All you need to know about MoCI norms on easing restaurant restrictions

QNA – Doha:

The Ministry of Commerce and Industry announced the details of the second stage of the gradual lifting of restrictions imposed on malls, shopping centers, street markets, and restaurants, which goes into effect on Wednesday July 1, 2020.

The Ministry indicated that this step is in line with the previous decisions and measures adopted by Qatar to preserve the health and safety of citizens and residents, and to limit the spread of the coronavirus (Covid-19).

The Ministry said that starting from Wednesday, July 1, all commercial activities will be allowed to resume their work in malls and commercial centers, while gaming centers, amusement parks, skateboard arenas, prayer rooms and cinemas will remain closed. Restaurants operating inside malls and commercial centers are allowed to deliver to home addresses, or hand over orders at the restaurant only. This decision also prohibits any artistic, cultural or recreational activities at malls and commercial centers.

The decision allows all commercial outlets to resume their operations in the following street markets: The Gold Souq, Souq Al Ali, Al Gharafa Market, Thursday & Friday Market, Souq Waqif (Doha), Souq Al Wakrah, Al Sailiya Central Market.

The Ministry affirmed that malls, commercial centers and street markets must adhere to the precautionary and preventive measures outlined by the Ministry of Public Health and the Ministry of Administrative Development, Labour and Social Affairs.

These measures included allowing shoppers onto the premises only after checking the color code identifying the individual’s health condition in the Ehteraz app, as only green code holders are allowed in, prohibiting people not wearing a medical mask, and compelling visitors to wear one throughout their time at the mall, and checking and measuring the body temperature of workers and visitors upon arrival at the mall, and not allowing individuals with a temperature higher than 38 degrees Celsius to enter the premises.

These premises also must provide hand sanitizers, remind visitors to maintain a safe distance of no less than two meters from other individuals at all times, not to receive more than 50 percent of the mall’s regular capacity, and reduce the number of parking spaces available to visitors by 50 percent.

The measures also included barring smoking at mall entrances and removing all containers designated for cigarette waste, and preventing the gathering of visitors and limousine or taxi drivers at the entrance to malls.

Ministry of Commerce and Industry is making stores and outlets operating inside complexes, commercial centers and popular markets constantly check and measure the temperature of employees and isolate employees who exhibit symptoms, and inform concerned authorities to take the necessary precautions and health measures in this regard.

Furthermore, stores must follow the decision regarding remote work for employees over the age of 60, pregnant women or individuals who have chronic diseases, in addition to putting safe distance stickers on the floors of commercial stores, receiving customers according to the store’s capacity, with no less than 9 square meters per person, encouraging customers to pay by bank cards, and sterilizing all the facilities of the commercial store including administrative offices, warehouses, employee housing and transportation.

With regard to restaurants, the Ministry announced that restaurants will be allowed to resume operations starting tomorrow Wednesday in the following tourist areas: Souq Waqif, Al-Wakra Old Souq, the Pearl, Katara Cultural Village, restaurants and kiosks in sports clubs and tourist area, Qatar museums, Al-Hazim and Msheireb Downtown Doha. It emphasized the importance of adhering to the precautionary and preventive measures set by the Ministry of Public Health and the Ministry of Administrative Development, Labor and Social Affairs.

The Ministry alerted restaurants to the importance of requiring clients to pre-book before coming to the restaurant, allowing diners into the restaurant only after checking the color code identifying the individual’s health condition in the Ehteraz app, as only green code holders are allowed in, ensuring diners are wearing masks, measuring their body temperature at the entrance, and barring any customer whose temperature is above 38 degrees Celsius. Additionally, open buffet service and serving shisha are prohibited.

The Ministry also made it a requirement for these restaurants to provide hand sanitizers across restaurant facilities, place safe distance stickers on restaurant floors, redistribute the furniture, leaving no less than two meters between each table, allow a maximum of five people to sit at each table (excluding members of single family), reduce the restaurant’s capacity to 50 percent of the maximum number of diners, and encourage customers to pay using credit cards rather than cash.

Instructions also included reducing the number of available parking spots by half, preventing smoking at the entrance of the restaurant and removing cigarette waste containers, preventing customers and limousine drivers from gathering at the entrances of tourist area, checking and measuring the body temperature of the outlet’s staff, isolating employees who exhibit symptoms, and informing concerned authorities to take the necessary precautions and health measures in this regard. Additionally, sanitizing all catering facilities, including administrative offices, warehouses, employee housing and transportation.

