Kuwait praises Qatar’s role in establishing Darfur peace

Kuwait praised the role of Qatar in establishing peace in Darfur and its efforts in support of the joint African Union-UN Mission in Darfur (UNAMID).

In a speech to the UN Security session on Darfur, Kuwaiti Permanent Representative to the UN in New York Ambassador Mansour al-Otaibi underlined that Doha Peace Agreement will remain the reference to the political solution in the Darfur region.

Ambassador al-Otaibi mentioned a report on a joint assessment of the situation in Darfur, which showed the continued stability of security in the region, calling on all parties in Sudan to use self-restraint, renounce violence, and preserve the achievements made by the UNAMID.

With regard to the “instruments of conflict,” al-Otaibi stressed that it was possible to deal with them through non-peacekeeping means, adding that issues relating to land, ownership, climate change, and the safe and dignified return of displaced persons, were at the heart of post-conflict peace-building efforts.

He pointed out that peacekeeping is no longer the best means for the situation in Darfur.

“On the basis of the above, we call for the continuation of the mission in the current path as agreed in resolution 2429 (2018) and presidential statement No 19 of the Council last year.”

In terms of UNAMID’s departure, ambassador al-Otaibi praised the innovative approach of the mission through the work of “liaison functions in the States”, which contribute to a gradual and smooth exit of the mission through enhanced co-ordination with the United Nations teams in the areas of peacebuilding.

“The Sudanese government has always co-operated in this field, which was appointed by UNAMID, represented by the Joint Special Representative, in addition to the commendable efforts of Qatar and Germany,” al-Otaibi said.

“We will work within the next two weeks on a new mandate for the mission and hope to be concise and clear on one of the exit options and specific in areas that need to be focused on, such as capacity building, strengthening the rule of law, strengthening national ownership and strengthening co-operation and consistency with main member team in Darfur,” he added.

أشادت دولة الكويت، بدور دولة قطر في إحلال السلام بإقليم دارفور في السودان، وجهودها في دعم بعثة الأمم المتحدة والاتحاد الإفريقي في دارفور «يوناميد»، مؤكدة على أن اتفاق الدوحة للسلام يظل مرجعية الحل السياسي في إقليم دارفور.

ونوهت الكويت، التي تتولى الرئاسة الدورية لمجلس الأمن الدولي، خلال عضويتها الحالية في المجلس للفترة 2018 2019، باستمرار الاستقرار الأمني في الإقليم، داعية في الوقت نفسه جميع الأطراف السودانية إلى الهدوء وضبط النفس ونبذ العنف، وضرورة الحفاظ على ما حققته بعثة «يوناميد» في دارفور من مكتسبات، وتشجيع الخطوات التي اتخذها السودان لبسط سلطته على أراضي الإقليم كافة.

وأكد السفير منصور العتيبي، مندوب الكويت الدائم لدى الأمم المتحدة، خلال جلسة لمجلس الأمن حول إقليم دارفور، في كلمة بلاده، أنه من الممكن التعامل مع «محركات النزاع» في الاقليم عبر وسائل غير حفظ السلام، موضحاً أن المسائل المتعلقة بالأراضي وملكيتها وتغير المناخ والعودة الطوعية الآمنة والكريمة للنازحين تعتبر أموراً تدخل في صلب مرحلة بناء السلام ما بعد النزاع.

وأشار إلى أن حفظ السلام لم يعد كما كان سابقاً الوسيلة الأمثل للوضع في دارفور، داعياً لاستمرار البعثة في المسار الحالي، وفقاً لما تم الاتفاق عليه في القرار الدولي رقم «2429» والبيان الرئاسي رقم 19 الصادر عن المجلس العام الماضي.

وبشأن خروج بعثة «يوناميد» من السودان، قال السفير العتيبي: «لقد وجدنا في تقرير البعثة قبل شهرين وتقرير التقييم الأخير دعوة لتبسيط النقاط المرجعية والمؤشرات لكي يتم تحقيق معظمها في دارفور»، لافتاً إلى أن بلاده ترى أن أولوية الحل السياسي في دارفور تسير كما هو مطلوب لولا تلكؤ بعض الأطراف في الانضمام للعملية السياسية، ومشدداً على أنه لا يمكن أن تظل البعثة واستراتيجية خروجها رهينة لمدى استعداد تلك الأطراف للتعاون، لا سيما أنه لطالما تعاونت حكومة السودان في هذا المجال تعينها في ذلك «يوناميد» بالإضافة إلى الجهود المشكورة لدولة قطر وألمانيا الاتحادية.
