Ashghal Wins Two International Safety Awards
أشغال تفوز بجائزتين دوليتين للسلامة
The Public Works Authority’s Roads Projects Department has won two International Safety Awards with a Merit from the British Safety Council in recognition of its commitment to keeping its workers and workplaces healthy and safe during the 2019 calendar year.
Eng. Saoud Al Tamimi, Manager of Roads Projects Department, pointed out that the two awards reflect Ashghal’s commitment to Health and Safety in its construction projects and the leading position that Ashghal plays in the Qatari construction industry in terms of spreading awareness and best H&S practices. He said: “This is of great importance to RPD especially that we rely on local contractors and thus cooperating with them to raise the H&S performance in our worksites means a better H&S performance elsewhere in Qatar.”
Eng. Saoud also pointed out at the role played by the Projects Affairs and its core H&S team in managing and raising H&S performance for all delivery related departments. He added: “The International Safety Awards won by RPD are part of many awards won by Ashghal during the last few years and this is not a coincidence. It is a result of well-implemented strategies set by Ashghal’s leadership and nurtured on the Affairs level.”
Al Tamimi stated that the two projects that won the awards are the Roads and Infrastructure Project in Doha Industrial Area (Package 3) and the Roads and Infrastructure Project in West Muaither (Package 3).
It is worth noting that for the last 62 years, the International Safety Awards scheme has been recognising and celebrating organisations from around the world, which have demonstrated to the satisfaction of the scheme’s independent judges their commitment to preventing workplace injuries and work-related ill health.
Mike Robinson, Chief Executive of the British Safety Council, congratulated Ashghal on their success in winning two International Safety Awards with a Merit: “The British Safety Council commends Ashghal on their achievement. The award is in recognition of their commitment and efforts to keep their workforce free of injury and ill health. The vision of the British Safety Council is that no one should be injured or made ill through work – anywhere in the world. Realising it requires more than legislation; people and organisations committed to health and safety make it a reality and inspire others to create workplaces that are a key force for good.”
The Roads and Infrastructure project in Doha Industrial Area (Package 3)
The project commenced construction in December 2017 and achieved 5.4 million LTI free man-hours in 2019. The project employs around 1500 workers hired by its main contractor, Qatar Building Company, and subcontrctors. The project covers a network of urban roadways extending to 33 km approximately with an overall area of 23,340,000 square metres. The main works include upgrading several arterial and collector roads, diversion and protection of existing electricity and water networks in addition to construction of a new combined storm water/groundwater drainage network and a foul sewerage network. The works also include installation of street lighting, traffic signals and directional Signage.
The Roads and Infrastructure Project in West Muaither (Package 3)
The project commenced in January 2019 and achieved 1.2 million LTI free man-hours in 2019, with 770 employed by the main contractor, Boom Construction. The project covers an area of approximately 1,940,000 square metres, and aims at providing full infrastructure including roads, street lighting, landscaping and irrigation, surface water drainage, foul sewer, treated sewage effluent (TSE) system, and utilities including telecommunication networks, potable water and electricity networks.
Effective H&S Management System
Both the awarded projects implemented an effective H&S Management System in accordance with the requirements established by the department. The core elements of this Management System included leadership commitment and demonstration, pro-active risk identification and management process, training and competency enhancement programme and consultation and participation of all levels of personnel in H&S matters, in addition to setting up H&S objectives and monitoring their achievement for ensuring continual improvement, sub-contractor appointment and control and regular management reviews.
It is noteworthy that RPD projects in 2019 conducted 1098 focused worker welfare inspections, obtained licenses from the Ministry of Public Health for 11 worker clinics and managed to get 90% of the workforce (around 21600 workers) hired by its contractors medically screened for chronic diseases.
This keen attention to health and safety led RPD an accident frequency rate of 0.08 for the 73.86 million-man hours worked in 2019. 43 million of those are LTI free man-hours. This reflects both the magnitude of works handled by the department and its commitment to health and safety and workers’ welfare in its project sites.
