Ashghal to charge for foul water network services
“أشغال” تتقاضى رسوماً على خدمات شبكة مياه الصرف الصحي
The Public Works Authority ‘Ashghal’ is preparing for the implementation of Ministerial Resolution (No. 211) of 2019 on Setting the Fees for the Services Provided by the Public Works Authority, to establishments and individuals, starting from 15 January, 2020.
The services provided are divided into three categories: connecting to networks, usage of the networks and providing permits for services related to the operation and maintenance of both drainage and roads networks.
Foul Water Network Services (FW)
The foul water network services include the drainage of foul water from houses and organizations to the foul water network. This service is provided free of charge to Qatari houses. For non-Qatari houses and all organizations the fees for this service will be calculated as 20% of the value of the monthly water bill issued by the Qatar General Electricity and Water Corporation “Kahramaa”.
Ashghal provides the service to connect the first house for Qataris to foul water network free of charge. As for the second house (or more), the service fee will be 12 thousand Qatari Riyals.
The service fee to connect the first house for non-Qataris to the foul water network, will be 6 thousand Qatari Riyals. While the service for the second house (or more) connection, the service fee will be 12 thousand Qatari Riyals.
The service fee to connect all type of organizations to the foul water network will be 12 thousand Qatari Riyals.
Issuing and renewing permits for foul water tankers service fee is only 50 Riyals, while the fees to discharge the foul water via tankers into the treatment plants, is 1 Qatari riyal per cubic metre.
Treated Water Network Services (TW)
Drainage treated water is used for various purposes including irrigation of green areas, fodder agriculture, beautification of roads, in addition to its use in cooling systems, sand factories and road projects.
According to the Resolution, establishments using treated water may submit a request to connect to the treated water network and shall pay for the actual connection cost, while the fees for using the treated water are paid at a fee of 1 Dirham per cubic metre if the use is for agricultural and fodder purposes and 25 Dirhams per cubic metre for beautification and industrial purposes.
Surface and Ground Water Services (SGW):
Contractors and developers requesting a Dewater permit or renewal of the permit shall be required to pay 300 Qatari Riyals as service fees. A fee of 10 dirhams per cubic metre shall be applied for pumping ground water into SGW network.
If a customer requests to connect their building or installation to the SGW Network, the customer shall pay for the actual connection cost. A fee of 10 dirhams per cubic meter shall be applied for pumping waste cooling water into SGW network.
Road Permits
Road permits include requests for moving abnormal loads that would affect road safety, due to greater size and weight that exceeds the designed road capacity, which requires special arrangements to ensure safe transport of such loads on the road. This service shall cost Five Thousand Qatari Riyals as a fixed fee to be paid when submitting an application to issue a permit for moving abnormal loads.
The application for inspection to estimate the cost of damages caused to Ashghal’s assets such as (streetlight poles – directional signs – barriers, etc.) due to accidents require paying 100 Qatari Riyals for each inspection request.
In accordance with the Law No. (14) of 2015 on “Organisation of Works within the Road Corridor”, Ashghal shall grant the permit for any excavation work, road diversions or closures, extension or maintenance of utility lines, and occupancy of the right of way.
As per the Resolution Permit fees for occupancy within the right of way is calculated using two formulas based on permit type.
The law also assures not damaging the public assets including road networks and pavements, and to carryout works according to specific standards that ensure quality, security and safety for all, while ensuring clear responsibility of those who do works within the work zone and that there are no overlapping works on the same road.
How to apply for services and permits
The Public Works Authority ‘Ashghal’ will provide various services and permits through the customer zone portal on Ashghal’s website. Details regarding each service and the required documents will be available on the website.
How to pay
To simplify the payment process Ashghal will issue bills to customers via email. Customers may pay directly to Ashghal by credit card at the Customer Services Centres located in Ashghal buildings at West Bay and Salwa Road. In addition, customers may pay the bill by a deposit or bank transfer into Ashghal’s bank account.
Foul water service fees shall be included in Kahramaa’ s water bill.
تستعد هيئة الأشغال العامة “أشغال” للبدء في تطبيق القرار الوزاري (رقم 211) لسنة 2019 بتحديد رسوم الخدمات التي تقدمها “أشغال”، إلى المنشآت والأفراد والتي من المقرر أن يتم تطبيقها بداية من 15 يناير 2020.
تنقسم الخدمات المقدمة إلى ثلاث أنواع وهي خدمات التوصيل وخدمات الاستعمال وخدمات التصاريح، وهي خدمات تتعلق بتشغيل وصيانة كل من شبكات الصرف الصحي والطرق.
خدمات شبكة مياه الصرف الصحي
تشمل أهم الخدمات الخاصة بشبكة مياه الصرف الصحي خدمة تصريف مياه الصرف الصحي من المنازل والمنشآت أياً كان نوعها إلى الشبكة العامة. تقدم الخدمة مجاناً لمنازل القطريين، أما منازل غير القطريين والمنشآت أياً كان نوعها سيتم احتساب رسوم الخدمة بنسبة 20% من قيمة فاتورة المياه الشهرية الصادرة عن المؤسسة العامة القطرية للكهرباء والماء “كهرماء”.
توفر الهيئة خدمة توصيل شبكة مياه الصرف الصحي لمنازل القطريين (المنزل الأول فقط) مجاناً، أما توصيل المنزل الثاني وأكثر فستكون رسوم الخدمة 12 ألف ريال قطري.
