Communicating with Any Government in Afghanistan is a Must for Stability: FM

Doha: HE the Deputy Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman Al-Thani stressed on the importance of engaging and participating with the party that rules Afghanistan regardless of who it is, noting that not communicating with Afghanistan could be a mistake.

His Excellency was participating in a session titled “Strategic Cooperation in the Gulf and Beyond” that is taking place in day 2 of the 4th Global Security Forum, taking place under the theme of “Cooperation or Competition? Changing Dynamics of Global Security.”

HE the Deputy Prime Minister and Minister of Foreign Affairs said that the international community does not want to punish the Afghan people on things that has nothing to do with them, noting that the goal should rather be finding ways to deal with conditions in Afghanistan in order to have stability in the country by having the US and other countries engage with the Taliban.

His Excellency pointed out that it is not possible to ignore the Afghan situation and wait for the steps that the Taliban will take to act on them, and stressed that the international community must take responsibility for directing these steps by setting a clear road map on dealing with the situation in Afghanistan.

On the recognition of the Taliban government, HE the Deputy Prime Minister and Minister of Foreign Affairs, pointed out that this issue is the focus of everyone, explaining that the State of Qatar recognizes the state and not the government. His Excellency stressed that as long as there is an Afghan country and people, then there should be an engagement with it regardless of who leads the government. He voiced his belief that everyone agrees with that vision.

His Excellency referred to the challenges facing Afghanistan at the present time, in particular with regard to the economic situation, and said that the financial system and public services in the country have all been down, which means that employees did not receive their salaries. His Excellency added that the government’s financial assets have also been frozen with no clear path towards the future. His Excellency added that when discussing important issues such as minority, women rights, and the right to education, it is impossible to judge the outcomes of these issues through the actions of the Taliban without allowing the government to rehabilitate these aspects.

In the same context, HE the Deputy Prime Minister and Minister of Foreign Affairs noted that given the current economic situation in Afghanistan and with the governments inability to access its financial assets, an urgent question arises regarding the extent of the governments ability to play its role and pay the salaries of staff, including teachers and doctors, as well as issues related to combating Terrorism, indicating that the situation in Afghanistan during the past forty years led to the development of extremist groups on its land.

His Excellency wondered how best to deal with this issue, especially that the Taliban will pose no threat to any country in the world. His Excellency said that the international community must think about how to deal with the issue together in order to protect all countries from threat, especially Afghanistan’s neighboring countries with the flow of immigrants and other important issues.

His Excellency stressed that these issues cannot be addressed without dealing with the de facto government in Afghanistan in order to promote the national interest and include all components of the Afghan people, which will not be achieved by leaving Afghanistan to face its issues alone, but rather the international community must urge them to take positive steps.

In a question about the extent of the development and change of the Taliban movement itself over the past years, His Excellency stressed that there is no static or closed movement, highlighting that development and change are the fate of any movement, whether that change is towards more extremism or towards tolerance. His Excellency said that there were parts of the Taliban fighting on the ground, and others that were negotiating in Doha and saw the world and dealt with different governments, and as a result their mentalities changed. His Excellency noted that this change in the Taliban which came about through talks and seeing the world is not enough, and added that there is a need to take real and tangible steps on the ground, and that the international community must play its role in guiding them.

Regarding the divergence of views between the State of Qatar and the United States, which believes that what is happening on the ground should be followed up to determine aspects of cooperation with the Taliban, HE Deputy Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman Al-Thani affirmed during a session held within the activities of the Global Security Forum that the two countries share the same goals and objectives for a stable and inclusive Afghanistan and for the people to enjoy their rights by building on the gains made during the past two decades, and not to scatter those them.