فازت هيئة الأشغال العامة ممثلة بإدارة مشروعات الطرق بجائزتين دوليتين للسلامة من مجلس السلامة البريطاني، وذلك تقديراً لأدائها المتميّز في مجال الصحة والسلامة، والتزامها بتوفير سبل السلامة والصحة لموظفيها والعاملين بمشاريعها مع خفض احتمالية حدوث الإصابات والمخاطر الصحية في العمل خلال عام 2019.
وأشار المهندس سعود التميمي، مدير إدارة مشروعات الطرق في “أشغال”، إلى أن الفوز بهاتين الجائزتين هو انعكاس لالتزام “أشغال” الراسخ بتطبيق معايير الصحة والسلامة في مشاريعها والدور الرائد الذي تلعبه الهيئة من حيث نشر الوعي حول ثقافة الصحة والسلامة بين جميع الأطراف العاملة بصناعة التشييد والبناء في الدولة، وأضاف قائلاً: “إن رفع الأداء في مجال الصحة والسلامة يحظى بأهمية كبيرة بالنسبة لإدارة مشروعات الطرق، خاصة أننا نعتمد على مقاولين محليين في تنفيذ الأعمال، ومن ثم فالعمل معهم لتطبيق أفضل الممارسات إنما يعني انتقال هذه الممارسات أيضاً إلى مشروعات أخرى داخل الدولة”.
كما أشاد المهندس سعود بالدور الكبير الذي يلعبه فريق السلامة والصحة بقسم شؤون المشروعات، في إدارة ورفع أداء الصحة والسلامة لجميع الإدارات ذات الصلة بتسليم المشروعات، وقال: “إن جائزتي السلامة الدولية التي حصدتها إدارة مشروعات الطرق هي جزء من الجوائز التي فازت بها أشغال خلال السنوات القليلة الماضية، وهذا الأمر ليس وليد الصدفة بل هو نتيجة للاستراتيجيات المنفذة والتي تمّ وضعها من قبل الهيئة وتطبيقها بفاعلية على مستوى الشؤون.”
وأشار المهندس التميمي إلى أن المشروعين الفائزين بالجائزتين هما الحزمة الثالثة من مشروع تطوير الطرق والبنية التحتية في المنطقة الصناعية بالدوحة والحزمة الثالثة من مشروع تطوير الطرق والبنية التحتية في غرب معيذر.
تجدر الإشارة إلى أنه في السنوات الـ 62 الماضية، دأب برنامج جوائز السلامة الدولية على الاحتفاء بالمؤسسات التي برهنت للجنة مستقلة من الخبراء على تميزها في ممارسة أعلى معايير الصحة والسلامة وتوفير بيئة عمل آمنة وصحية.
وقد هنأ السيد مايك روبنسون، الرئيس التنفيذي لمجلس السلامة البريطاني، “أشغال” على نجاحها في الفوز بجائزتين دوليتين للسلامة، قائلاً: “إن مجلس السلامة البريطاني يهنئ هيئة الأشغال العامة وفريق عملها على تحقيق مثل هذا الإنجاز الهام، إذ تُعد هذه الجائزة تقديراً لالتزامها وجهودها المبذولة لإبقاء مكان العمل آمناً وصحياً، وهو ما يتماشى مع رؤية مجلس السلامة البريطاني الرامية إلى التأكد من خفض احتماليات الإصابات والمرض للعاملين في أي مكان في العالم، وهو هدف لا يتحقق بإصدار التشريعات والقوانين وإنما يتطلب أشخاصاً ومنظمات مؤمنون بأهمية الصحة والسلامة ويلهمون الآخرين.”
