Ashghal signs 9 contracts with Qatari companies for QR3.6 billion worth

The Public Works Authority ‘Ashghal’ held an event on Sunday 5 July 2020 to sign 9 new contracts with Qatari companies for roads and infrastructure projects in new citizens’ sub-divisions, at a total value of around QR 3.6 billion. These projects will serve 5111 residential plots in various areas throughout the country.

All phases of the event and the signing ceremony were remotely conducted using the video conferencing technology, in the presence of H.E. Eng. Abdullah bin Abdulaziz bin Turki Al-Subaie, Minister of Municipality and Environment, H.E. Dr. Eng. Saad bin Ahmad Al-Muhannadi, President of Ashghal, and H.E. Mr. Mohammed bin Hamoud Al-Shafi, Chairman of the Central Municipal Council (CMC) – Constituency 14, and from Ashghal Eng. Yousef Al-Emadi, Director of Projects Affairs, Eng. Saoud Al-Tamimi, Manager of Roads Projects Department. The representatives of the newly-awarded companies also attended the event.

On this occasion, H.E. Eng. Abdullah bin Abdulaziz bin Turki Al-Subaie, Minister of Municipality and Environment said: “MME was keen to allocate new lands plots in various areas throughout Qatar in order to construct and develop roads and infrastructure to serve the citizens in these areas, meet current and future needs, and improve the quality of life throughout the State of Qatar.”

H.E. Dr. Eng. Saad bin Ahmad Al-Muhannadi, President of Ashghal, said that there are directives from His Excellency Sheikh Khalid bin Khalifa bin Abdulaziz Al Thani, the Prime Minister and Minister of Interior, to continue working at the same pace and with the same commitment to implement all infrastructure projects for citizens’ sub-divisions in accordance with our plans, despite the current worldwide economic crisis.

He added: “During the last few years, Ashghal provided services for around 34,918 land plots, out of which 5,045 plots are in new citizens’ sub-divisions, and 29,873 plots are in existing citizens’ sub-divisions.”

H.E. Ashghal President noted that a forum will be held during the coming period for contractors of the signed contracts and local manufacturers to enhance cooperation and coordination on supporting the national products, ensuring their compliance with the authority’s standards and their ability to meet projects needs, and ensuring that these projects are delivered to schedule.

H.E. Mr. Mohammed bin Hamoud Al-Shafi, Chairman of the CMC – Constituency 14, pointed out that the new contracts signed today are distributed over the North and South of Qatar. He added: “We look forward to the progress that will be witnessed over the coming years regarding the roads and infrastructure in the areas included in the new contracts.”

Sheikh Ali bin Hamad Al-Thani, representative of Hamad Bin Khalid Contracting Company praised Ashghal’s efforts and focus on encouraging Qatari companies to take part in the infrastructure development in Qatar. He added: “We signed today with Ashghal a contract for the construction of Package 1 of Umm Slal infrastructure project at a value of QR 623 million. We are very happy with this cooperation and will proudly provide the technical knowledge and experience during the different phases of construction.”

Sheikh Khalid bin Mohammed Al-Thani, representative of Al Jaber & Partners Construction & Energy Projects, who signed with Ashghal the contract of Semaisma South Roads and Infrastructure Project (Package 2), said “The government’s commitment to the implementation of vital projects that serve the citizens of Qatar during the current conditions is an evidence on its resilience. We, as local companies, are happy to cooperate with the government to achieve more success for Qatar.”

Mr. Ali Al-Mostafawi, Qatar Building Company’s representative, said: “We signed today with Ashghal a contract valued at QR 384 million for the infrastructure project in Al Ebb and Leabaib (Package 2). This is not the first time that we collaborate with Ashghal as we have already been working on several projects for infrastructure development, and we are very keen on delivering projects to the standards set by the authority.”

For his part, Mr. Saleh Al-Sulaiti, Boom Construction company representative, said: “we value the visible efforts of all parties concerned with developing Qatar’s infrastructure for the benefit of the country and the citizen. We are happy to renew cooperation with the Public Works Authority to implement the first and second packages of the roads and infrastructure project in Mebaireek.”

Mr. Hashim Abdulla Al Hashmi, representative of Al Tawfeeq & Partners Contracting, which signed with Ashghal the contract for Package 8 of the infrastructure project in Al Meshaf South, said: “We thank Ashghal for putting its trust in the Qatari contractors and in their ability to deliver development projects to the highest standards.”

