Reshaping the Future: MCIT’s Resource Initiative

Doha: The Ministry of Information and Communications Technology (MCIT) has officially launched the first phase of the project of government resources planning system within the framework of Qatar’s commitment to constantly updating and upgrading the operation mechanisms of the government sector.

The launch of the first phase comes following the inaugural meeting of the project relevant committee held on Wednesday at the premises of MCIT. The project of government resource planning system steering committee was established by the cabinet decision to oversee the project with the membership of MCIT, Ministry of Finance and Civil Service and Government Development Bureau.

Chairman of the project of government resource planning system steering committee, Hassan Jassim Al Sayed, said the project seeks to find innovative and overarching technological solutions that would achieve highest standards of operational aptitude in the government sector through the automation of planning and managing human and financial resources in all government entities, as well as ensuring optimal use of cutting-edge technologies.

The first phase of the project aims to study and analyze the current situation with respect to measures and systems applied in managing human and financial resources in the government sector, in addition to designing an integrated system to manage government resources based on best practices in this field.

This also includes management of budget, payment, revenues, purchasing, supply chains, as well as asset management, etc. to help government institutions, as well as strengthen aptitude and support decision-making processes.

The project is considered one of MCIT’s strategic pillars as it strives to upgrade the government efficiency in managing its resources and maximizing the utilization of the cutting-edge technology to excel in managing its works and optimizing financial and human planning, as well as promoting credibility of its data to support the decision-making processes.

الدوحة: أعلنت وزارة الاتصالات وتكنولوجيا المعلومات اليوم، عن الإطلاق الرسمي للمرحلة الأولى من مشروع نظام تخطيط وإدارة الموارد الحكومية، وذلك في إطار التزام دولة قطر بتحديث آليات عمل القطاع الحكومي وتطويرها باستمرار.

ويأتي إطلاق المرحلة الأولى عقب الاجتماع الافتتاحي للجنة المعنية بالمشروع، والذي عقد اليوم في مقر وزارة الاتصالات وتكنولوجيا المعلومات.

وقد أُنشئت لجنة تسيير مشروع نظام تخطيط وإدارة الموارد الحكومية، بقرار مجلس الوزراء، بهدف الإشراف على المشروع، بعضوية ممثلين من وزارة الاتصالات وتكنولوجيا المعلومات، ووزارة المالية، وديوان الخدمة المدنية والتطوير الحكومي.

وقال السيد حسن جاسم السيد رئيس لجنة تسيير مشروع نظام تخطيط وإدارة الموارد الحكومية، إن المشروع يسعى لإيجاد حلول تقنية مبتكرة وشاملة من شأنها تحقيق أعلى معايير الكفاءة التشغيلية في القطاع الحكومي، من خلال أتمتة عمليات تخطيط وإدارة الموارد البشرية والمالية في كافة الجهات الحكومية، وضمان الاستخدام الأمثل للتقنيات الحديثة.

وتهدف المرحلة الأولى من المشروع إلى دراسة وتحليل الوضع الحالي، فيما يخص الإجراءات والأنظمة المستخدمة في إدارة الموارد البشرية والمالية في القطاع الحكومي، وتصميم نظام متكامل لإدارة الموارد الحكومية مبني على أفضل الممارسات في هذا المجال، متضمنا إدارة الموازنة والمدفوعات والإيرادات، والمشتريات وسلاسل الأمداد وإدارة الأصول وغيرها، لتمكين المؤسسات الحكومية وتعزيز الكفاءة ودعم اتخاذ القرار.

ويعد مشروع نظام تخطيط وإدارة الموارد الحكومية، إحدى ركائز استراتيجية الوزارة، لكونه يسعى إلى رفع كفاءة وفعالية الحكومة في إدارة مواردها وتعظيم الفائدة من استخدام التكنولوجيا الحديثة للتميز في إدارة أعمالها، والمساهمة في تحسين التخطيط المالي والبشري لديها، وتعزيز موثوقية بياناتها لدعم عمليات اتخاذ القرار.
