Qatar is Committed to Continuing Efforts to Achieve Stability, Security in Region

Doha: HE Deputy Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman Al-Thani affirmed that the State of Qatar, under the patronage of HH the Amir Sheikh Tamim bin Hamad Al-Thani, is committed to continuing its efforts to achieve stability and security in the region.

This came during his participation, via videoconferencing, in the 7th edition of the Rome MED Conference.

HE the Foreign Minister said that the main priority of the State of Qatar is to achieve security, stability, and prosperity in the region, pointing out that Qatar enjoys a wide network of friends and aims to benefit from this friendship positively.

His Excellency considered the new channels of communication in the region an excellent and very promising step, calling for openness and interacting with everyone, as that is the only way to move forward to resolve regional issues.

He pointed out that the region’s prosperity and growth depend on unleashing its untapped potential, adding that the region has human capital and promising youth energies that will build a better future for the region.

On the stability of the Middle East and North Africa region, HE the Foreign Minister stressed that the Middle East has much greater potential than its current situation, calling for intensified dialogue and participation efforts to address the roots of the crises afflicting the Middle East and North Africa region. His Excellency also made it clear that the State of Qatar plays an important role within the region and beyond through mediation, positive participation, and dialogue.

On the role of the State of Qatar in the future of Afghanistan, HE the Deputy Prime Minister and Minister of Foreign Affairs referred to the dialogues hosted by Qatar between Afghan parties, and between the United States and the Taliban during the past few years, which led to the end of the war.

He also referred to the assistance provided by the State of Qatar to support its allies and partners and the ongoing evacuation efforts.

He explained that the State of Qatar is working to communicate with all relevant stakeholders, including the Taliban, neighboring countries, and permanent members of the United Nations Security Council (UNSC), to achieve international consensus that ensures stability in Afghanistan and contributes to avoiding any humanitarian crisis.

HE Deputy Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman Al-Thani underlined the need for international actors to agree not to politicize humanitarian assistance to the Afghan people, considering that it would be unfair to punish the Afghan people because of the Taliban’s control.

His Excellency explained that the main challenge facing the Afghan people is the lack of a clear strategy adopted by the international community or the UN and the UNSC to deal with the current situation in its humanitarian, political or economic form, stressing that the State of Qatar communicates with all relevant stakeholders, including The Taliban, neighboring countries and UNSC permanent members, to create a blueprint and a united front for the future of Afghanistan.

He said that the State of Qatar shares the concern of the international community about the political and security situation in Afghanistan, especially about the threat of ISIS and the growing terrorist organizations.

He noted that the current Afghan government is unable to pay the salaries of its citizens due to the freezing of accounts, adding that this situation may exacerbate the crisis and pave the way for the recruitment of the local population by terrorist organizations, urging the partners in the international community to address this proactively and not wait for consequences of the fall of Kabul.

Regarding Qatar’s hosting of the 2022 World Cup, HE Deputy Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman Al-Thani said that Qatar is honored to shed light on the bright side of the Middle East, which has long been a place of conflicts and crises.

His Excellency added that Qatar has the opportunity to show the world that the Middle East region has progressive, open, and modern countries and “welcome the whole world to share our culture with us.”

On regional issues, HE Sheikh Mohammed bin Abdulrahman Al-Thani underlined that Qatar will be happy to mediate in disputes when asked to do so, stressing that Qatar cannot facilitate talks between states or between parties within any country unless it’s invited by both parties.

He explained that the State of Qatar considers the Russian Federation an important partner in its efforts to achieve security and stability in Afghanistan, pointing out that Russia and the People’s Republic of China are geographically close to Afghanistan, and therefore they will inevitably be affected by everything that happens inside the country, so their concerns must be addressed in the existing dialogue with Afghanistan.

He said that the State of Qatar shares the viewpoint of Russia, Europe, and China regarding security and stability efforts and the provision of humanitarian assistance to the Afghan people.

There are some differences between Russia’s approach and the approach of other countries regarding Afghanistan, but the State of Qatar seeks to find a common solution that everyone can agree on for the benefit of the Afghan people, he added.

The threat of instability or terrorism has a serious impact on all of Afghanistan’s neighboring countries, so everybody must work together in the interest of the international community, he explained.

Regarding the US withdrawal from Afghanistan, HE the Deputy Prime Minister and Minister of Foreign Affairs affirmed that the US is the most important ally of the State of Qatar and a strategic partner in the fields of defense, economy, culture, education, and energy.

He said that the US withdrawal from Afghanistan is the result of its own assessment of the situation in the country. However, based on Qatar’s experience in dealing with the US on various regional issues including the Palestinian-Israeli conflict, the US still has a lot of interest in the stability of the region, he explained.

He explained that the State of Qatar is working closely to coordinate and consult with the Turkish side to facilitate the process of rebuilding Kabul Airport and transfer the tasks of its management to the Afghan government, adding that Qatar is cooperating continuously with Turkey to achieve the interests of the two friendly countries.