HE stated that the only difference, which I don’t see a big difference, is how we can achieve and accomplish our common goals. The United States wants to see progress in terms of freedom of movement and this is something we agree with and we have seen positive steps in this regard, as well as with regard to women’s rights, there are small steps, but they are not enough and did not reach the desired goal. We believe that it is important to provide guidance and support and to reward them for every positive step they take or intend to take and not to punish them for the negative steps they take. This provides an incentive for them to move forward and helps them to be more effectiveness and efficiency in their judgment.

Regarding whether the State of Qatar considers itself a friend of the Taliban, HE Sheikh Mohammed bin Abdulrahman Al- Thani affirmed that the matter is not viewed from the perspective of friend and enemy, explaining that the entire world is engaged with the Taliban and is in contact with them according to the perspective of each country.

HE said that we in Qatar, as a neutral mediator, seek a stable, inclusive and inclusive Afghanistan in which people live in security and peace. HE added that one of the challenges we are facing at the present time is that there is no clear and specific platform around which the world can gather with the participation of all actors involved in the Afghan issue to agree on a unified roadmap through the involvement of all parties and the neighboring countries of Afghanistan and meeting under one umbrella.

In the same context, HE pointed out to the sanctions imposed on Afghanistan, stressing that they are “alarming,” and explaining that lifting these sanctions will only take place through a Security Council resolution, which requires the agreement of the five permanent members of the Security Council on this, and no single country can do so. Thus, the matter that requires working in one spirit, stressing that this matter can be achieved, given that the different points of view do not carry a great deal of disagreement, but rather they need approaches to put them in one crucible.

His Excellency stressed that the State of Qatar will continue to play the role of a neutral mediator to bring views closer through the good relations that it brings with all Afghan components, stressing the importance of all countries to achieve stability in Afghanistan, in particular the Afghan neighbors.

On the Talibans exclusion of the United States cooperation with them in dealing with terrorist threats and extremist groups and factions such as ISIS in Khorasan in light of the problematic recognition of their government, HE Deputy Prime Minister and Minister of Foreign Affairs explained that the agreement between the two parties was not the product of a few days, but rather it came as outcomes for many years of Action, as an agreement was reached between the United States and the Taliban, and that The Taliban acknowledged and pledged to confront and fight any extremist group, pointing out that the Islamic State in Khorasan represents a threat not only to Afghanistan and the coalition forces, but also to neighboring countries and the region. Regarding the Qatari-American relations and the changes occurred during the administration of former US President Donald Trump, HE Deputy Prime Minister and Minister of Foreign Affairs affirmed that the relations between the two countries extend over decades, and it is a strong and rooted relationship that is witnessing development at all levels. It is a strategic and important relationship for the security and stability of the region and serves the interests of the two countries on the security and economic levels, noting that the State of Qatar has positive relations with all US administrations and institutions, including the former US administration, pointing out in this context that there was some misunderstanding, but the two countries continued to develop relations, affirming that the State of Qatar stands by its allies when they need support.

In this context, HE Deputy Prime Minister and Minister of Foreign Affairs affirmed that every country works according to its interests, indicating that the State of Qatar also works according to its interests, and when relations intersect, cooperation continues, stating that differences in viewpoints will not represent an obstacle to developing relations that are built on solid foundations.

With regard to the crisis that afflicted the GCC countries, and the position of the United States of America at the time, HE the Deputy Prime Minister and Minister of Foreign Affairs said that the misunderstanding that occurred in 2017 has its own reasons, hoping that they will not return. His Excellency indicated that ties with the United States are strong at the level of state institutions, which avoided misunderstanding and confirmed the State of Qatar’s move forward on this path.

His Excellency stressed that conditions in the Gulf are better following the Al Ula declaration issued by GCC leaders in January this year, highlighting that the three-and-a-half-year crisis was not good. His Excellency also said that having things return to normal needs time and could not be accomplished overnight.

