Doha: The Permanent Population Committee celebrated the Qatar Population Day with the participation of members of the Committee, heads and members of working groups charged with following up the implementation of the population policy action program, a representative of the United Nations Population Fund, in addition to a number of experts and specialists in Population and demographic issues.

President of the Planning and Statistics Authority and Chairman of the Permanent Population Committee Dr. Saleh bin Mohammed Al Nabit, affirmed that the results of the fourth phase, extending from Nov. 2020 to Oct. 2021 of the follow-up stages of the implementation of the Population Policy Action Program, have realized a number of important achievements and gains in the six axes of this policy, represented in the implementation of many related measures, and tangible progress in achieving the goals, the most prominent of which is the demographic return resulting from the change in the age structure of the countrys population, which was manifested by a number of indicators, including the high rate of participation in the labor force, which reached 88.2 percent in 2020, which is among the highest rates in the world and a decrease in the unemployment rate, which did not exceed 0.1 percent in 2020. As well as a decrease in the dependency ratio: the change in the age structure of the population was associated with a significant decrease in the demographic dependency ratio, and this percentage decreased from 40.4 percent in 1986 to 20 percent in 2020, the matter that reflects the improvement in the standard of living of the population in Qatar, and this is confirmed by population studies, which indicate that the lower this rate, the higher the standard of living.

Un his opening speech, HE pointed out that benefiting from the increasing size of the working age groups of Qataris and non-Qataris enabled the State of Qatar to catch up with countries with high human development, as confirmed by human development reports issued by the United Nations Development Program (UNDP).

President of the Planning and Statistics Authority added that despite the qualitative achievements made in the implementation of the population policy, there are still some challenges and difficulties, including the imbalance of the demographic structure, and the rapid global changes resulting from the Coronavirus pandemic, which require the development of human capital to carry out future functions related to modern technology, the matter that requires strengthening and intensifying investment in education and harmonizing curricula and university majors for these skills, in a way that contributes to restructuring the labor market on foundations capable of localizing these jobs.

HE Dr. Saleh bin Mohammed Al Nabit indicated that celebrating Qatar Population Day under the slogan “Following up the implementation of the states population policy in light of the Coronavirus pandemic” comes in line with the declaration of the United Nations to allocate an occasion for the World Population Day issued by the General Assembly in 1989, and based on the decision of the Honorable Council of Ministers at its regular meeting (27) on Oct. 6, 2010 approving the organization of the Qatari Population Day in the month of October of each year, and to affirm that despite the circumstances imposed by the pandemic, the Permanent Population Committee and its technical office, in addition to the working groups charged with following up the implementation of the second population policy of the State of Qatar (2017-2022), have fully committed to the tasks entrusted to it in the action program of this policy, while taking at the same time the precautionary measures necessary to confront the pandemic, and it was able to realize this balance via the modern communication technology that has proven its ability to face such global challenges. 

For his part, Regional Director for Arab States of the United Nations Population Fund for the Arab Region (UNFPA), Dr. Luay Shabaneh reaffirmed, in a recorded speech, the importance of the population agenda for sustainable development, health, and the future. He pointed that the decline in the population and development agenda in the world is due to changing interests in countries, pressure on health services and basic services, population movement, economic growth, and all the areas that concern and affect the population in general.

During the session, Executive Director of Doha International Family Institute (DIFI) Dr. Sharifa Noaman Al Emadi reviewed a study carried out by the institute on the social determinants of fertility in Qatar and the factors that affect its low rates, adhering to the best international practices. She clarified the factors that determine the decision to have children, including personal, economic, structural, educational, and health factors, and others related to work-family balance policies, stressing the need to follow policies that achieve a balance between work duties and family obligations, financial support for marriage and childbearing, and spreading awareness to raise fertility rates and adopt policies related to increasing childbearing, such as surgeries.