His Excellency also said that the State of Qatar is closely monitoring the situation in the Maghreb and stresses the importance of dialogue to resolve disputes, adding that Qatar is always ready to assist in mediation but it will only interfere at the request of the two sides in the conflict.

He pointed out that Qatar always encourages the continuity of the political process and ensures a safe environment for elections, expressing hope to see a stable government in Libya and Tunisia supported by thriving economic growth. Also, he voiced hope to see a new chapter in the relationship between Algeria and Morocco.

At the end of his speech, HE Deputy Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman Al-Thani said that he hopes that the COVID-19 pandemic will end by the next edition of Rome MED and the rise of stable governments, economic growth, and security within the region, adding that given the current trajectory of regional crises, there is a huge opportunity to think positively.

الدوحة: أكد سعادة الشيخ محمد بن عبدالرحمن آل ثاني نائب رئيس مجلس الوزراء وزير الخارجية، أن دولة قطر برعاية حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى، ملتزمة بمواصلة جهودها لتحقيق الاستقرار والأمن في المنطقة.

جاء ذلك خلال مشاركة سعادته، عبر تقنية الاتصال المرئي في النسخة السابعة لمؤتمر روما لحوار البحر المتوسط Rome MED.

وقال سعادته إن الأولوية الرئيسية لدولة قطر هي تحقيق الأمن والاستقرار والازدهار في المنطقة، لافتا إلى أن قطر تتمتع بشبكة صداقة واسعة، وتهدف إلى الاستفادة من هذه الصداقة بطريقة إيجابية.

واعتبر سعادته قنوات الاتصال الجديدة في المنطقة خطوة ممتازة وواعدة للغاية، مضيفا “نحن بحاجة إلى أن نكون منفتحين، وأن نتفاعل مع الجميع، حيث أن ذلك هو السبيل الوحيد للمضي قدما لحل القضايا الإقليمية”.

وأشار إلى أن ازدهار ونمو المنطقة مرهون بإطلاق إمكاناتها غير المستغلة، مضيفا أن المنطقة لديها رأس المال البشري وطاقات شبابية واعدة من شأنها بناء مستقبل أفضل للمنطقة.

وحول الاستقرار في منطقة الشرق الأوسط وشمال إفريقيا، أكد سعادته أن لمنطقة الشرق الأوسط إمكانات أكبر بكثير من وضعها الحالي، داعيا إلى تكثيف جهود الحوار والمشاركة لمعالجة جذور الأزمات التي تعاني منها منطقة الشرق الأوسط وشمال إفريقيا، كما أوضح سعادته أن دولة قطر تلعب دورا مهما داخل المنطقة وخارجها من خلال الوساطة والمشاركة الإيجابية والحوار.

وبشأن دور دولة قطر في مستقبل أفغانستان، أشار سعادة نائب رئيس مجلس الوزراء وزير الخارجية إلى الحوارات التي استضافتها قطر بين الجهات الأفغانية، وبين الولايات المتحدة وطالبان خلال السنوات القليلة الماضية، والتي أدت إلى إنهاء الحرب.

كما أشار إلى المساعدات التي قدمتها دولة قطر لدعم حلفائها وشركائها، ولجهود الإجلاء المستمرة.

وأوضح أن دولة قطر تعمل على التواصل مع جميع أصحاب المصلحة المعنيين، بما في ذلك طالبان والدول المجاورة والأعضاء الدائمين في مجلس الأمن التابع للأمم المتحدة، لتحقيق توافق دولي يضمن الاستقرار في أفغانستان، ويساهم في تجنب أي أزمة إنسانية.

وشدد سعادة الشيخ محمد بن عبدالرحمن آل ثاني نائب رئيس مجلس الوزراء وزير الخارجية، على ضرورة أن تتفق الأطراف الدولية الفاعلة على عدم تسييس المساعدة الإنسانية للشعب الأفغاني، معتبرا أنه سيكون من الظلم معاقبة الشعب الأفغاني بسبب سيطرة طالبان.

وأوضح سعادته أن التحدي الرئيسي الذي يواجهه الشعب الأفغاني يتمثل في عدم وجود استراتيجية واضحة يعتمدها المجتمع الدولي، أو تتبناها الأمم المتحدة ومجلس الأمن للتعامل مع الوضع الراهن بشكله الإنساني أو السياسي أو الاقتصادي، مؤكدا أن دولة قطر تتواصل مع جميع أصحاب المصلحة المعنيين، بما في ذلك طالبان والدول المجاورة والأعضاء الدائمين في مجلس الأمن التابع للأمم المتحدة لإنشاء مخطط وجبهة موحدة لمستقبل أفغانستان.

وقال إن دولة قطر تشارك المجتمع الدولي قلقه بشأن الوضع السياسي والأمني في أفغانستان، لا سيما بشأن تهديد داعش والتنظيمات الإرهابية المتزايدة.