In this context, His Excellency affirmed the desire of the leaders of the GCC states to reform relations between the GCC states and rebuild strong foundations based on the common interest, given the need to achieve stability at the level of the GCC states, to be a strong and effective entity in the region, explaining that the three and a half years that passed during the crisis led to the division of the Gulf Cooperation Council, which reduced its ability to work efficiently and missed many opportunities. His Excellency added that GCC states must work on developing joint positions by exchanging views and rebuilding economic ties. His Excellency stressed on the important of these moves for the future, and also stressed the need for having protective diplomacy foundation to help the GCC avoid similar crises in the future. His Excellency added that the crisis cost a lot, but that in the end everyone won by returning to dialogue and signing Al-Ula declaration.

Regarding Iran’s position during the crisis and Qatari-Iranian relations, HE said that relations between the two countries have not changed for a long time, pointing out that Iran is part of the region and that communication with it is important for the GCC countries.

His Excellency referred to the invitation of HH the Amir Sheikh Tamim bin Hamad Al-Thani, the Amir of the country, for dialogue between the GCC countries and Iran, pointing to the initiative of the late Amir Sheikh Sabah Al-Ahmad Al-Sabah and former Iranian President Hassan Rouhani to communicate with Iran, which was not done during the former US administration’s rule.

His Excellency added that it was encouraging to see some positive momentum in talks between Saudi Arabia and Iran, saying Qatar encourages that and looks forward towards regional stability, given Iran is a neighboring country and resolving differences with it through negotiation and not just confrontation is necessary. His Excellency said that no one could change geography, and so everyone must work on promoting cooperation and joint interest to avoid differences.

On the return to the Iranian nuclear agreement, and the Qatari position on this issue, His Excellency said that the 5+1 countries and Iran are the parties concerned with this issue, noting that Qatar and the countries of the region have an interest in seeing a return to the agreement in order to spare the region any trouble. His Excellency stressed that Qatar is willing to help, noting that there are talks with Iran and that Qatar is encouraging it to return to the agreement. His Excellency also said that Qatar is encouraging the US to do so as well, and has done so with the previous administration as well. His Excellency highlighted that Iran is a neighboring country to Qatar and they share water and gas resources, and so its in the interest of Qatar to see Iran prosper. His Excellency also praised the positive remarks made by the Iranian government regarding the return to the agreement.

On the Palestinian situation and Qatar’s position from the Abraham Accords, HE the Deputy Prime Minister and Minister of Foreign Affairs clarified that the Abraham Accords were not compatible with the foreign policy of the State of Qatar. His Excellency said that Qatar’s view on the solution is to find a peaceful resolution for the Palestinian, highlighting that the core of the issue is the Israeli occupation of Palestinian land. He said that Qatar will not develop its ties with Israel without a fair resolution to this issue.

He pointed out that Qatar deals with Israel in the manner that best serves the Palestinian people and meets their needs in Gaza and the West Bank, and works to facilitate difficulties. His Excellency noted that when an escalation occurs, Qatar cooperates with regional partners to provide assistance, and in this context, he stressed the State of Qatar’s supportive stance calling for peace.

On what happened in Sheikh Jarrah neighborhood and the impact of social media and the media on the course of things, His Excellency said that the media provided a platform to know what is happening there, and Israel targeted the media for its great influence, and some buildings belonging to the media were attacked, and the world witnessed that.

الدوحة: أكد سعادة الشيخ محمد بن عبدالرحمن آل ثاني نائب رئيس مجلس الوزراء وزير الخارجية، على ضرورة الانخراط والمشاركة مع الجهة التي تحكم أفغانستان أيا كانت، مبيناً سعادته أن ترك أفغانستان دون التواصل معها يعد أمرا خاطئا.

جاء ذلك خلال مشاركة سعادته في جلسة عقدت تحت عنوان /التعاون الاستراتيجي في منطقة الخليج وما وراءها/، ضمن فعاليات منتدى الأمن العالمي والذي يعقد في نسخته الرابعة تحت شعار /الأمن الدولي: تحديات التنافس وآفاق التعاون/.