مشروع تطوير الطرق والبنية التحتية في المنطقة الصناعية بالدوحة (الحزمة الثالثة)
بدأ تنفيذ المشروع في ديسمبر 2017، وقد حقق 5.4 مليون ساعة عمل بدون حوادث في عام 2019، يعمل بالمشروع حوالي 1500 عامل على قوة المقاول الرئيسي، شركة البناء القطرية، والمقاولين من الباطن، يشتمل المشروع على شبكة طرق تمتد على مساحة 33 كيلومتر تقريباً بمساحة إجمالية تقدر بـ 23,340,000 متر مربع، وتشمل الأعمال الرئيسية تحديث العديد من الطرق الشريانية والتجميعية، وتحويل وحماية شبكات الكهرباء والمياه القائمة، بالإضافة إلى بناء شبكات جديدة للصرف الصحي وصرف مياه الأمطار والمياه الجوفية، كما تضم الأعمال تزويد الطرق بالإنارة واللوحات الإرشادية بهدف تعزيز السلامة المرورية.
مشروع تطوير الطرق والبنية التحتية في غرب معيذر (الحزمة الثالثة)
بدأ تنفيذ المشروع في يناير 2019، وحقق 1.2 مليون ساعة عمل بدون حوادث خلال عام 2019، ويعمل بهذه الحزمة 770 عامل على قوة المقاول الرئيسي، شركة بوم للإنشاءات، يغطي هذا المشروع مساحة 1,940,000 متر مربع تقريباً، ويهدف إلى توفير بنية تحتية متكاملة بما في ذلك الطرق، وإنارة الشوارع، وتجميل الحدائق، والري، وتوفير شبكات للصرف الصحي وصرف المياه السطحية، والمياه المعالجة (TSE) بالإضافة إلى شبكات الاتصالات وشبكات المياه الصالحة للشراب وشبكات الكهرباء.
نظام فعال لإدارة الصحة والسلامة المهنية
يعتمد كلا المشروعين على نظام فعال لإدارة الصحة والسلامة المهنية وفقاً للشروط والمعايير التي وضعتها الإدارة، ويتألف هذا النظام من العناصر الأساسيّة التالية: التزام المستويات الإدارية العليا بمعايير الصحة والسلامة وتطبيقها، وضع نهج استباقي لتحديد وإدارة المخاطر، توفير برنامج تدريبي لتعزيز الكفاءات ونقل الخبرات، وإشراك جميع الموظفين بمختلف مستوياتهم الوظيفية في المسائل المرتبطة بالصحة والسلامة المهنية، بالإضافة إلى تحديد أهداف الصحة والسلامة ورصد إنجازاتها لتحقيق التحسين المستمر، إلى جانب القيام بالمراقبة والمراجعات المنتظمة من قبل الإدارة.
من الجدير بالذكر أيضاً أن إدارة مشروعات الطرق قامت في عام 2019 بـ 1098 حملة رقابية لمشروعاتها للوقوف على جميع الجوانب المتعلقة بالصحة والنظافة والرعاية، كما نجحت في الحصول على تراخيص من وزارة الصحة العامة لإنشاء 11 عيادة خاصة بهدف توفير الرعاية الطبية للعمال، كما تمكنت من تطبيق الفحص الطبي للأمراض المزمنة لـ 90٪ من العمال، أي حوالي 21600 عامل.
وقد ترجم هذا الاهتمام الشديد بتطبيق أعلى ممارسات الصحة والسلامة المهنية من قبل إدارة مشروعات الطرق من خلال تحقيق نسبة وقوع وتكرار الحوادث في مواقع العمل بلغت 0.08 خلال 73.86 مليون ساعة عمل في عام 2019، منها 43 مليون ساعة بدون حوادث، وهذه الأرقام بالإضافة إلى أنها تضاهي الأرقام العالمية المتميزة في مشروعات مماثلة، فهي تعكس حجم المجهود المبذول من قبل الإدارة والتزامها بتوفير أعلى معايير الصحة والسلامة والرعاية الاجتماعية للعمال في مواقعها.