For his part, Eng. Yousef Al Emadi, Director of Projects Affairs at Ashghal, said: “The authority is currently working on completing 33 infrastructure projects for citizens’ sub-divisions which are under construction, at a total cost of QR 13.7 billion. These projects will serve over 30,000 residential plots in 17 areas, including Al Kharaitiyat, Rawdat Egdaim, Izghawa, Al Wukair South, Al Shamal, Al Mearad, Southwest of Muaither, Al Ebb and Leabaib, Al-Duhail South, Umm Lekhba, Jeryan Nejaima and Ain Khaled North, among other areas. 

Eng. Saoud Al-Tamimi, Manager of Roads Projects Department (RPD) at Ashghal, pointed out that signing the new contracts is part of Ashghal’s plan to provide well-developed roads and infrastructure for the new sub-divisions in different areas in Qatar, as the awarded projects cover 6 areas; Semaisma South, Al Ebb and Leabaib, Umm Slal Mohammed, Al Wajba East, Mebaireek and Al Meshaf South.

During the live streaming event, Eng. Mooza Al-S Al-Sowaidi, Head of Doha City Section at Ashghal’s Roads Project’s Dept, gave a brief presentation on the citizens’ new and existing sub-divisions projects, and benefits of the projects signed today, which will provide about 281 km of roads, more than 10,350 lighting poles, and more than 15,800 car parks. In addition, sewage, surface and groundwater and TSE networks will be provided with a total length of 684 km.

The presentation was followed by an online signing ceremony, where the contracts were signed simultaneously by H.E. Dr. Eng. Saad bin Ahmad Al-Muhannadi, President of Ashghal, and the representatives of the awarded companies. The 9 new projects are scheduled to start during Q3, 2020.

It is noteworthy that as part of the authority’s keenness to support local products, and as Ashghal regards this as a high priority and a strategy to support the economy and achieve Qatar National Vision 2030, these new projects will rely to a higher degree on local manufacturers to provide all materials that can be supplied locally, including lighting poles and lamps, manholes, different types of drainage pipes, road marking and signs, traffic signal poles, interlock, kerbstone, bitumen, electricity cables, safety barriers, and other materials.

The New contracts

First contract: Roads and Infrastructure in Umm Slal Mohammed – Package 01

The project was awarded to Hamad Bin Khaled Contracting Company at a total value of QR 623 million, to serve 591 plots. The scope of works includes road works with a length of about 35.7 km, pedestrian and cycle paths with a total length of about 47 km, 1,315 lighting poles, and 4,310 car parks. In addition, the project will provide surface and groundwater drainage networks, a sewage network, and a TSE network.

Second contract: Roads and Infrastructure in Al-Meshaf South – Package 09

The project was awarded to the “Development Company for Roadworks” and “Qatar Building Engineering Company” JV, at a value of QR 545 million, to serve 590 plots. The project includes road works with a length of about 24.5 km, pedestrian and cycle paths with a length of about 46 km and 695 lighting poles, in addition to surface and groundwater drainage networks, a sewage network and treated sewage effluent (TSE) network.

Third contract: Roads and Infrastructure in Al-Meshaf South – Package 08

The project was awarded to “Al-Tawfeeq & Partners Contracting” Company at a total value of QR 515 million to serve 356 plots. The project includes road works with a length of about 40.5 km, and the provision of 1,737 lighting poles and 650 car parks. In addition, the project will also provide surface and underground water drainage networks, a sewage network, and a TSE network.

Fourth Contract: Roads and Infrastructure in Al Ebb and Leabaib – Package 02

The project was awarded to “Qatar Building Company” at a total value of QR 384 million. The project serves 873 residential plots by constructing 25.5 km of road works, 51 km of pedestrian and cycle paths, more than 4,170 car parks, and around 2,600 lighting poles. The scope of works also involves infrastructure development, including surface and groundwater drainage networks, a sewage network and a TSE network.

Fifth Contract: Roads and Infrastructure in Mebaireek – Package 01

The project was awarded to Boom Construction Company at a value of QR 355 million. The project serves 712 residential plots for citizens, and includes the construction and development of 54 km of roads, and the provision of 935 lighting poles. In addition, surface and groundwater drainage networks, a sewage network, and a TSE network will be constructed under the project.

