Qatar becoming model for other Gulf states: ITUC
الاتحاد الدولي لنقابات العمال: قطر في طريقها لتصبح نموذجا يحتذى بالمنطقة في مجال حماية حقوق العمال
DOHA: General Secretary of International Trade Union Confederation (ITUC) Sharan Burrow has praised the steps taken by the State of Qatar as well as its achievements in improving the work environment and ensuring the rights of workers, confirming that Qatar is on its way to becoming a model for the other Gulf states.
In an interview with Qatar News Agency (QNA), the ITUC General Secretary described the opening of the International Labor Organisation (ILO) office in Doha as historic and a great step. She said it is one of the major steps in implementing labour reforms that the Qatar Government agreed on with ILO last November.
Burrow stressed the importance of the ILO office in Doha for promoting cooperation with the Qatari Government in order to activate collaboration in the field of workers’ rights.
She said that the program signed between Qatar and ILO last year has the full support of the IUTC, adding that the program will improve labour conditions in Qatar. She said: “We are very grateful to the State of Qatar for these achievements.”
Burrow added that the formal agreement between Doha and the ILO with the support of the Confederation, has led to the best practices when it comes to implementing labour reforms in the State of Qatar.
She pointed out that these practices do not exist in other countries in the region. She called on all GCC countries to respect and implement international regulations for work environment.
She stressed that Qatar has taken great steps in implementing labour reforms and protecting the rights of workers, saying: “We are on the verge of taking decisions that will end the Kafala system.” There is a package of measures, that includes a system of registration of contracts, a wage system and a complain mechanism and others, added Burrow
The ITUC General Secretary also stated that by the end of this year, they expect a new minimum wage to be set and the announcement of the end of the exit visa. She added that that, if these measures were implemented then Qatar will be a model to the other Gulf States.
On the cooperation between the State of Qatar and the ITUC, she pointed out that the relations between the two parties are excellent especially after the agreement reached with the ILO late last year.
On her current visit to Doha, Burrow said that the visit was on the occasion of the opening of the ILO office, noting that yesterday she visited Qatar Foundation Stadium. “We observed good labor practice in the stadium site” she added
She also stated that she visited a medical center and an accommodation center. She expressed her happiness with the medical support Qatar provides to the workers and its humanitarian committeemen to all workers within the state.
The ITUC General Secretary also spoke about domestic workers, saying that current reforms include all workers. She pointed out that Qatar passed a law on domestic labor and within three years, further improvements to this law will be considered.
Regarding labor complaints, Burrow clarified that workers can lodge a complaint with the Ministry of Administrative Development, Labor and Social Affairs or ILO office. These complaints will be considered for amicable resolution or referred to the Committee for the Settlement of Labor Disputes, which will solved it within three weeks. She considered this mechanism an exceptional step in the reform system.
The ITUC General Secretary also praised the State of Qatar’s intention to establish a fund to support workers, pointing out that this fund is very important as it will pay the wages of workers if the employer did not pay it for any reason.
أشادت السيدة شاران بورو، الأمين العام للاتحاد الدولي لنقابات العمال بالخطوات التي اتخذتها دولة قطر والإنجازات التي تحققت لتحسين بيئة العمل وضمان حقوق العمال.. مؤكدة أن قطر في طريقها لتصبح نموذجا يحتذى لدول المنطقة.
ووصفت السيدة بورو، في لقاء مع وكالة الأنباء القطرية “قنا”، افتتاح مكتب منظمة العمل الدولية في الدوحة بالحدث التاريخي والخطوة العظيمة.. وقالت “هذه واحدة من الخطوات الرئيسية في تنفيذ الإصلاحات العمالية التي اتفقت عليها حكومة دولة قطر مع منظمة العمل الدولية في نوفمبر الماضي”.
وأكدت أهمية وجود مكتب منظمة العمل الدولية في الدوحة لتعزيز التعاون مع الحكومة القطرية، وذلك بهدف تفعيل التعاون في مجال حماية حقوق العمال.
وأشارت إلى أن البرنامج الفني للتعاون بين دولة قطر ومنظمة العمل الدولية الذي وقعه الطرفان أواخر العام الماضي يحظى بالدعم الكامل من الاتحاد الدولي لنقابات العمال، وسيؤدي إلى تعزيز أوضاع العمال في قطر.. وقالت في هذا السياق “نحن ممتنون جداً لدولة قطر على هذه الإنجازات”.
ومضت إلى القول “إن الاتفاق الرسمي بين الدوحة ومنظمة العمل الدولية قاد إلى أفضل الممارسات في مجال تطبيق إصلاحات العمل بدولة قطر، وهذا مفقود في بقية دول المنطقة”.. داعية جميع دول مجلس التعاون لدول الخليج العربية إلى احترام المعايير الدولية في مجال بيئة العمل وتطبيقها .
وأكدت أن دولة قطر اتخذت خطوات كبيرة في مجال تنفيذ الإصلاحات العمالية وحماية حقوق العمال.. وقالت “نحن على وشك الوصول إلى قرارات ستنهي نظام الكفالة، إلى جانب مجموعة من التدابير الإضافية مثل نظام تسجيل العقود، ونظام الأجور وآلية تقديم الشكاوي، وغيرها”.
وتوقعت الأمين العام للاتحاد الدولي لنقابات العمال، أن يتم الإعلان عن الحد الأدنى للأجور وإلغاء تأشيرة الخروج قبل نهاية العام الجاري، مضيفة “إذا تم تنفيذ كل هذه التدابير فستكون قطر نموذجًا لدول الخليج الأخرى”.
وفيما يتعلق بتعاون دولة قطر مع الاتحاد الدولي لنقابات العمال، أكدت أن العلاقات بين الطرفين ممتازة لاسيما منذ الاتفاق مع منظمة العمل الدولية أواخر العام الماضي.
وحول زيارتها الحالية للدوحة، قالت إن الزيارة تأتي بمناسبة افتتاح مكتب منظمة العمل الدولية.. مشيرة في هذا السياق إلى أنها زارت بالأمس موقع إنشاء استاد مؤسسة قطر.. وأضافت “لاحظنا ممارسات جيدة للعمل في موقع الاستاد”.
كما أشارت الأمين العام للاتحاد الدولي لنقابات العمال إلى زيارتها لأحد المراكز الطبية ومراكز للسكن.. معربة عن بالغ سعادتها بالدعم الصحي الذي تقدمه دولة قطر للعمال، والتزامها الإنساني تجاه كافة العاملين داخل الدولة.
وحول العمالة المنزلية، قالت السيدة بورو “إن الإصلاحات الحالية تشمل جميع العمال، ودولة قطر أقرت قانونا يخص العمالة المنزلية وفي غضون ثلاث سنوات سندرس مزيدا من التحسين على هذا القانون”.
وفيما يتعلق بتقديم الشكاوي العمالية، أوضحت أنه بإمكان العامل تقديم الشكوى لوزارة التنمية الإدارية والعمل والشؤون الاجتماعية، وسيتم النظر فيها، لحلها بطريقة ودية أو تحال إلى لجنة فض المنازعات العمالية لحلها في غضون ثلاثة أسابيع.. واعتبرت هذه الآلية خطوة استثنائية في نظام الإصلاحات.
كما نوهت السيدة شاران بورو بتوجه دولة قطر لإنشاء صندوق لدعم العمال.. وقالت إن هذا الصندوق مهم للغاية كونه سيقوم بدفع أجور العمال في حال لم يدفع صاحب العمل لأي سبب من الأسباب.
