Employer is required to provide housing and food for those whose services have been terminated until their return to their countries

Mr. Fahad Zafer al-Dosari, director of the inspection department at the Ministry of Administrative Development, Labor and Social Affairs, said that on the instructions issued by the ministry, workers, whether home-quarantined or confirmed cases in isolation, continue to be paid, noting that the ministry’s instructions specified the continued payment of workers’ wages by employers to sectors that have not been suspended due to the precautionary measures taken by the state.

Al-Dosari added during an interview yesterday on the program “Social Distance”, which is broadcasted on Qatar TV, al-Rayyan satellite channel, and Al-Kas sports channels: As for the sectors that have been suspended, employers and their employees can reduce wages, or give employees leave without pay, or annual leave for the year, but with emphasis on the continued provision of housing and food to workers, whether directly or through a financial allowance, as well as the termination of their employment contracts, but provided that there is full compliance with the labor law and ministerial decisions. All financial dues will be paid, and a ticket, accommodation and food will be provided until the worker’s return procedures are completed.

He added, the ministry has issued a policy of actions to be taken by companies, which consisted of exchanging information to raise awareness among workers, as well as personal hygiene, and limiting assembly to a minimum, both in housing and workplaces. 

Al-Dosari stressed the role of occupational safety and health supervisor set out in the policy on the procedures applied by companies, by taking advantage of clinics, conducting tests and ensuring their safety, and reducing the capacity of buses to 50%, pointing out that the Department of Labor Inspection will monitor the extent of companies’ compliance with this policy.

قال السيد فهد ظافر الدوسري مدير إدارة التفتيش بوزارة التنمية الإدارية والعمل والشؤون الاجتماعية، إنه بناء على التعليمات التي أصدرتها الوزارة، يستمر دفع أجور العاملين سواء من هم في الحجر الصحي، أو تأكدت إصابتهم وهم في العزل الصحي، منوهاً بأن تعليمات الوزارة حددت استمرار دفع أجور العمال من قبل أصحاب العمل للقطاعات التي لم يتم إيقاف عملها، نظراً للإجراءات الاحترازية التي تتخذها الدولة.

وأضاف الدوسري خلال لقائه أمس ببرنامج «المسافة الاجتماعية» الذي يبث على تلفزيون قطر وقناة الريان الفضائية، وقنوات الكأس الرياضية: أما القطاعات التي تم إيقافها، فبإمكان أصحاب العمل والعاملين لديهم تخفيض الأجر، أو منح العاملين إجازة بدون راتب، أو الإجازة السنوية الخاصة بالعام، ولكن مع التأكيد على استمرار توفير السكن والغذاء للعاملين، سواء كان هذا البدل مباشراً أم من خلال بدل مالي لهم، وكذلك بإمكانهم إنهاء عقود عملهم، ولكن بشرط أن يكون هناك امتثال كامل لقانون العمل والقرارات الوزارية المنفّذة له، وتسديد جميع المستحقات المالية، وتوفير تذكرة السفر والسكن والغذاء لحين إنهاء إجراءات عودة العامل لبلاده.

وتابع قائلاً، إن الوزارة أصدرت سياسة بالإجراءات الواجب اتخاذها من قبل الشركات، وتمثلت في تبادل المعلومات لزيادة الوعي لدى العمال، وكذلك النظافة الشخصية، وحصر التجمع بالحد الأدنى، سواء في السكن أو مواقع العمل.

وأكد الدوسري دور مشرف السلامة والصحة المهنية الذي حددته السياسة الخاصة بالإجراءات التي تطبقها الشركات، بالاستفادة من العيادات وإجراء الفحوصات والتأكد من سلامتهم، وتخفيض السعة الاستيعابية للحافلات إلى 50 %، مشيراً إلى أن إدارة تفتيش العمل ستراقب مدى التزام الشركات بهذه السياسة.
