The Ministry of Education and Higher Education yesterday began receiving applications for government scholarships for undergraduate level and higher education for the 2020-2021 academic year for the first phase of those who have met the requirements for the fall through the Government Scholarship Portal.

The Ministry of Education said in a statement issued yesterday that registration for the fall will continue until September 7th, with the online registration for the second phase to be reopened from November 1st to December 31st for students applying for the spring.

The Ministry stressed the need to meet the general and private requirements for the scholarship, stating that applications submitted and not completed will not be considered after the closure of registration. It stressed that the registration process was through the portal and that reviewing the application do not necessarily mean accepting the exchange request.

An official source in the Ministry of Education and Higher Education, in a statement to al-Raya, confirmed that the list of basic scholarships and the princely list did not see any modification either by adding new universities or deleting accredited universities listed on those lists, explaining that the request for scholarship is answered within two weeks if there are no shortcomings.

He noted that the Ministry of Education and Higher Education will cover the costs of quarantine for graduates of foreign universities who are students once they return to the country. He drew attention to the exclusion  of the students of the Prince’s scholarship list and those who have been admitted to a medical school from performing national service and enabling them to enrol in the scholarship according to the law.

Top disciplines

According to the Ministry of Education’s 2020/2021 Academic Year’s guide on available disciplines for student exchange program, the external scholarship for American and British universities is limited to 11 rare specialties: biomedical engineering, quantity calculation, agronomy, marine engineering, communications engineering and electronics, communications engineering, electronics and networks, aeronautical engineering, maritime navigation, port management, veterinary medicine, mathematics and actuary sciences.

For internal scholarships, 15 scholarship specialties have been offered at Qatar University: Bachelor of Special Education, Bachelor of Primary Education, Bachelor of Secondary Education, Bachelor of Physical Education, Bachelor of Computer Science, Bachelor of Science, Civil Engineering, Statistics, General Medicine, Dentistry, Medical Biosciences, Human Nutrition, Public Health, Physiotherapy and Rehabilitation Sciences.

With regard to the internal scholarships of the North Atlantic College, 17 programs have been launched: B.A. Cybersecurity and Network Security, Bachelor of Systems, Networks and Transport logistics, B.A. Nursing, Diploma of Occupational and Environmental Health and Safety, Pharmacy Technical Diploma, Ambulance Diploma and Advanced Care, Diploma of Medical Radiology, Diploma of Respiratory Therapy, Diploma of Information Systems and Web Development, Diploma of Networks and Systems, Diploma of Software Systems, Diploma of Information System “Hardware”, aerial surveillance and Meteorology.

In terms of internal scholarships for the city’s educational universities, 21 scholarship selections were offered: A Bachelor of Science in Computer Engineering, a Bachelor of Medicine, a Bachelor in culture and politics, a Bachelor of International Economics, a Bachelor of International History, a Bachelor of International Politics, a Bachelor of Journalism, a Bachelor of Media Communication, a Bachelor of Fine Arts in designing Graphic and a Bachelor of Fine Arts in Fashion Design. B.A. in Interior Design, Bachelor of Art history, Bachelor of Fine Arts in Coloring and Printing, Bachelor of Science in Chemical Engineering, Bachelor of Electrical Engineering and Computer Engineering, Bachelor of Mechanical Engineering, Bachelor of Science in Petroleum Engineering, Bachelor of Biological Sciences, Bachelor of Computer Biology, Bachelor of Science in Computer Science and Bachelor of Science in Information Systems.

The higher studies stage can be admitted to internally from Qatar University, The City’s Educational Universities or the Doha Institute for Higher Studies, without mentioning specific disciplines in the guide.

Required Documents

With regard to the documents required to apply for a scholarship, students wishing to apply for a bachelor’s degree are required to attach 9 documents in the form of (pdf) which are a passport-sized photo ID, a copy of the ID Card on both sides, a copy of the passport, a copy of the identity card of the guardian or guarantor on both sides, a salary certificate, a certificate of retirement or a commercial record valid with a recent date and a statement from the National Service Academy for Male Students, an unconditional acceptance letter from a university or college listed on the list of scholarships, a certificate for those interested from a bank with the account number, high school certificate or its equivalent, but not more than three years old.

