QRCS’ new Mali office to manage its West, Central Africa works
شراكة بين الهلال القطري والجمعية الوطنية المالية لتعزيز التعاون الإنساني
The Qatar Red Crescent Society (QRCS) has recently signed a memorandum of understanding (MoU) to open a regional representation office in the Republic of Mali, which will undertake its relief and development operations in West and Central Africa.
The MoU was signed by Ali Hassan Al Hammadi, Secretary-General of QRCS, and Dr Abdourahmane Cissé, President of Mali Red Cross.
The signing ceremony was also attended by Mamadou Traoré, Secretary-General of Mali Red Cross; Rasheed Al Karouti, Head of the new representation office; Abdullah M Al Mulla, Director of Communication at QRCS; Dr Fawzi Oussedik, Head of International Relations, and Najlaa Al Haj and Said Tijani from QRCS Relief and International Development Division.
Al Hammadi, said: “It confirms the bilateral will to work together to meet the needs of the most vulnerable communities in Mali and neighbours. Poverty and domestic conflict have weighed heavily on the humanitarian conditions in those countries. It is our duty at QRCS to build partnerships with the fellow Red Cross societies there, to ensure intensive cooperation and wider outreach”.
Dr Cissé stressed the importance of the agreement as a framework for future bilateral cooperation to deal with the rising humanitarian challenges. “We need to enhance our operational capacity and support the central headquarters, as well as the domestic branches,” he noted. “This can be possible with such a strong, balanced, flexible, and long-term understanding and cooperation as with QRCS”.
Under the five-year agreement, the two parties will fulfil the needs of the vulnerable groups, with a view to making a positive impact on their overall living conditions. QRCS commits itself to backing Mali Red Cross, for the latter to be able to respond well to the priorities of intervention in a self-sustaining manner.
They agreed to coordinate with other components of the International Red Cross and Red Crescent Movement on developing an emergency response strategy. The bilateral partnership will translate into humanitarian operations where the geographic features, required activities, and respective strategic approaches are taken into consideration.
The new regional representation office will facilitate communication, follow up with the existing operations, and launch new ones in Mali and other Sub-Saharan countries. Other forms of cooperation include transfer and integration of knowledge, exchange of experience, promotion of the best humanitarian practices, and expanded cooperation on common issues.
وقّع الهلال الأحمر القطري مؤخراً، مذكرة تفاهم ثنائية مع الجمعية الوطنية المالية، من أجل تأسيس مكتب تمثيل إقليمي للهلال الأحمر القطري في جمهورية مالي، بحيث يتولى تخطيط وتنفيذ مشاريعه الإغاثية والتنموية في دول غرب ووسط إفريقيا. وقّع الاتفاقية من جانب الهلال الأحمر القطري، سعادة السفير علي بن حسن الحمادي الأمين العام، ومن جانب الجمعية الوطنية المالية د. عبدالرحمن سيسي رئيس مجلس الإدارة، وذلك أثناء زيارة وفد رسمي ضم أيضاً السيد مامادو تراوري الأمين العام للجمعية، والسيد رشيد الكروطي مدير المكتب الإقليمي الجديد.
حضر مراسم التوقيع من جانب الهلال الأحمر القطري كلٌّ من: السيد عبدالله حامد الملا مدير الاتصال والعلاقات العامة، والدكتور فوزي أوصديق رئيس العلاقات الدولية والقانون الدولي الإنساني، والسيدة نجلاء الحاج والسيد سعيد تيجاني من قطاع الإغاثة والتنمية الدولية.
وعقب التوقيع على الاتفاقية، كشف الحمادي عن سعادته بهذا الإنجاز، قائلاً: «تأتي هذه الاتفاقية في سياق التأكيد على رغبة الجانبين في العمل معاً، من أجل الاستجابة لاحتياجات الأهالي الأكثر ضعفاً في جمهورية مالي والدول المجاورة لها، حيث ساهمت ظروف الفقر والنزاعات الداخلية في تفاقم الأوضاع الإنسانية بشكل واضح في تلك البلدان، مما يحتّم علينا في الهلال الأحمر القطري أن نمدّ جسور الشراكة والتعاون مع الجمعيات الوطنية الزميلة هناك، بهدف رفع مستوى التنسيق والتعاون للوصول إلى أكبر عدد من المحتاجين وتحسين ظروفهم المعيشية، انطلاقاً من شعارنا الاستراتيجي «نفوس آمنة وكرامة مصونة».
فيما أكد د. سيسي على أهمية هذه الاتفاقية كإطار للتعاون المستقبلي بين الجانبين من أجل مواجهة التحديات الإنسانية المتصاعدة، منوهاً بحاجة الجمعية الوطنية المالية لدعم قدراتها التشغيلية والتنفيذية، بالإضافة إلى دعم قدرات هيئاتها التمثيلية سواء على مستوى المقر الرئيسي أم الفروع المحلية، وهو ما يمكن تحقيقه من خلال إقامة علاقة شراكة وتفاهم قوية ومتوازنة ومرنة على المدى البعيد مع الهلال الأحمر القطري.
