Mwani Qatar: Qatar Makes Great Strides in Port Infrastructure Projects

Doha: The State of Qatar has achieved important leaps in infrastructure quality in projects including ports, roads, or storage and supply, Executive Vice President of Operations at Mwani Qatar, Captain Abdulaziz Nasser Al Yafei said on Monday.

Addressing the Qatar Indicators Conference themed ‘Challenges of Continuity and Progress’ and organized by Dar Al Sharq Group, Al Yafei hailed Qatar’s huge leaps at all levels over the past years. He noted that Qatar was ranked 19th globally in the World Banks Logistics Performance Index 2023 in infrastructure quality in the fields of trade and transportation, 14th in the quality of logistics services, 46th in the timeliness of shipments, and 43rd in the customs clearance operations efficiency.

He added that Qatar came 15th in the WBs Competitiveness Report on the port services quality, 7th in the international shipments index, and 42nd in the Liner Shipping Connectivity Index, which reflects the important role played by Hamad Port as Qatar’s main gateway for trade with the world, in securing stable and sustainable supply chains that provide customers from various parts of the region with integrated and competitive services that play an effective role in stimulating the maritime transport and logistics sector, and enhance global trade.

He pointed out that Mwani Qatar is proud to participate as a platinum sponsor in the first Qatar Indicators Conference, pointing out that its sponsorship of this conference confirms its commitment to social responsibility and its constant keenness to support activities that contribute to improving the economic sectors in the country, especially the maritime transport sector and logistics in line with the strategic plan of the Ministry of Transport, which aims to transform the State of Qatar into a vibrant regional commercial center in the region, in order to achieve the goals of the Qatar National Vision 2030.

Al Yafei explained that the generous investments that were pumped into the infrastructure in the country contributed to achieving a qualitative leap in the operations of Mwani Qatar, with strong and major support from the operations of Hamad Port, whose opening represented an important beginning to raise the capabilities of the logistics sector in the country and enhance its added value thanks to the supply chains built in cooperation with local and international partners.

Hamad Port today is a pivotal port for more than 30 navigation services that contribute to providing direct and indirect shipping services to more than 100 maritime destinations around the world at competitive prices and high efficiency, he added.

Qatar Chamber First Vice-Chairman Mohammed bin Twar Al Kuwari stressed that the progress of the State of Qatar, the consolidation of its international position, and its occupation of advanced positions in global economic indicators undoubtedly reflects the rational management of the countrys economy during the past three decades.

The matter goes beyond the economic progress achieved to reveal the vision of the insightful leadership into the development of society in all aspects, he said, adding that no country in the world can advance in its economic indicators without being advanced in the political, social and educational aspects and providing public freedoms.

For his part, Director of the Legal Affairs Department, responsible for the duties of Director General of the Regulatory Authority for the Charitable Activities (RACA), Saud Mohammed Al Athba emphasized that the State of Qatar achieved advanced ranks in the most prominent global indicators, especially in the humanitarian and charitable work, noting that RACA is considered an independent government entity concerned with developing, encouraging, monitoring, protecting and coordinating the efforts of charitable, humanitarian and non-profit organizations in Qatar, and discharges its functions in coordination and collaboration with various national and international bodies, through a package of means to boost regulation and self-compliance of charitable organizations.

The State Qatar has succeeded in making the charitable work a lifestyle and vibrant culture in the community through harnessing its efforts for the service of humanity until the country became a model to be emulated in the charitable and humanitarian work worldwide, Al Athba added. He pointed out that Qatar has consolidated it active role and ranked first in the Arab region and ranked six globally with a list of major contributors to UN multi-partner international funds and programs in the classification of government foreign assistance, as Qatar is among the largest contributors to the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), and is determined to have an active presence in the UN in recognition of its awareness of the significance of strengthening collective action to address the great challenges facing the world.

The sprawling Qatari trailblazing and charitable model worldwide with its relief and development aspects proved that the humanitarian values are the core pillar in the international relations and reproachment among nations to bolster security, development and peace worldwide, he outlined, pointing out that RACA since its establishment in 2014 has been operating to achieve its mission through advancing and supporting the charitable sector, in addition to promoting the confidence among communities.

Currently and until the end of 2023, he said that Qatar has been able to achieve its interim vision which stipulated the creation of effective institutional capacity and the transition to modern, risk-based post-monitoring, emphasizing that RACA is moving full-steam ahead towards achieving its strategic vision 2030 by developing a charitable, non-profit, pioneering sector representing an international model to be emulated globally.

