Cabinet approves proposal to amend Labour Law provisions

مجلس الوزراء يوافق على تعديل بعض أحكام قانون العمل

Doha: The Cabinet, in its meeting held yesterday, approved a proposal to amend some provisions of the Labour Law and the Law regulating entry and exit of expatriates and their residence, in accordance with the recommendations of the working group formed to study that proposal. The Cabinet also approved a draft law on endowment.

Prime Minister H E Sheikh Abdullah bin Nasser bin Khalifa Al Thani chaired the Cabinet’s regular meeting which was held at the Amiri Diwan. 

Following the meeting, Minister of Justice and Acting Minister of State for Cabinet Affairs H E Dr. Issa bin Saad Al Jafali Al Nuaimi said that the Cabinet considered the topics listed on its agenda. 

The draft law on endowment was prepared to replace Law No. (8) of 1996 on endowment comes, in the framework of updating legislation to keep pace with developments in this regard.

The draft law includes provisions related to the establishment of the endowment, its banks and conditions, the civil endowment, and the supervision of the endowment, its maintenance, architecture and investment.

The Cabinet also approved the proposal of Qatar Financial Market Authority to renew the membership of the chairman and members of the Appeals Committee of the Authority.

The Appeals Committee, established in Qatar Financial Markets Authority and chaired by one of the presidents of the Appeals Court and includes the membership of two Appeals Court judges and two experts in the field of securities dealings, is competent to rule on grievances from the penal decisions issued by the Authority.

Meanwhile, the Cabinet took the necessary procedures to endorse an agreement on industrial and technological cooperation between the Government of the State of Qatar and the Government of the Republic of Turkey, and an agreement between the Government of the State of Qatar and the Government of the Russian Federation on the mutual exemption of visa requirements for citizens of the State of Qatar and citizens of the Russian Federation.

The Cabinet took appropriate decisions on the outcome of the fifth session of the Qatar-Pakistan Joint Ministerial Committee for Economic, Trade and Technical Cooperation.

It took appropriate decision on a report on the organisation of the exhibition of the State of Qatar, which was held on the sidelines of the 39th Session of the Standing Committee on Copyright and Related Rights at the headquarters of the Secretariat of the World Intellectual Property Organization. Cabinet also took the appropriate decisions on the outcome of the eighth Islamic Conference of Environment Ministers.

ترأس معالي الشيخ عبدالله بن ناصر بن خليفة آل ثاني، رئيس مجلس الوزراء الاجتماع العادي الذي عقده المجلس صباح اليوم بمقره في الديوان الأميري.

وعقب الاجتماع أدلى سعادة الدكتور/ عيسى بن سعد الجفالي النعيمي ، وزير العدل والقائم بأعمال وزير الدولة لشؤون مجلس الوزراء بما يلي :

نظر المجلس في الموضوعات المدرجة على جدول الأعمال على النحو التالي:

أولاً- الموافقة على مشروع قانون بشأن الوقف.

ويأتي إعداد مشروع القانون ليحل محل القانون رقم (8) لسنة 1996 بشأن الوقف ، في إطار تحديث التشريعات لمواكبة المستجدات في هذا الصدد.

ويتضمن المشروع أحكاماً تتعلق بإنشاء الوقف، ومصارفه وشروطه، والوقف الأهلي، والنظارة على الوقف وصيانته وعمارته واستثماره.

ثانياً- الموافقة على مقترح بتعديل بعض أحكام قانون العمل وقانون تنظيم دخول وخروج الوافدين وإقامتهم، وفقاً لتوصيات فريق العمل المشكل لدراسة ذلك المقترح.

ثالثاً- الموافقة على اقتراح هيئة قطر للأسواق المالية بتجديد عضوية رئيس وأعضاء لجنة التظلمات بالهيئة.

وتختص هذه اللجنة المنشأة بهيئة قطر للأسواق المالية برئاسة أحد الرؤساء بمحكمة الاستئناف وعضوية اثنين من قضاة محكمة الاستئناف واثنين من ذوي الخبرة في مجال تعاملات الأوراق المالية ، بالبت في التظلمات من القرارات الجزائية التي تصدرها الهيئة .

رابعاً- اتخاذ الاجراءات اللازمة للتصديق على :

1- اتفاقية بشأن التعاون الصناعي والتكنولوجي بين حكومة دولة قطر وحكومة الجمهورية التركية .

2- اتفاقية بين حكومة دولة قطر وحكومة روسيا الاتحادية بشأن الاعفاء المتبادل لمتطلبات تأشيرة الدخول لمواطني دولة قطر ومواطني روسيا الاتحادية .

خامساً- استعرض مجلس الوزراء الموضوعات التالية واتخذ بشأنها القرارات المناسبة :

1- نتائج الدورة الخامسة للجنة الوزارية القطرية الباكستانية المشتركة بشأن التعاون الاقتصادي والتجاري والفني (الدوحة نوفمبر 2019).

2- تقرير عن تنظيم معرض دولة قطر الذي اقيم على هامش اجتماع الدورة (39) للجنة المعنية بحق المؤلف والحقوق المجاورة في مقر أمانة المنظمة العالمية للملكية الفكرية (جنيف أكتوبر 2019) .

3- نتائج المؤتمر الإسلامي الثامن لوزراء البيئة (الرباط – أكتوبر 2019) .