وقال نائب رئيس مجلس الوزراء وزير الخارجية “نحن لا نريد أن نعاقب الشعب الأفغاني على أمور ليس له يد فيها بل إن هدفنا في نهاية المطاف هو إيجاد حلول لكيفية التعامل والتعاطي مع الوضع الأفغاني وتحقيق الاستقرار في أفغانستان عبر الانخراط والمشاركة بين الولايات المتحدة ودول العالم الأخرى وطالبان”.

وأشار سعادته إلى أنه لا يمكن تجاهل الوضع الأفغاني وانتظار الخطوات التي ستتخذها طالبان والتصرف حيالها، محملا سعادته الأسرة الدولية مسؤولية توجيه تلك الخطوات عبر وضع خارطة طريق واضحة بشأن التعامل مع الوضع في أفغانستان.

وحول الاعتراف بحكومة طالبان، لفت سعادة الشيخ محمد بن عبدالرحمن آل ثاني نائب رئيس مجلس الوزراء وزير الخارجية، إلى أن هذه القضية تحظى بتركيز الجميع، موضحا أن دولة قطر تعترف بالدولة ولا تعترف بالحكومة.

وقال إنه “طالما كانت هناك دولة اسمها أفغانستان وشعب أفغاني فإنه ينبغي التعامل مع هذا الواقع على هذا النحو بغض النظر عن الحكومة التي تتولى السلطة، مع ضرورة إيجاد سبيل لعدم التخلي عن هذا البلد”، معربا عن اعتقاده بأن الجميع يتفق مع هذه الرؤية، وتابع “ونحن ماضون في هذا الطريق دون الحديث عن الاعتراف خلال هذه المرحلة ولكن ربما يتم ذلك في المستقبل”.

وأشار سعادته إلى التحديات التي تواجه أفغانستان في الوقت الحالي، وعلى وجه الخصوص فيما يتعلق بالوضع الاقتصادي، مبينا “أن النظام المالي والخدمات العامة جميعها معطلة وبالتالي لم يتلق الموظفون رواتبهم، كما أن الأصول المالية للحكومة تم تجميدها دون وجود مسار واضح للمستقبل”.

وقال “عندما نتحدث عن قضايا مهمة كحقوق الأقليات وحقوق المرأة وحق التعليم لا يمكن أن نحكم على مآلات الأمور من خلال الأفعال التي اتخذتها طالبان إلى الآن دون السماح للحكومة بأن تتمكن من إعادة تفعيل هذه الجوانب”.

وفي ذات السياق نوه سعادة الشيخ محمد بن عبدالرحمن آل ثاني إلى أنه وبالنظر إلى الوضع الاقتصادي الحالي لأفغانستان ومع عدم قدرة الحكومة على الوصول إلى أصولها المالية يتبادر سؤال ملح يتعلق بمدى قدرة الحكومة على القيام بدورها وتسديد رواتب الموظفين من معلمين وأطباء، فضلا عن المسائل المتعلقة بمكافحة الإرهاب، مبينا أن الوضع الذي مرت به أفغانستان خلال الأربعين عاما الماضية أدى إلى تطور جماعات متطرفة ومتشددة على أرضها.

وتساءل سعادته: “إذا كيف سنتعامل مع هذا الوضع سيما وأن حركة طالبان قالت إنها لن تمثل أي تهديد يستهدف أي دولة في العالم بالتالي علينا التفكير في كيفية التعامل معاً من أجل حماية بلداننا من التهديدات وعلى وجه الخصوص دول جوار أفغانستان من تدفق المهاجرين والقضايا الملحة الأخرى”.

وأكد سعادته على أنه لا يمكن معالجة هذه القضايا دون التعامل مع حكومة الأمر الواقع في أفغانستان من أجل تعزيز المصلحة الوطنية لتشمل كافة مكونات الشعب الأفغاني وهو الأمر الذي لن يتحقق بترك أفغانستان بمفردها لتواجه قضاياها وحدها، وإنما يتحتم على الأسرة الدولية أن تحثهم على اتخاذ خطوات إيجابية.

