “لقد قمنا بتنظيم وحشد الدعم الإنساني الدولي بما في ذلك التبرعات بالمساعدات الطبية والإمدادات للمجتمعات الأكثر تأثراً في الشرق الأوسط بما في ذلك لبنان وفلسطين وتونس والجزائر وإيران”.

وتابع “يتشكل منظورنا للمستقبل من خلال إيماننا بالعمل الجماعي القوي وتحسين التنسيق بيننا للمضي قدما”.. وأضاف ” كان البعد الإنساني دائماً حاضراً في قلب سياستنا الخارجية لأننا نؤمن بأن المحافظة على كرامة الإنسان وحقوقه تشكل جزءاً من سياسة قطر الخارجية.. إننا نؤمن بأن المساعدات الإنسانية والتنموية التي نقدمها على مستوى العالم تساهم في أمن واستقرار العالم.. وهذا ليس قاصراً على منطقة بعينها أو ديانة ولكنها لجميع الإنسانية، ونمد أيادينا لجميع أصدقائنا”.

وأكد أنه “لن يكون من الممكن مواجهة تداعيات الوباء دون تعاون وتنسيق على أعلى مستوى وأكثرها شمولا قدر الإمكان”.

وقال سعادته “نحن في قطر ما زلنا نؤمن بقوة الحوار والدبلوماسية.. ونعتقد أن الأزمات المختلفة التي نواجهها في منطقة الخليج وخارجها، بما في ذلك هذه الجائحة، دليل على الحاجة الملحة لاتفاقية أمنية إقليمية توفر الاستقرار الأساسي للشرق الأوسط”.. وأضاف “بدلاً من تطبيق الإقصاء أو التضييق، لدينا فرصة أكبر لتحقيق الأمن على المدى الطويل من خلال التعاون والحوار المباشرين الخاضعين للمساءلة ضمن إطار أمني إقليمي”.

ورأى أنه “إذا انضمت كل دولة في الشرق الأوسط بحسن نية ورغبة في الالتزام بشفافية، فيمكننا إنشاء إطار منظم، مع آليات ملزمة وحل النزاعات، حيث ستخضع جميع الدول للمساءلة عن تحقيق السلام والحفاظ على الأمن”.

وأوضح سعادة نائب رئيس مجلس الوزراء وزير الخارجية أنه “في وجود هذه المبادئ التأسيسية والملزمة والتي تخضع للمساءلة، فإنه يمكن للدول الإقليمية الحوار حول المهددات الحقيقية والتي تكون مشابهة لتلك التي نواجهها اليوم بشكل جماعي”.

وإجابة على سؤال حول العلاقات الأمريكية القطرية، أوضح سعادة الشيخ محمد بن عبدالرحمن آل ثاني نائب رئيس مجلس الوزراء وزير الخارجية أن التعاون بين البلدين لم يتأثر بشيء منذ بداية الأزمة خاصة التعاون العسكري، حيث تستضيف دولة قطر مركز القيادة في قاعدة العديد.. وأضاف ” ما زلنا نواصل جهودنا حول القضايا الإقليمية، مثل أفغانستان والمحادثات التي توجت بالتوقيع علي الاتفاق الذي تم في الدوحة بين /طالبان/ والولايات المتحدة، وسوف نواصل الوساطة بين الأطراف الأفغانية، والولايات المتحدة و/طالبان/”.

ولفت سعادته إلى تعاون دولة قطر مع الولايات المتحدة من أجل إجلاء المواطنين الأمريكيين خاصة عبر الخطوط القطرية.. مؤكدا “لم نقم بذلك مع الولايات المتحدة فقط، فقد تعاونا مع دول أخرى لنفس الغرض، وقمنا بإمداد العون للولايات التي تأثرت، مثل نيويورك، كاليفورنيا، ونؤمن بأن العلاقات بين قطر والولايات المتحدة قوية وهنالك تحالفات استراتيجية بين البلدين”.

وفيما يتعلق بالوضع في أفغانستان، قال ” نحن نعلم أن طريق السلام دائمًا كان طريقًا صعبًا وليس سهلاً على الإطلاق.. لذلك التزمت دولة قطر منذ البداية وعملت على تماسك العملية التفاوضية، وعملت على تخطي العقبات التي واجهتها، وأن تعمل على جمع الأطراف حول طاولة المفاوضات، والسعي إلى الوصول للهدف الأساسي وهو الاتفاق بين الأطراف، وكنا دوما نسعى إلى تحقيق توافق حول القضية الأساسية وهي إحلال السلام والاستقرار في أفغانستان”.

