MOEHE Confirms: Tuition increase in private schools is regulated

Doha: The Ministry of Education and Higher Education has confirmed that the Department of Private School Licenses is keen to know the policy of tuition and additional fees in private schools and kindergartens, and is working to monitor and follow up all fees collected by private schools or kindergartens, which led private schools to be most keen not to collect any fees unless approved and stipulated by the Ministry of Education and Higher Education. No private school or kindergarten can increase fees without referring to the Ministry and obtaining its prior approval or the act will be considered as an offence.

In its response to al-Raya’s August 7, 2021 report on “private school fees exhaust parents,” the ministry stressed the quest to provide an environment conducive to the growth and development of education in private schools on the one hand, and to achieve justice in providing diverse educational opportunities for students in a balanced manner to achieve the goal for all parties, whether students, their parents and private school license holders. We elucidate to all parents of students enrolled in private schools that the Ministry of Education and Higher Education attaches great importance to providing quality educational services to international standards at the level of all private schools.

The Ministry asserts that private schools and kindergartens wishing to increase school fees are required to identify the reasons and justifications for the increase in improving the quality of education and the school environment, taking into account that the increase in fees is commensurate with the level of educational or additional services provided to the student without losing sight of the existence of the profit aspect for investors in the private education sector.

The Ministry confirmed that a number of controls had been put in place to consider approving any increase in the proposed fees for the educational institution, taking into account that the decision to increase would be effective only after its adoption by the Ministry of Education and Higher Education.

الدوحة: أكّدت وزارةُ التعليم والتعليم العالي أن إدارة تراخيص المدارس الخاصة تحرص على معرفة سياسة الرسوم الدراسية والإضافية في المدارس ورياض الأطفال الخاصة، وتعمل على مُراقبة ومُتابعة كافة الرسوم التي يتم تحصيلها من قبل المدارس أو رياض الأطفال الخاصة، الأمر الذي أصبحت المدارس الخاصة معه حريصة أشد الحرص على ألا تقوم بتحصيل أي رسوم ما لم تُعتمد وتُقرّ من قبل وزارة التعليم والتعليم العالي. ولا يمكن لأي مدرسة أو روضة خاصة القيام بزيادة الرسوم من دون الرجوع إلى الوزارة، والحصول على موافقتها المسبقة وإلا اعتُبر ذلك مُخالفة.

وأكّدت الوزارة في ردّها على ما نشرته الراية بتاريخ 7 أغسطس 2021 حول «رسوم المدارس الخاصة تستنزف أولياء الأمور» السعي نحو توفير بيئة مشجّعة لنموّ وتطوير التّعليم بالمدارس الخاصة من جهة، وتحقيقًا للعدالة في توفير فرص تعليم متنوعة للطلاب بشكل متوازن بما يحقق الهدف لجميع الأطراف سواء الطلبة وأولياء أمورهم وأصحاب تراخيص المدارس الخاصة. ونبين لكافة أولياء أمور الطلبة المسجلين في المدارس الخاصة أن وزارة التعليم والتعليم العالي تُولي بالغ الأهمية لتوفير خدمات تعليمية تتسم بالجودة وَفق معايير عالمية على مستوى جميع المدارس الخاصة.

وتؤكّد الوزارةُ أن المدارس ورياض الأطفال الخاصة التي ترغب في زيادة الرسوم المدرسية يُطلب منها تحديد أسباب ومبررات الزيادة المتعلقة بتحسين جودة التعليم والبيئة المدرسية، مع مراعاة أن تتناسب الزيادة في الرسوم مع مستوى الخدمات التعليمية أو الإضافية المقدمة للطالب دون إغفال وجود جانب الربح للمستثمرين في قطاع التعليم الخاص.

وأكّدت الوزارةُ أنّه تمّ وضع جملة من الضوابط اللازم توافرها للنظر في الموافقة على أي زيادة في الرسوم المقترحة للمؤسسة التعليمية، مع مراعاة ألا يكون قرار الزيادة نافذًا إلا بعد اعتماده من وزارة التعليم والتعليم العالي.