وفي سؤال حول مدى تطور وتغير طالبان خلال السنوات الماضية، أكد سعادة الشيخ محمد بن عبدالرحمن آل ثاني نائب رئيس مجلس الوزراء وزير الخارجية، على أنه لا توجد حركة جامدة ومتقوقعة على نفسها، مشددا على أن التطور والتغير مصير أي حركة سواء كان ذلك التغير نحو مزيد من التشدد أو نحو التسامح، وقال: “بالنظر إلى العوامل التي أثرت على المشهد ومن ذلك أن هناك مجموعات من طالبان تقاتل على الأرض في حين كانت هناك مجموعات تمثل طالبان تتفاوض هنا في الدوحة وقد رأوا العالم وتعاملوا مع حكومات وزاروا دولا كثيرة، ومن خلال الحديث معهم يتبين أن عقلياتهم قد تغيرت”.

ونوه سعادته إلى أن هذا التغيير الذي طرأ على طالبان من خلال الحديث والاطلاع على العالم لا يعد تغيرا كافيا، مبينا أن هناك حاجة إلى اتخاذ خطوات حقيقية وملموسة على أرض الواقع، ومشيرا إلى أن الأسرة الدولية يجب أن تضطلع بدورها في توجيههم.

وفيما يتعلق بتباين وجهات النظر بين قطر والولايات المتحدة والتي ترى أنه ينبغي متابعة ما يحدث على أرض الواقع لتحديد أوجه التعاون مع طالبان، أكد سعادة الشيخ محمد بن عبدالرحمن آل ثاني نائب رئيس مجلس الوزراء وزير الخارجية خلال جلسة عقدت ضمن فعاليات منتدى الأمن العالمي، أن البلدين يتشاطران الأهداف والغايات نفسها الرامية إلى أن تكون أفغانستان مستقرة وجامعة وأن يتمتع الناس بحقوقهم بالبناء على المكتسبات التي تم تحقيقها خلال العقدين الماضيين، وأن لا يتم تشتيت تلك المكتسبات.

وأوضح سعادته قائلاً: “الاختلاف الوحيد والذي لا أراه اختلافا كبيرا يتعلق بالكيفية التي يمكن من خلالها تحقيق وإنجاز أهدافنا المشتركة، فالولايات المتحدة تريد أن ترى تقدما فيما يتعلق بحرية التنقل وهذا أمر نتفق معهم فيه وقد شهدنا خطوات إيجابية في هذا الصدد، كذلك ما يتعلق بحقوق المرأة فهناك خطوات صغيرة ولكنها ليست كافية ولم تصل إلى مبتغاها ونعتقد أنه من الأهمية أن نوفر التوجيه والدعم وأن نكافئهم على كل خطوة إيجابية يتخذونها أو يعزمون على اتخاذها وعدم معاقبتهم على الخطوات السلبية التي يتخذونها وهذا يوفر حافزا لهم للمضي قدما ويساعدهم ليكونوا أكثر فاعلية وكفاءة في حكمهم”.

وفيما إذا كانت دولة قطر تعتبر نفسها صديقة لطالبان، أكد سعادة الشيخ محمد بن عبدالرحمن آل ثاني بأن الأمر لا ينظر له بمنظور الصديق والعدو، مبينا أن العالم بأسره منخرط مع طالبان وعلى اتصال معهم وفق منظور كل دولة.