If the applicant is not a recent graduate of the high school, he or she must submit a book from Qatar University stating that there is no student registration and a certificate for those interested in “no student work” from the Ministry of Administrative Development, Labor and Social Affairs.

For employees wishing to apply for higher studies, they must attach the documents online to the application, namely, a passport-sized photo ID, a copy of the ID, a copy of the passport, a salary certificate from the employer, the previous equivalent certificate or a graduation notice, a certificate of interest from a local bank with the student’s account number, an unconditional admission letter from a university or college on the list of scholarships, a nomination letter from the employer, a letter of non-objection from the Ministry of Administrative Development, Labour and Social Affairs.

بدأت وزارة التعليم والتعليم العالي أمس استقبال طلبات التقديم للبعثات الحكوميّة لمرحلتي البكالوريوس والدراسات العُليا للعام الأكاديمي 2020 – 2021 للمرحلة الأولى لمن استوفوا شروط التقدّم لفصل الخريف عبر بوابة الابتعاث الحكومي.

وأوضحت وزارة التعليم، في بيان أصدرته أمس، أن التسجيل لفصل الخريف يستمرّ حتى السابع من سبتمبر المقبل، على أن يتم إعادة فتح التسجيل الإلكتروني للمرحلة الثانية ابتداءً من الأول من نوفمبر وحتى الحادي والثلاثين من ديسمبر المُقبلين بالنسبة للطلبة المتقدمين لفصل الربيع القادم.

وشددت الوزارة على ضرورة استيفاء الشروط العامّة والخاصّة للابتعاث، منوّهة بأنه لن ينظر في الطلبات المقدّمة وغير المستكملة بعد إغلاق باب التسجيل. وأكدت أن عملية التسجيل تكون عبر البوابة الإلكترونية وأن مراجعة الطلب لا يعني بالضرورة قبول طلب البعثة.

وأكد مصدر مسؤول بوزارة التعليم والتعليم العالي، في تصريح ل الراية، أن قائمة الابتعاث الأساسية والقائمة الأميرية لم تشهدا أي تعديل سواء بإضافة جامعات جديدة أو حذف جامعات معتمدة مدرجة بتلك القائمتين، موضحاً أنه يتم الرد على طلب الابتعاث خلال أسبوعين حال عدم وجود نواقص.

وأشار إلى أن وزارة التعليم والتعليم العالي ستتكفل بتكاليف الحجر الصحي للخريجين بالجامعات الخارجيّة من المبتعثين حال عودتهم للبلاد. ونوّه باستثناء طلبة قائمة البعثة الأميرية والحاصلين على قبول بإحدى كليات الطب من شرط أداء الخدمة الوطنيّة وتمكينهم من الالتحاق بالبعثة الدراسيّة وفقاً للقانون.

أبرز التخصصات

ووفقاً لدليل التخصصات المتاحة للابتعاث للعام الأكاديمي 2020/‏‏ 2021م والمعتمد من وزارة التعليم تمّ قصر الابتعاث الخارجي على جامعات بريطانيا وأمريكا في 11 تخصصاً نادراً هي الهندسة الطبية الحيوية، وحساب الكميات، والهندسة الزراعية، والهندسة البحرية، وهندسة الاتصالات والإلكترونيات، وهندسة الاتصالات والإلكترونيات والشبكات، وهندسة الطيران، والملاحة البحرية، وإدارة الموانئ، والطب البيطري، والرياضيات والعلوم الاكتواريّة.

وبالنسبة للابتعاث الداخلي، تمّ طرح 15 تخصصاً للابتعاث في جامعة قطر هي: بكالوريوس التربية الخاصّة وبكالوريوس التعليم الابتدائي وبكالوريوس التعليم الثانوي وبكالوريوس التربية الرياضية وبكالوريوس التربية الفنية وبكالوريوس علوم الحاسب وبكالوريوس علوم الصيدلة والهندسة المدنية والإحصاء والطب العام وطب الأسنان والعلوم الحيوية الطبية وتغذية الإنسان والصحة العامة والعلاج الطبيعي وعلوم التأهيل.

