Ashghal signs 7 contracts worth QR3.2bn

Doha: Advancing its strategic vision of maximum reliance on local contractors, suppliers for development projects, the Public Works Authority (Ashghal) yesterday signed seven contracts with a total value of QR3.2bn to develop infrastructure of citizens’ sub-divisions and roads projects in several areas of Qatar with local contractors. The awarding of new contracts to develop infrastructure of citizens’ sub-divisions will serve 3,090 land plots. The contracts were awarded to 6 Qatari companies and a Kuwaiti company.

The contracts were signed yesterday in the presence of Eng. Saad bin Ahmad Al Muhannadi, President of the Public Works Authority; Eng. Yousef Abdulrahman Al Emadi, Projects Affairs Director at Ashghal; Eng. Saoud Ali Al-Tamimi, Roads Projects Department Manager; a number of CMC members and a number of managers and officials from Ashghal, in addition to top officials of the awarded companies.

On this occasion, Eng. Saad bin Ahmad Al Muhannadi, President of Ashghal, said that Prime Minister and Interior Minister H E Sheikh Abdullah bin Nasser bin Khalifa Al Thani, had given directives to prioritise citizens’ plot development projects and develop clear plans while keeping commencement and completion dates transparent.

“Today’s contracts are signed with a total value of QR3.2bn in line with the directives of His Excellency and according to Ashghal’s projects plan. The contracts are awarded to six Qatari companies and a Kuwaiti company,” Al Muhannadi added.

Responding to a question, he expressed satisfaction over the quality of work being delivered by local contractors. He said that Ashghal was promoting the role of local contractors as well as suppliers in development projects and the local contractors under supervision of the authority were delivering projects within the stipulated time.

Ashghal President signed the new contracts for Roads and Infrastructure Development Projects for Citizens’ Sub-Divisions in South of Al Meshaf, with the representatives of the awarded contractors at a value of about QR1.3bn which include 3 packages serving 993 land plots.

These projects will provide 119.8km of drainage networks, 55.7km of sewage networks, 26.3km of irrigation networks and 48.7km of road works.

The first contract included package one of South Al Meshaf project, which was awarded to the joint venture of Sacyr and MedGulf, at a value of about QR474m. This package will serve 119 land plots.

The third package of South Al Meshaf project was signed with the representative of the joint venture of “UrbaCon Trading & Contracting Co.” and “InfraRoad Trading & Contracting” which will serve 404 land plots at a value of QR394m. The fourth package was signed with Al-Sarh Holding Group with a value of QR434m and will serve 470 plots.

Ashghal President also signed another two contracts for packages Three and Five of Al Ebb and Leabaib Project. The first contract is awarded to Al Darwish Engineering Company with a total value of QR718m to serve 1278 Plots, while the second contract is awarded to TriConstruct Corporation with a total value of QR395m to serve 819 plots.

The project includes the development of the infrastructure in Al Ebb and Leabaib area, including the implementation of 63 km of roads, 102 km of drainage networks, 51 km of sewage networks and 32 km of irrigation networks. In addition to building 126 km of pedestrian and cycling paths. The contracts signed yesterday included the contract for the Development of the B-Ring Road Project, which includes the construction of 9.1 km of roads and the expansion of the current road to 3 lanes in each direction instead of two.

Through this project, 6 intersections will be developed and 3 roundabouts will be converted to signal-controlled intersections. Two pedestrian bridges with electric elevators will also be built. This contract is awarded to Al Jaber and Makhloof with a value of QR472m.

Phase one of the Road Development Project in South Doha was also signed yesterday, and is awarded to Al-Ghanim International Company for QR354m. The project includes the implementation of 9 km of irrigation networks and 25 km of drainage networks. The project also includes the construction of 20 km of roads as well as landscaping and lighting to enhance traffic safety in the area. Eng. Yousef Abdulrahman Al Emadi, Projects Affairs Director at Ashghal added that signing of these contracts comes as part of Ashghal plan to develop the Roads and infrastructure in several areas in Qatar, which includes awarding projects worth QR17bn to serve 24,626 land plots. “Today, 5 contracts worth QR 2.4bn are signed to serve 3090 plots.”

These projects are scheduled to commence in Q3 2019 according to Ashghal’s plan.

Sheikha Al Jufairi, Central Municipal Council member for Al Hilal Area praised the efforts exerted by Ashghal to carry many roads and infrastructure development projects in many areas in Qatar and praised the continuous cooperation between Ashghal and the members of the Municipal Council.

Meshal Al Nuaimi, Central Municipal Council member for Al-Kheesa, Al Ebb and Leabib Constituency thanked the officials at Ashghal for their continued efforts to develop roads and infrastructure in the area, which will certainly benefit many citizens.