He pointed out that the milestones achieved by RACA at the national and global levels have been productive thanks to the tireless work of work teams in RACA and the sector, in collaboration with local and international partners. Nationally, he said, the RACA’s work teams finalized the formulation of a first strategy of charitable work in the country, while globally RACA and the non-profit sector participated with the national entities to achieve an advanced level in the joint evaluation of the financial work group.

In the context of solidarity with the international community, foreign non-governmental charitable aid has continued its upward growth with direct funding from donation funds, as private charitable associations and institutions have kept providing foreign aid at an average of over QR1.200 billion in the last three years, equivalent of ($350 million) annually, benefiting 52 countries.

Al Athba asserted that RACA will work through the Charitable and humanitarian sector strategy 2030 to issue a special national report in the charitable sector of Qatar, based on the World Giving Index (WGI), in collaboration with the international alliance of professional charitable sector organizations to reach an advanced classification for the State of Qatar within WGI, to be among the top ten countries that donate most by 2030, indicating that this trend is a testament and an epitome to the pioneering role and steadfast efforts made by the State of Qatar to help achieve the 2030 Sustainable Development Goals, to confirm its commitment to continuing humanitarian support and to contribute to international efforts aimed at alleviating human suffering and other challenges facing humanity.

In the same context, the editor-in-chief of Al Sharq newspaper, Jaber Al Harami, said the conference which is organized for the first time in Qatar aims to create a platform for all relevant parties to further discuss Qatar’s ranks in global indices, adding that there is an enduring need to conduct discussions and hiring experts, as RACA has been able to hire ministries, universities and organizations to discuss the economic ranks.

With Qatar maintaining its in advanced ranks in most of the indices at this stage underscores that there is a country that adheres to the principles of criteria of good management, he pointed out, noting that Qatar ranked twelfth in the Global Competitiveness Index (GCI), issued by the Swiss-based International Institute for Management Development (IIMD), which is a testament to the progress made by Qatar since 2019, in which Qatar came among the most powerful economies globally.

الدوحة: كشفت مواني قطر عن تحقيق دولة قطر قفزات مهمة على مستوى مشاريع البنية التحتية وجودتها، سواء في الموانئ أو الطرق أو التخزين والإمداد.

جاء ذلك خلال كلمة الكابتن عبد العزيز ناصر اليافعي نائب الرئيس التنفيذي للعمليات في مواني قطر، خلال مؤتمر المؤشرات الاقتصادية لدولة قطر “تحديات الاستمرار والتقدم”، الذي نظمته مجموعة دار الشرق.

وقال نائب الرئيس التنفيذي للعمليات في مواني قطر: على مدى السنوات الماضية حققت دولة قطر قفزات هائلة على جميع الأصعدة، مشيرا إلى أن قطر جاءت في المركز 19 عالميا في جودة البنية التحتية المرتبطة بمجالي التجارة والنقل بمؤشر البنك الدولي للأداء اللوجستي لعام 2023، كما جاءت في المركز 14 عالميا من حيث جودة الخدمات اللوجستية، والمركز 46 من حيث معدلات وصول الشحنات إلى أصحابها في الوقت المحدد، والـ 43 من حيث كفاءة عمليات التخليص الجمركي.

وأضاف: على مستوى جودة خدمات الموانئ حلت قطر في المركز 15 عالميا بحسب آخر إصدار لتقرير التنافسية الصادر عن البنك الدولي، كما جاءت بالمركز 7 عالميا بمؤشر الشحنات الدولية، والـ 42 عالميا بمؤشر اتصال الخطوط الملاحية المنتظمة، ما يعكس الدور المهم الذي يلعبه ميناء حمد، بوابة قطر الرئيسة للتجارة مع العالم، في تأمين سلاسل إمداد مستقرة ومستدامة توفر للعملاء من مختلف أنحاء المنطقة خدمات متكاملة وتنافسية تلعب دورا فعالا في تحفيز قطاع النقل البحري واللوجستيات، وتعزز التجارة العالمية.