ونوه إلى أن الحكومة الأفغانية الحالية غير قادرة على دفع رواتب مواطنيها بسبب تجميد الحسابات، مضيفا “هذا الوضع قد يؤدي إلى تفاقم الأزمة ويمهد الطريق لتجنيد السكان المحليين من قبل المنظمات الإرهابية. لذلك، نحث شركاءنا في المجتمع الدولي على معالجة هذا الأمر بشكل استباقي وعدم انتظار نتائج سقوط كابول”.

وبشأن استضافة دولة قطر لكأس العالم 2022، قال سعادته إن قطر تتشرف بتسليط الضوء على الجانب المشرق لمنطقة الشرق الأوسط، التي ظلت لفترة طويلة مكانا للصراعات والأزمات.

وتابع سعادته “لدينا الفرصة لنظهر للعالم أن منطقة الشرق الأوسط بها دول تقدمية ومنفتحة وحديثة، وأن نرحب بالعالم بأسره لمشاركة ثقافتنا معنا”.

وحول القضايا الإقليمية، أكد سعادة الشيخ محمد بن عبدالرحمن آل ثاني، أن دولة قطر ستكون سعيدة بتقديم المساعدة إذا طلب منها التوسط في نزاع، مشددا على أنه “لا يمكننا تسهيل المحادثات بين الدول أو بين الأطراف داخل أي بلد ما لم تتم دعوتنا للقيام بذلك من قبل الطرفين”.

وأوضح أن دولة قطر تعتبر روسيا الاتحادية شريكا مهما في جهودها لتحقيق الأمن والاستقرار في أفغانستان، لافتا إلى أن روسيا وجمهورية الصين الشعبية من الدول القريبة جغرافيا من أفغانستان، وبالتالي ستتأثران حتما بكل ما يحدث داخل البلاد، ولذلك يجب معالجة مخاوفهما في حوارنا القائم مع أفغانستان.

وقال إن دولة قطر تشارك وجهة نظر روسيا وأوروبا والصين فيما يتعلق بجهود الأمن والاستقرار وتقديم المساعدة الإنسانية للشعب الأفغاني.

وأضاف “توجد هناك بعض الاختلافات بين نهج روسيا ونهج الدول الأخرى فيما يتعلق بأفغانستان، ولكن تسعى دولة قطر لإيجاد حل مشترك يمكن للجميع الاتفاق عليه من أجل مصلحة الشعب الأفغاني”.

وتابع “إن تهديد عدم الاستقرار أو الإرهاب له تأثير خطير على جميع البلدان المجاورة لأفغانستان، ولذلك يجب أن نعمل معا لتحقيق مصلحة المجتمع الدولي”.

وبشأن انسحاب الولايات المتحدة من أفغانستان، أكد سعادة نائب رئيس مجلس الوزراء وزير الخارجية، أن الولايات المتحدة الأمريكية تعتبر أهم حليف لدولة قطر، وشريكا استراتيجيا في مجالات الدفاع والاقتصاد والثقافة والتعليم والطاقة.

وقال إن انسحاب الولايات المتحدة من أفغانستان هو نتيجة لتقييمها الخاص للوضع في البلاد. ومع ذلك، واستنادا إلى خبرتنا في التعامل مع الولايات المتحدة في مختلف القضايا الإقليمية بما في ذلك الصراع الفلسطيني الإسرائيلي، فقد رأينا أن الولايات المتحدة لا تزال لديها الكثير من الاهتمام باستقرار المنطقة.

وأوضح أن دولة قطر تعمل عن كثب للتنسيق والتشاور مع الجانب التركي لتيسير عملية إعادة بناء مطار كابول، ونقل مهام إدارته إلى الحكومة الأفغانية، مضيفا أننا نتعاون بشكل متواصل مع تركيا لتحقيق مصالح بلدينا الصديقين.

كما قال سعادته إن دولة قطر تراقب عن كثب الأوضاع في بلاد المغرب وتشدد على أهمية الحوار لحل النزاعات، مضيفا أننا دائما مستعدون لتقديم المساعدة من خلال الوساطة ولكننا لن نتدخل إلا بطلب الجانبين في النزاع.

وتابع “نحن نسعى لتشجيع استمرارية العملية السياسية وضمان بيئة آمنة للانتخابات، ونأمل أن نرى حكومة مستقرة في كل من ليبيا وتونس مدعومة بنمو اقتصادي مزدهر، كما نأمل أن نرى فصلا جديدا في العلاقة بين الجزائر والمغرب”.

وفي ختام حديثه، قال سعادة الشيخ محمد بن عبدالرحمن آل ثاني نائب رئيس مجلس الوزراء وزير الخارجية، إنه يأمل في انتهاء جائحة (كوفيد-19) بحلول النسخة القادمة من Rome MED، وأن نرى صعود حكومات مستقرة ونموا اقتصاديا وأمنا داخل المنطقة، مضيفا “بالنظر إلى المسار الحالي للأزمات الإقليمية، نعتقد أن هناك فرصة هائلة للتفكير بشكل إيجابي”.
