Qatar: Challenges facing region require collective action

Cairo: The Minister of State for Foreign Affairs H E Sultan bin Saad Al Muraikhi has underlined that our Arab nation stands at this critical juncture, which is rife with many political, economic and security challenges that threaten its present and future that requires collective action, not individual action, solidarity, not division, determination and will, not frustration and regression.

Addressing the Arab League’s 152nd ordinary session at the ministerial level yesterday, H E the Minister said that in the midst of these challenges and dangers, our central issue, the Palestinian issue, is facing attempts meant to liquidate it by circumventing its foundations and references, its constants, which have been the subject of international consensus over the past decades, under the pretext of mysterious deals and initiatives contrary to international legitimacy.

H E the Minister reiterated Qatar’s firm position on the historic rights of the Palestinian people, in an independent State with Jerusalem as its capital and the right of refugees to return to their areas and considers any departure from these constants is a violation of international law, reminding that the historical, legal and human rights of the Palestinian people are not a bargaining chip, and no party has the right to waive them under any pretext.

On the humanitarian field,
H E the Minister said that the State of Qatar will continue to provide humanitarian assistance to the Palestinian people, as well as its support to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) to perform its tasks and meet the needs of Palestine refugees in light of the challenges they face as long as the plight of Palestine refugees persists.

On the situation in Syria,
H E the Minister stressed that Qatar strongly condemns the recent massacres committed by the Syrian regime forces in the countryside of Idlib, which have claimed the lives of children and women, and the destruction caused to many cities and villages in the region as a result of the continuous shelling there, which was a clear violation of the Astana ceasefire agreement in the de-escalation zones in Idlib.
H E The Minister stressed the firm commitment to maintain Syria’s sovereignty, stability and territorial integrity, noting that Qatar believes that the only possible solution to the Syrian crisis is a political solution based on the participation of all Syrian parties, to meet the aspirations of the Syrian people, according to the Geneva Communique of 30 June 2012, and on the basis of the resolutions and statements issued in this regard, in particular Security Council resolution 2254 of 2015.

On the Yemeni issue, H E the Minister said that Qatar follows with great sorrow and sadness the military developments and bloody confrontations in Aden and Abyan. The war on Yemen has prolonged, and the humanitarian tragedy has deepened in a way that cannot be overlooked and the recent developments were a clear indication of the futility of this war, and the continuation of tampering with the capabilities of the Yemeni people. He called on all parties concerned to stop the war and spare the Yemeni people further human suffering.

H E the Minister stressed Qatar’s firm stance on the need to find a peaceful political solution to this crisis to maintain Yemen’s unity, independence and territorial integrity, in accordance with the Gulf Initiative and the outcomes of the National Dialogue in Yemen January 2014, May 2015 Declaration and the Security Council resolution 2216.

H E the Minister said that Qatar, out of its keenness to alleviate the unprecedented human suffering of the brotherly Yemeni people, continues to abide by its humanitarian and moral duty to provide various types of support and humanitarian assistance.

H E the Minister, said, “I would like to refer to the announcement by Amir H H Sheikh Tamim bin Hamad Al Thani, during the 73rd session of the United Nations General Assembly in September 2018, to allocate $ 70m for Yemen as well as the announcement in February 2019 of the support of the United Nations humanitarian response plan in Yemen amounting to $27m in addition to the total assistance that the State of Qatar has been providing in recent years, which amounted to more than $ 600m.’’

In light of the tense and escalating situation in Libya, H E the Minister reiterated Qatar’s support for the UN mission’s efforts to find a solution to restore legitimacy, and called on all parties to stop any military actions that might hinder the political process, urging the regional powers and the international community to work to stop the bloodshed and the search for a peaceful solution, while warning that interference in Libyan affairs further complicates the crisis, preventing the national consensus sought by the Libyan brothers and contrary to Security Council resolutions.

He congratulated Sudan on signing the constitutional document and the formation of the new government.

On Somalia, the Minister said that Qatar reaffirms respect for the sovereignty, unity, political independence and territorial integrity of Somalia, and its continued support for the Government of Somalia and the brotherly Somali people.