Sixth Contract: Roads and Infrastructure in Al-Wajba East – Package 03

It was awarded to “Galfar Al Misnad Engineering and Contracting” Company at a value of QR 324 million. The project serves 417 plots for citizens sub-divisions, and includes the construction and development of about 23.5 km of roads, about 45 km of pedestrian and cycle paths, and the provision of more than 834 lighting poles and more than 2,280 car parks. The project also includes the construction of a sewage network, surface and groundwater drainage networks and a TSE network.

Seventh Contract: Roads and Infrastructure in Semaisma South – Package 02

The project was awarded to “Al Jaber and Partners Construction and Energy Projects” Company at a value of QR 319 million. The project serves 627 plots for citizens, and includes the construction and development of about 23 km of roads, about 14.5 km of pedestrian and cycle paths, and the provision of more than 720 lighting poles. The project also includes the construction of a sewage network, surface and groundwater drainage networks and a TSE network.

Eighth contract: Roads and Infrastructure in Mebaireek – Package 02

The project was awarded to “Boom Construction” Company for a value of QR 286 million. The project serves 577 plots by constructing 36.8 km of roads, providing 714 lighting poles, as well as developing infrastructure which include surface and groundwater drainage networks, a sewage network, and a TSE network.

Ninth contract: Roads and Infrastructure in Al-Wajba East – Package 01

The project was awarded to “Galfar Al-Misnad Engineering & Contracting” company, at a value of QR 263 million, to serve 368 residential plots. The project includes road works at a total length of 17 km, providing 34 km of pedestrian paths, about 2570 car parks, and more than 800 lighting poles in addition to surface and groundwater drainage networks, a sewage network and a TSE network.

عقدت هيئة الأشغال العامة “أشغال” اليوم الأحد 5 يوليو 2020 فعالية لتوقيع تسعة عقود إنشائية جديدة لمشاريع تطوير الطرق والبنية التحتية بأراضي المواطنين مع شركات قطرية بقيمة إجمالية تقدر بحوالي 3.6 مليار ريال قطري، وذلك لخدمة 5111 قسيمة سكنية في مناطق مختلفة في أنحاء الدولة.

تم تنفيذ جميع مراحل الفعالية والتوقيع عن بعد باستخدام تقنية الاتصال المرئي، بحضور سعادة المهندس عبدالله بن عبدالعزيز بن تركي السبيعي، وزير البلدية والبيئة، وسعادة الدكتور المهندس سعد بن أحمد المهندي، رئيس “أشغال”، وسعادة السيد محمد بن حمود آل شافي، رئيس المجلس البلدي المركزي – الدائرة 14، ومن “أشغال” المهندس يوسف العمادي، مدير شؤون المشروعات، والمهندس سعود التميمي، مدير إدارة مشروعات الطرق، بالإضافة إلى ممثلي الشركات المنفذة للمشاريع الجديدة.

وبهذه المناسبة صرّح سعادة المهندس عبدالله بن عبدالعزيز بن تركي السبيعي، وزير البلدية والبيئة، أن وزارة البلدية والبيئة حرصت على تخصيص الأراضي الجديدة بمناطق مختلفة بالدولة بهدف إنشاء وتطوير الطرق والبنية التحتية فيها بما يخدم المواطنين ويلبّي الاحتياجات الحالية والمستقبلية ويحسّن من نوعية الحياة في كل أنحاء دولة قطر.

وأكد سعادة الدكتور المهندس سعد بن أحمد المهندي، رئيس “أشغال”، على أنه هناك توجيهات من معالي الشيخ خالد بن خليفة بن عبدالعزيز آل ثاني، رئيس مجلس الوزراء ووزير الداخلية للاستمرار بالعمل على نفس الوتيرة وبنفس الالتزام لتنفيذ كافة مشاريع البنية التحتية لأراضي المواطنين وفق الخطط الموضوعة، بالرغم من الأزمة الاقتصادية التي يمر بها العالم.

وأضاف سعادة رئيس الهيئة: “قامت أشغال خلال الأعوام القليلة الماضية بخدمة حوالي 34,918 قسيمة سكنية، منها 5045 قسيمة في أراضي المواطنين الجديدة و29873 قسيمة في أراضي المواطنين القائمة.”

