QRCS Extends Support to Primary Health Care Facilities in Afghanistan

Kabul: The representation office of Qatar Red Crescent Society (QRCS) in Afghanistan has initiated a project to combat the Coronavirus (COVID-19), by providing personal protective supplies for 300 health workers at 50 primary health care facilities in remote areas, enabling them to serve the vulnerable population with maximum safety and security.

At a total cost of USD 40,000, funded by QRCS, these provisions are part of the projects to support COVID-19 control efforts in 22 countries across six continents. In coordination with Afghanistans Ministry of Health (MOH), it is co-implemented by QRCS and the Afghan Red Crescent Society (ARCS), under a previously signed bilateral agreement.

After completing all the technical preparations and logistics of the project, the medical and protective supplies were purchased and delivered, including masks, gloves, protective equipment, disinfectants, and hand sanitizers. Currently, the deliverables are distributed to the health facilities in the target provinces.

The project is driven by QRCSs sense of responsibility towards the brotherly people of Afghanistan, where the health authorities lack resources and supplies. It is an attempt to reduce the spread of the virus among the local communities, with a special focus on the underserved and inaccessible parts of the country.

Afghanistan is among the countries prone to the Coronavirus pandemic, with its geographic location in-between China and Iran, two of the Asian countries with highest outbreak rates. Thousands of Afghan people have returned from abroad, which increases the chances of infection among the locals. There are no places or resources for quarantine, and most of the population suffer poor education and living conditions.

According to the Afghan Ministry of Health, the number of confirmed cases until the end of September was 39,074, with 1,444 deaths. With support from World Health Organization (WHO) and other countries and humanitarian organizations, the national health authorities work hard to control the virus. For that purpose, an emergency response plan was developed, but the available resources remain inadequate.

وتبلغ التكلفة الإجمالية لهذه المساعدات الطبية والوقائية 40,000 دولار أمريكي ممولة بالكامل من الهلال الأحمر القطري، وتأتي هذه المساعدات ضمن مشاريع تعزيز جهود مكافحة مرض (كوفيد-19) في 22 بلدا موزعة على 6 قارات حول العالم، ويتم تنفيذه بالشراكة مع جمعية الهلال الأحمر الأفغاني بناء على اتفاقية التعاون الموقعة بين الجانبين قبل الشروع في التنفيذ، بالتنسيق مع وزارة الصحة الأفغانية.

وبموجب هذه الاتفاقية، تم الانتهاء من كافة التحضيرات والإجراءات اللوجستية والفنية المتعلقة بتنفيذ المشروع، وتلا ذلك استكمال عمليات الشراء والتوريد للمواد الطبية ومستلزمات الحماية الشخصية، مثل الكمامات والقفازات والملابس الواقية ومعقمات ومطهرات اليد، لتبدأ مؤخرا عمليات توزيع الكميات المطلوبة على المرافق الصحية في المناطق والولايات المستهدفة.

وقد جاء هذا المشروع من جانب الهلال الأحمر القطري استشعارا للواجب الإنساني تجاه الشعب الأفغاني الشقيق، في ظل ما تعانيه السلطات الصحية الأفغانية من شح الإمكانيات والموارد، في محاولة للتقليل من معدلات انتشار المرض في أوساط السكان والمجتمعات المحلية، مع التركيز على المناطق الأكثر تضررا والأصعب وصولا في أفغانستان.

وتعد أفغانستان من الدول المعرضة بشدة لمخاطر انتشار فيروس كورونا، نظرا لموقعها الجغرافي المجاور لدولتين تتصدران قائمة أعداد المصابين بالفيروس في قارة آسيا، وهما الصين وإيران، بالإضافة إلى عودة آلاف الأفغان من الخارج وما ترتب على ذلك من احتمالية انتقال الفيروس بين أفراد المجتمع، خصوصا مع عدم توافر الأماكن المخصصة أو الإمكانيات اللازمة لاحتوائهم داخل الحجر الصحي، إلى جانب انخفاض مستوى الوعي وتدني الظروف المعيشية لقطاع كبير من السكان في أفغانستان.

وبحسب وزارة الصحة الأفغانية، فقد بلغ عدد حالات الإصابة المؤكدة في أفغانستان حتى نهاية شهر سبتمبر الماضي 39,074 حالة، فيما بلغ عدد الوفيات 1,444 حالة. وتبذل السلطات الصحية في البلاد جهودا كبيرة، بدعم من منظمة الصحة العالمية والعديد من الدول والمنظمات الإنسانية، لاحتواء المشكلة والسيطرة على انتشار الفيروس، حيث تم إعداد خطة استجابة طارئة لذلك الغرض، إلا أن الإمكانيات والقدرات المتوافرة لا تزال دون القدر المطلوب.
