Spain Imposes State of Emergency in Corona-Hit Madrid

Madrid: Spanish government declared a state of emergency in Madrid on Friday, wresting control of efforts to fight the spread of COVID-19 from local authorities in a region that is experiencing one of Europe’s most significant coronavirus outbreaks.
The step, which took immediate effect and lasts for two weeks, forced Madrid authorities to restore restrictions on travel that had been introduced by the national government but were struck down the previous day by a Madrid court ruling.
That successful legal challenge by Madrid officials was part of a long quarrel between the country’s main political parties over their coronavirus response. Those differences, and the changing rules, have often dismayed and confused local residents.
The government announced the state of emergency after a hastily arranged Cabinet meeting in the wake of the court ruling. Health Minister Salvador Illa said the previous measures would come back into force and that only the legal framework for them was changing.
The Madrid region’s 14-day infection rate of 563 coronavirus cases per 100,000 residents is more than twice Spain’s national average of 256 and five times the European average rate of 113 for the week ending Sept. 27.

مدريد: أعلنت الحكومة الإسبانية، حالة الطوارئ لمدة أسبوعين في العاصمة مدريد وتسع بلديات أخرى تابعة لها، سعيا لوقف تزايد الإصابات بفيروس كورونا /كوفيد ـ 19/، ما يؤدي إلى إعادة فرض الإغلاق الجزئي في العاصمة غداة قرار قضائي أبطله.
وصادق مجلس الوزراء الإسباني خلال اجتماعه الاستثنائي، اليوم، على إعلان حالة الطوارئ من أجل استعادة فرض القيود المشددة على حركة التنقل بهذه المناطق لمواجهة تفشي وباء كورونا.
وأوضح السيد سلفادور إيلا وزير الصحة الإسباني، خلال مؤتمر صحفي في ختام اجتماع المجلس أن التدابير والإجراءات الاحترازية التي ستطبق على المناطق التي ستشملها حالة الطوارئ في مدريد والبلديات التابعة لها “هي نفسها التي كانت سارية مؤخرا قبل أن تقوم المحكمة العليا للعدل بمدريد بإصدار قرار إلغائها”.. مضيفا أنه “يتعين علينا اتخاذ تدابير لحماية صحة سكان جهة مدريد ومنع انتشار حالات الإصابة بفيروس كورونا إلى باقي أنحاء البلاد”.
وكان المحكمة العليا للعدل في مدريد، رفضت أمس /الخميس/ الإغلاق الجزئي للعاصمة وتسع بلديات مجاورة، واعتبرت القرار “مضرا بالحقوق الأساسية للسكان المعنيين البالغ عددهم 4,5 مليون”.
وسجلت إسبانيا حتى الآن أكثر من 848000 إصابة بكورونا، وهو أعلى رقم في أوروبا الغربية، و32688 وفاة بالمرض.