كما أشار سعادة رئيس الهيئة إلى أنه من المخطط أن يتم عقد لقاء بين مقاولي المشاريع الموقعة والمصنعين المحليين خلال الفترة القادمة بهدف زيادة التعاون والتنسيق من أجل دعم المنتج الوطني وضمان موافقته لمعايير الهيئة والمواصفات القطرية والوفاء باحتياجات المشاريع لإنجازها تبعاً للجداول الزمنية الموضوعة لها.

وأشار سعادة السيد محمد بن حمود آل شافي، رئيس المجلس البلدي المركزي – الدائرة 14 إلى أن العقود التي تم توقيعها اليوم متوزعة من شمال البلاد إلى جنوبها، وقال: “نتطلع إلى رؤية التقدم الذي سنشهده خلال السنوات القليلة القادمة على مستوى البنية التحتية والطرق في المناطق المندرجة ضمن العقود الجديدة.”

وأبدى الشيخ علي بن حمد آل ثاني، رئيس شركة “حمد بن خالد للمقاولات” تقديره لـ”أشغال” لتركيزها منذ عدة أعوام على تشجيع الشركات القطرية المحلية لتنفيذ مشاريع تطوير البنية التحتية في الدولة، وأضاف: “وقعنا مع أشغال اليوم عقد الحزمة الأولى لمشروع البنية التحتية في أم صلال محمد بقيمة 623 مليون ريال قطري، نحن سعيدون بهذا التعاون ونفخر بتوفير الخبرة والمعرفة التقنية خلال جميع مراحل التنفيذ.”

وبدوره قال الشيخ خالد بن محمد آل ثاني، رئيس مجلس إدارة شركة “الجابر وشركاه للمقاولات ومشاريع الطاقة” التي وقعت مع “أشغال” عقد مشروع الطرق والبنية التحتية جنوب سميسمة (الحزمة الثانية): “استمرار الدولة بتنفيذ المشاريع الحيوية والهامة التي تخدم المواطن خاصة في الظروف الحالية هو دليل على قدرتها على مواجهة الأزمات، ونحن كشركات وطنية يسرنا أن نضع أيدينا في أيدي الحكومة لتحقيق المزيد من التقدم لقطر.”

وقال السيد علي المصطفوي، المدير التنفيذي لشركة البناء القطرية: “وقعنا مع أشغال اليوم عقد بقيمة 384 مليون ريال قطري لتنفيذ مشروع العب ولعبيب (الحزمة الثانية)، هذه ليست المرة الأولى التي نتعاون فيها مع أشغال حيث سبق لنا المشاركة في مشاريع تطوير البنية التحتية للدولة، ونحن حريصون على تنفيذ المشاريع بناءً على المعايير التي تضعها الهيئة.”

ومن جانبه قال السيد صالح السليطي، رئيس مجلس إدارة شركة “بوم للإنشاءات”: “نثمّن الجهود الواضحة من جميع الجهات المعنية بتطوير البنية التحتية للدولة لما فيه نفعة الوطن والمواطن، وسعيدون بتجديد التعاون مع هيئة الأشغال العامة لتنفيذ الحزمتين الأولى والثانية من مشروع الطرق والبنية التحتية في مبيريك.”

وقال السيد هاشم عبدالله الهاشمي، عضو مجلس إدارة شركة “التوفيق وشركائه للمقاولات” التي وقعت مع “أشغال” عقد مشروع الطرق والبنية التحتية في جنوب المشاف (الحزمة الثامنة): “نشكر أشغال على ثقتها بالمقاول القطري وبقدرته على تنفيذ المشاريع التطويرية بأفضل صورة.”

وقال المهندس يوسف العمادي مدير شؤون المشروعات في “أشغال” أن هيئة الأشغال العامة تعمل حاليّاً على استكمال أعمال 33 مشروع بنية تحتية لأراضي المواطنين قيد التنفيذ بتكلفة إجمالية تبلغ 13.7 مليار ريال قطري، وذلك لخدمة أكثر من 30 ألف قسيمة سكنية موزعة في 17 منطقة منها الخريطيات وروضة إقديم وإزغوى وجنوب الوكير ومدينة الشمال والمعراض وجنوب غرب معيذر والعب والعبيب وجنوب الدحيل وأم لخبا وجريان نجيمة وشمال عين خالد وغيرها.

