Qatar Chamber reviews criteria to increase private schools fees

Doha: The education committee of Qatar Chamber reviewed a number of topics related to the private sector, including the capacity of private schools, the development of a reference framework for determining the criteria for increasing tuition fees, the absence of mechanisms to control the relationship between private schools and teachers, in addition to the high costs of licensing and its renewal.

This came at the fourth meeting of the education committee during the current year, which was chaired by First Vice-Chairman of Qatar Chamber and Chairman of the Committee Mohamed bin Ahmed bin Towar Al Kuwari.

During the meeting, several other issues were discussed, including the issuance of the Private Schools Law and its executive regulations without consultation with representatives of the private sector, the high costs of licensing, the shortening of licenses for educational establishments and the lack of adequate school buildings.

During the meeting, Al Kuwari stressed the role played by government agencies in improving and facilitating the business environment in private sector, especially in the educational sector.

He pointed out that the presence of the Assistant Undersecretary for Educational Affairs at the Ministry of Education and Higher Education in the meeting emphasize the Ministry’s interest and seriousness in addressing all issues of private education, which opens a new page of cooperation between the Chamber represented by the education committee and the Ministry of Education.

For his part, the Assistant Undersecretary for Educational Affairs at the Ministry of Education and Higher Education Omar Abdul Aziz Al Namaa, stressed the ministry’s keenness to maintain continuous communication with the chamber, meet representatives of the private educational sector and members of the committee. Al Namaa also suggested a monthly meeting to be held between members of the committee and the ministry to come up with proposals and ideas that will contribute to the formulation of the ministry’s general policies.

Al Namaa also discussed topics and other issues related to summer activities plans, noting that the outcome of such meetings will be in the interest of the educational sector in the country.

استعرضت لجنة التعليم بغرفة قطر خلال اجتماعها الرابع للعام الحالي، والذي عقدته نهاية الأسبوع الماضي، عدداً من الموضوعات المتعلقة بالقطاع الخاص التعليمي منها مناقشة خفض الطاقة الاستيعابية للمدارس الخاصة، وضعف آليات رفع الرسوم المدرسية، وعدم وجود آليات لضبط العلاقة بين المدارس الخاصة والمعلمين، إضافة إلى ارتفاع تكاليف التراخيص أو تجديدها.

وعقد الاجتماع برئاسة السيد محمد بن أحمد بن طوار الكواري النائب الأول لرئيس الغرفة ورئيس اللجنة، وبحضور أعضاء اللجنة، ومشاركة السيد عمر بن عبد العزيز النعمة الوكيل المساعد لشؤون التعليم الخاص بوزارة التعليم والتعليم العالي.

وقد ناقش المجتمعون عدة موضوعات أبرزها: صدور قانون المدارس الخاصة ولائحته التنفيذية دون التشاور مع ممثلي القطاع الخاص، وارتفاع تكاليف التراخيص أو تجديدها، وقصر مدة التراخيص للمنشآت التعليمية، وقلة توفر المباني المدرسية الملائمة، وأجمع الحضور على أهمية إصدار شهادات تحفيز للمدارس التي حققت إنجازات على المستوى العلمي.

وأوصى المجتمعون بأن يتم التنسيق بين الجهات المعنية لوضع آليات لحفظ حقوق المدرسة، ولضمان عدم تأثر الفصول الدراسية في حالة انقطاع المعلم لفترات طويلة خلال العام الدراسي، وكذلك إعداد إطار مرجعي لتحديد معايير زيادة الرسوم الدراسية وتصنيف المدارس الخاصة.

وأكد النعمة أن وزارة التعليم والتعليم العالي تحرص على التواصل المستمر مع الغرفة، مقترحاً أن يتم عقد اجتماع شهري يجمع أعضاء اللجنة بوزارة التعليم للخروج بمقترحات وأفكار تساهم في صياغة السياسات العامة للوزارة.