Khalifa Al Ghanim, Board Member of Al Ghanim International, said: “We are very pleased with the cooperation between Kuwait and Qatar in the field of construction, stressing that this is not the first time Al Ghanim International has received contracts for implementing infrastructure projects. Al Ghanim explained that Al Ghanim International did not face any difficulties, adding that the Public Works Authority was keen to overcome all obstacles to the company to obtain the implementation of the project for the development of roads in the south of Doha, phase one.

Yousuf Jassem Al Darwish, Chairman of Al Darwish Engineering Company, expressed his pride in the road and infrastructure development contract in Al Ebb and Leabaib, phase three. He pointed out that encouraging Qatari companies has become a priority for the Public Works Authority.

وقّعت هيئة الأشغال العامة (أشغال) 7 عقود إنشائية جديدة لمشاريع الطرق والبنية التحتية بالدولة، تتمثل في 5 عقود تتعلق بالبنية التحتية لأراضي المواطنين، وعقدين لمشاريع الطرق بمناطق مختلفة في الدولة، بقيمة إجمالية تُقدّر بحوالي 3 مليارات و200 مليون ريال، لخدمة 3090 قسيمة سكنية.

جاء ذلك خلال مؤتمر صحافي عقدته الهيئة أمس، استعرضت خلاله خطتها لترسية مشاريع أراضي المواطنين خلال هذا العام، بحضور سعادة الدكتور المهندس سعد بن أحمد المهندي رئيس هيئة الأشغال العامة، وكل من المهندس يوسف العمادي مدير شؤون المشروعات، والمهندس سعود علي التميمي مدير إدارة مشروعات الطرق، وعدد من أعضاء المجلس البلدي المركزي، وعدد من مديري ومسؤولي الهيئة، بالإضافة إلى ممثلي الشركات المنفّذة للمشاريع الجديدة.

وقال سعادة الدكتور المهندس سعد بن أحمد المهندي، رئيس «أشغال»: «الأولوية للبنية التحتية لأراضي المواطنين ووضع خطط واضحة وتحديد مواعيد بدء وانتهاء المشاريع بكل شفافية. وتم توقيع العقود بقيمة إجمالية تُقدّر بحوالي 3 مليارات و200 مليون ريال . وقد تمت ترسية العقود على 6 شركات قطرية وشركة كويتية».

وقال المهندس يوسف العمادي -مدير شؤون المشروعات- إن توقيع العقود يأتي ضمن خطة الهيئة لعام 2019 لتوفير طرق وبنية تحتية في مناطق مختلفة من الدولة، والتي تشتمل على ترسية عقود بقيمة تبلغ 17 مليار ريال لخدمة حوالي 24626 قسيمة، وتم بالفعل ترسية 5 عقود بقيمة 2.4 مليار ريال لخدمة 3090 قسيمة سكنية.

وقدّم المهندس حمد البدر -من إدارة مشاريع الطرق- عرضاً تقديمياً تضمّن شرحاً شاملاً لخطة «أشغال» لترسية مشاريع تطوير البنية التحتية في أراضي المواطنين خلال عام 2019، والتي من المقرر تنفيذها بمناطق مختلفة في قطر، وتتضمن مناطق العقدة والحيضان والخور والخريطيات وإزغوى وأم صلال محمد وجنوب الدحيل وأم لخبا، بالإضافة للعب ولعبيب وجريان نجيمة وروضة الجهانية وشمال عين خالد وسميسمة والشيحانية والمعراض وجنوب غرب المعيذر وروضة إقديم والمشاف ومبيريك وشرق الوجبة.

3 حزم لخدمة 993 قسيمة

قام سعادة الدكتور المهندس سعد بن أحمد المهندي -رئيس هيئة الأشغال العامة- بتوقيع العقود الجديدة لمشاريع تطوير الطرق والبنية التحتية لأراضي المواطنين في جنوب المشاف مع ممثلي الشركات المنفّذة بتكلفة إجمالية 1.3 مليار ريال، والتي تضم ثلاث حزم لخدمة 993 قسيمة. وسيُوفّر من خلال هذه المشاريع إجمالي 119.8 كيلومتر من شبكات صرف مياه الأمطار و55.7 كيلومتر من شبكات الصرف الصحي و26.3 كيلومتر من شبكات الري، كما ستُنفّذ 48.7 كيلومتر من أعمال الطرق.

الحزمتان الثالثة والخامسة

قام رئيس «أشغال» بتوقيع عقدين آخرين، وهما الحزمتان الثالثة والخامسة من مشروع العب ولعبيب. وقد تمت ترسية العقد الأول على شركة هندسة الدرويش بقيمة إجمالية تبلغ حوالي 718 مليون ريال لتخدم 1278 قسيمة، بينما تمت ترسية العقد الثاني على شركة «تراي كونستراكت» (TriConstruct) بقيمة 395 مليون ريال وتخدم 819 قسيمة. ويتضمن المشروع إنشاء بنية تحتية متطوّرة في منطقة العب ولعبيب، تشمل تنفيذ 63 كيلومتراً من الطرق، و102 كيلومتر من شبكات تصريف مياه الأمطار، بالإضافة إلى 51 كيلومتراً من شبكات الصرف الصحي، و32 كيلومتراً من شبكات الري، كما سيتم إنشاء 126 كيلومتراً من مسارات المشاة والدراجات الهوائية.