أكد سعادة السيد سلطان بن سعد المريخي وزير الدولة للشؤون الخارجية، أن أمتنا العربية تقف في هذا الظرف الراهن على مفترق طرق خطير، يموج بكثير من التحديات السياسية والاقتصادية والأمنية، تهدّد حاضرها ومستقبلها، وتتطلب مواجهتها عملاً جماعياً لا فردياً، تضامناً لا فرقة، عزماً وإرادة لا إحباطاً وتراجعاً.

قال سعادته، في كلمته أمام أعمال الدورة العادية 152 لمجلس جامعة الدول العربية على المستوى الوزاري أمس، إننا -وفي وسط هذه التحديات والأخطار- نجد قضيتنا المركزية القضية الفلسطينية، تواجه بمحاولات تستهدف تصفيتها، عبر الالتفاف على أسسها ومرجعياتها وثوابتها، التي ظلت محل إجماع دولي على مدى العقود الماضية، تحت دعاوى صفقات ومبادرات غامضة تتنافى مع الشرعية الدولية، وفي مقدمتها القرارات الصادرة عن مجلس الأمن والأمم المتحدة والمرجعيات الدولية لعملية السلام، وأهمها حلّ الدولتين، ومبدأ الأرض مقابل السلام، ومبادرة السلام العربية، التي تم اعتمادها عام 2002، واكتسابها صفة دولية كإطار للحل، والتحذير من أي التفاف عليها.

وجدد تأكيد دولة قطر على موقفها الثابت من حقوق الشعب الفلسطيني التاريخية، في دولة مستقلة تكون عاصمتها القدس، وحق اللاجئين في العودة إلى مناطقهم، وتعد كل خروج عن هذه الثوابت خروجاً على القانون الدولي، لتعيد التذكير بأن حقوق الشعب الفلسطيني التاريخية والقانونية والإنسانية ليست مجالاً للمساومة، وليس من حق أي طرف من الأطراف التنازل عنها تحت أي حجة أو ذريعة.

وفي المجال الإنساني، قال سعادته، إن دولة قطر ستواصل تقديم المساعدات الإنسانية للشعب الفلسطيني الشقيق، وكذلك دعمها لوكالة الأمم المتحدة لإغاثة وتشغيل اللاجئين الفلسطينيين في الشرق الأدنى «الأونروا»، لأداء مهامها وتلبية احتياجات اللاجئين الفلسطينيين في ظل التحديات التي يواجهونها، وهي تحديات مستمرة ما دامت محنة اللاجئين الفلسطينيين قائمة.

وبخصوص الوضع في سوريا، أكد سعادة وزير الدولة للشؤون الخارجية، أن دولة قطر تدين بشدة المجازر التي ارتكبتها قوات النظام السوري مؤخراً في ريف إدلب، والتي راح ضحيتها أطفال ونساء، والدمار والخراب الذي لحق بالعديد من المدن والقرى بالمنطقة جراء القصف المستمر هناك، وهو ما يُعد خرقاً واضحاً لاتفاق أستانة لوقف إطلاق النار في مناطق خفض التصعيد في إدلب.

وإزاء الوضع المتوتر والمتصاعد في ليبيا الشقيقة، جدّد سعادة وزير الدولة للشؤون الخارجية دعم دولة قطر لمساعي البعثة الأممية لإيجاد حل لاستعادة الشرعية، ودعوتها جميع الأطراف إلى وقف أي أعمال عسكرية من شأنها عرقلة العملية السياسية، وحثّ القوى الإقليمية والمجتمع الدولي على العمل من أجل حقن الدماء والسعي نحو تحقيق الحل السلمي، مع التحذير في الوقت نفسه من أن التدخل في الشأن الليبي يزيد تعقيد الأزمة، ويحول دون الوصول إلى التوافق الوطني الذي يسعى إليه الأشقاء الليبيون، ويتعارض مع قرارات مجلس الأمن.

وعلى هامش أعمال الدورة 152 لمجلس جامعة الدول العربية، اجتمع وزير الدولة للشؤون الخارجية، أمس، مع سعادة السيد بيير كرينبول المفوض العام لوكالة غوث وتشغيل اللاجئين الفلسطينيين «الأونروا»، وتم خلال الاجتماع استعراض علاقات التعاون بين دولة قطر و»الأونروا»، والأمور ذات الاهتمام المشترك.