Environmental consultant and expert Dr. Mohammed Saif Al Kuwari explained the role of climate change in the spread of epidemics and diseases among the population, and the cause of devastating natural disasters such as unprecedented rainfall, floods, desertification, and forest fires. He also pointed out that the rising temperature of the planet led to the melting of the ice in North and South Poles . This threatens the return of viruses and bacteria that have been frozen for thousands of years in these areas, and thus the emergence of new, unknown diseases and epidemics in areas where they were not spread before. He stressed the importance of enhancing awareness about the relationship of climate change to the spread of epidemics and diseases among the population.

Senior Consultant of Community Medicine at the Primary Health Care Corporation Dr. Sadriya Al Kooheji explained how COVID-19 affected public health and the efforts of the State of Qatar to prevent its spread using precautionary, preventive measures and providing the necessary care to those infected with the virus. She noted that this pandemic has increased the burden on health facilities, which the country dealt professionally with the crisis by following global treatment protocols using expertise and experiences of various countries of the world and the World Health Organization (WHO).

Chief Advisor to the President at Qatar University Dr. Darwish Abdulrahman Al-Emadi reviewed the university’s efforts to confront COVID-19 through its participation in emergency committees and crisis management. He also presented an overview of the efforts of the various university sectors and their role in providing the necessary support to society and students to achieve its goals and provide citizens with the necessary support to deal with the crisis.

الدوحة: احتفلت اللجنة الدائمة للسكان باليوم القطري للسكان تحت شعار “متابعة تنفيذ السياسة السكانية للدولة في ظل جائحة كورونا” بمشاركة أعضاء اللجنة، ورؤساء وأعضاء مجموعات العمل المكلفة بمتابعة تنفيذ برنامج عمل السياسة السكانية، وممثل عن صندوق الأمم المتحدة للسكان، إضافة إلى عدد من الخبراء والمتخصصين في قضايا السكان والتركيبة السكانية.

وأكد سعادة الدكتور صالح بن محمد النابت، رئيس جهاز التخطيط والإحصاء ورئيس اللجنة الدائمة للسكان أن نتائج المرحلة الرابعة الممتدة من (نوفمبر 2020 إلى أكتوبر 2021) من مراحل متابعة تنفيذ برنامج عمل السياسة السكانية حققت عددا من الإنجازات والمكتسبات الهامة في المحاور الستة لهذه السياسة، تمثلت بتنفيذ العديد من الإجراءات ذات الصلة، وبتقدم ملموس في تحقيق الأهداف، من أبرزها العائد الديموغرافي الناتج عن التغير في الهيكل العمري لسكان الدولة، والذي تجلى بعدد من المؤشرات، منها ارتفاع معدل المشاركة في قوة العمل، حيث بلغ 88.2 بالمائة عام 2020، وهو من أعلى المعدلات في العالم. وانخفاض معدل البطالة الذي لم يتجاوز الـ0.1 بالمائة عام 2020. وكذلك انخفاض نسبة الإعالة: حيث ارتبط التغير في الهيكل العمري للسكان بانخفاض كبير في نسبة الإعالة الديموغرافية، وانخفضت هذه النسبة من 40.4 بالمائة عام 1986 إلى 20 بالمائة عام 2020، مما يعكس تحسن مستوى معيشة السكان في قطر، وهذا ما تؤكد عليه الدراسات السكانية التي تشير إلى أنه كلما انخفض هذا المعدل كلما كان مستوى المعيشة مرتفعا.

وأشار سعادته في كلمته الافتتاحية لهذا الحفل إلى أن الاستفادة من تزايد حجم الفئات العمرية بعمر العمل من القطريين وغير القطريين، مكن دولة قطر من اللحاق بالدول ذات التنمية البشرية المرتفعة، كما تؤكد تقارير التنمية البشرية الصادرة عن برنامج الأمم المتحدة الإنمائي (UNDP).