وقال “نحن في قطر كوسيط محايد فإننا نسعى إلى أن تكون أفغانستان مستقرة وشاملة وجامعة يعيش فيها الناس بأمن وسلام وعلى هذا الأساس فإننا نتواصل ونتعامل مع طالبان وفق منظورنا وليس وفق منظور دول أخرى والتي ربما تواجه تهديدات كالهجرة والتهديدات الإرهابية، فنحن لا نصنف طالبان كأصدقاء أو أعداء، وقد حافظنا على حيادنا أثناء المفاوضات وحافظنا على علاقات طيبة مع كافة الأطراف الأفغانية وليس مع طالبان وحسب، وهدفنا هو توحد أفغانستان لأننا نعتقد أن ذلك هو السبيل الوحيد للمضي قدما نحو المستقبل”.

وحول المخاطر المتعلقة ببروز الصين على الساحة الأفغانية وملئها للفراغ مع تردد الولايات المتحدة ودول الغرب في الانخراط مع طالبان، شدد سعادة نائب رئيس مجلس الوزراء وزير الخارجية على أنه لا ينبغي النظر إلى أفغانستان على أنها ساحة للتنافس وأن الجميع يهرع إلى تبوؤ مكان على الساحة الأفغانية، مؤكدا على ضرورة تبني مقاربة تعاونية مع توحيد المواقف تجاه التعامل مع الوضع الأفغاني.

وأضاف سعادته قائلا “من التحديات التي نواجهها في الوقت الحالي هو أنه لا يوجد منبر واضح ومحدد يلتئم حوله العالم بمشاركة كافة الجهات الفاعلة والمضطلعة بالشأن الأفغاني للاتفاق على خارطة طريق موحدة من خلال انخراط كافة الأطراف ودول الجوار الأفغاني والاجتماع تحت مظلة واحدة”.

وفي ذات السياق، لفت سعادته إلى العقوبات المفروضة على أفغانستان مؤكدا أنها “تبعث على القلق”، ومبينا أن رفع تلك العقوبات لن يتم إلا عبر قرار من مجلس الأمن وهو ما يتطلب اتفاق الدول الخمس دائمة العضوية في مجلس الأمن على ذلك وليس بمقدور دولة بمفردها القيام بذلك، “الأمر الذي يستدعي العمل بروح واحدة”، ومؤكدا أن هذا الأمر يمكن تحقيقه بالنظر إلى أن وجهات النظر المختلفة لا تحمل خلافا كبيرا بل إنها بحاجة إلى مقاربات لوضعها في بوتقة واحدة.

وشدد سعادته على أن دولة قطر ستستمر في لعب دور الوسيط المحايد لتقريب وجهات النظر من خلال العلاقات الطيبة التي تجمعها مع كافة المكونات الأفغانية، مؤكدا على أهمية كافة الدول لتحقيق الاستقرار في أفغانستان وعلى وجه الخصوص دول الجوار الأفغاني.

وحول استبعاد طالبان لتعاون الولايات المتحدة الأمريكية معهم في التعامل مع التهديدات الإرهابية والجماعات والفصائل المتطرفة كتنظيم الدولة في خراسان في ظل إشكالية الاعتراف بحكومتهم، أوضح سعادة نائب رئيس مجلس الوزراء وزير الخارجية أن الاتفاق بين الطرفين لم يكن نتاج أيام قليلة بل إنه جاء كمخرجات لسنوات طويلة من العمل، حيث تم التوصل إلى اتفاق بين الولايات المتحدة وطالبان، وقد أقرت طالبان وتعهدت بمكافحة ومحاربة أي جماعة متطرفة، مشيرا سعادته إلى أن تنظيم الدولة في خراسان ي

وفيما يتعلق بالأزمة التي عصفت بدول مجلس التعاون لدول الخليج العربية، وموقف الولايات المتحدة الأمريكية في حينها، قال سعادة الشيخ محمد بن عبدالرحمن آل ثاني نائب رئيس مجلس الوزراء وزير الخارجية، إن سوء الفهم الذي حدث في العام 2017 له أسبابه الخاصة، آملاً أن لا تطفوا تلك الأسباب على السطح مرة أخرى، ومبينا سعادته أن العلاقات مع الولايات المتحدة علاقات متينة على مستوى مؤسسات الحكم، الأمر الذي جنبها سوء الفهم وأكد مضي دولة قطر قدما في هذا الطريق.