وأشار إلى أن مواني قطر تعتز بمشاركتها كراع بلاتيني في مؤتمر المؤشرات الاقتصادية في نسخته الأولى، لافتا إلى أن رعايتها لهذا المؤتمر تؤكد على التزامها بالمسؤولية الاجتماعية، وحرصها الدائم على دعم الفعاليات التي تساهم في الارتقاء بالقطاعات الاقتصادية في الدولة، وبشكل خاص قطاع النقل البحري واللوجستي بما يتماشى مع الخطة الاستراتيجية لوزارة المواصلات، الهادفة لتحويل دولة قطر إلى مركز تجاري إقليمي نابض في المنطقة، بما يحقق أهداف رؤية قطر الوطنية 2030.

وأوضح أن الاستثمارات السخية التي تم ضخها في البنية التحتية في الدولة ساهمت في تحقيق نقلة نوعية في عمليات مواني قطر بدعم قوي ورئيسي من عمليات ميناء حمد، الذي شكل افتتاحه بداية مهمة لرفع إمكانيات القطاع اللوجستي في الدولة، وتعزيز قيمته المضافة بفضل سلاسل الإمداد التي تم بناؤها بالتعاون مع شركائنا المحليين والدوليين، حيث يعد ميناء حمد اليوم ميناء محوريا لأكثر من 30 خدمة ملاحية تساهم في تأمين خدمات شحن مباشرة وغير مباشرة لأكثر من 100 وجهة بحرية حول العالم بأسعار تنافسية وكفاءة عالية.

وأكد أن مواني قطر تتطلع باستمرار لتحقيق تطلعات القيادة الرشيدة، وخلق قيمة مضافة تساهم في إرساء منظومة متكاملة تدعم فاعلية سلاسل الإمداد والتوريد، وتعزز قدرات الاقتصاد المحلي ومكانته على المؤشرات العالمية، بما يدعم تحقيق أهداف رؤية قطر الوطنية 2030.

بدوره، أكد السيد محمد بن طوار الكواري، النائب الأول لرئيس مجلس إدارة غرفة قطر، أن تقدم دولة قطر وترسيخ مكانتها الدولية واحتلالها مراكز متقدمة في المؤشرات الاقتصادية العالمية يعكس دون ريب الإدارة الرشيدة لاقتصاد الدولة خلال العقود الثلاثة الماضية، فالأمر يتجاوز التقدم الاقتصادي المحرز ليكشف رؤية ثاقبة للقيادة الرشيدة في تنمية المجتمع في جميع الجوانب، مضيفا: “لا يمكن لدولة في العالم أن تتقدم في مؤشراتها الاقتصادية دون أن تكون متقدمة في الجوانب السياسية والاجتماعية والتعليمية وإتاحة الحريات العامة”.

بدوره، أكد سعود محمد العذبة، مدير إدارة الشؤون القانونية المكلف بمهام مدير عام هيئة تنظيم الأعمال الخيرية، أن دولة قطر حققت مراتب متقدمة في أبرز المؤشرات العالمية، ومنها في مجال العمل الإنساني والخيري، مشيرا إلى أن هيئة تنظيم الأعمال الخيرية تعتبر كيانا حكوميا مستقلا معنيا بتنمية وتشجيع ومراقبة وحماية وتنسيق جهود المنظمات الخيرية والإنسانية والمنظمات غير الهادفة للربح في دولة قطر، وتمارس مهامها بالتنسيق والتعاون والشراكة مع الجهات الوطنية والدولية المختلفة، وعبر حزمة من الوسائل التي تعزز التنظيم والامتثال الذاتي للمنظمات الخيرية.

وأضاف: لقد استطاعت دولة قطر جعل العمل الخيري والإنساني أسلوب حياة، وثقافة سارية في المجتمع، وسخرت جهودها لخدمة الإنسانية، حتى أصبحت نموذجا يحتذى به في العمل الخيري والإنساني على مستوى العالم.

وأشار إلى أن قطر رسخت دورها الفاعل، وحلت في المرتبة الأولى عربيا والسادسة عالميا بقائمة أكبر المساهمين في الصناديق والبرامج الأممية متعددة الشركاء في تصنيف المساعدات الخارجية الحكومية؛ إذ تعتبر دولة قطر في مصاف أكبر المساهمين لصالح مكتب الأمم المتحدة لتنسيق الشؤون الإنسانية، حيث يأتي حرص دولة قطر على الحضور الفاعل في الأمم المتحدة، إدراكا منها بأهمية تعزيز العمل الجماعي لمواجهة التحديات الكبيرة التي تواجه العالم.

