ILO lauds Qatar’s role in protecting rights of workers

DOHA: Michelle Leighton, Chief of Labour Migration Branch for the International Labour Organization (ILO), has underlined that Qatar is carrying out a pivotal role in reforming labour policies, which will undoubtedly contribute to boosting its economy.
Addressing the opening of the high-level forum titled ‘Business and Migration: Strengthening dialogue between the private sector and governments’ yesterday, Leighton said that the reforms implemented by Qatar in the field of recruiting labour and safeguarding the rights of workers, especially those related to the sponsorship system and the minimum wage, will make Qatar a role model in the region, and will certainly strengthen the Qatari economy.
She praised the role of the Ministry of Administrative Development, Labour and Social Affairs, and the International Organization of Employers, especially in the hospitality sector, where they launched a program to promote equitable recruitment from countries of origin to the State of Qatar, which represents a top priority for the ILO. She noted that there is a cooperation among the Ministry of Administrative Development, Labour and Social Affairs, the International Organization of Employers and the International Labour organization with regard to procurement and contracts, in order to exclude workers from the payment of fees, which will naturally be paid by employers, along with working to promote dialogue between departments and to resolve disputes in advance.
She also noted the cooperation with companies to raise the awareness about the recent reforms undertaken by Qatar, with the commitment to continue to work closely with the companies to promote these reforms, especially the reforms related to compensation for the sponsorship system and the minimum wage.
The official welcomed Qatar’s initiative to support the mechanism of work of the Global Forum on Migration and Development (GFMD), noting that this support demonstrates the commitment of both the business sector and the government sector in Qatar to contribute to reshape labor policies and help promote best practices in this regard.
ناقش منتدى قطاع الأعمال والهجرة تعزيز الحوار بين القطاع الخاص والحكومات، الذي نظمته وزارة التنمية الادارية والعمل والشؤون الاجتماعية بالتعاون مع غرفة تجارة وصناعة قطر والمنظمة الدولية لأصحاب العمل ومكتب مشروع منظمة العمل الدولية في دولة قطر ودور قطاع الأعمال في إصلاحات العمل وإدارة الهجرة.
كما تم تسليط الضوء على اصلاحات العمل الرئيسية في قطر والممارسات الدولية الجيدة في مجال ادارة الهجرة. وقد شارك في المنتدى رفيع المستوى حوالي 150 عضوًا من مجتمع الأعمال والحكومة والسفارات، وسوف يتم عرض نتائج المنتدى ضمن مساهمة قطاع الأعمال في القمة السنويّة للمنتدى العالمي للهجرة والتنمية لعام 2019 المُزمَع عقدها في الاكوادور في نوفمبر المقبل.
من جانبها قالت السيدة ميشيل لايتون، رئيسة قسم هجرة اليد العاملة في منظمة العمل الدولية، إن دولة قطر تقوم بدور محوري في إصلاح السياسات الخاصة بالعمال، مؤكدة أن هذا الأمر سيسهم بلا شك في تعزيز اقتصادها. وأضافت في كلمتها بافتتاح المؤتمر: تعزيز الحوار بين القطاع الخاص والحكومات»، أن الإصلاحات التي تقوم بها دولة قطر في مجال استقدام العمالة والحفاظ على حقوق العمال، لاسيما الإصلاحات الخاصة بنظام الكفالة والحد الأدنى للأجور سيجعل من دولة قطر قدوة يحتذى بها في المنطقة، كما أنه من شأن ذلك أن يعود بالنفع على تعزيز الاقتصاد القطري. ونوهت بالدور الذي تلعبه وزارة التنمية الإدارية والعمل والشؤون الاجتماعية ومنظمة أصحاب العمل، لاسيما في قطاع الضيافة حيث أطلقتا برنامجا لتعزيز الاستقدام المنصف من بلدان المنشأ إلى دولة قطر، مشيرة إلى أن هذا الأمر يمثل أولوية قصوى لمنظمة العمل الدولية. وأشارت إلى أنه يتم التعاون بين الوزارة ومنظمة أصحاب العمل ومنظمة العمل الدولية لاسيما فيما يخص المشتريات والعقود، لكي يستثنى العمال من دفع الرسوم حيث سيدفعها بطبيعة الحال أصحاب العمل، وذلك جنبا إلى جنب مع العمل على تعزيز الحوار بين الإدارات والعمل لحل النزاعات بنحو مسبق.
ولفتت أيضا إلى التعاون مع الكثير من الشركات لكي يتم رفع الوعي في صفوف هذه الشركات بشأن الإصلاحات التي قامت بها دولة قطر مؤخرا، وذلك مع الالتزام بالاستمرار في العمل عن كثب مع الشركات لتعزيز هذه الإصلاحات لاسيما الإصلاحات الخاصة بتعويض نظام الكفالة وأيضا الحد الأدنى للأجور.
