International community appreciates Qatar’s role in hosting the Afghan dialogue for peace

The Minister of Foreign Affairs’ Special Envoy for Counterterrorism and Mediation in Conflict Resolution, Dr Mutlaq bin Majid al-Qahtani, has announced the success of the two-day Afghan peace talks held in Doha under the auspices of Qatar and Germany.

The Intra- Afghan Peace Talks, launched on Monday, and gathered many Afghan personalities representing many different parties in Afghanistan, in the context of efforts to support the peace process there.

Dr al-Qahtani, in his speech at the closing of the conference on Tuesday, stressed that Qatar values these joint efforts noting, “More than 60 Afghans representing all segments of Afghan society, including women, the Taliban and representatives of the government, met in their personal capacity for the first time to discuss ways to end the conflict in Afghanistan and achieve peace, where they dealt over a two-day with wide range of issues of common concern including the rights of women and minorities, the ceasefire, the release of prisoners, the withdrawal of foreign forces and the political future of Afghanistan. “

“We are very pleased today to reach a joint statement as a first step to peace and we thank them for their support for the ongoing talks in Qatar which they consider important and positive in ending the conflict in Afghanistan,” he added.

He stressed that what has been reached today may be only a first step to find an understanding between the conflicting parties, noting the agreement of all on the importance and the need to build on them and continue efforts, saying: “The journey of a thousand miles begins with a step.”

Dr al-Qahtani expressed the hope that this event would mark the beginning of a meaningful process leading to a comprehensive and sustainable peace in Afghanistan. He expressed his thanks to all Afghan participants for the constructive spirit in this dialogue and for all those who contributed to the success of this conference and its sponsors.

He concluded by stressing that Qatar will remain a force of peace, love and co-operation with the peoples, the Afghan people and the international community to achieve peace in Afghanistan.

For his part, German envoy for Afghanistan and Pakistan Markus Potzel stressed that the success of the conference is the first step to end the violence in Afghanistan. He expressed his happiness at the agreement of the parties participating in the conference to issue a joint final statement as an output document of this Afghan-Afghan conference.

The German envoy praised the constructive participation of all parties in the conference.

He hoped that the success of the Afghan Peace Conference would serve as a good starting point for a comprehensive solution to the peace process, encouraging all participants to seek to meet again and continue dialogue to promote and deepen bilateral relations in order to produce results that would benefit the Afghan people.

The joint communique included several important points, most notably the agreement of all the participants in the conference that the achievement of sustainable peace in Afghanistan will be achieved only through comprehensive Afghan negotiations, and that Afghanistan is a unified and homogeneous Islamic state of all races and Islamic sovereignty, as well as the importance of achieving social and political justice, the establishment of national unity and the territorial sovereignty to which all Afghans are committed.

The participants in the Afghan-Afghan dialogue stressed in their joint final communique the importance of preventing Afghanistan from entering into other wars and that the Afghan peace dialogue is important and decisive among the different sectors of society. They stressed the need for the international community to respect Afghan values. They also stressed that in order to reach effective Afghan negotiations, a number of points must be adhered to, notably that the parties of the crisis must avoid threats, retaliation and verbal warfare, and give priority to the language of dialogue during official meetings and not to fuel conflict and that the participants in the Afghan Peace Conference support the ongoing peace talks in Doha and emphasize that the effective and positive outcome of the negotiations will be fruitful and in the interest of Afghanistan.

The participants also agreed in the joint final communique on the importance of taking steps that would create a reliable environment for peace in Afghanistan, emphasize the security of Afghanistan from wars and their consequences, and the need for all parties to take into account these measures, including the unconditional release of prisoners, the elderly, the disabled, and patients and ensure the security of public facilities such as hospitals and markets, educational institutions such as schools, universities and populated areas, emphasising the respect and protection of the dignity and property of the Afghan people and protecting the rights of women in all political, social, economic, educational and cultural affairs.

The participants in the Afghan Peace Conference in Doha also agreed on a road map for peace based on the following conditions: Establishing the Islamic system of the state for the implementation of comprehensive peace, and the peace process began with the completion of all these items, monitor and follow up the implementation of the peace agreement, reform all vital institutions that benefit the Afghan people, support post-peace donor countries based on cooperation and new relations, and ensure that neighboring and regional countries do not interfere in Afghan affairs.

The participants also agreed to accept the recent resolution of the Afghan dialogue held on 5 and 6 February 2019 in Moscow, calling on the Organisation of Islamic Co-operation (OIC), United Nations, the Security Council, the European Union (EU) and neighboring countries to support the peace conferences held in Moscow and Doha.

At the conclusion of the joint final communique, participants of the Afghan Peace Conference expressed their thanks and appreciation for the joint efforts of the State of Qatar and Germany to work for the success of the Afghan Peace Conference. They also expressed the hope that all parties concerned would continue to support them in the interests of Afghanistan and its people in the context of a real peace that all wish.