وإجابةً على سؤال حول رؤية دولة قطر للمنطقة خاصةً في دعم قطر للشباب، قال سعادته ” نرى أن الشباب مصدر مهم في منطقة الشرق الأوسط وشمال أفريقيا، لذلك نسعى لدعم الشباب في المنطقة خاصةُ في مجال التمكين الاقتصادي لخلق الوظائف والفرص للشباب في منطقتنا.. وكمثال على ذلك لدينا مبادرة “صلتك” التي ساهمت في توظيف أكثر من مليون من الشباب العربي في مختلف المشاريع.. وهناك دعم أيضاً للبرامج الفرعية التي أقمناها مثل صندوق قطر تونس للصداقة وصندوق دارفور بعد اتفاقية سلام الدوحة والتي تركز، إلى جانب المبادرات الأخرى، بصفة أساسية على تطوير وخلق الفرص للأجيال الشابة لإقامة مشاريعهم الخاصة التي تخلق بيئة إنتاجية لهم.. نحن نقدم لهم التمويل لمراحل التأسيس الأولى والدعم الفني في المراحل اللاحقة.. هناك أيضا مبادرة أخرى نعمل على تنفيذها لصالح الاتحاد الإفريقي في قضية الهجرة من إفريقيا إلى أوروبا وقضية المهاجرين خاصة في ليبيا.”.

وأضاف سعادة نائب رئيس مجلس الوزراء وزير الخارجية ” اتفقنا مع الاتحاد الإفريقي على إنشاء صندوق للإعادة للمواطنين واللاجئين إلى دولهم وتوفير فرص عمل لهم عن طريق تمويل بعض المشاريع الصغيرة والمتوسطة في مدنهم، لذلك فإن التركيز الرئيسي ينصب على توفير فرص عمل للشباب وتوفير فرص اقتصادية لدولهم.. وهذا هو نهجنا في السياسة الخارجية وسنظل نتابعه وذلك لإعطاء الشباب في مناطق الصراعات أملاً في الحياة.”

وحول الأزمة الخليجية، أكد سعادة الشيخ محمد بن عبدالرحمن آل ثاني نائب رئيس مجلس الوزراء وزير الخارجية على إدراك المجتمع الدولي اليوم وجميع الدول أن الأزمة مبنية على أكاذيب وجرائم ضد دولة قطر والشعب القطري، وقال “أدرك المجتمع الدولي أن هذه الأكاذيب والاتهامات لم يتم إثبات أي منها، مع ذلك لم يكن هناك أي مساءلة لذلك تستمر هذه السلسلة من الأكاذيب”.. وأضاف “كان سمو الأمير “حفظه الله” منذ بداية هذه الأزمة واضحا جدا وحاسما جدا في موقفه وهو ألا نتعامل معهم بنفس الطريقة التي يتعاملون بها معنا.. علينا أن نتعامل معهم حسب ما تمليه علينا أخلاقياتنا وقيمنا وبموجب مسئولياتنا تجاه المجتمع الدولي.. لذلك لم نتعامل بالمثل مع أي إجراءات اتخذوها ضدنا عندما حاصرونا وقاطعونا ومنعوا الامدادات الغذائية والدوائية وأغلقوا المجالات الجوية.”

وقال ” ما زلنا على موقفنا، ونحن مصممون على أن يكون لنا علاقات إيجابية وبناءة مع الدول الأخرى الأعضاء في مجلس التعاون الخليجي.. نحن نؤمن بمجلس التعاون الخليجي وبوحدته ولكن بشرط واحد وهو احترام سيادة جميع الدول واحترام جميع الدول للقانون الدولي واحترام مبدأ المساواة بين الدول.”