واستطرد موضحا: “لذلك نجد أن النموذج القطري الرائد للعمل الخيري والإنساني بشقيه الإغاثي والتنموي الممتد في أرجاء العالم من مشرقها إلى مغربها، أثبت أن القيم الإنسانية ركيزة مهمة في العلاقات الدولية والتقارب بين الشعوب لتعزيز الأمن والتنمية والسلام حول العالم”.

وأشار إلى أن هيئة تنظيم الأعمال الخيرية ومنذ تأسيسها في العام 2014 تواصل العمل على تحقيق رسالتها بتنمية ودعم القطاع الخيري وغير الهادف للربح وحمايته وتعزيز ثقة المجتمع به، وحاليا وبحلول نهاية العام 2023، استطاعت تحقيق رؤيتها المرحلية التي نصت على إيجاد قدرة مؤسسية فاعلة، والتحول لرقابة بعدية عصرية ومبنية على المخاطر، والهيئة تسير بخطا ثابتة لتحقيق رؤيتها الاستراتيجية 2030 بتطوير قطاع خيري وغير هادف للربح، ريادي، يمثل نموذجا دوليا مميزا.

ولفت إلى أن ما حققته الهيئة من إنجازات حتى الآن على الصعيدين الوطني والدولي كان ثمرة عمل دؤوب لفرق العمل في الهيئة والقطاع، وبالتعاون مع الشركاء محليا ودوليا؛ فعلى الصعيد الوطني أكملت فرق العمل بالهيئة المتخصصة صياغة أول استراتيجية للعمل الخيري بالدولة، وعلى الصعيد الدولي شاركت الهيئة والقطاع غير الهادف للربح مع الجهات الوطنية في تحقيق مستوى متقدم في التقييم المشترك لمجموعة العمل المالي.

وفي سياق التضامن مع المجتمع الدولي، واصلت المساعدات الخيرية الخارجية غير الحكومية النمو التصاعدي بتمويل مباشر من أموال التبرعات، حيث حافظت الجمعيات والمؤسسات الخاصة الخيرية في السنوات الثلاثة الأخيرة على تقديم مساعدات خارجية بمتوسط زاد عن مليار ومائتي مليون ريال قطري؛ ما يعادل (350 مليون دولار) سنويا استفادت منها 52 دولة.

وأكد أن الهيئة ستعمل من خلال استراتيجية قطاع العمل الخيري والإنساني 2030 على إصدار تقرير وطني خاص بالقطاع الخيري في قطر، وفقا للمؤشر الدولي للعطاء، بالتعاون مع التحالف الدولي لمنظمات القطاع الخيري المتخصصة، كما ستعمل خلال مدة الاستراتيجية أيضا للوصول إلى تصنيف متقدم لدولة قطر ضمن المؤشر الدولي للعطاء، لتكون ضمن الدول العشر الأولى الأكثر تبرعا بحلول العام 2030، مشيرا إلى أن هذا التوجه يعد دليلا واضحا وتجسيدا للدور الرائد والجهود الحثيثة التي تبذلها دولة قطر في سبيل دعم تحقيق أهداف التنمية المستدامة 2030، لتؤكد التزامها بمواصلة تقديم الدعم الإنساني، والمساهمة في الجهود الدولية الرامية للتخفيف من المعاناة الإنسانية والتحديات الأخرى التي تواجه البشرية.

وفي السياق ذاته، قال جابر الحرمي رئيس تحرير جريدة الشرق في كلمته: إن هذا المؤتمر الذي يتم تنظيمه لأول مرة في دولة قطر يهدف إلى خلق منصة لجميع الأطراف ذات الصلة؛ لمناقشة مراكز دولة قطر في المؤشرات العالمية، حيث هناك حاجة دائمة لإجراء المناقشات والاستعانة بآراء الخبراء، مشيرا إلى تمكنهم من استقطاب وزارات وجامعات ومنظمات لمناقشة المراكز الاقتصادية.

وأشار إلى أن تمركز دولة قطر في مراكز متقدمة في معظم المؤشرات يؤكد وجود دولة تحتكم إلى مبادئ ومعايير الإدارة الرشيدة، لافتا إلى إحراز قطر هذا العام المركز الثاني عشر عالميا في مؤشر التنافسية الاقتصادية، وهو مؤشر يصدره معهد التنمية الإدارية العالمي ومقره سويسرا، يعكس تقدم قطر منذ عام 2019 ستة مراكز في هذا المؤشر، حيث جاءت قطر ضمن أقوى 20 اقتصادا عالميا متقدم.