وأضاف رئيس جهاز التخطيط والإحصاء أنه رغم الإنجازات النوعية المتحققة على صعيد تنفيذ السياسة السكانية، إلا أنه لا تزال هناك بعض التحديات والصعوبات، منها اختلال التركيبة السكانية، والتغيرات العالمية المتسارعة الناتجة عن جائحة كورونا والتي تتطلب تطوير رأس المال البشري للقيام بوظائف المستقبل المرتبطة بالتقنية الحديثة، الأمر الذي يتطلب تعزيز وتكثيف الاستثمار في التعليم ومواءمة المناهج الدراسية والتخصصات الجامعية لهذه المهارات بما يسهم في إعادة هيكلة سوق العمل على أسس قادرة على توطين هذه الوظائف.

وأوضح سعادة الدكتور صالح بن محمد النابت أن الاحتفال باليوم القطري للسكان 2021 تحت شعار “متابعة تنفيذ السياسة السكانية في ظل استمرار تفشي جائحة كورونا” يأتي تماشيا مع إعلان الأمم المتحدة عن تخصيص مناسبة لليوم العالمي للسكان الصادر من قبل الجمعية العامة عام 1989، واستنادا إلى قرار مجلس الوزراء الموقر في اجتماعه العادي (27) بتاريخ 6 أكتوبر 2010 بالموافقة على تنظيم اليوم القطري للسكان في شهر أكتوبر من كل عام، وليؤكد أنه رغم الظروف التي فرضتها الجائحة إلا أن اللجنة الدائمة للسكان ومكتبها الفني، إضافة إلى مجموعات العمل المكلفة بمتابعة تنفيذ السياسة السكانية الثانية لدولة قطر (2017-2022)، قد التزمت بشكل تام بالمهام المنوطة بها في برنامج عمل هذه السياسة، مع اتخاذها في الوقت ذاته الإجراءات الاحترازية اللازمة للتصدي للجائحة، وقد مكنها من تحقيق ذلك التوازن تسخير تكنولوجيا الاتصالات الحديثة التي أثبتت قدرتها على مواجهة مثل هذه التحديات العالمية.

من جانبه، أكد الدكتور لؤي شبانة، المدير الإقليمي لصندوق الأمم المتحدة للسكان للمنطقة العربية، من خلال كلمة مسجلة عبر الفيديو على أهمية أجندة السكان للتنمية المستدامة والصحة والمستقبل، لافتا إلى تراجع أجندة السكان والتنمية في العالم بسبب تغير الاهتمامات في الدول والضغط على الأجهزة الصحية والخدمات الأساسية وحركة السكان والنمو الاقتصادي وكل المجالات التي تهم وتؤثر على السكان بشكل عام.

وأضاف أن دولة قطر حققت العديد من الإنجازات في السنوات الأخيرة لاسيما في خطة عمل السكان والتنمية فقد نجحت من خلال التشريعات والبناء المؤسسي في تحسين العديد من المؤشرات الصحية فقد انخفضت معدلات الوفيات وازداد معدل البقاء على قيد الحياة ومتوسط العمر لـ79 عاما للذكور و81 عاما للإناث كما تحسنت مؤشرات التعليم العام والتحصيل العلمي ومؤشرات المساواة بين الجنسين في التعليم وكذلك معدلات وفيات الأمهات وغيرها من المؤشرات المتعلقة بالصحة الجنسية والإنجابية.

وأشاد المدير الإقليمي لصندوق الأمم المتحدة للسكان للمنطقة العربية بالاستراتيجية الوطنية للسكان بدولة قطر وأنها كانت على مدار سنوات هي المحور الأساسي وخطة العمل الرئيسية للسكان والتنمية واستطاعت أن تدمج السكان في التنمية وديناميكيات السكان بالنمو الاقتصادي مما انعكس إيجابا على مستوى الرفاه في البلاد، داعيا إلى نقل تجربة دولة قطر إلى دول أخرى لغناها وعمقها حيث تم الربط فيها بشكل جيد بين العمل السكاني الديمغرافي والعمل التنموي والاقتصادي واستقبال أعداد كبيرة من الناس.