Ministry of Commerce and Industry allowed restaurants and kiosks in sports clubs and tourist areas to resume delivering orders; customers are not allowed inside the facility.

The Ministry also allowed restaurants and cafeterias in complexes and shopping centers in areas beside the specified tourist areas to deliver orders to customers or hand them over outside the facility only.

The Ministry clarified that this decision is subject to amendment according to developments in this regard. Any violation will expose the perpetrators to legal procedures and accountability. The Ministry stressed that the success of each stage of the comprehensive plan for the gradual lifting of the restrictions depends on the commitment of all individuals to implement all preventive and precautionary measures.

أعلنت وزارة التجارة والصناعة عن تفاصيل المرحلة الثانية من الرفع التدريجي للقيود المفروضة على المجمعات التجارية ومراكز التسوق والأسواق الشعبية، والمطاعم، والتي تبدأ غد /الأربعاء/ الأول من شهر يوليو.

وأشارت الوزارة إلى أن هذه الخطوة تأتي استكمالا للقرارات والإجراءات السابقة التي اتخذتها دولة قطر للحافظ على سلامة وصحة المواطنين والمقيمين والحد من انتشار فيروس كورونا المستجد (كوفيد-19).

وقالت الوزارة إنه ابتداء من غد /الأربعاء/ الأول من يوليو، سيسمح لجميع الأنشطة التجارية باستئناف أعمالها في المجمعات والمراكز التجارية، مع الاستمرار بإغلاق صالات الألعاب والملاهي الترفيهية وصالات التزلج وغرف الصلاة ودور السينما، وكذلك المطاعم داخل هذه المجمعات والمراكز والتي يسمح لها بتقديم خدماتها عبر توصيل الطلبات الخارجية أو تسليمها داخل المطعم فقط)، كما يمنع إقامة أي فعاليات فنية أو ثقافية أو ترفيهية داخل المجمعات والمراكز التجارية.

ويسمح القرار لجميع الأنشطة التجارية باستئناف أعمالها في الأسواق الشعبية التالية: (سوق الذهب، سوق العلي، سوق الغرافة، سوق الخميس والجمعة، سوق واقف بالدوحة، سوق الوكرة القديم، السوق المركزي بالسيلية).

وأكدت الوزارة على ضرورة التزام المجمعات والمراكز التجارية والأسواق الشعبية بالإجراءات الاحترازية والتدابير الوقائية التي حددتها وزارة الصحة العامة ووزارة التنمية الإدارية والعمل والشؤون الاجتماعية، ومن ذلك عدم السماح للمتسوقين بالدخول إلا بعد التحقق من لون الحالة الصحية المشار إليها في تطبيق احتراز ويسمح بالدخول لحاملي الرمز الأخضر فقط.

كما يمنع دخول الأشخاص الذين لا يرتدون كمامات طبية وإلزام الزوار بارتدائها خلال فترة تواجدهم في المجمع التجاري، وقياس درجة حرارة العاملين والزوار عند المداخل وعدم السماح للأفراد الذين تزيد درجة حرارتهم عن 38 درجة مئوية من دخول المجمع التجاري، وتوفير معقمات الأيدي، وتوعية الزوار بالالتزام بمسافة آمنة لا تقل عن مترين، وعدم استقبال أكثر من 50 بالمائة من الطاقة الاستيعابية الاعتيادية للمجمع التجاري، وتقليص عدد مواقف السيارات المتاحة للزوار إلى النصف، إلى جانب منع التدخين في المداخل وإزالة كافة الحاويات المخصصة لنفايات السجائر، وحظر تجمع الزوار أو سائقي سيارات الليموزين عند مداخل المجمعات التجارية.

وألزمت وزارة التجارة والصناعة المحال والمنافذ العاملة داخل المجمعات والمراكز التجارية والأسواق الشعبية بفحص وقياس درجة حرارة الموظفين العاملين فيها باستمرار، وعزل الموظفين الذين تظهر عليهم أعراض الإصابة وتبليغ الجهات المعنية باتخاذ الإجراءات الاحترازية والصحية اللازمة، وتطبيق قرار العمل عن بعد على الموظفين الذين تجاوزت أعمارهم 60 عاما أو الحوامل أو الأفراد الذين لديهم أمراض مزمنة، ووضع ملصقات المسافة الآمنة على أرضيات المحال التجارية، واستقبال الزبائن وفق الطاقة الاستيعابية للمحل على ألا تقل عن 9 أمتار مربعة لكل شخص، وتشجيع الزبائن على الدفع بالبطاقات البنكية، وتعقيم كافة مرافق المحل التجاري بما في ذلك المكاتب الإدارية والمخازن ومساكن الموظفين ووسائل النقل التابعة له.

