Qatar’s Generous Spending on Sports Stimulates the Economy

Doha: Sport constitutes a large industry, huge trade, and a thriving economy in today’s world. It is no longer just a popular recreational game, but has economic, social and financial dimensions.

The State of Qatar is a pioneer in this field, as it spends generously on sports and has become a global destination for its fans. Qatar’s total imports of sporting goods and products and related accessories amounted to about QR 1.695 billion in the first ten months of last year.

Due to the importance of sports, the State of Qatar has designated Tuesday of the second week of February every year as an occasion to celebrate the Sports Day. This year’s celebration will witness the organization of about 130 events with the participation of more than 100 parties.

The Planning and Statistics Authority confirmed to Qatar News Agency (QNA) that the value of Qatari imports of sporting goods during the year 2021 amounted to about QR 1.3 billion, an increase of 74.2 percent compared to the year 2020, which the value of its imports amounted to QR 738.4 million.

Belgium, China, Italy, Vietnam and South Africa accounted for the list of the most important countries of origin from which sporting goods are imported.

The sports sector in the State of Qatar contributed to increasing and diversifying the sources of national income in terms of revitalizing the sports tourism industry. The impressive success of the State of Qatar in hosting the FIFA World Cup Qatar 2022 has confirmed its global position to confirm its presence as a global sports destination, after it laid new rules in organizing the World Cup finals.

In its statement to QNA, the Planning and Statistics Authority indicated that Qatari imports of sports goods and products and their accessories recorded a remarkable growth over the past years, as the value of live animal imports for sports competitions jumped from about QR 60 million in 2020 to more than QR 485.2 million in 2021, while during the first 10 months of last year it recorded a level of QR 456.6 million.

Qatar also imported flags, banners and photographic frames, at a value of about QR 12.7 million in 2020, and rose to QR 15.6 million in 2021, and then jumped to QR 26.7 million in the first ten months of the year 2022.

In the same context, imports of sports equipment recorded a significant increase from QR 143.4 million in 2020 to QR 174.4 million in 2021, while during the first ten months of the year 2022 they recorded a level of QR 156 million.

In terms of imports of boats, rafts, and jet skis for sports, the data showed that their value amounted to about QR 68.3 million in 2020, then rose to QR 104.1 million in 2021, and then jumped to QR 127.5 million in the period from January to October in 2022.

Imports of sportswear and its accessories accounted for the largest share of the value of imports during 2020, recording QR 341.1 million, jumping to more than QR 422 million, and it continued to increase during the first 10 months of the year 2022 to reach QR 450.7 million.

According to the same statistics, imports of other commodities (including machines and devices that will work in mowing grass in sports stadiums, hunting rifles, parts and supplies for cartridges used in hunting, sports bags, etc.) amounted to QR 113 million in 2020, while it recorded a level of QR 84.6 million in 2021, and then jumped at record levels to about QR 477.2 million in the period from January to October 2022.

The State of Qatar not only imported sports goods and products and their accessories, but also re-exported to a number of countries in the world. Statistics on re-exports of sporting goods and products and their accessories show that the general total for re-exporting sporting goods has recorded continuous growth over the past years, reaching QR 70.7 million in 2020, rising to QR 119.5 million in 2021, and then jumping to QR 173.7 million riyals in the period from January to October 2022.

The financial returns achieved from hosting the FIFA World Cup Qatar 2022 amounted to about USD 17 billion, which are various immediate and future returns. Qatar has received more than one million and 400 thousand visitors from all over the world, and the (FIFA) estimated that about 5 billion people around the world watched the FIFA World Cup Qatar 2022 matches, and it is possible that about 40 million people will seek to visit the country after the end of the tournament.

The State of Qatar also pays special attention to the sports sector because of its direct impact on bringing about a quantum leap in the infrastructure in terms of building sports facilities according to the highest international specifications and standards comparable to those in major developed countries.

