Doha: Several football governing bodies issued a joint statement on Wednesday to collectively condemn in the strongest possible terms the theft of their intellectual property by channel beoutQ, which carried pirated broadcasts of global sports events to which Qatar-based broadcaster beIN Sports held the rights.
World soccer governing body Fifa, continental bodies UEFA and AFC, and major European football leagues such as the Premier League, La Liga, Bundesliga and Serie A came forward and called on authorities in Saudi Arabia (KSA) to take action.
“Since May 2018, we have collectively been working with an international legal counsel to monitor and compile evidence against beoutQ, whose broadcasts are regularly and on an industrial scale made available on an illegal basis,” the statement

“We, the rights holders of various football competitions, collectively condemn in the strongest possible terms the ongoing theft of our intellectual property by the pirate broadcaster known as “beoutQ” and call on the authorities in Saudi Arabia to support us in ending the widespread and flagrant breaches of our intellectual property rights taking place in the country.
Since May 2018, we have collectively been working with an international legal counsel to monitor and compile evidence against beoutQ, whose broadcasts are regularly and on an industrial scale made available on an illegal basis. Following thorough analysis by technical experts of how beoutQ operates from a technical perspective, we are satisfied that beoutQ is operating specifically to target customers in KSA and is utilising the facilities of at least one KSA-based entity.
Over the past 15 months, we spoke to nine law firms in KSA, each of which either simply refused to act on our behalf or initially accepted the instruction, only later to recuse themselves.
As copyright holders, we have concluded, regrettably, that it is now not possible to retain legal counsel in KSA which is willing or able to act on our behalf in filing a copyright complaint against beoutQ. We feel we have now exhausted all reasonable options for pursuing a formal copyright claim in KSA and see no alternative but to pursue beoutQ and a solution to this very serious problem of piracy by other means.
beoutQ’s infringement of our rights inevitably harms every aspect of the industry, from the rights holders to legitimate licensees, consumers and fans, participants (including players, clubs and national teams) and ultimately, the sport itself.
We have welcomed previous statements by the Saudi Ministry of Culture and Information and the Saudi Government against beoutQ. However, given the scale of beoutQ’s piracy in KSA and that the piracy continues unabated, we request that the Ministry and the Saudi Government take swift and decisive action against beoutQ.
We are committed, collectively and individually, to working with all relevant authorities to combat the beoutQ piracy.”
عبر الاتحاد الدولي لكرة القدم “الفيفا” والاتحاد الأوروبي “يوفيا” وعدد من الاتحادات الدولية والهيئات العالمية لكرة القدم عن إدانتهم وإستنكارهم الشديد للقرصنة والسرقة التي تمارسها بي آوت كيو “BeoutQ” السعودية، وتعديها على حقوق الملكية الفكرية لشبكة قنوات بي إن سبورتس “beIN”،حيث تبث وبشكل غير قانوني أحداثاً وبطولات رياضية عالمية لا تملك حقوق بثها.
وطالبت اتحادات كرة القدم العالمية، في بيان مشترك شديد اللهجة صدر اليوم، السلطات السعودية إغلاق القناة وإتخاذ إجراءات سريعة وحاسمة ضد قراصنة “BeoutQ” ، داعية لها بوقف حد لهذه الانتهاكات الكبيرة والخروقات القانونية لحقوق الملكية الفكرية والذي يتم وتجري أحداثه داخل أراضيها.
ودعت منظمات وهيئات كرة القدم العالمية في البيان الذي تضمن كل من الاتحاد الآسيوي والدوري الألماني والدوري الإسباني والدوري الإنجليزي، السلطات السعودية لإغلاق قناة القرصنة بي أوت كيو، وأدان ما تقوم به “بي آوت كيو” من سرقة وقرصنة لما تسببه من أضرار لجميع الشركاء من مالكي الحقوق والتراخيص وصولا إلى المنتخبات الوطنية والأندية واللاعبين، والرياضة في حد ذاتها.
وتسطو “بي اوت كيو” بشكل مستمر على بث مباريات دوري أبطال أوروبا ودوري الأوروبي ، وكأس العالم والدوري الإنجليزي، دون أن يكون لها حقوق بث حيث تمتلك شبكة “بي إن سبورتس” حقوقها، الأمر الذي شكل مصدرا لإزعاج العديد من المنظمات الرياضية حول العالم .
وقال البيان، الذي تداولته وسائل الإعلام ووكالات الأنباء العالمية،”منذ مايو 2018، نعمل بصورة جماعية مع محام دولي من أجل مراقبة وجمع أدلة ضد بي آوت كيو، التي تبث محتواها على نحو منتظم وبنطاق صناعي وتتيحه بصورة غير قانونية”.
وأكد أنه جرى خلال الخمسة عشر شهرا الماضية التواصل مع تسع شركات للمحاماة في السعودية لكنها رفضت تمثيل الجهات صاحبة الحقوق أو اعتذرت في وقت لاحق.
وتضيف هذه الهيئات العالمية أنها توصلت إلى استنتاج مفاده أنه لا يمكن الحصول على تمثيل قانوني في السعودية لمقاضاة “بي آوت كيو”، وبالتالي لم يعد لديها من خيار سوى ملاحقة القرصنة عبر وسائل أخرى.
الجدير بالذكر أن بي أوت كيو متوفرة بشكل واسع في السعودية ولا تزال تمارس سطوها على حقوق الملكية الفكرية وحقوق البث والإمتيازات التي تخص شبكة قنوات بي إن سبورتس الرياضية.