جنوب المشاف

شمل العقد الأول الموقّع الحزمة الأولى من مشروع جنوب المشاف. وقد تمت ترسيته على ائتلاف شركتي «ساسير ومدجلف» (Sacyr and MedGulf) بقيمة حوالي 474 مليون ريال. وتخدم هذه الحزمة 119 قسيمة.

أما الحزمة الثالثة من مشروع جنوب المشاف، فقد تم توقيعها مع ممثل ائتلاف شركتي «أوروباكون وإنفرارود» (UCC and InfraRoad)، وتخدم 404 قسائم، وتُقدّر قيمة العقد بحوالي 394 مليون ريال. في حين أن الحزمة الرابعة وُقّعت مع شركة الصرح للتجارة والمقاولات بقيمة حوالي 434 مليون ريال، ومن المقرر أن تخدم 470 قسيمة.

الطريق الدائري الثاني

شملت العقود الموقّعة أمس، عقد مشروع تطوير الطريق الدائري الثاني، الذي يتضمن إنشاء 9.1 كيلومتر من الطرق، وتوسعة الطريق الحالي ليصبح 3 مسارات مرورية في كل اتجاه بدلاً من مسارين. وستُطوّر من خلال هذا المشروع 6 تقاطعات، بالإضافة إلى تحويل 3 دوّارات إلى تقاطعات بإشارات ضوئية. كما سيتم إنشاء جسرين للمشاة مزوّدين بمصاعد كهربائية. وقد تمت ترسية هذا العقد على شركة الجابر ومخلوف بقيمة 472 مليون ريال.

المرحلة الأولى

وُقّع أيضاً أمس عقد المرحلة الأولى من مشروع التطويرات المرحلية للطرق في منطقة جنوب الدوحة، الذي تمت ترسيته على شركة الغانم إنترناشيونال بقيمة 354 مليون ريال، حيث تتضمن أعمال المشروع تنفيذ 9 كيلومترات من شبكات الري، و25 كيلومتراً من شبكات تصريف مياه الأمطار، كما سيتم إنشاء حوالي 20 كيلومتراً من الطرق، بالإضافة إلى أعمال التشجير والإنارة بهدف تعزيز السلامة المرورية بالمنطقة.

أكد أن المقاولين يواجهون صعوبات كبيرة في العمل وسط الأحياء السكنية

سعود التميمي لـ «العرب»: الانتهاء من 5 مشروعات كبرى نهاية 2019

كشف المهندس سعود علي التميمي، مدير مشاريع الطرق وشؤون البنية التحتية بهيئة الأشغال العامة (أشغال)، أن نهاية العام الحالي سوف تشهد الانتهاء من 5 مشروعات كبرى في الدولة، من بينها مشروعات بمنطقتي معيذر وبني هاجر. لافتاً إلى أن عام 2019 أيضاً شهد البدء في تنفيذ عدد كبير من المشروعات.

وفي ما يتعلق بإنجازات «أشغال» في ظل الحصار الجائر، أكد التميمي أن الحصار نقطة تحوّل للهيئة، حيث أصبحت الإنجازات في شتى المجالات، كما صُنّعت عدد من البضائع بالدوحة كانت في السابق تأتي من دول الحصار، وأصحبت بأسعار أفضل وفي أسرع وقت أيضاً. قائلاً في ختام تصريحه: «دولة قطر في تقدّم مستمر، وستبقى دائماً وأبداً بين مصافّ الدول المتقدمة».

وأوضح في تصريحات خاصة لـ «العرب» على هامش المؤتمر أمس، أن توقيع العقود المبرمة بين «أشغال» والشركات الوطنية التي حصلت على المشاريع المطروحة، يأتي استكمالاً لخطة تنفيذ البنية التحتية في جميع مناطق الدولة. مضيفاً أن هناك أولوية في هذه المناطق، خاصة المتعلقة بأراضي المواطنين التي يوجد فيها ارتفاع منسوب المياه الجوفية، كذلك المناطق التي تفتقر إلى الصرف الصحي.

وحول المدة الزمنية المقررة لتنفيذ المشروعات، أوضح التميمي أن المقاولين يواجهون صعوبات وتحديات بالغة وعوائق في تنفيذ مشاريع البنية التحتية، خاصة وسط الأحياء السكنية المكتظة بالسكان. ولهذا، تم عمل تمارين كثيرة لتفادي إزعاج السكان بهذه المناطق، من خلال عدم العمل بعد غروب الشمس وفي وقت الإجازة، بالإضافة إلى السيطرة على الأتربة والغبار، وكذلك نقل المعدّات الكبيرة في وقت عمل السكان.
