Ministry suspends acceptance of requests to study abroad

The Ministry of Education and Higher Education has announced to suspend the acceptance of applications and grant pre-approvals to study abroad with the full time enrolment system for all university degrees until further notice and after the end of reason for suspension.
The decision was taken following the exceptional circumstances that the entire world is currently passing through due to the outbreak of the COVID-19, and the consequent actions taken by all countries to take a number of precautionary measures to prevent the spread of this epidemic.
If the current circumstance continues beyond the end of the current academic year 2019-20 until the beginning of the next academic year 2020-21, the validity of pre-approvals obtained by students will be automatically extended without the need to re-submit new applications except for those who wish to amend any of the items of pre-approval obtained by the student.
It is not permissible for any student with prior approval to study abroad in full time enrolment with any other educational system, as of the beginning of the next academic year 2020-21, even if the current circumstance continues and this will not be justified or acceptable at the Ministry due to violation of the clause of prior approval.
The current conditions do not exempt any student who wants to study abroad from the need to obtain prior approval from the department.
أعلنت وزارة التعليم والتعليم العالي تعليق قبول طلبات ومنح الموافقات المسبقة للدراسة في الخارج بنظام الالتحاق الكامل «Full Time» لجميع الدرجات الجامعية، حتى إشعار آخر، وبعد زوال سبب التعليق.
وأوضحت الوزارة، في بيان أمس، أن هذه الخطوة تأتي نظراً للظروف الاستثنائية التي يمرّ بها العالم أجمع حالياً؛ بسبب تفشّي وباء فيروس كورونا «كوفيد – 19»، وما ترتّب على ذلك من اتخاذ جميع الدول عدداً من الإجراءات الاحترازية لمنع انتشار هذا الوباء، ومن منطلق حرص الدولة على سلامة وصحة جميع أبنائها بلا استثناء، وما تمليه مقتضيات الظرف الراهن.
وأكدت الوزارة أنه في حال استمرار الظرف الراهن إلى ما بعد نهاية العام الدراسي الحالي (2019/2020م) وحتى بداية العام الدراسي القادم (2020/2021م)، فسوف يتم تمديد صلاحية الموافقات المسبقة التي حصل عليها الطلاب تلقائياً دون الحاجة إلى إعادة تقديم طلبات جديدة إلى إدارة معادلة الشهادات الدراسية الجامعية؛ إلا لمن يرغب في تعديل أي بند من بنود الموافقة المسبقة التي حصل عليها الطالب.
وأوضحت الوزارة أنه لا يجوز لأي طالب لديه موافقة مسبقة للدراسة بالخارج بنظام الالتحاق الكامل «Full Time» الدراسة بأي نظام تعليمي آخر، اعتباراً من بداية العام الدراسي القادم (2020/2021)، حتى لو استمر الظرف الراهن -لا قدّر الله- ولن يكون ذلك مبرراً أو مسوّغاً مقبولاً لدى جهة الاختصاص بالوزارة لمخالفة بنود الموافقة المسبقة.
لافتاً إلى أنه لا يعفي استمرار الظروف الحالية أي طالب يرغب في الدراسة بالخارج بأي نظام تعليمي ولأي درجة من الدرجات الجامعية، من ضرورة الحصول على الموافقة المسبقة من إدارة معادلة الشهادات الدراسية الجامعية قبل الشروع في الدراسة.
