Doha: The Cabinet, in its regular meeting yesterday, approved a draft law regulating the security of marine waters of Qatar. Prime Minister and Interior Minister H E Sheikh Abdullah bin Nasser bin Khalifa Al Thani chaired the regular meeting held at the Amiri Diwan.
The Ministry of Interior has prepared the draft law in line with its responsibility to secure the country’s water borders and codify the measures to be taken to protect the country from any acts harmful to national security that may occur in or through these borders.
Minister of Justice and Acting Minister of State for Cabinet Affairs H E Dr. Issa bin Saad Al Jafali Al Nuaimi stated that the Cabinet reviewed topics on its meeting’s agenda.
The Cabinet also gave approval to the draft decision of the Council of Ministers on the formation of the Financial Sanctions Committee of the Communications Regulatory Authority.
The Article 4 of the Telecommunications Law promulgated by Decree-Law No. 24 of 2006, and amended by Law No. 17 of 2017, stipulates that the Committee shall be responsible for imposing one or more of the financial sanctions that are set out in Schedule 1 herein on any licensee in the event of a violation of the provisions of this Law and its Executive Regulation and the decisions and licenses issued in the implementation of this Law.
Such imposition shall be in crimes and penalties other than those provided for in Chapter 16 of this Law.
The Cabinet approved the draft decision of the Minister of Municipality and Environment to amend some provisions of the decision No. 351 of 2018 on organizing the sale of standard specifications, technical regulations, publications and related bulletins.
The Cabinet reviewed the Shura Council’s recommendation on the terrestrial and marine environment and decided to refer the recommendation to the competent authority for its views in this regard. It also gave approval to draft bilateral air services agreement between the Government of the State of Qatar and the Federal Republic of Brazil and draft agreement on cultural and technical cooperation between the Government of the State of Qatar and the Government of the Republic of Nicaragua.
The Cabinet took the necessary procedures to ratify an agreement between the governments of the State of Qatar and the Republic of Croatia on exempting visa requirements for holders of diplomatic and special passports. The Cabinet also took the necessary procedures to ratify a cooperation agreement in the cultural field between the governments of the State of Qatar and the Republic of Croatia.
The Cabinet took the necessary procedures to ratify joint news cooperation and transfer between Qatar News Agency (QNA) and Croatian News Agency (HINA). The Cabinet took necessary procedures to ratify a memorandum of understanding (MoU) to cooperate in the sports field between the Ministry of Culture and Sports in the State of Qatar and Croatia’s Central State Office for Sport.
The Cabinet took necessary procedures to ratify an MoU to cooperate in the field of education, higher education and sciences between the Ministry of Education and Higher Education in the State of Qatar and the Ministry of Science and Education in the Republic of Croatia.
The Cabinet took necessary procedures to ratify an MoU to cooperate in the agriculture field between the Ministry of Municipality and Environment in the State of Qatar and Ministry of Agriculture in the Republic of Croatia. The Cabinet also reviewed and took the appropriate decisions on the draft law on the use and protection of the Red Crescent emblem and the visuals of some authorities in this regard. The Cabinet listened to the presentation of H E the Minister of Finance on the results of the ministerial group for coordination and follow-up of major projects (of strategic importance).
During the presentation, His Excellency said that various specialized entities in the State completed many of the highways and other projects which have mostly been completed such as those relating to the 2022 World Cup, metro networks, and infrastructure including the development of existing and new citizens’ land infrastructure and projects in the health and education sectors.
His Excellency also touched on the strategic vision and future plans for projects, adding that the Ministry of Finance, in cooperation with Public Works Authority ‘Ashghal’ is working on implementing a strategic plan by linking the targeted performance indicators with approvals for new projects. This criteria will be among the main factors in determining the expenditure paths and linking them to the State economic plan.
ترأس معالي الشيخ عبدالله بن ناصر بن خليفة آل ثاني رئيس مجلس الوزراء، الاجتماع العادي الذي عقده المجلس صباح أمس بمقره في الديوان الأميري. وعقب الاجتماع، أدلى سعادة الدكتور عيسى بن سعد الجفالي النعيمي وزير العدل القائم بأعمال وزير الدولة لشؤون مجلس الوزراء، بما يلي:
نظر المجلس في الموضوعات المدرجة على جدول الأعمال على النحو التالي:
أولاً- الموافقة على مشروع قانون بتنظيم أمن المياه البحرية التابعة لدولة قطر.
وقد أعدت وزارة الداخلية مشروع القانون انطلاقاً من مسؤوليتها في تأمين الحدود المائية للدولة، وتقنيناً للإجراءات الواجب اتخاذها لحماية البلاد من أي أفعال تضرّ بالأمن الوطني قد تحدث عبر أو من خلال هذه الحدود.
