Enhance the rights of labor working in ‘Ashghal’ projects
تعزيز حقوق العمال المساهمين في مشاريع “أشغال”
Keeping in mind the Labor rights contributing to PWA’s projects, the authority, represented by ESD in cooperation with the Ministry of Finance and the Ministry of Administrative Development, Work and Social Affairs has initiated in putting into work new procedures that include the payment of the wages of the labor working in the Authority’s projects which shall be implemented through the following procedures:
- To have a statement from the Ministry of Administrative Development, Work and Social Affairs included in the tender documents submitted to the Authority which stipulates that all the labor wages in this specific company have been paid, and it shall be one of the main standards to technically accept the tenderer.
- To provide Ashghal’s project data to the Ministry of Administrative Development, Work and Social Affairs in order to have the Ministry follow up on the labor wages payment procedures
- To issue a certificate from the Qatar Credit Information Center regarding the financial status of the bidder company stating the level of its commitment with the banks and stakeholders.
- To include in the contractor’s classification conditions a certificate from the Ministry of Administrative Development, Work and Social Affairs regarding the labor wages payment upon which they will be annually evaluated.
To summarize, these procedures were put into practice in the context of Ashghal preserving the rights of the labor working in Ashghal’s projects. In addition, Ashghal shall, in coordination with the Ministry of Administrative Development, Work and Social Affairs and other competent parties, follow up the execution of these tasks in the future to ensure its application and effectiveness.
حرصا على حقوق العمالة القائمة على تنفيذ مشاريع هيئة الاشغال العامة، بادرت الهيئة ممثلة في إدارة الخدمات الهندسية بالتعاون مع وزارة المالية ووزارة التنمية الادارية والعمل والشؤون الاجتماعية بوضع إجراءات جديدة تضمن من خلالها وصول الرواتب للعمالة التي تنفذ مشاريع الهيئة.
واشتملت إجراءات حفظ حقوق العمالة التي اتخذتها “أشغال” تضمين مستندات المناقصات بالهيئة شرط تقديم إفادة من وزارة التنمية والعمل والشؤون الاجتماعية بإتمام صرف مستحقات العمال في الشركة وتكون إحدى المعايير الاساسية لقبول المتناقص فنيا.
كما اشترطت توفير بيانات المشروعات بالهيئة لوزارة التنمية الادارية والعمل والشؤون الاجتماعية حتى يتسنى للوزارة التفتيش على سير إجراءات صرف أجور العمال.
كما ألزمت أشغال الشركات بإصدار شهادة من مركز قطر للمعلومات الائتمانية عن الوضع المالي للشركة المتناقصة موضحا مدى التزامها مع البنوك والعملاء، وإجبارهم ايضاً على تضمين شهادة وزارة التنمية لصرف رواتب العمال ضمن شروط التصنيف للمقاولين وتقييمهم سنويا بناء على ذلك.
وقد جاءت هذه الاجراءات في ضوء حرص الهيئة على الحفاظ على حقوق العمالة التي تعمل في مشاريع “أشغال”. هذا وسوف تتولي الهيئة بالتنسيق مع وزارة التنمية والأطراف ذات العلاقة بمتابعة تنفيذ هذه المهام مستقبلا لضمان تطبيقها وفعاليتها.