وإجابةً للاستفسار حول الحل للأزمة الخليجية، قال سعادته ” قطر منفتحة للنقاش ونريد أن نتأكد من أن أي اتفاقيات مستقبلية بين قطر والدول الأخرى في مجلس التعاون الخليجي ستضمن تقدما إلى الأمام لحمايتنا في حالة أي نزاع مستقبلي وألا يعاني أطفالنا وأطفالهم في المستقبل من أي نزاع بيننا وبين الدول الأخرى.. ليس هذا لمصلحتنا نحن فقط بل لمصلحة جميع المنطقة، نعتقد أنه لابد أن يكون هناك اتفاقية تنص بوضوح كامل على مسئوليات كل دولة تجاه الدولة الأخرى”.

وإجابةً على السؤال حول ليبيا، أشار سعادة الشيخ محمد بن عبدالرحمن آل ثاني إلى الأوضاع في ليبيا، وقال إنها متدهورة.. مشيرا إلى تدخلات كثيرة في الشأن الليبي من قبل عدة دول، أوروبية وعربية، لدعم رجل عسكري يريد حكم البلاد بالقوة.. واستبعد إمكانية وجود حل هناك الا اذا اعترف المجتمع الدولي بأنه لا يمكن أن يتعامل مع هذه الاوضاع في ظل وجود معيارين.. وانتقد سعادته التناقض الدولي في التعامل مع الأزمة الليبية، وأوضح أنه وبعد صمت طويل عن التدخلات الخارجية في ليبيا، ظهرت ردود فعل دولية ضد تدخل تركيا هناك فقط.

وجدد سعادته دعم دولة قطر للحكومة الشرعية في ليبيا، وبمخرجات اتفاق الصخيرات، مؤكداً أن هذا الاتفاق هو السبيل الوحيد لتحقيق انتقال سلس للسلطة في البلاد.

وفي الشأن اليمني، قال إن نتيجة الحرب الدائرة هناك منذ خمس سنوات هي دمار البنية التحتية في اليمن.. وعبر سعادته عن أسفه لانحراف الأوضاع في اليمن عن القضية الرئيسية التي بدأت الحرب من أجلها.. ورأى أن الطريق الوحيد لليمنيين للتقدم إلى الأمام يتمثل في وقف الحرب في المقام الأول ثم جمع اليمنيين ثم وقف التدخل من جميع الدول دون استثناء، وأن يحدد اليمنيون بعد ذلك الطريق الذي يسلكوه لتحقيق السلام.

وحول المساعدات المقدمة إلى فلسطين، قال نائب رئيس مجلس الوزراء وزير الخارجية “إننا نساعد غزة عبر آلية دولية واضحة وفقاً للأمم المتحدة ووكالاتها العاملة هناك وكل المساعدات تمر من خلالهم.. والولايات المتحدة على علم بتلك المساعدات.. يعاني أهل غزة من الحصار تحت بصر المجتمع الدولي ولذلك نساعدها من منطلق إنساني، ونحن نتوقع من المجتمع الدولي أن ينظر لمعاناة شعب غزة”.

وأضاف أن “حركة حماس جزء لا يتجزأ من الشعب الفلسطيني، وأن قطر تدعم الشعب الفلسطيني بغض النظر عن مكوناته السياسية، ولدى الدولة صلات متميزة مع السلطة الفلسطينية كما تدعمها وتدعم جهودها.. ونحن في دولة قطر يهمنا دعم الشعب الفلسطيني سواء في الضفة الغربية أو غزة”.. مشيراً إلى دعم قطر لكل من الضفة والقطاع في جائحة /كورونا/.

ورداً على سؤال حول استضافة دولة قطر لبطولة كأس العالم، قال سعادته إن السياسة قسمت الجميع في المنطقة، وأعرب عن أمله في أن تعمل كرة القدم على إعادة الوحدة بين دول المنطقة، وأضاف أن استضافة قطر للأحداث الكبرى كمنتدى الدوحة جزء من استراتيجية دولة قطر، والتي يمكن من خلالها خلق روابط مع دول العالم.

وختاماً دعا سعادة الشيخ محمد بن عبدالرحمن آل ثاني نائب رئيس مجلس الوزراء وزير الخارجية إلى أهمية وجود بنية أمنية جديدة في المنطقة تهتم بالقوانين والحقوق، والمسؤوليات.. مؤكداً أن هذا هو السبيل الوحيد للمضي قدماً، وذكر أن المنطقة تمر حاليا بوضع مشابهة للحرب الباردة، وأن الوضع سيزداد صعوبةً إذا لم يكن هناك تعاون بين دول المنطقة.