وأكد الدكتور لؤي شبانه اهتمام صندوق الأمم المتحدة للسكان الشديد باستمرار الشراكة مع دولة قطر والعمل خلال هذه الفترة على مساعدة الدول لتجنب آثار جائحة كورونا وآثارها على السكان وإعادة الاعتبار إلى أجندة السكان كونها جزءا أساسيا مهما للأجندة الاجتماعية الاقتصادية مع وضع مؤشرات أساسية تراقب التطورات الاجتماعية ومستوى الرفاه في البلاد.

واشتمل الاحتفال باليوم القطري للسكان على عرض فيلم قصير حول السياسة السكانية ومحاورها المختلفة، إضافة إلى عقد جلسة نقاشية حول تأثيرات جائحة كورونا على السكان في قطر، أدارها الدكتور عبدالله الحمادي عضو اللجنة الدائمة للسكان وشارك فيها عدد من الخبراء والمتخصصين في قضايا السكان والتنمية.

وخلال الجلسة استعرضت الدكتورة شريفة نعمان العمادي الرئيس التنفيذي لمعهد الدوحة الدولي للأسرة دراسة قام بها المعهد حول المحددات الاجتماعية للخصوبة في قطر والعوامل التي تؤثر في انخفاض معدلاتها واستعراض أفضل الممارسات العالمية في هذا الجانب.

وأوضحت الدكتورة شريفة العوامل التي تحدد قرار الإنجاب ومنها عوامل شخصية واقتصادية وهيكلية وتعليمية وصحية وأخرى متعلقة بسياسات التوازن بين العمل والأسرة، مشددة على ضرورة اتباع سياسات تحقق التوازن بين واجبات العمل والتزامات الأسرة والدعم المادي للزواج والإنجاب وتعميم الوعي لرفع معدلات الخصوبة واتباع سياسات تتعلق بزيادة الإنجاب مثل العمليات الجراحية.

من جانبه، بين الدكتور محمد بن سيف الكواري -مستشار وخبير بيئي- دور التغير المناخي في انتشار الأوبئة والأمراض بين السكان وإحداث الكوارث الطبيعية المدمرة، موضحا أثر الاحتباس الحراري في هطول الأمطار بكميات غير مسبوقة وحدوث الفيضانات والتصحر وحرائق الغابات.

ولفت إلى أن ارتفاع حرارة الكوكب أدى إلى ذوبان الجليد في القطبين الشمالي والجنوبي ما يهدد بعودة الفيروسات والبكتيريا المتجمدة منذ آلاف السنين في هذه المناطق وبالتالي ظهور أمراض وأوبئة جديدة غير معروفة وفي مناطق لم تكن تنتشر بها من قبل، مشددا في الوقت ذاته على أهمية تعزيز الوعي لدى السكان بعلاقة التغير المناخي بانتشار الأوبئة والأمراض.

بدورها أوضحت الدكتورة صدرية محمد الكوهجي استشاري أول طب المجتمع بمؤسسة الرعاية الصحية الأولية كيف أثر /كوفيدـ19/ على الصحة العامة وجهود دولة قطر لمنع انتشاره من خلال تطبيق الإجراءات الاحترازية والوقائية وتقديم الرعاية اللازمة للمصابين بالفيروس دون الإخلال بالخدمات الصحية الأخرى، منوهة إلى أن هذه الجائحة زادت العبء بشكل كبير على المرافق الصحية كما تعاملت الدولة بشكل احترافي مع الأزمة باتباع البروتوكولات العلاجية العالمية والتي تعتمد على خبرات وتجارب مختلف دول العالم ومنظمة الصحة العالمية.

بدوره استعرض الدكتور درويش العمادي مستشار مكتب رئيس جامعة قطر جهود الجامعة لمواجهة الفيروس من خلال مشاركتها في لجان الطوارئ وإدارة الأزمة، كما عرض نبذة عن جهود قطاعات الجامعة المختلفة ودورها في تقديم الدعم اللازم للمجتمع وللطلاب بما يحقق أهدافها ويوفر للمواطنين الدعم اللازم للتعامل مع الأزمة.
