The Minister of Foreign Affairs of the Republic of Angola, Manuel Domingos Augusto, said that Qatar is a strategic partner of Angola, which seeks to take advantage of Doha’s experience in exploiting its natural resources to build a development renaissance and achieve the well-being of the people.
In an exclusive interview with QNA, the Angolan Minister of Foreign Affairs added that Angola’s ambition to achieve a pioneering development encourages it to cooperate with the State of Qatar to benefit from its unique experience in exploiting its resources of oil and gas revenues to create a diversified and sustainable economy.
He added that President of the Republic of Angola Joao Manuel Lourenco directed his government to work vigorously to strengthen relations of cooperation with Qatar, and turn the existing diplomatic relations into concrete partnership projects.
The Angolan Minister of Foreign Affairs said that Qatar and his country have agreed to start implementing strategic projects, which their developmental benefits will be for both sides and will benefit many countries on the African continent. He explained that the strategic projects that the parties will start to implement in Angola, represents an important start for cooperation between the two countries, and that the next two years will see other notable steps in the field of fruitful cooperation between the two countries.
The Minister stressed that the visit of President of Angola, Joao Manuel Lourenco, to Doha, during the past days, marked an important step in the process of building distinguished relations between the two sides, especially as the Angolan government has been seeking since taking office in the last two years to implement strategic visions concerning the establishment of broad-based cooperation with successful partners in order to achieve the desired growth of the country. He praised Qatar’s successful history in terms of economic development, pointing out that the two countries share common commonalities and similar characteristics, as they are important producers and exporters of oil and gas. The difference between them is that Qatar has used its energy inputs extensively and successfully, to become an important global player in this aspect, he added.
He said that trade exchange between the two countries is negligible except for some limited cooperation between companies in the energy sector, indicating that the announcement of Qatar Airways that it will launch direct flights to the capital Luanda, as of next March, will represent an important impetus and a new stage for the movement of goods and trade exchange between the two countries.
The Minister added that the Angolan President’s visit to the country witnessed several important meetings with Qatari officials and the signing of several cooperation agreements. During these high-level meetings, Qatar expressed readiness to fruitful partnership with Angola, especially in view of Qatar’s previous experiences in countries within the African continent, he added.
The Minister pointed out that the cooperation between the two countries can include different sectors, the most important of which are those related to economic diversification, adding Qatar has an important experience in this field through its relentless endeavour to reduce dependence on its natural resources. Angola also seeks to achieve the same as it has important agricultural land and water resources, as well as other sectors such as diamonds and gold, he noted.
He added that the two countries could make a big difference at the level of those sectors, by bringing in Qatari funding and technology to exploit Angola’s natural resources, which would provide double benefits. Augusto said that the IMF’s grant of $3bn to Angola reflects its faith in the new government and its reforms and financial guarantees related to the free movement of capital outside the country.
قال سعادة السيد مانويل دومينغوس أوغيستو وزير الخارجية بجمهورية أنغولا، إن دولة قطر تعد شريكا استراتيجيا لأنغولا التي تسعى للاقتباس من تجربة الدوحة في استغلال مواردها الطبيعية لبناء نهضة تنموية وتحقيق الرفاه للشعب .
وأضاف سعادته في حوار خاص مع وكالة الأنباء القطرية “قنا” بأن طموح أنغولا لتحقيق تنمية رائدة يدفعها إلى التعاون مع دولة قطر للاقتباس من تجربتها الفريدة في استغلال مواردها من عائدات النفط والغاز للعمل على خلق اقتصاد متنوع ومستدام .
وبين أن فخامة الرئيس جواو مانويل لورينسو رئيس جمهورية أنغولا، وجه إلى ضرورة العمل بشكل حثيث لتعزيز علاقات التعاون مع قطر، وتحويل العلاقات الدبلوماسية القائمة حاليا إلى مشاريع شراكة ملموسة.
وذكر أن قطر وبلاده اتفقتا على البدء في تنفيذ مشاريع استراتيجية، ستنعكس فوائدها التنموية على الجانبين، كما سيعم نفعها دولا عديدة في القارة الإفريقية، موضحا أن المشاريع الاستراتيجية التي سيبدأ الطرفان في تنفيذها في أنغولا، تمثل انطلاقة مهمة للتعاون بين الدولتين، في انتظار أن تشهد السنتان المقبلتان خطوات أخرى بارزة في مجال التعاون المثمر بين البلدين.