وأوضح المهندس سعود التميمي، مدير إدارة مشروعات الطرق في “أشغال”، أن توقيع العقود الجديدة هو جزء من الخطة التي وضعتها الهيئة لتوفير طرق وبنية تحتية متطورة لأراضي المواطنين في مناطق مختلفة من الدولة، حيث تغطي المشاريع التي تمت ترسيتها اليوم 6 مناطق وهي جنوب سميسمة، والعب ولعبيب، وأم صلال محمد، وشرق الوجبة، ومبيريك، وجنوب المشاف.

وخلال البث المباشر قامت المهندسة موزة السويدي، رئيس قسم مشاريع الدوحة في إدارة مشروعات الطرق في “أشغال” بتقديم عرض مختصر حول خطة مشاريع تطوير أراضي المواطنين الجديدة والقائمة للعام 2020، بالإضافة إلى مميزات مشاريع البنية التحتية التي تم توقيع عقودها اليوم، والتي ستوفر حوالي 281 كيلومتر من الطرق، وأكثر من 10350 عامود إنارة، وأكثر من 15800 موقف للسيارات، بالإضافة إلى شبكات للصرف الصحي وصرف المياه السطحية والجوفية والمياه المعالجة بإجمالي طول 684 كيلومتر.

تلا العرض التقديمي مراسم التوقيع عن بعد والتي جرت بالتزامن بين سعادة الدكتور المهندس سعد بن أحمد المهندي رئيس “أشغال” وبين ممثلي الشركات التي تمت ترسية العقود عليها، ويذكر أنه من المقرر أن يبدأ تنفيذ المشاريع التسعة الجديدة التي تم توقيع عقودها خلال الربع الثالث من عام 2020.

من الجدير بالذكر أيضاً أنه وفي سياق اهتمام الهيئة بدعم المنتج المحلي، وحيث تضع الهيئة هذا الأمر على رأس أولوياتها كاستراتيجية لدعم الاقتصاد وتحقيق رؤية قطر 2030، فسيتم التركيز من خلال المشاريع الجديدة على الاعتماد بشكل أكبر على المصنعين القطريين في كافة المواد التي يمكن تصنيعها محلياً ومنها أعمدة ومصابيح الإنارة والمناهيل وأنابيب الصرف بكافة أشكالها وأنواعها وعلامات الطرق وأعمدة الإشارات المرورية واللوحات المرورية والإرشادية والإنترلوك والكربيستون والبيتومين والكابلات الكهربائية بكافه أنواعها وحواجز السلامة المرورية بكافه انواعها وغيرها من المواد.

العقود الجديدة

العقد الأول: مشروع الطرق والبنية التحتية في أم صلال محمد – الحزمة الأولى

تمت ترسيته على شركة “حمد بن خالد  للمقاولات” بقيمة 623 مليون ريال قطري، وذلك لخدمة 591 قسيمة، يشمل المشروع أعمال طرق بطول حوالي 35.7 كيلومتر، وتوفير مسارات للمشاة والدراجات الهوائية بطول حوالي 47 كيلومتر و1315 عامود إنارة، و4,310 موقف للسيارات، بالإضافة إلى توفير شبكات لصرف المياه السطحية والجوفية وشبكة للصرف الصحي وشبكة للمياه المعالجة.

العقد الثاني: مشروع الطرق والبنية التحتية في جنوب المشاف – الحزمة التاسعة

تمت ترسيته على ائتلاف شركتي “التنمية لأعمال الطرق” و “هندسة العمارة القطرية ” بقيمة 545 مليون ريال قطري، وذلك لخدمة 590 قسيمة. يشمل المشروع أعمال طرق بطول حوالي 24.5 كيلومتر، وتوفير مسارات للمشاة والدراجات الهوائية بطول حوالي 46 كيلومتر و695 عامود إنارة، بالإضافة إلى توفير شبكات لصرف المياه السطحية والجوفية وشبكة للصرف الصحي وشبكة للمياه المعالجة.