ثمّنت العديد من الجهات الدولية نتائج حوار السلام الأفغاني، الذي عقد في الدوحة، خلال هذا الأسبوع، ودعا إلى نبذ العنف وإحلال السلام في أفغانستان.

وأعلنت روسيا تأييدها نتائج الاجتماع، مؤكدة أن ما يبعث على الارتياح أن المشاركين اعتمدوا، في الدوحة، بياناً ختامياً يعكس عزمهم على المضي قدماً نحو تحقيق السلام بين الأفغان. ومن جانبه، رحب الاتحاد الأوروبي بنتائج المؤتمر، معتبراً مؤتمر الدوحة خطوة مهمة نحو تحقيق السلام الذي طال انتظاره في هذا البلد. كما لاقى المؤتمر ردود فعل إيجابية في أفغانستان، سواء على المستوى الرسمي أو الهيئات والجهات المختلفة. وكان سعادة الدكتور مطلق بن ماجد القحطاني مبعوث وزير الخارجية الخاص لمكافحة الإرهاب والوساطة في تسوية المنازعات، أكد نجاح المؤتمر الأفغاني للسلام الذي عُقد في الدوحة على مدى يومين برعاية مشتركة بين دولة قطر وألمانيا الاتحادية.

ردود فعل إيجابية داخل أفغانستان

لاقى حوار السلام الأفغاني الذي اختتم الاثنين في قطر، بدعوة مشتركة للحد من العنف، ردود فعل إيجابية في أفغانستان.

واعتبر وزير الدولة الأفغاني لشؤون السلام ومدير مكتب رئيس أفغانستان، سلام رحيمي، مؤتمر السلام المنعقد في الدوحة برعاية قطرية ألمانية خطوة كبيرة في الاتجاه الصحيح نحو السلام.

وقال رحيمي في بيان، أمس الثلاثاء: «مؤتمر الحوار الأفغاني- الأفغاني في الدوحة خطوة كبيرة في الاتجاه الصحيح نحو السلام».

وأوضح رحيمي: «التفاهمات التي تم التوصل إليها خلال المؤتمر تعزّز الآمال لإحلال السلام. والالتزام بحقوق المواطنين، خاصة المرأة، يشكّل نقطة انعطاف مهمة في هذه العملية».

وثمّن رحيمي جهود المشاركين كافة في مؤتمر الدوحة، قائلاً: «أمامنا مسيرة طويلة، ويجب النظر بواقعية إلى سرعة التطورات الحاصلة؛ فكلما تعمّقنا في التفاصيل والذهاب نحو الخطوات العملية في المستقبل تزداد الاحتمالات بتباطؤ العملية؛ نظراً لاختلاف وجهات النظر ومواجهة المشاكل الإجرائية».

وقال متحدث باسم المجلس الأعلى الأفغاني للسلام، إن المجلس «متفائل بشكل عام» إزاء الجهود الراهنة من أجل السلام.

وقال المتحدث أسد الله زئيري إن الخطوة هي «تطور كبير» ومن الممكن أن تكون «بداية للسلام في أفغانستان». كما قال يوسف ساها المتحدث باسم الرئيس الأفغاني السابق حامد كرزاي، إن المحادثات التي جرت في الدوحة «واعدة».

من ناحيته، أعلن مكتب الرئيس التنفيذي لأفغانستان عبدالله عبدالله، أنه يرى أن الحوار هو «خطوة إيجابية» نحو السلام. وأضاف متحدث باسم المكتب أن هناك أمل في أن تؤدي المحادثات إلى مناقشات مباشرة بين الحكومة الأفغانية وطالبان.

وكانت ألمانيا وقطر قد استضافتا الحوار بشكل مشترك في الدوحة، وشارك فيه أكثر من 60 شخصية من بينهم ممثلون لطالبان وممثلون لقطاع واسع من المجتمع الأفغاني.

وجاء الحوار الأفغاني وسط توقف اجتماعات تعقد بين مسؤولين من الولايات المتحدة وطالبان، منذ منتصف العام الماضي، أملاً في إيجاد حل سياسي للحرب المستمرة في أفغانستان منذ نحو 18 عاماً.

وفي الإعلان الخاص بالحوار الصادر في وقت متأخر من مساء الاثنين، تعهد المشاركون في الحوار بوقف الهجمات على مؤسسات الرعاية الاجتماعية مثل المدارس والمراكز الدينية والمساجد والمستشفيات وغيرها.

الخارجية الروسية: المؤتمر فرصة حقيقية للاستقرار.. وندعم نتائجه

أعلنت المتحدثة الرسمية باسم وزارة الخارجية الروسية، ماريا زاخاروفا، أمس الثلاثاء، أن الجانب الروسي يؤيد نتائج الاجتماع الثاني للحوار بين الأفغان الذي عُقد في الدوحة يومي 7 و8 يوليو.

