Ashghal, KAHRAMAA to Introduce Fee to Water Bills in January

Doha: The Public Works Authority (Ashghal), in cooperation with Qatar General Electricity and Water Corporation (KAHRAMAA), announced Sunday that it will start calculation of wastewater disposal service fee starting from January 2021.
In its statement, Ashghal said that the fee value is equivalent to 20% of the value of monthly water bill, beginning with the consumption bill for January 2021, adding that these procedures are part of implementing the Resolution (No. 211) of 2019 determining fees for various services provided by Ashghal to establishments and individuals, as announced in January 2020.
Introducing this fee aims to improve efficiency and quality of infrastructure services provided by the government, and to rationalize water consumption and preserve water resources of the state, in light of increasing scarcity of water resources in the world.
The statement explained that service fees for homes of Qatari citizens is subject to the exemption rules followed by KAHRAMAA. As for non-Qatari residents and establishments of any kind, service fees will be calculated at 20% of the value of monthly water bill issued by KAHRAMAA. For example, if the value of water bill is 300 Qatar Riyals, then the value of wastewater charges added to the bill will be 60 Qatari Riyals only. However, if the water bill is within exempted for Qatari citizen, no additional fee for wastewater service be added.
It is worth noting that wastewater is transported through substations and major pumping stations to huge treatment plants, where it undergoes complex cleaning and sterilization procedures, so that it can be reused for various purposes including irrigation of green areas, sand washing, cooling and others.

الدوحة: أعلنت هيئة الأشغال العامة “أشغال”، يوم الأمس، عن البدء في احتساب رسوم خدمة تصريف مياه الصرف الصحي بالتعاون مع المؤسسة العامة القطرية للكهرباء والماء /كهرماء/، اعتبارا من يناير المقبل .
وقالت الهيئة ،في بيان، إن قيمة الرسوم ستكون 20 بالمئة من قيمة فاتورة المياه الشهرية، وستحتسب بدءا من فاتورة استهلاك شهر يناير 2021.. مضيفة أن هذا الإجراء يأتي في إطار تطبيق قرار وزارة البلدية والبيئة (رقم 211) لسنة 2019 بتحديد رسوم الخدمات التي تقدمها “أشغال” للمنشآت والأفراد والتي تم الإعلان عنها في يناير 2020.
ويهدف تطبيق هذا النوع من الرسوم إلى تحسين كفاءة وجودة خدمات البنية التحتية التي تقدمها الحكومة، إضافة إلى ترشيد استهلاك المياه والحفاظ على الموارد المائية في الدولة، في ظل الندرة المتزايدة للموارد المائية في العالم.
وذكر البيان أن احتساب رسوم الخدمة لمنازل القطريين سيتم بحسب الإعفاءات المتبعة بـ/كهرماء/، أما منازل غير القطريين والمنشآت أياً كان نوعها فسيتم احتساب رسوم الخدمة بنسبة 20 بالمئة من قيمة فاتورة المياه الشهرية الصادرة عن /كهرماء/، فعلى سبيل المثال إذا كانت قيمة فاتورة المياه الصادرة عن “كهرماء” 300 ريال قطري ستكون قيمة رسوم مياه الصرف الصحي المضافة على الفاتورة 60 ريالا، اما إذا كانت فاتورة المياه معفاة للقطريين فلن يتم إضافة أي رسوم لخدمة مياه الصرف الصحي على الفاتورة.
جدير بالذكر أن مياه الصرف الصحي يتم نقلها من خلال شبكات فرعية ورئيسية إلى محطات معالجة ضخمة، حيث تخضع لإجراءات تنظيف وتعقيم معقدة، حتى تكون صالحة للاستخدام في أغراض ري المسطحات الخضراء وغسل الرمال والتبريد وغيرها.
