New York: The State of Qatar, represented by the Shura Council, signed yesterday a Memorandum of Understanding with the United Nations, represented by the Office of Counter-Terrorism, aiming at providing a framework for cooperation to enhance the role of parliaments in countering terrorism and the conditions related to this phenomenon, and to facilitate cooperation between the two sides in areas of mutual interest.
The MoU, signed at the UN headquarters in New York, states that the Shura Council and the UN enter into direct arrangements to establish the Office of the UN Counter-Terrorism Program, which will be concerned with the parliamentary participation in preventing and combating terrorism. The office’s headquarters will be in the State of Qatar and its activities will cover the parliaments of world countries.

H E Ahmed bin Abdullah bin Zaid Al Mahmoud and Under-Secretary-General of the UN Office of Counter-Terrorism Vladimir Voronkov, in the presence of President of the Inter-Parliamentary Union Gabriela Barron, a number of members of the Shura Council, Permanent Representative of the state of Qatar to the UN in New York H E Ambassador Sheikha Alya Ahmed bin Saif Al-Thani, and a number of UN officials.
Following the signing of the MoU, Speaker of the Shura Council H E Ahmed bin Abdullah bin Zaid Al Mahmoud underlined the role of the State of Qatar in countering terrorism, noting that the establishment of the UN office in Doha affirms the confidence of the international community in the efforts exerted by the State of Qatar under the leadership of Amir H H Sheikh Tamim bin Hamad Al Thani to counter terrorism and address its roots and causes.
H E the Speaker of the Shura Council highlighted the essential role of parliaments in preventing and combating terrorism in light of their basic functions in enacting legislation, setting policies, allocating budgets, monitoring government actions, and ensuring the implementation of international pledges related to terrorism.
The Doha-based Office of the UN Counter-Terrorism Program will provide technical assistance and training to world parliaments in order to build capacity of parliamentarians to better understand and respond to terrorism-related issues, support the implementation of major initiatives within the framework of the joint United Nations and Inter-Parliamentary Union program on the role of parliaments in countering terrorism and violent extremism leading to terrorism, and promote a balanced and integrated implementation of the UN Global Counter-Terrorism Strategy and related Security Council resolutions.
وقعت دولة قطر ممثلة بمجلس الشورى، أمس، على مذكرة تفاهم مع منظمة الأمم المتحدة، ممثلة في مكتب الأمم المتحدة لمكافحة الإرهاب، بهدف توفير إطار للتعاون لتعزيز دور البرلمانات في التصدي للإرهاب والظروف ذات الصلة بهذه الظاهرة، وتيسير التعاون بين الجانبين في المجالات ذات الاهتمام المشترك. وتنص المذكرة التي تم توقيعها في مقر الأمم المتحدة بنيويورك على دخول مجلس الشورى والأمم المتحدة في ترتيبات مباشرة لإنشاء مكتب برنامج الأمم المتحدة لمكافحة الإرهاب، يعنى بالمشاركة البرلمانية في منع ومكافحة الإرهاب، يكون مقره في دولة قطر وتغطي أنشطته برلمانات دول العالم.
وقد وقّع على المذكرة كل من سعادة السيد أحمد بن عبدالله بن زيد آل محمود رئيس مجلس الشورى، والسيد فلاديمير فورنكوف وكيل الأمين العام لمكتب الأمم المتحدة لمكافحة الإرهاب، وبحضور سعادة السيدة جابريلا بارون رئيسة الاتحاد البرلماني الدولي، وعدد من أعضاء مجلس الشورى، وسعادة السفيرة الشيخة علياء أحمد بن سيف آل ثاني المندوبة الدائمة لدولة قطر لدى الأمم المتحدة بنيويورك، وعدد من المسؤولين في الأمم المتحدة.
وأكد سعادة السيد أحمد بن عبدالله بن زيد آل محمود رئيس مجلس الشورى، عقب توقيع هذه المذكرة، على دور دولة قطر في مواجهة الإرهاب. وأشار إلى أن إنشاء المكتب في قطر يأتي تأكيداً لثقة المجتمع الدولي في الجهود التي تبذلها دولة قطر بقيادة حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى «حفظه الله» لمكافحة الإرهاب ومعالجة جذوره وأسبابه.
وأشار سعادة رئيس مجلس الشورى إلى دور البرلمانات الجوهري في منع الإرهاب ومكافحته لقيامها بوظائف أساسية في سن التشريعات، ووضع السياسات، وتخصيص الموازنات، ومراقبة أعمال الحكومات، وضمان تنفيذ التعهدات الدولية المتعلقة بالإرهاب.
ويقوم المكتب بتقديم المساعدات الفنية والتدريب لبرلمانات العالم لبناء القدرات للبرلمانيين من أجل فهم أفضل للمسائل المتعلقة بالإرهاب ومجابهتها، ودعم تنفيذ المبادرات الرئيسية في إطار البرنامج المشترك للأمم المتحدة والاتحاد البرلماني الدولي بشأن دور البرلمانات في التصدي للإرهاب والتطرف العنيف المؤدي للإرهاب، وتعزيز التنفيذ المتوازن والمتكامل لاستراتيجية الأمم المتحدة العالمية لمكافحة الإرهاب وقرارات مجلس الأمن ذات الصلة.
وأكد سعادته أنه قد تم الاتفاق بين الجانبين على البدء مباشرة عقب التوقيع على المذكرة بالدخول في الترتيبات اللازمة لإنشاء المكتب في الدوحة في أقرب وقت.
من جانبه أعرب السيد فورنكوف عن تقديره لسعادة رئيس مجلس الشورى لالتزامه الشخصي والقوي لتقوية التعاون مع مكتب الأمم المتحدة لمكافحة الإرهاب. وأضاف أن «إطار الشراكة سيمنح بالتأكيد الجهود الجماعية للأمم المتحدة والبرلمانات دفعة جديدة لتعزيز مساهمات أفضل للبرلمانيين في الجهود الدولية لمكافحة الإرهاب».