According to the data of the Planning and Statistics Authority for the year 2021, there are about 313 buildings for sports activities in all municipalities of the country, while sports equipment in hotels and private halls reached about 17,243 devices, and the number of participants in sports in hotels and halls increased from 58.4 thousand in 2020 to 95.7 thousand subscribers in 2021.

The number of workers in the field of sports in hotels and gyms reached 1661 workers, including administrators, trainers, nutritionists, physiotherapists, nurses and other workers in the field of sports, while the number of football stadiums in Qatar reached 85 stadiums, most notably 45 stadiums in first-class clubs, 16 in second-class clubs, and 18 stadiums in Al-Furjan. At the same level, schools in Qatar contain 2071 stadiums distributed over 532 schools between public schools and private schools.

In recent years, sport has remained a key factor in stimulating economic growth, and it constitutes one of the most important sources of income in the countries of the world, as its return is not limited to direct investment only, but extends to achieve indirect returns such as stimulating and providing job opportunities in the sectors of real estate, tourism, transportation, communications, retail, and others, in addition to investing in sports facilities, equipment, etc., as well as to other intangible returns such as the well-being and happiness of peoples.

The State of Qatar celebrated the country’s sports day for the first time in February 2012, after the issuance of Amiri Resolution No. (80) of 2011, that stipulates that Tuesday of the second week of February of each year is the country’s sports day, and as a paid leave, during which ministries and other government agencies, public bodies and institutions organize sporting events in which workers and their families participate, in order to achieve awareness of the importance of sport and its role in the lives of individuals and societies.

All state institutions participate in this sporting event, so that Qatar becomes a large field in which tens of thousands of citizens and residents from all segments of society practice many types of sport. The State of Qatar is a pioneer in organizing a sports day in the region and the world, as some countries have begun to organize a sports day similar to Qatar because of its importance to the individual and society.

الدوحة: تشكل الرياضة صناعة كبيرة وتجارة ضخمة واقتصادا مزدهرا في عالم اليوم، فهي لم تعد مجرد ألعاب شعبية ترفيهية وإنما لها أبعاد اقتصادية واجتماعية ومالية، وتعد دولة قطر رائدة في هذا المجال، إذ تنفق بسخاء على الرياضة وباتت قبلة عالمية لعشاقها، وقد بلغ إجمالي واردات قطر من السلع والمنتجات الرياضية وتوابعها حوالي 1,695 مليار ريال في العشرة أشهر الأولى من العام الماضي.

ولأهمية الرياضة فقد خصصت دولة قطر، يوم الثلاثاء من الأسبوع الثاني من شهر فبراير من كل عام، مناسبة للاحتفال باليوم الرياضي، ويقام هذا العام تحت شعار “الخيار لك”، وذلك مع انطلاق النسخة الثانية عشرة المقررة غدا الثلاثاء الموافق الرابع عشر من شهر فبراير الجاري، بتنظيم حوالي 130 فعالية وبمشاركة أكثر من 100 جهة.

وأكد جهاز التخطيط والإحصاء لوكالة الأنباء القطرية “قنا”، أن قيمة الواردات القطرية من السلع الرياضية خلال عام 2021 بلغت حوالي 1,3 مليار ريال، بارتفاع نسبته 74.2 بالمئة قياساً بالعام 2020 والتي بلغت قيمة وارداتها 738.4 مليون ريال، وقد استأثرت بلجيكا والصين وإيطاليا وفيتنام وجنوب إفريقيا بقائمة أهم دول المنشأ التي يتم استيراد السلع الرياضية منها.

وساهم القطاع الرياضي في دولة قطر في زيادة وتنويع مصادر الدخل الوطني من حيث تنشيط صناعة السياحة الرياضية، وقد كرس النجاح الباهر لدولة قطر في استضافتها لنهائيات كأس العالم FIFA قطر 2022 مكانتها العالمية لتؤكد حضورها كمقصد رياضي عالمي، بعدما أرست قواعد جديدة في تنظيم نهائيات كأس العالم.