وقالت زاخاروفا، بحسب ما نقل عنها موقع وزارة الخارجية الروسية: «لقد كان استمراراً لمحادثة بدأت في شهر فبراير، في موسكو، من قِبل ممثلين عن طيف واسع من القوى الاجتماعية والسياسية لأفغانستان، بما في ذلك المعارضة المسلحة؛ بهدف تسهيل الإطلاق المبكر لعملية السلام في هذا البلد. وما يبعث على الارتياح أن المشاركين اعتمدوا، سواء في موسكو أو الدوحة، بياناً ختامياً يعكس عزم الطرفين على المضي قدماً نحو تحقيق السلام بين الأفغان».

وأشارت إلى أن الحوار بين الأفغان يجسّد، في الواقع، المبدأ الذي يحظى بتأييد واسع النطاق لعملية السلام المتمثل في «عملية يقودها الأفغان ويمتلكها الأفغان». وأوضحت المتحدثة باسم وزارة الخارجية الروسية أنه «في الواقع الأفغاني المعاصر، تظل هذه الاجتماعات قناة التواصل الفعلية الوحيدة بحكم الواقع، ليس فقط للأطراف المتصارعة في الصراع الأفغاني، ولكن وأيضاً لجميع القوى السياسية الرئيسية في أفغانستان، والتي بدونها يصعب تحقيق سلام حقيقي. ونأمل أن تضع مثل هذه الاتصالات أساس اتفاقية السلام المستقبلية، وأن تحدد بشكل أوضح ملامح هيكل أفغانستان بعد الصراع «.

وأضافت زاخاروفا أيضاً أنه «لا يزال يبعث على السرور أن هذا الشكل التفاوضي بين الأفغان الذي بدأته الجالية الأفغانية في روسيا، وعدد من بلدان رابطة الدول المستقلة، وبعض البلدان الآسيوية والأوروبية؛ قد حظي باستمراره، ودعم من قِبل الغالبية العظمى من دول المجتمع الدولي».

وقد اختتم المؤتمر فعالياته في ساعة متأخرة من فجر الاثنين، بإصدار بيان مشترك من 8 بنود، بالتأكيد على خفض أعمال العنف والحفاظ على أرواح المدنيين والمؤسسات العامة، والدعوة إلى إجراء مفاوضات مباشرة بين الأفغان.

الاتحاد الأوروبي: نساند تفاهمات اجتماع الدوحة مالياً وسياسياً

أعرب الاتحاد الأوروبي عن ترحيبه بنتائج المؤتمر الأفغاني للسلام، الذي اختتم أعماله في الدوحة أمس الأول الاثنين، معتبراً هذا المؤتمر خطوة مهمة نحو تحقيق السلام الذي طال انتظاره في هذا البلد.

وأفادت السيدة ماجا كوسيانيتش المتحدثة باسم الممثلة العليا للسياسة الخارجية والأمنية بالاتحاد الأوروبي ونائبة رئيس المفوضية الأوروبية، السيدة فيديريكا موجيريني، في بيان أمس الثلاثاء، بأن «الكتلة الأوروبية ستواصل بشكل ملموس سياسياً ومالياً دعم عملية السلام الأفغانية التي تبنّتها منذ عام 2011، والتي من شأنها أن تحافظ على الإنجازات السياسية والاقتصادية والاجتماعية للشعب الأفغاني». مضيفة أن الاتحاد الأوروبي «يعمل مع الحكومة الأفغانية وجميع المحاورين الآخرين لضمان شمولية مفاوضات السلام بما يحترم رغبة الأفغان في العيش في بلد مسالم وآمن ومزدهر».

كما نوّهت بالمؤتمر، الذي ضم عدداً من الشخصيات التي تمثّل جميع الأطياف السياسية الرئيسية في أفغانستان، بالإضافة إلى ممثلين عن حركة طالبان وناشطين مدنيين، في محاولة لتمهيد الطريق لعقد مفاوضات رسمية تنهي الاقتتال في البلاد. وشدّدت كوسيانيتش على ترحيب الاتحاد الأوروبي بما عبّر عنه المشاركون في المؤتمر، الذين اجتمعوا بالتزامن مع المحادثات الجارية بين الولايات المتحدة من أجل البدء في عملية سلام شاملة، والتعهد باتخاذ إجراءات من شأنها أن تخلق بيئة سلمية وخالية من الحرب في أفغانستان. يُشار إلى أن أعمال المؤتمر الأفغاني للسلام انعقدت على مدى اليومين الماضيين في الدوحة، وجمعت العديد من الشخصيات الأفغانية التي تمثّل كثيراً من الأطراف المختلفة في أفغانستان، في إطار الجهود المبذولة لدعم عملية السلام هناك.