وفيما يتعلق بالابتعاث الداخلي لكلية شمال الأطلنطي، تمّ طرح 17 برنامجاً هي بكالوريوس الأمن السيبراني وأمن الشبكات وبكالوريوس إدارة الأنظمة والشبكات ولوجستيات النقل وبكالوريوس التمريض ودبلوم الصحة والسلامة المهنية والبيئية ودبلوم فني الصيدلة ودبلوم الإسعاف والرعاية المتقدّمة ودبلوم الأشعة الطبية ودبلوم العلاج التنفسي ودبلوم نظم المعلومات وتطوير المواقع الشبكية ودبلوم الشبكات والأنظمة ودبلوم نظم المعلومات «سوفت وير»، ودبلوم نظم المعلومات «هادر وير» والمراقبة الجويّة والأرصاد الجويّة.

وبالنسبة للابتعاث الداخلي لجامعات المدينة التعليميّة، تمّ طرح 21 تخصصاً للابتعاث هي بكالوريوس العلوم في هندسة الحاسوب وبكالوريوس في الطب وبكالوريوس في الثقافة والسياسة وبكالوريوس في الاقتصاد الدولي وبكالوريوس في التاريخ الدولي وبكالوريوس في السياسة الدولية وبكالوريوس في علوم الصحافة وبكالوريوس في التواصل الإعلامي وبكالوريوس الفنون الجميلة في تصميم الجرافيك وبكالوريوس الفنون الجميلة في تصميم الأزياء وبكالوريوس الفنون الجميلة في التصميم الداخلي وبكالوريوس في تاريخ الفن وبكالوريوس الفنون الجميلة في التلوين والطباعة وبكالوريوس علوم في الهندسة الكيميائية وبكالوريوس علوم الهندسة الكهربائية وهندسة الكمبيوتر وبكالوريوس علوم الهندسة الميكانيكية وبكالوريوس علوم في هندسة البترول وبكالوريوس في العلوم البيولوجية وبكالوريوس في علم الأحياء الحاسوبي وبكالوريوس علوم في علم الحاسوب وبكالوريوس علوم في أنظمة المعلومات.

أما مرحلة الدراسات العُليا، فيمكن الابتعاث داخلياً للحصول عليها من جامعة قطر أو جامعات المدينة التعليميّة أو معهد الدوحة للدراسات العُليا وذلك دون ذكر تخصصات محدّدة في الدليل.

مستندات مطلوبة

وفيما يتعلق بالمستندات المطلوبة للتقديم على بعثة دراسيّة، فيشترط على الطلبة الراغبين في التقديم لمرحلة البكالوريوس إرفاق 9 مستندات بصيغة (pdf) هي الصورة الشخصية بحجم صورة جواز السفر وصورة من البطاقة الشخصية من الجهتين وصورة من جواز السفر وصورة من البطاقة الشخصية لولي الأمر أو الضامن من الجهتين وشهادة راتب أو شهادة تقاعد أو سجل تجاري ساري المفعول بتاريخ حديث وإفادة من أكاديمية الخدمة الوطنية «للطلاب الذكور»، وكتاب قبول غير مشروط من جامعة أو كلية مدرجة بقائمة الابتعاث، وشهادة لمن يهمه الأمر من أحد البنوك برقم الحساب، والشهادة الثانوية العامة أو ما يعادلها على ألا تزيد المدة على ثلاث سنوات سابقة.

وفي حال عدم كون المتقدّم حديث التخرج من الثانوية العامة يجب عليه تقديم كتاب من جامعة قطر يفيد بعدم وجود قيد للطالب وشهادة لمن يهمه الأمر «عدم عمل الطالب» من وزارة التنمية الإدارية والعمل والشؤون الاجتماعيّة.

وبالنسبة للموظفين الراغبين في التقديم لمرحلة الدراسات العُليا يتوجب عليهم إرفاق المستندات إلكترونياً مع الطلب وهي الصورة الشخصية بحجم صورة جواز السفر، وصورة من البطاقة الشخصية، وصورة من جواز السفر، وشهادة راتب من جهة العمل، والشهادة السابقة والمعادلة أو إفادة التخرج، وشهادة لمن يهمه الأمر من أحد البنوك المحلية برقم حساب الطالب، وكتاب قبول غير مشروط من جامعة أو كلية مدرجة على قائمة الابتعاث وكتاب ترشيح من جهة العمل وكتاب عدم ممانعة من وزارة التنمية الإدارية والعمل والشؤون الاجتماعيّة.
