International Scientific Conference in Doha to Discuss State of Social Media Networks in Arab World, Internationally

Doha: Al Jazeera Centre for Studies and the Mass Communications Department at Qatar University are organizing an international conference in Doha on March 1-2, 2023.
International experts and researchers will participate in the conference to discuss the reality of social networks on the Arab and international levels in light of the current state of ideological polarization, and its repercussions at the national and international levels.
The conference, which will be held at Qatar University under the title, “Social Media Networks and Ideological Polarization: Power Relations and Socio-Cultural Impact,” seeks to analyze the scientific theories and the cultural, technological and economic dimensions that control the structures and performance of social networks.
In a press conference on Wednesday, the organizers said that the conference aims to contribute to rebuilding international policies related to social networks to ensure a fair and balanced flow of information, news and opinions among all countries and cultures of the world.
They also indicated that the conference also contributes to the evaluation of scientific theories that explain the relationship between social networks and ideological polarization and the consequent negative results at all levels, whether within the same country or between countries.
Head of the Mass Communications Department at Qatar University Dr. Basyouni Hamada confirmed that the importance of the conference lies in the issues and topics for discussion in light of the current challenges and crises in which these means play a pivotal role in guiding public opinion at the local and international levels as well.
He said that the conference accommodates the various political, social, economic and ethical dimensions of social networks, in an attempt to diagnose reality and come up with visions that contribute to promoting a balance in the free flow of information between North and South.
In turn, Director of the Media Studies Program at Al Jazeera Center for Studies Mohammed Al Rajhi, shed light on the nature of these issues under discussion and the most prominent international experts participating in the conference from the Arab world, the United States, Europe, and other regions of the world.
The conference agenda includes many axes; Including the international balance of power and its impact on the structure and performance of social media networks. In this context, it will present the networks ability to create realities and their role in the conflict of narratives dominating public opinion. It will also shed light on the involvement of social media networks in the states domestic affairs, or “audience engineering”, using algorithms and artificial intelligence.
Moreover, the conference will explore the economic interests and cultural wars that weaponize social media networks, highlighting the monopoly of information technology companies on these networks and its impact on the media industry; the commercial exploitation of users data; and the role of social media networks in intensifying hate speech and ideological polarization and the political and cultural effects of that.
The conference will address the legislation regulating the use of social media networks and the means of reinforcing the ethics of their use. It will also dedicate a space to the discussion of the state of social media networks in the Arab world, examining Arab platforms, their challenges and the means of their development to promote competition with international platforms as well as the ability of these networks to support liberties, human rights and the protection of activists.

ويسعى المؤتمر، الذي يعقد في رحاب جامعة قطر تحت عنوان “شبكات التواصل الاجتماعي والاستقطاب الأيديولوجي: علاقات القوة والتأثير الثقافي والاجتماعي”، إلى تحليل النظريات العلمية والأبعاد الثقافية والتكنولوجية والاقتصادية المتحكمة في بنى وأداء شبكات التواصل الاجتماعي.
وقال المنظمون، خلال مؤتمر صحفي عقد اليوم: إن المؤتمر يهدف إلى المساهمة في إعادة بناء السياسات الدولية ذات الصلة بشبكات التواصل الاجتماعي، بما يضمن تدفقا عادلا ومتزنا للمعلومات والأخبار والآراء بين كافة دول وثقافات العالم.
كما أشاروا إلى أن المؤتمر يسهم أيضا في تقييم النظريات العلمية، التي تفسر العلاقة بين شبكات التواصل الاجتماعي والاستقطاب الأيديولوجي، وما يترتب عليه من نتائج سلبية على كافة الأصعدة، سواء داخل الدولة الواحدة أو فيما بين الدول.
وأكد الدكتور بسيوني حمادة، رئيس قسم الإعلام بجامعة قطر، أن أهمية المؤتمر تكمن في القضايا والموضوعات المطروحة للنقاش في ضوء التحديات الراهنة والأزمات، التي باتت تلعب فيها هذه الوسائل دورا محوريا في توجيه الرأي العام على الصعد المحلية والدولية كذلك.
وقال: إن المؤتمر يستوعب مختلف الأبعاد السياسية والاجتماعية والاقتصادية والأخلاقية لشبكات التواصل الاجتماعي، في محاولة لتشخيص الواقع والخروج برؤى تسهم في تعزيز تحقيق توازن في التدفق الحر للمعلومات بين الشمال والجنوب.
بدوره، ألقى محمد الراجي، مدير برنامج الدراسات الإعلامية بمركز الجزيرة للدراسات، الضوء على طبيعة هذه القضايا المطروحة للنقاش، وأبرز الخبراء الدوليين المشاركين في المؤتمر من العالم العربي والولايات المتحدة وأوروبا، وغيرها من مناطق العالم.
ويتضمن جدول أعمال المؤتمر العديد من المحاور؛ منها موازين القوى الدولية وانعكاسها على بنى وأداء شبكات التواصل الاجتماعي، ويستعرض في هذا السياق قدرة تلك الشبكات على اصطناع الواقع، ودورها في صراع السرديات المهيمنة على خطاب الرأي العام.. كما يلقي الضوء على تدخل شبكات التواصل الاجتماعي في الشؤون المحلية للدول، وما صار يعرف بـ “هندسة الجمهور” من خلال الخوارزميات والذكاء الاصطناعي.
ويبحث المؤتمر كذلك في المصالح الاقتصادية والحروب الثقافية التي تستخدم شبكات التواصل الاجتماعي أسلحة لها، فسيسلط الضوء على احتكار شركات تكنولوجيات المعلومات لهذه الشبكات، وتأثير ذلك الاحتكار في صناعة الإعلام.
كما يناقش المشاركون الاستغلال التجاري لبيانات المستخدمين، فضلا عن تسليط الضوء على دور شبكات التواصل الاجتماعي في تأجيج خطاب الكراهية، وزيادة حدة الاستقطاب الأيديولوجي وانعكاسات ذلك سياسيا وثقافيا.
ويستعرض المؤتمر كذلك التشريعات الضابطة لاستخدام شبكات التواصل الاجتماعي والوسائل الكفيلة بتعزيز أخلاقيات استخدامها، كما يفرد ساحة من النقاش لوضع شبكات التواصل الاجتماعي في العالم العربي، راصدا واقعها ومستعرضا سبل تطويرها لتعزيز منافستها للمنصات الدولية، وتفعيل دورها في دعم الحريات وحقوق الإنسان وحماية الناشطين في استخدامها.