وأكد وزير الخارجية الأنغولي، أن زيارة فخامة الرئيس جواو مانويل لورينسو رئيس جمهورية أنغولا، إلى الدوحة خلال الأيام الماضية، مثلت خطوة مهمة في مسيرة بناء علاقات متميزة بين الجانبين، خاصة في ظل وجود نظام أنغولي يسعى منذ توليه السلطة في السنتين الماضيتين، إلى تنفيذ رؤى استراتيجية تتعلق بتأسيس تعاون واسع النطاق مع شركاء ناجحين من أجل تحقيق النمو الذي تنشده البلاد.
وثمن تاريخ قطر الناجح على صعيد التنمية الاقتصادية، مبينا أن البلدين تجمعهما قواسم مشتركة وخصائص متشابهة، حيث يعدان منتجين ومصدرين مهمين للنفط والغاز .. “والفرق بينهما أن قطر استغلت مداخلها من الطاقة بشكل واسع وناجح، حتى أصبحت لاعبا عالميا مهما في هذا الجانب.”
ولفت إلى أن أنغولا التي مرت بفترة من الحرب الداخلية دمرت البلاد وذهبت معظم عائدات ثرواتها الطبيعية إلى تغذية تلك الحرب الطاحنة، باتت آمنة خلال السنوات 17 الماضية، غير أنه يتعين عليها تكثيف الجهود والعمل لمحو تلك الفترة وما خلفته من ضياع للموارد والوقت.
وقال إن التبادل التجاري بين البلدين لا يكاد يذكر باستثناء بعض التعاون المحدود بين شركات في قطاع الطاقة، مبينا أن إعلان الخطوط الجوية القطرية عن تدشين رحلاتها مباشرة إلى العاصمة لواندا، اعتباراً من شهر مارس المقبل، سيمثل دفعا مهما ومرحلة جديدة لانتقال البضائع وتبادل التجارة بين البلدين.
وأضاف سعادة السيد مانويل دومينغوس أوغيستو وزير الخارجية بجمهورية أنغولا، أن زيارة الرئيس الأنغولي للبلاد شهدت عقد العديد من اللقاءات المهمة مع المسؤولين القطريين، وتوقيع العديد من اتفاقيات التعاون، فيما أعربت قطر من خلال اللقاءات التي عقدت على مستوى عال أثناء الزيارة، عن استعدادها للشراكة المثمرة مع أنغولا، خاصة أن قطر لديها تجارب سابقة في دول ضمن القارة الإفريقية.
وأشار إلى أن التعاون بين الدولتين يمكن أن يسلك طرقا متنوعة ليشمل قطاعات مختلفة، من أهمها المجالات المتعلقة بالتنوع الاقتصادي، والتي باتت قطر تتمتع بتجربة مهمة فيها، وذلك عبر سعيها الدؤوب لتقليل الاعتماد على مصادرها الطبيعية “وهو الأمر نفسه الذي تسعى أنغولا إلى تحقيقه، مستعينة بما لدينا من أراض زراعية مهمة ومصادر مياه، فضلا عن قطاعات أخرى منها الألماس والذهب.”
وأضاف أن البلدين يمكن أن يصنعا فارقا كبيرا على مستوى تلك القطاعات، وذلك من خلال جلب التمويل والتكنولوجيا القطرية، لاستغلال المصادر الطبيعية في أنغولا مما يوفر فوائد مزدوجة للطرفين.
وتابع قائلا:” لتحقيق هذه الأهداف اتفقنا على تسيير وفد من رجال الأعمال القطريين إلى أنغولا للاطلاع عن كثب على واقع الاستثمار، والفرص التي تتيحها البيئة الاستثمارية في البلاد، خاصة في قطاع النفط والغاز وقطاعات أخرى من بينها السياحة والصناعة والمصادر الطبيعية.”
وتطرق إلى وضع مناخ الاستثمار في بلاده، مستعرضا ما تقدمه أنغولا من فرص وضمانات تشجع المستثمرين الأجانب على الإقبال إليها للاستفادة من بيئتها الاستثمارية.. مبينا أن السنتين الماضيتين شهدتا إصدار تشريعات جديدة محسنة لبيئة الأعمال هناك، وهي قوانين كافية لضمان حقوق وتشجيع المستثمرين الأجانب، حيث ألغت اشتراط وجود شريك أنجولي في كل المشاريع.
وأضاف أن التشريعات الجديدة ضمنت مرونة وحرية تحرك رأس المال وتحويل العملات الأجنبية خارج البلاد، وغير ذلك من إجراءات كانت تتسم بالصعوبة، قبل أن تصبح ميسرة خلال السنتين الماضيتين.
وقال إن منح صندوق النقد الدولي 3 مليارات دولار لأنغولا، يعكس إيمانه وثقته بتوجه الحكومة الجديدة، وما أقدمت عليه من إصلاحات وضمانات مالية تتعلق بحرية انتقال رؤوس الأموال خارج البلاد.