وفيما يخص أنشطة المطاعم، أعلنت الوزارة السماح للمطاعم باستئناف أعمالها ابتداء من غد /الأربعاء/، في المناطق السياحية التالية: (سوق واقف، سوق الوكرة القديم، جزيرة اللؤلؤة، المؤسسة العامة للحي الثقافي كتارا، المطاعم والأكشاك في النوادي الرياضية والمناطق السياحية، ومتاحف قطر، والحزم، ومشيرب)..مؤكدة على ضرورة التزام المطاعم في هذه المناطق بالإجراءات الاحترازية والتدابير الوقائية التي حددتها وزارة الصحة ووزارة التنمية الإدارية والعمل والشؤون الاجتماعية.

ونبهت الوزارة المطاعم إلى ضرورة إلزام الزبائن بالحجز المسبق قبل الحضور إلى المطعم، عدم السماح لهم بالدخول إلا بعد التحقق من لون الحالة المشار إليها في تطبيق احتراز ويسمح بالدخول لحاملي الرمز الأخضر فقط، وحظر خدمة البوفيه المفتوح، ومنع تقديم الشيشة، وحظر دخول الأشخاص الذين لا يرتدون كمامات طبية، مع قياس درجة حرارة الزبائن عند المداخل وعدم السماح للأفراد الذين تزيد درجة حرارتهم عن 38 درجة مئوية من دخول المطعم.

كما ألزمت الوزارة هذه المطاعم بتوفير معقمات الأيدي في كافة مرافق المطعم، ووضع ملصقات المسافة الآمنة على الأرضيات، وإعادة توزيع الطاولات مع ترك مسافة لا تقل عن مترين بين كل طاولة وأخرى، فيما يسمح بجلوس 5 أشخاص بحد أقصى على كل طاولة (يستثنى من ذلك أفراد العائلة الواحدة)، مع الالتزام بالحد من الطاقة الاستيعابية للمطعم إلى 50 بالمائة من المساحة الإجمالية، وتشجيع الزبائن على الدفع بالبطاقات البنكية وتفادي استخدام العملات الورقية.

وتضمنت الإرشادات تقليص عدد مواقف السيارات المتاحة إلى النصف، ومنع التدخين في مداخل المطعم وإزالة الحاويات المخصصة لنفايات السجائر، ومنع تجمع الزبائن وسائقي الليموزين عند مداخل المنطقة السياحية، وفحص وقياس درجة حرارة العاملين باستمرار، وعزل الموظفين الذين تظهر عليهم أعراض الإصابة وتبليغ الجهات المعنية لاتخاذ الإجراءات الاحترازية والصحية اللازمة، وتعقيم كافة مرافق المطاعم بما في ذلك المكاتب الإدارية والمخازن ومساكن الموظفين ووسائل النقل التابعة له.

وسمحت وزارة التجارة والصناعة للمطاعم والأكشاك في النوادي الرياضية والمناطق السياحية باستئناف أعمالها عن طريق توصيل الطلبات أو تسليمها فقط وعدم السماح للزبائن بالجلوس أو التواجد داخل المنشأة.

كما سمحت للمطاعم والكافتيريات (الكوفي شوب) في المجمعات ومراكز التسوق في غير المناطق السياحية المحددة، بتوصيل الطلبات للزبائن أو تسليمها لهم خارج موقع النشاط فقط.

وأوضحت الوزارة أن هذا القرار قابل للتعديل والتحديث وفق التطورات والمستجدات بهذا الشأن، وأن أي مخالفة لما نص عليه تعرض مرتكبيها للإجراءات والمساءلة القانونية.. مؤكدة أن نجاح كل مرحلة من مراحل الخطة الشاملة للرفع التدريجي للقيود يعتمد على مدى التزام كافة الأفراد بتطبيق كافة الإجراءات الوقائية والاحترازية المحددة.
