QP, Chevron Phillips Chemical sign pact for mega-petrochemical plant in US

Qatar Petroleum signed an agreement with Chevron Phillips Chemical Company to develop a new world-scale petrochemical project in the Gulf Coast region of the United States of America.
The signing took place at the White House, in the presence of His Highness the Amir Sheikh Tamim bin Hamad al-Thani and the US President Donald Trump.
The agreement was signed by HE the Minister of State for Energy Affairs Saad Sherida al-Kaabi, also the President and CEO of Qatar Petroleum, and by Mark E. Lashier, President & CEO of Chevron Phillips Chemical.
With an estimated cost of around $8bn, the US Gulf Coast II Petrochemical Project (USGC II) will include an ethylene cracker with a capacity of 2mn tons per year, making it the largest cracker in the world, and two high-density polyethylene units with a capacity of 1mn tons per year each.
The complex will be located in the US Gulf Coast region, where there is direct access to significant ethane quantities produced by US shale basins, including the prolific Permian Basin.
Pursuant to the agreement, Qatar Petroleum will own a 49% share in the USGC II project, while Chevron Phillips Chemical will own the remaining 51% share and provide project management and oversight and be responsible for the operation and management of the facility.
Al-Kaabi welcomed the signing of the agreement and said “This is the second agreement of its kind in as many weeks, with our trusted partner, Chevron Phillips Chemical, to further cement the strong partnership between our two companies and to complement Qatar Petroleum’s international portfolio in the United States, which is a core growth area for us as we believe it has great prospects and growth opportunities.”
“This important project will help meet increasing global demand for petrochemicals market. It also showcases the momentum of Qatar Petroleum’s international growth strategy, which has taken robust steps in various upstream and downstream activities in many parts of the world,” al-Kaabi concluded.
On his part, Lashier said, “Qatar Petroleum is already a terrific partner of Chevron Phillips Chemical on petrochemical ventures in Qatar and we look forward to expanding our relationship in the United States as we jointly seek to develop a new petrochemical facility along the U.S. Gulf Coast. Qatar Petroleum’s financial strength, its commitment to safety as a core value and shared belief in our strategy to build facilities located close to competitive feedstocks makes this an ideal relationship.”
The award of engineering, procurement and construction (EPC) contracts for the USGC II project is currently planned for 2021 with targeted startup of the new facility in 2024.
Last month, Qatar Petroleum had announced a joint venture with Chevron Phillips Chemical to pursue a world-scale petrochemical plant in Qatar at the Ras Laffan Industrial City with a nameplate capacity of 1.9mn tons of ethylene per annum, making it the largest ethane cracker in the Middle East and one of the largest in the world.
وقّعت «قطر للبترول» أمس الأول اتفاقية جديدة مع شركة شيفرون فيليبس للكيماويات الأميركية لتطوير مجمع عالمي للبتروكيماويات في منطقة ساحل الخليج بالولايات المتحدة الأميركية.
تم توقيع الاتفاقية في البيت الأبيض بحضور حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير دولة قطر، وفخامة رئيس الولايات المتحدة الأميركية دونالد ترمب، حيث قام كل من سعادة المهندس سعد بن شريده الكعبي وزير الدولة لشؤون الطاقة العضو المنتدب والرئيس التنفيذي لـ «قطر للبترول»، والسيد مارك ليجر -الرئيس التنفيذي لشركة شيفرون فيليبس للكيماويات- بالتوقيع عليها.
وسيضم مشروع «ساحل الخليج الأميركي للكيماويات 2» وحدة لتكسير الإيثان بطاقة إنتاج سنوية تبلغ مليوني طن من الإثيلين، وهو ما يجعلها أكبر الوحدات من نوعها في العالم، كما سيشتمل على وحدتين لإنتاج البولي إيثيلين عالي الكثافة بطاقة إنتاجية سنوية تبلغ مليون طن لكل منهما.
وسيتم بناء المجمع بتكلفة تقدر بحوالي 8 مليارات دولار في إحدى مناطق ساحل خليج الولايات المتحدة بالقرب من مصادر إمدادات غاز الإيثان الوفيرة التي تنتجها أحواض الغاز الصخري الأميركية، بما في ذلك الحوض البيرميان المعروف بغزارة الإنتاج.
وبحسب الاتفاقية، ستمتلك «قطر للبترول» حصة تبلغ 49% من المشروع، بينما ستمتلك شركة شيفرون فيليبس للكيماويات حصة تبلغ 51%، وستقوم بتوفير الإشراف على المشروع، وبإدارة المجمع.
سعادة المهندس سعد بن شريده الكعبي رحّب بالتوقيع على الاتفاقية، وقال: «هذه هي الاتفاقية الثانية من نوعها مع شركة شيفرون فيليبس للكيماويات خلال أسبوعين، والتي تعزز من شراكتنا القوية ومن محفظة «قطر للبترول» الدولية في الولايات المتحدة، التي تعتبر إحدى محاور نمونا الأساسية، والتي تتميز بفرص كبيرة وواعدة».
وأضاف سعادة المهندس الكعبي: «سيساهم هذا المشروع المهم في تلبية الطلب العالمي المتزايد، وفي الوقت نفسه سيشكل دعماً جديداً لاستراتيجية «قطر للبترول» للنمو العالمي، والتي شهدت الكثير من التطورات مؤخراً في نشاطات التنقيب والاستكشاف وصناعة البتروكيماويات في العديد من البلدان حول العالم».
من جهته، قال السيد مارك ليجر الرئيس التنفيذي لشركة شيفرون فيليبس للكيماويات: «إن «قطر للبترول» شريك مميز لنا في صناعة البتروكيماويات في دولة قطر، ونتطلع إلى توسيع علاقاتنا في الولايات المتحدة من خلال سعينا المشترك لتطوير مجمع بتروكيماوي جديد على ساحل خليج الولايات المتحدة، إن قوة «قطر للبترول» المالية والتزامها بالسلامة كقيمة أساسية، إضافة إلى الإيمان المشترك باستراتيجيتنا في بناء منشآتنا بمناطق تتميز بوفرة المواد الأولية، تجعل هذه العلاقة أكثر متانة».
ويتوقع منح عقد التصاميم الهندسية في الربع الأول من عام 2021، بحيث يتم إنجازه والبدء بتشغيله في العام 2024.
وكانت «قطر للبترول» قد أعلنت في 24 يونيو اختيار شركة شيفرون فيليبس للكيماويات الأميركية شريكاً في مشروع بناء وتطوير مجمع جديد للبتروكيماويات في مدينة راس لفان الصناعي، يشمل وحدة لتكسير الإيثان بطاقة إنتاج سنوية تبلغ مليون و900 ألف طن من الإثيلين، ما يجعلها أكبر وحدة من نوعها في الشرق الأوسط، ومن أكبر الوحدات في العالم.