فيما يتعلق بتوصيل شبكة مياه الصرف الصحي لمنازل غير القطريين (المنزل الأول فقط) ستكون رسوم الخدمة 6 ألف ريال قطري، أما توصيل المنزل الثاني وأكثر ستكون رسوم الخدمة 12 ألف ريال قطري.
بخصوص توصيل شبكة مياه الصرف الصحي للمنشآت أياً كان نوعها ستكون رسوم الخدمة 12 ألف ريال قطري.
بالنسبة إلى إصدار وتجديد تصاريح صهاريج مياه الصرف الصحي فرسوم الخدمة 50 ريال فقط، فيما يتم استقبال مياه الصرف الصحي المنقولة بالصهاريج في محطة المعالجة مقابل رسوم 1 ريال قطري للمتر المكعب.
خدمات شبكة المياه المعالجة
يتم استخدام مياه الصرف الصحي المعالجة في أغراض مختلفة ومنها ري المسطحات الخضراء، مزارع الأعلاف، تجميل الطرق، بالإضافة إلى استخدامها في أنظمة التبريد، مصانع الرمال ومشاريع الطرق.
وفقاً للقرار الوزاري المشار إليه، يتوجب على المنشآت المستخدمة للمياه المعالجة التقدم بطلب توصيل بشبكة مياه الصرف الصحي المعالجة على أن يتم دفع التكلفة الفعلية للتوصيل، فيما يتم تحصيل رسوم استعمال المياه المعالجة برسوم 1 درهم للمتر المكعب في حال كان الاستخدام لأغراض زراعة وإنتاج الأعلاف الخضراء، و25 درهم للمتر المكعب لاستخدامها في أغراض تجميل المدن والاستخدام الصناعي.
خدمات شبكة المياه السطحية والجوفية
تهتم العديد من الشركات وخاصة المقاولين بالاستعانة بأشغال لضخ المياه إلى شبكة المياه السطحية والجوفية. في حال رغبة أي منشأة بإصدار وتجديد تصاريح لضخ المياه الجوفية إلى شبكة المياه السطحية والجوفية فسوف يتطلب ذلك دفع 300 ريال كرسوم للخدمة، فيما يتم تحصيل رسوم 10 درهم عن كل متر مكعب لضخ المياه الجوفية.
في حال طلب توصيل المباني أو المنشآت بشبكة المياه الجوفية والسطحية يتم دفع التكلفة الفعلية كرسوم لخدمة التوصيل وتحصيل رسوم 10 دراهم فقط لكل متر مكعب من مياه التبريد (الراجعة) إلى شبكة المياه السطحية والجوفية.
تصاريح الطرق
تشمل تصاريح الطرق طلبات الأحمال غير الاعتيادية التي من شأنها أن تؤثر على سلامة حرم الطريق أو السلامة المرورية، بسبب زيادة حجمها أو وزنها عن السعة التصميمية للطرق مما يتطلب ترتيبات خاصة لضمان مرور تلك الأحمال بشكل آمن على الطريق. تقرر وضع رسوم لهذه الخدمة بقيمة 5 آلاف ريال قطري كرسم ثابت يدفع عند تقديم طلب لنقل الأحمال غير الاعتيادية.
فيما يخص طلب معاينة موقع الحادث لتقدير تكلفة الأضرار اللاحقة بأصول هيئة الأشغال العامة مثل أعمدة إنارة، لوحات إرشادية، حواجز وغيرها هناك رسوم 100 ريال قطري عن كل طلب معاينة.
تقوم “أشغال” وفقاً للقانون رقم (14) لسنة 2015 بتنظيم الأعمال ضمن حرم الطريق بمنح تراخيص أعمال حفر، تحويلات أو إغلاقات مرورية، تمديد لخطوط الخدمات أو صيانتها، أو الإشغال لحرم الطريق.
يتم احتساب رسوم تصريح الأعمال او الإشغال وفقا للقرار الوزاري المذكور.
يمنع القانون كذلك عدم الإضرار بالأصول العامة من شبكة طرق وأرصفة، والتأكد من تنفيذ الأعمال ضمن تلك الأصول وفقاً لمعايير محددة تحقق الجودة والأمن والسلامة للجميع، مع الحرص كذلك على تحديد المسؤولية الواضحة للقائمين على الأعمال ضمن مناطق العمل لضمان عدم تداخل الأعمال على نفس الطريق.
كيفية التقديم على الخدمات أو التصاريح
سوف تتيح هيئة الأشغال العامة “أشغال” إمكانية الحصول على الخدمات والتصاريح المتنوعة من خلال بوابة خدمة العملاء على موقع الهيئة، كما تتيح من خلال موقعها كذلك كافة التفاصيل الخاصة بكل خدمة والمستندات المطلوبة التي يلزم تقديمها.
طرق الدفع
بهدف تسهيل عملية دفع رسوم الخدمات التي تقدمها “أشغال” سوف يتم إصدار فاتورة الخدمة بواسطة البريد الالكتروني فيما تتيح الهيئة خدمة الدفع باستخدام البطاقة الائتمانية في مكاتب خدمة العملاء الموجودة في الخليج الغربي وطريق سلوى، إضافة إلى إمكانية إيداع أو عمل تحويل مصرفي إلى حساب “أشغال” البنكي.
أما بالنسبة لخدمة تصريف مياه الصرف الصحي فسيتم تضمينها مع فاتورة “كهرماء”.