وأكد سعادته أن الوضع الخليجي في حال أفضل بعد إعلان /العُلا/ الصادر عن قادة دول مجلس التعاون لدول الخليج العربية في شهر يناير الماضي، مبينا أن الأزمة التي استمرت لثلاث سنوات ونصف لم تكن جيدة، وقال إن “استعادة المياه إلى مجاريها يتطلب وقتا الأمر الذي لن يتم بين ليلة وضحاها”.

وفي هذا السياق أكد سعادته على رغبة قادة دول مجلس التعاون في إصلاح العلاقات بين دول المجلس وإعادة بناء أسس قوية تقوم على المصلحة المشتركة نظرا إلى الحاجة لتحقيق الاستقرار على مستوى دول المجلس، ليكون كيانا قويا وفاعلا في المنطقة، موضحا أن الثلاث سنوات والنصف التي مرت خلال الأزمة أدت إلى تقسيم مجلس التعاون الأمر الذي قلل من قدرته على العمل بكفاءة وفوت الكثير من الفرص.

وتابع “ينبغي أن نمضي قدما ونعمل على تحديد المجالات التي نتفق فيها وأن نبلور مواقف مشتركة عبر تبادل وجهات النظر والعمل على إعادة بناء العلاقات الاقتصادية”، مؤكدا على أهمية تلك الخطوات للمستقبل، ومشددا على الحاجة إلى وضع أسس الدبلوماسية الوقائية التي تجنب دول مجلس التعاون الوقوع في أزمة مشابهة مرة أخرى، وأضاف أن الأزمة كلفت الكثير وأن الجميع انتصر بالعودة إلى الحوار وتوقيع اتفاق /العُلا/.

وبشأن موقف إيران أثناء الأزمة والعلاقات القطرية الإيرانية، أشار سعادة الشيخ محمد بن عبدالرحمن آل ثاني إلى أن العلاقات بين البلدين لم تتغير منذ زمن طويل، لافتا إلى أن إيران جزء من المنطقة وأن التواصل معها مهم لدول المجلس.

وأشار سعادته إلى دعوة حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى إلى حوار بين دول مجلس التعاون وإيران، لافتا إلى مبادرة الأمير الراحل الشيخ صباح الأحمد الصباح والرئيس الإيراني السابق حسن روحاني للتواصل مع إيران وهو الأمر الذي لم يتم خلال فترة حكم الإدارة الأمريكية السابقة.

وتابع سعادته في ذات السياق قائلاً “هناك بعض الزخم الإيجابي بين السعودية وإيران ونشجع على ذلك ونتطلع إلى استقرار إقليمي، انطلاقا من كون إيران جارا وينبغي التواصل معها وحل الخلافات والاختلافات عبر الجلوس على مائدة المفاوضات وليس عن طريق المواجهة، ونحن لا نستطيع تغيير الجغرافيا وعليه لابد من البناء على التعاون والمصالح المشتركة لتجنيب بلداننا أي خلاف”.

وحول العودة إلى الاتفاق النووي الإيراني، والموقف القطري من هذا الملف.. أوضح سعادته أن الدول /الخمس + واحد وإيران/ هي الأطراف المعنية بهذا الملف، مبينا أن قطر ودول المنطقة أصحاب مصلحة بأن يعود الاتفاق لما كان عليه لتجنيب المنطقة أي مشاكل.

وأكد سعادته أن قطر مستعدة لتقديم أي مساعدة، وقال “نحن نتبادل الحديث مع إيران ونشجعها على العودة للاتفاق النووي كما نشجع الولايات المتحدة على ذلك وقد قمنا بذلك في ظل الإدارة السابقة، ونحاول أن نحتوي أي خلاف قد يحدث وقطر مستمرة في لعب هذا الدور انطلاقا من مصلحتها الوطنية وكون إيران دولة جارة نتشارك معها المياه وحقول الغاز وهناك الكثير بيننا ومن مصلحتنا أن تزدهر إيران ونتطلع إلى أن يتحقق هذا الهدف”.. مشيدا بالتصريحات الإيجابية للحكومة الإيرانية الجديدة للعودة إلى الاتفاق.