ثانياً- الموافقة على مشروع قرار مجلس الوزراء بتشكيل لجنة الجزاءات المالية بهيئة تنظيم الاتصالات.
وتنصّ المادة (4) من قانون الاتصالات الصادر بالمرسوم بقانون رقم (24) لسنة 2006، المعدل بالقانون رقم (17) لسنة 2017، على أن تختص اللجنة بتوقيع جزاء أو أكثر من الجزاءات المالية المنصوص عليها في الجدول رقم (1) المرفق بهذا القانون، على المرخص له، في حالة ارتكابه مخالفة لأحكام هذا القانون أو لائحته التنفيذية أو القرارات الصادرة تنفيذاً له، وذلك في غير الجرائم والعقوبات المنصوص عليها في الفصل السادس عشر من هذا القانون.
ثالثاً- الموافقة على مشروع قرار وزير البلدية والبيئة بتعديل بعض أحكام القرار رقم (351) لسنة 2018 بشأن تنظيم بيع المواصفات القياسية، واللوائح الفنية، والمطبوعات، والنشرات المتعلقة بها.
رابعاً- اطّلع مجلس الوزراء على توصية مجلس الشورى حول البيئة البرية والبحرية، وقرر إحالة التوصية إلى الجهة المختصة لإبداء مرئياتها في هذا الصدد.
خامساً- الموافقة على:
1- مشروع اتفاقية خدمات جوية ثنائية بين حكومة دولة قطر وجمهورية البرازيل الاتحادية.
2- مشروع اتفاقية للتعاون الثقافي والفني بين حكومة دولة قطر وحكومة جمهورية نيكارغوا.
3- مشروع اتفاقية للتعاون في مجال التعليم بين حكومة دولة قطر وحكومة جمهورية الباراغواي.
سادساً- اتخاذ الإجراءات اللازمة للتصديق على:
1- اتفاقية بين حكومة دولة قطر وحكومة جمهورية كرواتيا حول الإعفاء من متطلبات تأشيرة الدخول لحاملي جوازات السفر الدبلوماسية والخاصة.
2- اتفاقية للتعاون في المجال الثقافي بين حكومة دولة قطر وحكومة جمهورية كرواتيا.
3- اتفاقية تعاون وتبادل إخباري مشترك بين وكالة الأنباء القطرية (قنا) ووكالة الأنباء الكرواتية (هينا).
4- مذكرة تفاهم للتعاون في مجال الرياضة بين وزارة الثقافة والرياضة في دولة قطر ومكتب الدولة المركزي للرياضة في جمهورية كرواتيا.
5- مذكرة تفاهم للتعاون في مجال التعليم والتعليم العالي والعلوم بين وزارة التعليم والتعليم العالي في دولة قطر ووزارة العلوم والتعليم في جمهورية كرواتيا.
6- مذكرة تفاهم للتعاون في المجال الزراعي بين وزارة البلدية والبيئة في دولة قطر ووزارة الزراعة في جمهورية كرواتيا.
سابعاً- استعرض مجلس الوزراء الموضوعات التالية واتخذ بشأنها القرارات المناسبة:
1- مشروع قانون استعمال وحماية شارة الهلال الأحمر، ومرئيات بعض الجهات في هذا الصدد.
2- التقرير السنوي التاسع لأعمال اللجنة القطرية لتحالف الحضارات.
3- التقرير السنوي السادس للجنة الوطنية للقانون الدولي الإنساني.
4- نتائج الدورة (108) لمؤتمر العمل الدولي التي عُقدت في جنيف خلال شهر يونيو 2019.
ثامناً- استمع مجلس الوزراء إلى العرض الذي قدّمه سعادة وزير المالية عن نتائج أعمال المجموعة الوزارية للتنسيق ومتابعة المشروعات الكبرى «ذات الأهمية الاستراتيجية». وقد أشار سعادته من خلال العرض إلى قيام الجهات المختصة في الدولة باستكمال معظم مشاريع الطرق السريعة، وإنجاز المشاريع الأخرى بنسب كبيرة مثل المشاريع المتعلقة بتنظيم كأس العالم 2022 وشبكات المترو والبنية التحتية، ومنها تطوير البنية التحتية لأراضي المواطنين القائمة والجديدة، والمشاريع في قطاعي الصحة والتعليم.
كما أشار سعادته إلى النظرة الاستراتيجية والخطة المستقبلية للمشروعات، وأفاد بأن وزارة المالية، وبالتعاون مع هيئة الأشغال العامة، تعمل على تطبيق خطة استراتيجية من خلال ربط مؤشرات الأداء المستهدفة بالموافقات على المشاريع الجديدة، وستكون هذه المعايير من ضمن العوامل الرئيسة لتحديد مسارات الإنفاق وربطها بالخطة الاقتصادية للدولة.
