MME starts implementing amendments to building permit systems

The Ministry of Municipality and Environment (MME) has started implementing the amendments to the building permit systems, which will now rely on an electronic system for obtaining the permits.
It will also need a certificate of construction completion and the service delivery procedures. The new amendments to the system will be implemented in cooperation with the Directorate General of Civil Defense at the Ministry of Interior, Qatar General Electricity & water Corporation (Kahramaa) and the Public Works Authority (Ashghal).
The amendments aim to facilitate the process of obtaining the building permits. It also aims to develop an electronic system for building licences.
The amendments also include cancelling the inspection of telecommunications service providers at the stage of building completion.
The Ministry of Municipality and Environment had launched the electronic system for building licenses in February 2014 to include of all the transactions and procedures required for a building. The system works to transfer the transactions to all parties involved in the process of issuing building permits.
The Ministry is constantly developing the electronic system for building permits to achieve a qualitative shift in the performance of its services within the electronic transformation plan in all areas of government services in the country.
بدأت وزارة البلدية والبيئة تنفيذ تعديلات تطوير نظام رخص البناء التي أدخلتها على النظام الإلكتروني لاستخراج رخص البناء وشهادة إتمام البناء وإجراءات توصيل الخدمات، وذلك بالتعاون مع الإدارة العامة للدفاع المدني بوزارة الداخلية والمؤسسة العامة القطرية للكهرباء والماء “كهرماء” وهيئة الأشغال العامة “أشغال”.
وتهدف هذه التعديلات الجديدة إلى تسريع وتبسيط الإجراءات وتحسين وتطوير النظام الإلكتروني لرخص البناء، وتشمل دمج إجراء استخراج لوحة الموقع ودمج إجراء استخراج التقرير المساحي ضمن نظام رخص البناء، وإلغاء تفتيش “كهرماء” في مرحلة إتمام البناء (للمخازن فقط) وتضمين دفع رسوم توصيل خدمات “كهرماء” بالفاتورة الأولى (للمخازن فقط) ودمج طلب توصيل الصرف الصحي ضمن نظام رخص البناء.
كما تشمل إلغاء تفتيش مزودي خدمات الاتصالات في مرحلة إتمام البناء ودمج إجراء دفع رسوم شهادة إتمام البناء ضمن إجراءات طلب الحصول على شهادة إتمام البناء وتوحيد مؤشر أداء جميع الجهات المختصة بدراسة طلبات رخص البناء وطلبات إتمام البناء.
وكانت وزارة البلدية والبيئة قد أطلقت النظام الإلكتروني لرخص البناء في شهر فبراير 2014 ليكون شاملاً لكافة المعاملات والإجراءات التي يتطلبها البناء ويعمل النظام على تحويل المعاملات لجميع الجهات المشتركة في إجراء إصدار رخص البناء ، من دراسة الطلب حسب اختصاصاتها بالتوازي ، ليتم إنجاز المعاملات بأسرع وقت ممكن دون الإخلال بدقة الدراسة.
وتعمل وزارة البلدية والبيئة باستمرار على تطوير النظام الإلكتروني لرخص البناء لتحقيق نقلة نوعية في أداء خدماتها ضمن خطة التحول الإلكتروني في كافة مجالات الخدمات الحكومية بالدولة.