وحول الوضع الفلسطيني وموقف دولة قطر من الاتفاق الإبراهيمي، أوضح سعادة نائب رئيس مجلس الوزراء وزير الخارجية، أن الاتفاق الإبراهيمي لا يتناسب مع السياسة الخارجية لدولة قطر، مبينا “أنه لم يشهد سلوكا مناسبا في هذا الصدد ” وقال “إن الحل المناسب بالنسبة لدولة قطر هو التوصل لحل سلمي مع الفلسطينيين، وأن جوهر المشكلة يتمثل في الاحتلال الإسرائيلي للأراضي الفلسطينية وقطر لن تطور علاقة مع إسرائيل طالما لم يكن هناك أفق لحل عادل لهذه القضية”.

وأشار إلى أن قطر تتعامل مع إسرائيل بما يخدم الشعب الفلسطيني ويلبي احتياجاته في غزة والضفة الغربية والعمل على تسهيل الصعوبات وعندما يحدث تصعيد تتعاون قطر مع الشركاء الإقليميين لتقديم المساعدة، وأكد في هذا السياق على موقف دولة قطر المؤيد والداعي إلى السلام.

وحول ما حصل في حي الشيخ جراح وتأثير وسائل التواصل الاجتماعي والإعلام على مجريات الأمور قال سعادته إن الإعلام وفر منصة لمعرفة ما يحدث هناك، وقد قامت إسرائيل باستهداف وسائل الإعلام لتأثيرها الكبير، وقد تعرضت بعض المباني التابعة لوسائل الإعلام للهجوم وقد شهد العالم ذلك.

مثل تهديدا ليس لأفغانستان وقوات التحالف وحسب بل إنه يمثل تهديدا لدول الجوار والمنطقة، وقال” نشجع طالبا على الاستمرار في هذه الجهود ومواجهة التنظيمات المتطرفة والقضاء عليها من أجل تحقيق استقرار أفغانستان ولا نرى ما يمنع حكومة طالبان من التعاون مع دول العالم لمكافحة الجماعات المتطرفة”.

وحول العلاقات القطرية الأمريكية والمتغيرات التي طرأت عليها خلال إدارة الرئيس الأمريكي السابق دونالد ترامب، أكد سعادة نائب رئيس مجلس الوزراء وزير الخارجية أن العلاقات بين البلدين ممتدة على مدى عقود وهي علاقة قوية ومتجذرة وتشهد تطورا على كافة الأصعدة وهي علاقة استراتيجية ومهمة بالنسبة لأمن واستقرار المنطقة وتخدم مصالح البلدين على الصعيدين الأمني والاقتصادي، منوها سعادته إلى أن علاقات دولة قطر إيجابية مع كافة الإدارات والمؤسسات الأمريكية. ومن ضمنها الإدارة الأمريكية السابقة، ومشيرا في هذا السياق إلى أنه كان هناك بعض سوء الفهم إلا أن البلدين واصلا تطوير العلاقات، ومؤكدا أن دولة قطر تقف إلى جانب حلفائها عندما يكونون بجاجة إلى الدعم.

وفي هذا السياق أكد سعادة نائب رئيس مجلس الوزراء وزير الخارجية على أن كل بلد يعمل وفق مصالحه، مبينا سعادته أن دولة قطر أيضا تعمل وفق مصالحها وعندما تتقاطع العلاقات يستمر التعاون، وموضحا أن الاختلافات في وجهات النظر لن تمثل عائقا نحو تطوير العلاقات المبنية على أسس متينة.