وأشار جهاز التخطيط والإحصاء في إفادته لـ”قنا” إلى أن الواردات القطرية من السلع والمنتجات الرياضية وتوابعها سجلت نمواً ملحوظاً خلال السنوات الماضية، حيث قفزت قيمة واردات الحيوانات الحية للمسابقات الرياضية من حوالي 60 مليون ريال في 2020 إلى أكثر من 485.2 مليون ريال في 2021، فيما سجلت خلال الـ 10 أشهر الأولى من العام الماضي مستوى 456.6 مليون ريال.

كما استوردت قطر، أعلاما وبيارق وأطرا للصور الفوتوغرافية، بقيمة بلغت نحو 12.7 مليون ريال في 2020 وارتفعت إلى 15.6 مليون ريال في 2021، ومن ثم قفزت إلى 26.7 مليون ريال في العشرة أشهر الأولى من العام 2022.

وفي السياق ذاته سجلت واردات المعدات الرياضية زيادة معتبرة من 143.4 مليون ريال في 2020 لتصل إلى 174.4 مليون ريال في 2021، فيما سجلت خلال العشرة أشهر الأولى من العام 2022 مستوى بلغ 156 مليون ريال.

وعلى صعيد واردات قوارب وطوافات ودراجات مائية مخصصة للرياضة، أظهرت البيانات أن قيمتها بلغت حوالي 68.3 مليون ريال في 2020 ومن ثم صعدت إلى 104.1 مليون ريال في 2021، ومن ثم قفزت إلى 127.5 مليون ريال في الفترة من يناير إلى أكتوبر في 2022.

وقد استحوذت واردات الملابس الرياضية وتوابعها على الحصة الأكبر من قيمة الواردات خلال 2020 ، حيث سجلت 341.1 مليون ريال، لتقفز إلى أكثر من 422 مليون ريال، وقد واصلت الزيادة خلال الـ 10 أشهر الأولى من العام 2022 لتبلغ 450.7 مليون ريال.

وبحسب ذات الإحصاءات فإن واردات السلع الأخرى (تشمل الآلات والأجهزة التي ستعمل في قص العشب في الملاعب الرياضية وبنادق الصيد وأجزاء ولوازم الخراطيش المستخدمة في الصيد والحقائب الرياضية وغيرها) بلغت 113 مليون ريال في 2020، بينما سجلت مستوى 84.6 مليون ريال في 2021، ومن ثم قفزت بمستويات قياسية إلى نحو 477.2 مليون ريال في الفترة من يناير إلى أكتوبر 2022.

ولم تكن دولة قطر تستورد السلع والمنتجات الرياضية وتوابعها فحسب، بل ايضاً تقوم بإعادة التصدير لعدد من دول العالم، وتوضح إحصاءات إعادة التصدير من السلع والمنتجات الرياضية وتوابعها، أن الإجمالي العام لإعادة تصدير السلع الرياضية سجل نمواً متواصلاً خلال السنوات الماضية حيث بلغ 70.7 مليون ريال في 2020، وصعد إلى 119.5 مليون ريال في 2021 ومن ثم قفز إلى 173.7 مليون ريال في الفترة من يناير إلى أكتوبر 2022.

وقد بلغت العوائد المالية المحققة من استضافة كأس العالم FIFA قطر 2022 نحو 17 مليار دولار، وهي عوائد مختلفة آنية ومستقبلية، قد استقبلت قطر ما يزيد على مليون و400 ألف زائر من أنحاء العالم، وقدر الاتحاد الدولي لكرة القدم “فيفا” أن نحو 5 مليارات شخص عبر العالم شاهدوا مباريات كأس العالم FIFA قطر 2022، ومن الممكن أن يسعى نحو 40 مليون شخص لزيارة الدولة بعد انتهاء البطولة، وهو يؤكد أن المونديال يحمل قيمة استراتيجية مضاعفة في المستقبل.