العقد الثالث: مشروع الطرق والبنية التحتية في جنوب المشاف – الحزمة الثامنة

تمت ترسيته على شركة “التوفيق للمقاولات” بقيمة 515 مليون ريال قطري، وذلك لخدمة 356 قسيمة، يشمل المشروع أعمال طرق بطول حوالي 40.5 كيلومتر، وتوفير 1,737 عامود إنارة و650 موقف للسيارات، بالإضافة إلى توفير شبكات لصرف المياه السطحية والجوفية وشبكة للصرف الصحي وشبكة للمياه المعالجة.

العقد الرابع: مشروع الطرق والبنية التحتية في العب ولعبيب – الحزمة الثانية

تمت ترسيته على “شركة البناء القطرية” بقيمة 384 مليون ريال قطري، يخدم المشروع 873 قسيمة سكنية من خلال تنفيذ أعمال طرق بطول 25.5 كيلومتر وإنشاء 51 كيلومتر من مسارات المشاة والدراجات الهوائية وأكثر من 4170 موقف للسيارات وحوالي 2,600 عامود إنارة، إلى جانب تطوير البنية التحتية من شبكات صرف للمياه السطحية والجوفية وشبكة صرف صحي وشبكة للمياه المعالجة.

العقد الخامس: مشروع الطرق والبنية التحتية في مبيريك – الحزمة الأولى

تمت ترسيته على شركة “بوم للإنشاءات” بقيمة 355 مليون ريال قطري. يخدم المشروع 712 قسيمة لأراضي المواطنين، ويشمل إنشاء وتطوير 54 كيلومتر من الطرق، وتوفير 935 عامود إنارة، بالإضافة إلى توفير شبكات لصرف المياه السطحية والجوفية وشبكة للصرف الصحي وشبكة للمياه المعالجة.

العقد السادس: مشروع الطرق والبنية التحتية شرق الوجبة – الحزمة الثالثة

تمت ترسيته على شركة “جلفار المسند للهندسة والمقاولات” بقيمة 324 مليون ريال قطري، يخدم المشروع 417 قسيمة لأراضي المواطنين، ويشمل إنشاء وتطوير حوالي 23.5 كيلومتر من الطرق وحوالي 45 كيلومتر من مسارات المشاة والدراجات الهوائية وتوفير أكثر من 834 عامود إنارة وأكثر من 2,280 موقف للسيارات، كما يشمل المشروع تنفيذ شبكة للصرف الصحي وشبكات لصرف المياه السطحية والجوفية وشبكة للمياه المعالجة.

العقد السابع: مشروع الطرق والبنية التحتية جنوب سميسمة – الحزمة الثانية

تمت ترسيته على شركة ” الجابر وشركاه للمقاولات ومشاريع الطاقة” بقيمة 319 مليون ريال قطري، يخدم المشروع 627 قسيمة لأراضي المواطنين، ويشمل إنشاء وتطوير حوالي 23 كيلومتر من الطرق وحوالي 14.5 كيلومتر من مسارات المشاة والدراجات الهوائية وتوفير أكثر من 720 عامود إنارة، كما يشمل المشروع تنفيذ شبكة للصرف الصحي وشبكات لصرف المياه السطحية والجوفية وشبكة للمياه المعالجة.

العقد الثامن: مشروع الطرق والبنية التحتية في مبيريك – الحزمة الثانية

تمت ترسيته على شركة “بوم للإنشاءات” بقيمة 286 مليون ريال قطري، يخدم المشروع 577 قسيمة من خلال تنفيذ أعمال طرق بطول 36.8 كيلومتر وتوفير 714 عامود إنارة، إلى جانب تطوير البنية التحتية من شبكات صرف للمياه السطحية والجوفية وشبكة صرف صحي وشبكة للمياه المعالجة.

العقد التاسع: مشروع الطرق والبنية التحتية في شرق الوجبة – الحزمة الأولى

تمت ترسيته على شركة “جلفار المسند للهندسة والمقاولات” بقيمة 263 مليون ريال قطري، لخدمة 368 قسيمة سكنية، يشمل المشروع أعمال طرق بطول 17 كيلومتر، وتوفير مسارات للمشاة بطول حوالي 34 كيلومتر وحوالي 2570 موقف للسيارات وأكثر من 800 عامود إنارة، بالإضافة إلى توفير شبكات لصرف المياه السطحية والجوفية وشبكة للصرف الصحي وشبكة للمياه المعالجة.
