NCCHT inaugurates ‘Human Care Centre’ to protect workers

*Qatar opens shelter for trafficking victims

The National Committee for Combating Human Trafficking inaugurated Tuesday the ‘Human Care Centre’ which provides assistance and protection to victims of trafficking in persons.

It will also rehabilitate and integrate such workers into society, and temporarily hire them until their departure is ensured.

Located in Al Maamoura, the centre consists of six villas, four of them for housing and two for public services, all equipped and furnished in a decent and distinctive manner.

The appropriate mechanism has been put in place in co-ordination with the authorities concerned to receive the worker who submits a trafficking complaint. The worker can submit the complaint via the website of the National Committee for Combating Human Trafficking or at the security administration for lodging ordinary criminal complaints.

The inauguration coincides with celebrating the World Day against Trafficking in Persons and Qatar’s keenness to combat the crime of trafficking in persons, enact laws and put in place mechanisms of implementation with utmost decisiveness and speed. Security departments in Qatar present any case of human trafficking to the National Committee in order to launch immediately the legal proceedings.

The aim of the centre is to provide protection and social welfare to the category of workers who need it according to the conditions and regulations, and to raise awareness of the importance of protecting the rights of workers, which are considered as the pillars of social development within Qatar National Vision 2030.

The care centre was launched in the presence of a number of officials from the public and private sectors.

دشنت اللجنة الوطنية لمكافحة الاتجار بالبشر اليوم، “دار الرعاية الإنسانية” التي تختص بتقديم المساعدة والحماية المطلوبة لضحايا الاتجار بالبشر والعمل على إعادة تأهيلهم وإدماجهم في المجتمع، وبالإيواء المؤقت للعمالة لرعايتهم حتى يتم تأمين مغادرتهم للدولة، وذلك بحضور عدد من مسؤولي الجهات المعنية بالدولة في القطاعين الحكومي والخاص وعلى مستوى دولي.

وتتضمن دار الرعاية الإنسانية التي تقع في منطقة المعمورة ست “فلل”، منها أربع سكنية واثنتان للخدمات العامة، جهزت جميعها وأثثت بشكل لائق ومتميز، كما تم وضع الآلية المناسبة /بالتنسيق مع الجهات المعنية بالدولة/ لاستقبال العامل في حالة تقديمه للشكوى وتسكينه والإجراءات التي سيتم اتخاذها معه منذ وصوله لدار الإيواء وحتى انتهاء مشكلته حيث يستطيع العامل تقديم شكواه عبر الموقع الإلكتروني للجنة الوطنية لمكافحة الاتجار بالبشر أو من خلال الإدارة الأمنية التي يقدم فيها الشكوى الجنائية العادية.

يأتي هذا التدشين بالتزامن مع اليوم العالمي لمكافحة الاتجار بالبشر وفي إطار حرص دولة قطر على مكافحة جريمة الاتجار بالبشر وسن القوانين ووضع آليات التنفيذ بمنتهى الحسم والسرعة حيث يوجد تنسيق مع الإدارات الأمنية لعرض أي حالة ترقى لجريمة الاتجار بالبشر إلى اللجنة الوطنية حتى يتم اتخاذ الإجراءات القانونية حيالها على الفور.

وتهدف الدار إلى توفير الحماية والرعاية الاجتماعية لفئة العمال ممن هم بحاجة إليها وفقا للشروط واللوائح، والتوعية بأهمية رعاية حقوق النزيل في الدار وهي الأمور التي تعتبر من ركائز التنمية الاجتماعية ضمن وثيقة قطر 2030 التي تشير إلى أهمية نشر قيم العدل والمساواة بين فئات المجتمع المختلفة فيما يضمن تحقيق السلم والاندماج الاجتماعي وتقبل الآخر والاحترام المتبادل لجميع أطياف وفئات المجتمع.