كما تولي دولة قطر اهتمامًا خاصًا بالقطاع الرياضي لما له من تأثير مباشر في إحداث نقلة نوعية في البُنى التحتية من حيث بناء المنشآت والمرافق الرياضية على أعلى المواصفات والمقاييس العالمية تضاهي مثيلاتها في كبريات الدول المتقدمة، وبحسب بيانات جهاز التخطيط والإحصاء لعام 2021، يوجد حوالي 313 مبنى للأنشطة الرياضية في جميع بلديات الدولة، فيما بلغت الأجهزة الرياضية بالفنادق والصالات الخاصة نحو 17243 جهازا، كما ارتفع عدد المشتركين في ممارسة الرياضة بالفنادق والصالات من 58.4 ألف في 2020 إلى 95.7 ألف مشترك في 2021.

وبلغ عدد العاملين في مجال الرياضة في الفنادق والصالات الرياضية 1661 عاملا، تشمل إداريين ومدربين وأخصائيي تغذية وعلاج طبيعي وممرضين وعاملين آخرين في مجال الرياضة، فيما بلغ عدد ملاعب كرة القدم في قطر 85 ملعبا أبرزها 45 ملعبا بأندية الدرجة الأولى، و16 بأندية الدرجة الثانية، و18 ملعبا في الفرجان، وعلى ذات الصعيد تحتوي المدارس في قطر على 2071 ملعبا موزعة على 532 مدرسة ما بين المدارس الحكومية والمدارس الخاصة.

وخلال السنوات الأخيرة ظلت الرياضة عاملا أساسيا لتحفيز النمو الاقتصادي، وتشكل أحد أهم مصادر الدخل في دول العالم حيث لم يتوقف عائدها على الاستثمار المباشر فقط، وإنما تمتد لتحقيق عوائد غير مباشرة مثل تنشيط وتوفير فرص العمل في قطاعات العقارات والسياحة النقل والاتصالات والتجزئة وغيرها، فضلاً عن الاستثمار في المرافق الرياضية والمعدات وغيرها، علاوة على عوائد أخرى معنوية مثل رفاهية وسعادة الشعوب.

وتأتي أهمية تنظيم اليوم الرياضي في دولة قطر كل عام، لإعلاء شأن الرياضة، بما تمثله من قيم أخلاقية وإنسانية، وفوائد صحية كثيرة، وتوعية للمواطنين والمقيمين بأهمية الرياضة في الحياة اليومية، وتشجيعهم على ممارستها طوال العام.

وكانت دولة قطر قد احتفلت باليوم الرياضي للدولة لأول مرة في شهر فبراير 2012، بعد صدور القرار الأميري رقم (80) لسنة 2011، بأن يكون يوم الثلاثاء من الأسبوع الثاني من شهر فبراير من كل عام يوما رياضيا للدولة، وإجازة مدفوعة الأجر، تنظم خلاله الوزارات والأجهزة الحكومية الأخرى والهيئات والمؤسسات العامة فعاليات رياضية يشارك فيها العاملون وأسرهم، لتحقيق الوعي بأهمية الرياضة ودورها في حياة الأفراد والمجتمعات.

وتشارك جميع مؤسسات الدولة في هذا الحدث الرياضي، لتصبح قطر ملعبا كبيرا يمارس به عشرات الآلاف من المواطنين والمقيمين من كافة شرائح المجتمع أنواعا عديدة من الرياضة، وتعتبر دولة قطر رائدة في تنظيم اليوم الرياضي على مستوى المنطقة والعالم، حيث بدأت بعض الدول في تنظيم يوم رياضي على غرار قطر؛ نظراً لأهميته للفرد والمجتمع.

ويحظى اليوم الرياضي باهتمام كبير، حيث أصبح هذا الحدث المميز يلقى استحسان جميع من يعيشون على أرض قطر من مختلف الشرائح العمرية مواطنين ومقيمين، الذين يحرصون على قضاء يوم رياضي مميز تحتضنه جميع مناطق الدولة.
